[57] Abstract:

A partially floating supported marine platform for offshore wind turbines, bridges and offshore buildings includes horizontal beams and hollow, cylindrically-shaped and vertically disposed buoyancy tubes interconnected to form the marine platform. A cone matching technique may be employed to fast fix the buoyancy tubes onto concrete beds in the seabed that are prepared in advance. Piling support to enhance the foundation of the platform may be used, to be installed within the buoyancy tube interior using small diameter piles that are driven down into the concrete beds and socketed into bedrock. The buoyancy tubes are capped at top and bottom ends, providing buoyancy to the platform at temporary and/or at permanent states. All manual operations for installing piling support are performed in dry conditions, thus expensive piling vessels are not required, thereby providing an economical and safe technology for the development of the ocean.

Methods and compositions containing a phorbol ester or a derivative of a phorbol ester are provided for the treatment of cytopathic diseases. Cytopathic diseases may be caused by a variety means such as viral infections like HIV and AIDS, or the development of neoplasms in a mammalian subject. The methods and compositions of the invention are effective for inhibiting de novo HIV infection, up regulating viral expression from latent provirus, inhibiting HIV-induced cytopathic effects, down regulating the HIV receptor, increasing ThI cytokine expression, decreasing Th2 cytokine expression, increasing ERK phosphorylation, inducing apoptosis in malignant cells, inducing remission, maintaining remission, as chemotherapeutic agents, as well as for decreasing symptoms of cytopathic diseases and opportunistic infections that may accompany such diseases. Additional compositions and methods are provided which employ a phorbol ester or derivative compound in combination with at least one additional agent such as those used in HAART protocols, therapeutic agents used to treat opportunistic infections due to HIV, or chemotherapeutic agents to yield more effective treatment tools against cytopathic diseases in mammalian subjects.

[57] Abstract:

A method of determining a reference picture set (RPS), which is a set of reference pictures used in predictive decoding of a current picture that is to be decoded, is provided. The method includes: obtaining a flag indicating whether the RPS is determined based on picture order count (POC) values of the current picture and a previous picture or whether the RPS is determined based on an index of a reference RPS, which is an identification value of the reference RPS which is one of pre-defined RPSs and is referred to in determining the RPS, and a delta RPS which is a difference value between a POC vale of a reference picture included in the reference RPS and a POC value of a reference picture included in the RPS; and determining the RPS according to a value of the flag.
