Memorandum
Subject: Monthly Report November 2020
Olinda Water Treatment Facility
Water produced : 2.91 Million Gallons
Average daily production: .097 MGD
The Olinda water treatment plant remains off-line except to produce enough water to supply Piiholo road and the Olinda line service areas. (approx .. 100,000 gals. per day) This is due to drought conditions which have improved as of last week, reservoirs are near full now. Notices are being prepared to be sent out to Upper Kula customers of a re-start of the facility scheduled for Dec. 21 st and a conversion back to chloramine disinfection from current status, free chlorine. This will end "phase 6 pumping" from Piiholo WTP to the Upper Kula system.
DWS Engineering project manager Tom Ochwat, along with a hired consultant, visited the Olinda WTP on 11/5 to discuss modifications to the sludge drying bed area in order to facilitate percolation of water and drying of removed sludge material from the sedimentation basin .

Plant staff conducted and documented their Waikamoi , Kahakapao and Olinda dam inspections on 11 /16/20.
Repairs and Maintenance:

• Regular scheduled routine equipment preventive maintenance.
Pi'iholo Water Treatment Facility
Water produced: 103.58 Million Gallons
Average daily production: 3.45 MGD
On 11/23 contract workers from Beylick Construction removed the backwash decant pumps from their enclosures and made an inspection of the casings for wear in order to determine if replacement is necessary as part of the pump and MCC panel replacement C.I.P. project. The inspection showed little wear. The C.I.P. project manager has advised that replacement of this portion of the pump assembly is not necessary.
Plant staff conducted and documented their monthly inspection of the Piiholo 50 mg dam structure on 11/7/20.
The Piiholo WTP continued to provide water for the Upper Kula system as well as meeting its own demand in the Lower Kula system through the month of November. (Phase-6)

Kamole Water Treatment Facility
Water produced : 64.92 Million Gallons
Average daily production : 2.16 MGD
The emergency generator was tested at this facility on 11/7. Upon completion of the run test MEGO power did not automatically switch back to power up the plant. Plant Operations electricians found and corrected a problem with a circuit breaker in the high lift station MCC panel.
An oil leak was detected and repaired by the treatment plant mechanic on air compressor #2 on 11/16. These compressors are critical to the operation of the membrane filtration system.
Warranty replacement of the drive motor support bracket was made by the contractor on the new raw water travelling screen on 11/25/20.

lao Water Treatment Facility
Water produced : 47.8 Million Gallons
Average daily production : 1.59 MGD
Treatment plant mechanic repaired a malfunctioning feed strainer #1 drain system on 11/16.
The new remote control mowers from both the East and West Districts were brought to this centrally located plant for distributor supplied warranty service on 11 /17 /20. B. Hayman Co. is the local representative and performed service on both machines.

Lahaina Water Treatment Facility
Water produced : 53.32 Million Gallons
Average daily production : 1.78 MGD
PV contractor Solar Energy Systems inspected and performed maintenance on the solar energy system at this facility on 11 /5/20.
Warranty repairs were made on the O.S.G. chemical dosing pump by Aqueous Vets on 11/12/20. Training was also conducted for treatment plant staff on inner belt drive adjustments for this pump. This supplies disinfectant hypochlorite solution to the process.
The new/replacement AC system was installed by Heidi Cook Co. on 11/17/20.
Regular scheduled calibration of the O.S.G. systems Hydrogen sensor was performed by plant staff 11/12.
Plant staff conducted their monthly deep clean and sanitization of the facility on 11 /18 .

Mahinahina Water Treatment Facility
Water produced: 39.09 Million Gallons
Average daily production 1.30 MGD
The backwash tank control parameters and scaling were calibrated by Plant Operation techs on 11/3/20.
The ultra-violet project pre-bid tour was held for interested contractors at Mahinahina WTP on 11/4/20.
PV contractor Solar Energy Systems inspected and performed maintenance on the solar energy system here on 11/6/20.
Regular scheduled calibration of the O.S.G. systems Hydrogen sensor was performed by plant staff on 11/12/20.
The 20 MG raw water reservoir dam was inspected and documented by treatment plant staff on 11/24/20.
Plant staff conducted their monthly deep clean and sanitization of the facility on 11/18.

General Administration
• A conference call was held on 11 /12/20 between West District supervisors and new DPO Adam Mundy. Discussion were had about West District vacancies along with introductions. A follow up in-person visit to both West District treatment plants with Director Pearson and Adam occurred on 11/27/20.
• Plant Operations boss Dean Tanimoto has continued to coordinate weekly drought update meetings though November via Bluejeans for all DWS staff members. These meetings have proven to be very useful and informative, facilitating departmental coordination during the drought period which now appears to be subsiding.
• An exit interview was held for departing Grade IV WTPO Lucas Schlueter with his supervisors on 11/27/20. Lucas has accepted a WTPO position out of state.

CONSTRUCTION • Hale Pili Way - Replaced 46 feet of 2-1/2-inch galvanized service lateral, and riser to
standpipe #306 and reinstalled concrete pad. Replaced 15feet of 1inch damaged copper service lateral, re-patched road.
• Piiholo WTF - Reinforced 12each of 2 inch and 4inch pump lines with cement. • Hana Hwy - Repaired 8inch AC mainline. Re-patched road. • Honokohau Valley - Repaired leaks on 6 inch drisco mainline. Walked line, cut trees,
and cleared 6 inch and 2 inch mainlines. • Ulupalakua/Kanaio - Walked line, cleared trees, installed chases, buried exposed lines,
and serviced air release valves. • Olinda, Hawaiian Homes # 3 & 4, Omaopio, Kanaio, Ulupalakua and Kihei Kamaole
tank sites - Cleaned, cleared fence lines and cut trees.
SUPPORT SERVICES CARPENTERS
• Replaced Valve Boxes in the Central District. • Formed and poured steps at Mokuhau Pump Station • Sidewalk repair in Kihei .
HYDRANT MAINTENANCE • Rebuilt 4 hydrants/standpipes. • Service/painted 44 hydrants/standpipes in the Haiku district.
MECHANIC SHOP • Worked on 30 vehicles. • Serviced 12vehicles. • Completed 10 brake jobs. • Responded to 4 trouble calls. • Completed 8 PUC inspections.
METER SHOP • Completed 102 Field Activities for the Fiscal Department. • Replaced 93 defective meters. • Replaced 92 defective transponders. • Tested 75 meters and found them all working properly. • Tested 21 meters and found them to be faulty. • Upgraded 1 meters. • Removed 1 meter due to NRP or Non-payment.
