Message from the Australian Sports Commission The Australian Government is committed to increasing participation in sport and for our high performance athletes to excel on the world stage. Sport not only inspires and unites; it also promotes community involvement and active lifestyles. The Olympic and Paralympic Games is an exciting time for Australians and highlights the substantial contribution of sport to the Australian community, from athletes competing in the Games to those involved in weekend club competition and social play, as well as parents and volunteers. Australia’s performance at the London Olympic and Paralympic Games is the culmination of extensive long-term efforts across the Australian high performance sector. Following the Games, there will be opportunity to celebrate our success and critically review our next steps to ensure we focus and align our efforts to deliver the best possible results on the world stage. It is two years since the Australian Government delivered its new vision for sport through Australian Sport: The Pathway to Success. As a result the Australian Sports Commission (ASC) received an increase in recurrent funding. Since then, we have focused on implementing our new plans, delivering key programs, supporting national sporting organisations (NSOs) to deliver participation and high performance outcomes while also assisting with building there capacity and improving collaboration, alignment and effectiveness within the Australian sport sector. The 2012 Budget delivered a continuation of the Active After-school Communities program. This will enable primary school-aged children across the country the opportunity to embed sport and physical activity into their daily life. We will continue working with sporting organisations at all levels to ensure the program provides maximum value to sports and supports the transition of program participants into local clubs. The Prime Minister’s Olympic and Paralympic Challenges were a unique way for primary school children to capture the Olympic spirit and create their own Olympic journey. This initiative encouraged and inspired children to get active, have fun and earn rewards. This, coupled with participation programs delivered by NSOs, continues the Australian Government’s commitment to ensuring greater access to the benefits of sport. The support received from the Australian Government for Australian sport is essential and plays an integral role in connecting our young sporting participants with their dreams of podium success in the future. This is an exciting and challenging time for Australian sport. The Australian Sports Commission looks

forward to working with sporting organisations, state and territory institutes and academies of sport and

departments of sport and recreation, to promote access to, and participation in sport. Together we can

promote an active lifestyle and develop sporting champions now and into the future.

As the current Olympic cycle comes to a close, I have pleasure in presenting to you the 2011-2012 Annual Report for Diving Australia (DA). While it has been an extremely busy year as we prepare for the 2012 Olympic Games, there have been a number of highlights:

The focus for the past year for Diving Australia has clearly been on the selection and preparation of the Australian Team for the XXX Olympic Games in London which culminated in the Olympic Trials in Adelaide in February. The official announcement of the 2012 Australian Olympic Diving Team was held in Brisbane on 29 May with the team of ten athletes and four officials enjoying a celebratory lunch with DA Board Members and AOC Athlete Liaison Officer, Steve Waugh. The makeup of the team was a reflection of the tight contest in all of the women’s events with seven girls nominated to compete in London. The quality of the diving and competition at the Trials, particularly in the women’s platform event, was outstanding. It was a little different in the men’s events with great diving but small numbers competing with three athletes chosen to represent Australia in London. Attracting a greater number of boys to our sport is a challenge that the Board is working on. I would like to congratulate the DA Selection Committee for their commitment and enthusiasm in ensuring the 2012 Olympic Team was of the highest standard to allow us to win medals in London. The selection of former NTID athlete, Brittany Broben, to the team was proof of the effectiveness and potential of the NTID program. Brittany was one of two former NTID athletes to participate in the Trials. It is the view of the Board that the future success of Diving at the international level is dependent on a robust and integrated National TID program. A national camp was held in January for close to thirty NTID athletes from four programs which was an outstanding success.

While most sports were concentrating on preparing for the Olympics, the Australian Sports Commission was focussing on improving the reporting and planning aspects of the Olympic sports. With the introduction of the Annual Sport Performance Review (ASPR) process sports will be required to change to an annual assessment process shifting away from the traditional four-yearly funding approach. The ASPR process will deliver a more contemporary, annual performance review framework aimed at helping sports to focus on their long term planning. It is a reflection of the ASC’s commitment to getting the right balance of providing sports with certainty but achieving accountability for Government investment. The process also supports the ASC’s commitment to supporting a more united sport sector approach to help achieve the agreed objectives of the National Sport and Active Recreation Framework. It is the responsibility of the ASC Board to allocate funding to support the Australian Government’s sport policy outcome of international success and the ASC will continue to work closely with its sport partners to collectively achieve sustained international success.

The Annual Sport Performance Review is a critical part of the ASC’s strategic direction for sport. It forms the cornerstone of the assessment of NSO performance and therefore the level of Australian Government investment in each sport. The ASPR will be more effective in monitoring the impact of the government’s investment in sport. Six principles have been identified for the annual Sport Performance Review with a clear message that NSOs are responsible for the development of their sport in Australia and that funding is not an automatic entitlement but is based on how an NSO can contribute to achieving government outcomes. To assess the high performance program of a sport, the ASC will review the sport’s performance at the three most recent benchmark events with a key determinant of success being performances at Olympic Games. NSO planning and performance are at the centre of the ASC’s strategic approach with monitoring of progress against HP plans through the Pathway to Podium (P2P) framework. Another key requirement is collaboration with all stakeholders in the planning process. Given that Diving is a multi-medal sport and acknowledging our responsibility to invest Government funding in the most effective way to achieve medals at Olympic Games, the Board continues to drive a national leadership approach to the high performance program. The DA High Performance Plan has been adopted which includes DA protocols for streamlining the delivery of elite programs. The protocols outline the roles of the individual HP programs, daily training environment requirements, training loads and volumes, selection criteria for HP squad selection, athlete obligations, annual plans, camps program, performance enhancement, monitoring, evaluation and feedback and life balance. The structure is now in place and our main task is to now communicate it widely to our stakeholders to get a ‘whole-of-sport’ approach to high performance across the sport. The Australian and State Governments are pivotal to the ongoing development and success of our sport and their assistance is greatly appreciated. I express special thanks to ASC CEO, Simon Hollingsworth, outgoing AIS Director, Professor Peter Fricker and Gavin Hunt, ASC Senior NSO Partnership Manager for the many ways they provide support and assistance to our sport. Diving received $1,996,130 in funding from the ASC in 2011-2012 of which 98.4% was allocated for the High Performance Program.

The above amount includes funding for the Australian Institute of Sport program, which forms part of the DA Centre of Excellence in Brisbane. The AIS is the cornerstone of Diving’s HP program and is a valuable asset to Diving Australia receiving wide and varied support from the ASC in Canberra. Head Coach, Hui Tong, and his Assistant Coach, Chen Xiangning, work hard and are very committed to conducting a professional, world class program for athletes looking to win medals for Australia. The program is well serviced by AIS Sports Performance Manager, Deb Waser. A research project being conducted through the AIS Diving program in partnership with the CSIRO and the CFD focusing on Computational Fluid Dynamics is well underway with funding secured well into next year. Direct financial support to athletes becomes paramount as athletes prepare for an Olympic Games and a range of support was available for athletes over the past year – the ASC Direct Athlete Support Program, the DA Direct Athlete Support Program, the AOC Medal Incentive Scheme, prizemoney from FINA World Series and Grand Prixs. Funding through these programs is based on performances at the annual benchmark event. This support is greatly appreciated by the athletes and gives them options as they prepare for major competitions and particularly the 2012 Olympic Games. On top of the generous support of the Australian Government, Diving Australia is very fortunate to conduct five high performance centres which are funded by the various state governments through the state institutes and academies of sport. This assistance is vital for Diving Australia to build a large talent pool which underpins our national teams and squads. With a goal of a nationally driven high performance program, Diving Australia allocated over $300,000 in 2011-12 to assist in the delivery of a high level daily training environment for all athletes and coaches in the elite pathway. Strengthening the relationships with our program partners is a high priority with the DA Board and will continue to be a priority over the next year. Special thanks to the team from NSWIS for providing world class facilities and assistance in preparing members of the National Squad for international events. Australian teams made up of National Squad, Development Squad and “Target 2012” squad athletes participated in a number of FINA World Series events and all FINA Grand Prix events during 2011-2012. A further opportunity was given to 12 developmental divers who participated in the 2012 Great Britain Elite Junior Diving Championships. These competitions are essential in preparing our athletes for major competitions given our remoteness and lack of competition opportunities in the region.

Following on from our outstanding success at the 2010 Delhi Commonwealth Games in Delhi, we were fortunate to receive confirmation of $225,000 over three years from the ACGA in the lead up to Edinburgh in 2014. This ongoing support from the Australian Commonwealth Games Association is of great assistance in preparing athletes for this important event. Our genuine thanks to ACGA CEO, Perry Crosswhite and Diana Gallagher for their ongoing support and assistance to Diving. A number of our athletes and officials joined members of the organising committee for the 2018 Commonwealth Games in celebrating the announcement of the success of the Gold Coast bid for the Games in November. It promises to be a great Commonwealth Games.

The AOC does a magnificent job in organising and managing the Australian Team competing at the Olympic Games. They are extremely helpful and efficient in providing a stress free preparation and arrival at the Games for all our athletes and officials. With a goal of finishing in the Top 5 nations at the London Olympic Games, we look forward to being part of the medal tally. I would like to thank John Coates, AOC President, Craig Phillips, AOC Secretary-General, Fiona de Jong and the team for their ongoing support and recognition of Diving. Chantelle Newbery’s term on the AOC Athletes’ Commission will come to a close at the 2012 Olympic Games and the DA Board has endorsed Loudy Wiggins’ nomination for the next four years. The newly completed world class aquatic facility at Marion has provided the venue for three national diving championships and an Olympic Trials over the past year. These events have provided DA with the opportunity to become very familiar with the facility in the lead up to the 2012 FINA World Junior Diving Championships. Much of the planning and preparation for the Championships is well underway with special thanks to the staff of the SAALC for their assistance and generosity. Special thanks to DSA and in particular volunteer, David Hinks, who has created an amazing website for the event. Special mention also to Sue Lewis, Daryl Hocking and Barbi Donnet for their creativity and enthusiasm in their desire to deliver an outstanding event. We look forward to welcoming over 300 of our international friends to Adelaide in October. While the Board focuses heavily on the high performance aspect of the sport, it also places great value on growing the foundation aspects of the sport such as coaching, officiating and participation.

At the final function for the 2012 Age Championships members were informed that Margaret Pierce was resigning from her position as National Coaching Co-ordinator. Margaret has provided an outstanding service to our coaches over a long period. We wish Margaret a very happy life in her new home in Byron Bay. DA Level 6/FINA list judge, Eric Brooker, was selected by FINA to represent Australia at the 2012 Olympic Games in London. This is an outstanding honour and a wonderful achievement by Eric who was also selected by FINA to officiate at the 2011 FINA World Championships in Shanghai. Congratulations to Eric on his appointment. Opportunities for five DA Level 6/FINA list judges were offered to attend FINA World Series and FINA Grand Prix events over the past year. Wendy Pullar continues to work very hard to provide education and assessments at all national events giving all members the opportunity to progress through the officiating pathway. All Level 4, 5 and 6 judges were invited to attend the FINA Diving Certification Course conducted by DA in conjunction with the 2011-12 Open Championships in Adelaide. FINA TDC members Kathy Seaman from Canada and Michael Geissbuhler from Switzerland facilitated the course and praised the high standard of our judges. History will be created when FINA include High Diving on the program for the 2013 FINA World Championships in Barcelona. It will be full medal event and an opportunity for Diving to raise its profile worldwide. Diving Australia conducts three levels of competition to give all athletes and officials in our sport the opportunity to participate at whatever level they choose. It was a busy competition year for DA with the Olympic Trials conducted on top of the three successful national championships. Venues for national events in 2011-12 were Adelaide and Melbourne and I would like to extend our appreciation for the ongoing support for our sport from the various venue management teams in all states. The use of Dive Recorder for competition management continues to grow making it very easy to follow the events, access results and analyse the performance of the technical officials.

On a personal note I would like to acknowledge my sincere appreciation to the members of the Board, DA staff, athletes, coaches, officials and our many partners for their continuing commitment and support in assisting Diving Australia to achieve our strategic objectives. Directly related to the success of Diving is the DA office which has three full-time and two part-time staff members. I would like to thank CEO, Mary Godden and her committed and enthusiastic team for their excellence during the year. While this report relates to the 2011-12 financial year, I am taking this opportunity to share some thoughts on changes in the elite sporting environment. Diving recently had its post Olympic P2P meeting where representatives of the ASC, AIS and state institutes attended. There was considerable discussion in relation to the whole Australian High Performance sports system, review of Australia’s 2012 Olympic results and discussion re the way forward given Australia’s overall less than expected results across all sports. A sentiment that was put to us was that Australian HP sport had become too focused on the athlete and not focused enough on performance. I believe this philosophy will be a factor that will impact on all sports including diving over the next 4 years. As I have previously mentioned the planning, monitoring, reporting relating to how ASC funds are spent will have an increasingly commercial flavour. The ASC has made it very clear that their investment in sports like diving is all about achieving Olympic medals. In this tougher economic climate the ASC is wanting to see a direct and clear link between how ASC funds are spent via NSO’s like diving and Olympic medals. I have no doubt as a result we will see some changes in our sport that will affect all stakeholders. Unless we change we don’t improve, i.e. we just deliver more of the same. Change however is often challenging as it can mean a shift in how funds or other resources are allocated in line with shifts in strategic direction and impetus. I think Diving’s biggest challenge is to ensure its sustainability as a top 3 world diving nation. This will only be achieved by constantly questioning our own planning and execution and making improvements on a real time basis. The biggest risk to Diving Australia’s success is failing to have the necessary focus on key strategic issues, failing to be a cohesive and collaborative organization in terms of stakeholders and failing to leverage resources where it makes sense across the country. A frustration for our DA and also State level administrators continues to be the differing demands put on them respectively by federal and state governments who often have different priorities. As a result state and national bodies are often caught up in the middle which has the potential to lead to disagreement and debate. I urge all stakeholders to try and embrace the “Green and Gold” philosophy as a reference point for decision making and planning. I believe to date our DA board has managed to balance all these issues quite well and I believe the DA board will continue to do so as well as provide strong and stable leadership. I thank all individuals in DA for the part they play in our sport. The passion amongst athletes, coaches, administrators and other volunteers is always evident and especially when competitions are held. I have no doubt the next four years leading up to Rio will be challenging and also exciting and rewarding for Diving Australia. . Ashley Wilson Chairman

CHIEF EXECUTIVE OFFICER’S REPORT

The 2010-2014 Strategic Plan was the basis for Diving Australia’s operations over the year as set out in the 2011-2012 operational plan. These objectives are jointly embraced and delivered by both the Board of DA and our six member associations.

KEY RESULT AREA 1: GOVERNANCE & MANAGEMENT

Objective: To ensure Diving provides strong leadership, efficient and effective management to ensure a professional, sustainable and compliant organisation. Strategic Priorities for the management area included:

Strong leadership and compliance based on sound governance principles

Sustainable operational performance

Good financial management practices

Improved relationships and partnerships with key stakeholders

Effective marketing, promotion and community awareness

Effective identification and management of organisational risks The ‘whole-of-sport’ approach continues to be a priority within the Australian sporting environment. This concept is strongly driven by the Australian Sports Commission and requires wide collaboration with all stakeholders to become a reality. It is a key component of the ASC’s annual assessment of Diving. Following the 2011 Annual General Meeting the Board again elected Ashley Wilson as Chairman of Diving Australia. This was Ashley’s fourth consecutive year as Chairman. David Lyons was re-elected to the Board and long term Board Member, Robyn Arlow, completed her term and was replaced by Robert Jamieson. Appointed Director, Stephen Abbott, continued in his role maintaining a Board size of six members. The Board met on four occasions to ensure the organisation met all compliancy requirements and achieved the outcomes set out in the operational plan. Risk Management was the theme for the two-day Diving Australia/State Association annual workshop. Amelia Lynch from Lander and Roger co-ordinated the workshop which formed the basis of a Risk Management Policy for DA and the member associations. An open session looking at the achievements of the Association over the past year and the plans for the following year was also held. It was a challenging year for the Board as they oversaw the finalisation of the 2012 Olympic Games Selection Policy in conjunction with the Australian Olympic Committee. It was imperative that the policy was fair and equal for all athletes but contained world class standards to ensure a good result at the Games. A minor change to the policy was required at the second stage of selection but no appeals were received on the final team selection. As we come to the end of the last year in the current quadrennium, we acknowledge the enormous level of support from the Australian Sports Commission which totalled over $8 million over the four years. This support from Diving Australia’s major sponsor has given us the opportunity to conduct a world class high performance program. The ASC is also a valuable partner in assisting DA to manage and lead its program and to be accountable through the P2P meeting process. Base funding for 2011-2012 was $1,389,000 which was allocated to Diving Australia for high performance and participation. Total funding of $2,117,900 was received from the ASC in 2011-2012 across a number of programs as set out below:

Diving maintained its Tier 1 status with the ASC reflecting its multi-medal winning capacity. The Board’s ongoing priority was strengthening the high performance network to build up the talent pool underpinning the national squads and teams. This was done with the aim of winning 2-3 medals in London. Two benchmark events were conducted in this financial year. The 2011 FINA World Championships and the 2012 FINA Diving World Cup, the test event for the 2012 Olympic Games. The AOC provided funding for both events along with funding to those athletes who won medals at the 2011 benchmark event through the Adidas Medial Incentive Scheme. Diving Australia’s representative on the AOC Athletes’ Commission, Chantelle Newbery, continued to make a valuable contribution in the last year of her term. The AOC funding to Diving for the 2011-2012 year was:

The Australian Commonwealth Games Association continued their generous support of Diving Australia by announcing that they would provide $225,000 over three years as part of the “Go Glasgow” Team Preparation Program. In 2011-2012 Diving Australia received $32,250 along with $21,000 under the Australian Junior Commonwealth Games Squad program for athletes participating in the 2012 Great Britain Elite Junior Championships. With the ACGA the major organisation providing funding for junior athletes, their assistance is very much appreciated.

There was a large amount of activity in the year leading up to the 2012 Olympic Games which is reflected in the 2011-2012 financial statements for Diving Australia with a loss of $23,560. DA investments while still being impacted by the global financial crisis have gradually improved over the year and are back at parity with the original investment. Andrew Heath provided part-time finance services for Diving Australia and ensured good financial management and practices continued. We are fortunate to receive assistance with the financial management of the association from Board Members, Stephen Abbott and David Lyons, who make up the Finance and Audit Committee. Media interest grew consistently over the year as a consequence of the selection process which commenced in December 2011 and culminated at the AOC Team Announcement in Brisbane on 29 May. DA Media Manager, John Purnell, co-ordinated the media coverage and worked closely with the AOC media department to create a lot of print and television interest. DA also produced individual postcards for all team members along with a team poster. .

A large amount of time was spent over the past year in planning for the 2012 FINA World Junior Diving Championships. The newly completed SA Aquatic and Leisure Centre was chosen as the venue for the event which will provide excellent facilities for our international athletes. DSA volunteer, David Hinks, has spent many hours creating a fabulous website for the event which includes multi-media features. Barbi Donnet was appointed as Event Manager in February 2012 joining Competition Management team Sue Lewis and Daryl Hocking. The office of Diving Australia continues to operate out of the DA Centre of Excellence at the Sleeman Centre in Brisbane with three full-time and three part-time employees. Kate Abbott resigned from her position in October and John Purnell finished his contract with Diving Australia at the end of June after a very busy year. Diving Australia is very fortunate to be co-located with the AIS Diving Program at the Sleeman Sports Complex at Chandler and is very grateful for the ongoing support of the AIS and the Sleeman Centre Management in providing this valuable opportunity.

NATIONAL LEADERSHIP

Over the past year the ASC has introduced the Annual Sport Performance Review (ASPR) which requires an annual assessment process which is a shift away from the traditional four-yearly funding approach. One of the principles of the ASPR is that NSOs are responsible for the development of their sport in Australia and that funding is not an automatic entitlement but is based on how an NSO can contribute to achieving government outcomes. NSOs are accountable and will be measured on the targets set out in the DA High Performance Plan.

The process also supports the ASC’s commitment to supporting a more united sport sector approach to help achieve the agreed objectives of the National Sport and Active Recreation Framework. It is the responsibility of the ASC Board to allocate funding to support the Australian Government’s sport policy outcome of international success and the ASC will continue to work closely with its sport partners to collectively achieve sustained international success. The DA High Performance Plan is the vehicle whereby Diving Australia set out its plans to win medals in Rio and beyond. It is critical that there is a ‘whole-of-sport’ approach and that the plan is understood and embraced by all stakeholders. To achieve this requires strong communication and consultation on the HP plan. NSO planning and performance are at the centre of the ASC’s strategic approach with monitoring of progress against HP plans through the Pathway to Podium (P2P) framework. The first P2P meeting was held in Adelaide on 14 October which included key stakeholders from DA, the ASC, AIS and the SIS/SAS programs. A HP Planning meeting was also held in Melbourne from 30 November to 1 December 2011.

Topics covered in the workshop included an overview of the 2011 FINA World Championships results, 2012 Olympic Games Selection Policy, 2012 DA Selection Policy, look at where medals are coming from, DA High Performance Plan, DA High Performance Protocols and feedback from FINA General Meeting. Wayne Goldsmith gave a presentation on Day 1 on High Performance and Georgia Ridler gave a presentation on the psychology of coaching junior athletes on Day 2. HIGH PERFORMANCE PROGRAM

The DA High Performance Plan was updated during the year to create more clarity and more performance outcomes to ensure the focus is on winning medals at Olympic Games, Commonwealth Games, World Championships and World Cups. The DA Protocols outlining minimum requirements and consistency across all programs within the HP were completed and distributed to the AIS and SIS/SAS programs. Leadership of the HP program was co-ordinated through the DA Centre of Excellence which includes the AIS program at the Brisbane Aquatic Centre. As the cornerstone of the DA High Performance Program, the focus of the AIS program is to prepare and develop athletes to win medals at benchmark events. High Performance Centres at WAIS, SASI, VIS, NSWIS and QAS play a vital role in achieving the outcomes in the plan, particularly increasing the number of athletes in the talent pool. A necessary task was an audit of the HP programs which was carried out by National Technical Manager, Valerie Beddoe. Valerie visited all programs and compiled a comprehensive picture of the strengths and weaknesses of each of the programs. Action on these findings would be incorporated into the DA HP Plan. The Chinese Diving Team continue their monopoly at benchmark events creating a real challenge for all federations as we prepare for London. To minimise this challenge, the priority for the DA Board remains on creating a robust and sustainable high performance program which provides the most effective environment and services to produce Gold Medal winning athletes. It is imperative that we use our collective resources to effectively assist our most talented athletes to develop to their highest potential.

As a strategy for identifying and assisting talented athletes, Diving Australia has three squads which are selected annually from performances at national championships – National Squad, Development Squad for athletes 21 years and younger, Junior and Emerging Squad for athletes aged 15 years and younger. A 2012 Olympic Shadow Team was put in place to narrow the focus on those athletes who had the potential to win medals in London. The DA visitation program provided the opportunity for a number of athletes to train at the AIS in preparation for the Olympic Games. The AIS Residential Program in Brisbane continues to provide a world class daily training environment to assist our national squad athletes prepare for their most important competition, the Olympic Games. Hui Tong, AIS Head Coach along with Senior Coach, Chen Xiangning, work strongly together to provide a holistic program for our senior athletes. The commitment to elite programs by the Sleeman Centre Management through generous pool access along with ongoing maintenance of the dryland facility is much appreciated. In 2011-2012 the AIS provided seven full time scholarships (six women and two men). AIS Program Co-ordinator, Andrew Heath, was again a major contributor to the smooth running of the program with Deb Waser supplying additional support from Canberra. Five national training centres were funded by DA during 2011-12 as part of the DA High Performance Program:

Head Coach of the SASI Program, Mike Martens, completed his first year at the newly completed world class aquatic facility at Marion. One SASI/AIS diver is a member of the National Squad, two SASI scholarship holders are members of the 2012 National Development Squad. One diver is a member of the 2011-12 Emerging Squad. One SASI/AIS athlete was selected in the 2012 Shadow Team. WA Institute of Sport Head Coach: Iris Deng Squad Members: 5 Iris Deng continued in her position as Head Coach of the WA Institute of Sport Diving Program. One WAIS athlete is a member of the 2012 National Development Squad. One athlete is a member of the 2011-12 Emerging Squad. Victorian Institute of Sport Head Coach: Mathew Helm Squad Members: 6 Mathew Helm made great progress in his first year as VIS Head Coach. He was able to maintain a high coaching standard of his VIS Squad while also coaching Olympian Loudy Wiggins. Four VIS/AIS scholarship holders are members of the 2012 National Squad, two VIS/AIS scholarship holders are members of the 2012 National Development Squad. Five athletes are members of the 2012 Shadow Team. TALENT IDENTIFICATION

The significance of a well managed, high quality National TID Program in Diving Australia’s future international success has become more widely apparent. Olympic Gold Medallist Chantelle Newbery continued to roll out the program nationally with a new squad in South Australia bringing the number of programs to five. Working closely with NTID Coach, Wang Jinlan, Chantelle continued to fine tune the various components of the NTID Program. Activities included co-ordinating testing days as required, performance reviews of all athletes, a National TID camp and further improvements to the NTID competition format as part of the Australian Elite Junior Championships.

Two squads operated in Brisbane with coaches Jinlan Wang and Mengjie Li focussing on 16 athletes training up to 27 hours per week. Five athletes from the NTID – QLD Squad and four from the younger NTID –QLD B squad participated in the 2012 Elite Junior Championships. Two NTID athletes were offered QAS scholarships. The NTID – WA Squad continued to perform well under NTID coach Jack Taylor. The squad participated in the National TID Camp in Brisbane from 11-18 January 2012 which also gave Jack the opportunity to receive feedback from NTID Head Coach Jinlan Wang. Over the 2011-2012 year two athletes from the NTID –WA Squad were invited to trial for the WAIS Diving Program. A testing day was held for the NTID – Victorian Squad on 24 March. Twenty two athletes trialled for the squad with eleven athletes selected for a 3 month trial. Coach Gong Ming was assisted during the year by Scholarship Coach, Christian Brooker.

The NTID program in South Australia commenced on 22 August 2011with 9 athletes. Coach Shanming Zhu is in the enviable position of having both uncompromised world class water and dryland facilities for his squad.

NTID Competitions were included in a number of State Elite Junior Championships as preparation for the National Elite Junior Championships. The success of the DA NTID Program was highlighted by the following successes:

COMPREHENSIVE COMPETITON & CAMPS PROGRAM FOR NATIONAL SQUADS National Squad athletes participated in two benchmark events during the 2011-2012 financial year – the 14th FINA World Championships in Shanghai and the test event for the 2012 Olympic Games, the 18th FINA World Cup in London. A heavy competition program was provided in 2011-2012 for National Squad, National Development Squad and “Target 2012” Squad athletes in preparation for the 2012 Olympic Games. Over $356,000 was allocated to participate in the FINA World Championships, an Olympic Qualifying Event, FINA Diving World Cup, four 2012 FINA World Series events, five FINA Grand Prix events as well as the Great Britain Elite Junior Diving Championships. A camp was held prior to the World Championships in Shantou in the Guangdong Province. Great Britain Diving invited the Australian Team participating at the Elite Junior Championships to participate in the GB camp following the Championships.

Camps

Four camps were conducted during the year for divers from the National Squad, Development Squad, “Target 2012” Squad, Junior Squad and NTID Squads. 14th FINA World Championships Camp, Shantou, China, 6-11 July 2011 To prepare for the 14th FINA World Championships, a six day camp was held in Shantou for the seven athletes and three coaches selected in the team. The facility in Shantou provided ample water and dryland time for the team to train as well as allowing them to acclimatise before travelling to Shanghai. National EDP Camp, Brisbane, Queensland, 2 – 8 October 2011 The National EDP Camp was held in Brisbane the Golf Coast from 2-8 October. All EDP athletes from the five SIS/SAS programs were invited to attend along with five SIS/SAS coaches and ASC scholarship coach, Christian Brooker. This was the first time that a camp had been conducted with all SIS/SAS programs and it was a great success. A total of twenty two athletes and six coaches participated in the camp. NTM, Valerie Beddoe as there to observe along with Head coach, Hui Tong. The camp was co-ordinated by Kate Abbott and provided an opportunity for all athletes to come together as a national team. A comprehensive education program was built around the water and dryland training.

National TID Camp, Brisbane, Queensland, 11 – 18 January 2012 One NTID camp was held during the year involving 26 athletes from the Qld A, Victorian, Sa and WA Squads. NTID coaches Jinlan Wang (Qld), Jack Taylor (WA), Gong Ming (VIC), Shanming Zhu (SA) provided the coaching services for the camp. Two development coaches were also included – Belinda Kennedy from Victoria and Christian Brooker, ASC Scholarship Program coach. Activities included water and dryland training, strength and conditioning, nutrition/cooking class, recovery, beach fitness, Urban Gymnastics strength and conditioning and sports psychology. An NTID competition was conducted at the conclusion of the camp. The theme of the camp was “How to get the most out of every training session”. The camp was co-ordinated by Chantelle Newbery and assisted by Margaret Pierce and Mary Godden. Great Britain EJ Team Camp, Plymouth, Great Britain, 8 – 13 April 2012 After competing at the 2012 Great Britain Elite Junior Championships, the team of twelve athletes and four coaches remained in Plymouth to participate alongside the GB Elite Junior Squad in a six day camp. Apart from daily water and dryland training sessions, the athletes had fun rock climbing and finishing the camp with a fun competition.

Following a tumultuous time for the VIS program with a number of coach changes, newly graduated ASC Scholarship Coach, Mathew Helm, continued his enthusiastic coaching style with a newly vamped VIS Squad. Mathew was fortunate to be selected for the AIS International Coach Study Tour to London 2012 Olympic Games. The aim was to expose coaches to the unique environments of the Olympic and Paralympic Games. The group attended Olympic Team training sessions for a variety of sports prior to commencement of competition and met with Australian Olympic Team coaches. They also had the opportunity to observe Olympic competition events for a variety of sports. Visits to other HP environments, eg. McLaren Racing and Chelsea FC were also on the agenda. There were no changes to the team at NSWIS – Salvador Sobrino continued as NSWIS Head Coach and was assisted by Joel Rodriguez who coaches the EDP Squad and Vyninka Arlow who looks after the Emerging Talent Squad. Michael Martens continued in his position of SASI Head Coach. Joining the team was DA NTID Coach, Zhu Shanming, whose experience with NTID athletes in Brisbane created a positive environment for his new NTID athletes. Head Coach, Iris Deng, managed the WAIS program and was assisted by NTID Coach, Jack Taylor. Christian Brooker from NSW was nominated to the ASC for appointment as a Scholarship Coach for 2011-2013. Christian commenced his scholarship under mentor Mathew Helm through the VIS program on 1 August. Christian will spend some time at the AIS program in Brisbane but most of his time will be spent with the VIS and NTID programs in Melbourne. SUPPORTIVE SPORTS SCIENCE/MEDICINE PROGRAMS

With financial assistance from the ASC the level of SS/SM support accompanying national teams was increased in the lead up to the 2012 Olympic Games. Support staff included massage therapy, psychology, physiotherapy and performance analysis. A number of research projects from the AIS Performance Research Unit continued on from 2010-11:

Competition Analysis Group – forecasting a score and DD for a gold medal in London & Rio The CSIRO project incorporating 3 dimensional vision of dives and different forces impacting on the body of divers also continued. The joint partnership between DA/ASC/QUT continued with research on baulking and transference of skills from dryland to water. EFFECTIVE ANTI-DOPING PROGRAM

Recognising the increased importance of educating all athletes on anti-doping requirements in an Olympic year, DA works very closely with the members of ASADA, the AOC and the ASC on requirements of ASADA, FINA and WADA. Regular sessions are conducted to ensure all athletes are aware of the relevant policies and requirements of elite athletes. The level of support and the quality of information from ASADA is very high and much appreciated by Diving Australia.

There was a slight decrease in membership during the 2011-2012 year with a total membership for Diving Australia of 2,099. COACH EDUCATION Coach education is a critical element of the Diving Australia development program to ensure we achieve outcomes across all areas of the sport. National Coaching Director, Margaret Pierce working with the state coaching directors achieved a number of outcomes over the past year:

Co-ordination of Level 1 courses in NSW, SA, Qld and Victoria

Improvements to First Bounce entry level coaching course

Finalisation of Dryland Safety Manual

Co-ordination of coaching workshops at the Australian Open, Age Championships and the Elite Junior Championships

Appointment of ASC Coach Scholarship Program coach Margaret Pierce was in the early stages of planning a State Coaching Co-ordinator workshop in Melbourne in conjunction with the 2012 Elite Junior Championships to discuss Level 1 and First Bounce issues. The Coaches Clinic at the 2012 Age Championships was a huge success with Ashley Wilson conducting a coaching workshop on safety and use of dryland equipment. It was well received by the 49 coaches who attended. Anna Meares gave a very successful presentation at the 2011-12 Australian Open Championships in Adelaide outlining her Olympic successes and her journey back from injury. OFFICIATING Improving the assessment process at national events with specific quality feedback and judges’ analysis was the focus for National Technical Officials Co-ordinator, Wendy Pullar over the past year. The DA Officiating Committee consisting of Wendy Pullar, Valerie Beddoe and Eric Brooker worked hard overseeing the policy side of officiating. A number of outcomes were achieved:

Eric Brooker was selected by FINA to officiate at the 2011 FINA World Championships and the China leg of the 2011 FINA World Series. Eric was also selected to officiate for Australia at the 2012 Olympic Games in London. As a means of keeping our judges up on issues at world level and as a means of maintaining FINA level accreditation, a FINA Judges Certification Course was held in conjunction with the 2011-12 Open Championships in Adelaide. FINA TDC members Kathy Seaman from Canada and Michael Geissbuhler from Switzerland facilitated the course and spoke highly of the quality of the seventeen judges who participated in the course. All Level 4, 5 and 6 judges were invited to participate in the course. Judges on the DA Officiating List include:

The 2012 Australian Age Championships was conducted a number of days after the 2012 Trials and was a very successful event. Thirty clubs were represented with around 154 divers participating. This number was slightly down on 2011. Concurrent events were run for the first at the Age Championships in readiness for the 2012 World Junior Championships. The quality and commitment of volunteers in SA adds greatly to the smooth running of events and I would like to express our gratitude for their assistance with four national events over an 18 month period. Volunteer management was again co-ordinated by Competition Management Committee member Sue Lewis who provides well structured education and direction as well as an enjoyable experience for all volunteers.

COMPETITIONS

Open, elite junior and participation divers were catered for through Diving Australia’s strong domestic competition program. Three Australian Championships were conducted during the year at various locations.

Conducting events is a team effort between Diving Australia and the Aquatic Centre Management. It is impossible to run successful events without the enthusiastic support and expertise provided by the various venues. We thank the management and staff of the SA Aquatic and Leisure Centre and the Melbourne Sports & Aquatic Centre for their outstanding assistance over the past year with our national events. Numbers of interstate divers participating in State Championships continues to steadily increase, particularly by members of the Elite Development Programs who have taken the opportunity to broaden the competition experience of their divers. We were also fortunate to have teams from Japan and China participate in the 2011-12 Open Championships which greatly added to the competition. Competition Management Committee members, Daryl Hocking and Sue Lewis, continue to deliver a high level of service and satisfaction to members at national events. Daryl’s role as Competition Manager and Sue Lewis’ role as Administration Manager require a lot of time and commitment and we are very grateful for their contribution to our successful competition program.

We have audited the accompanying financial report, being a special purpose financial report, of Diving Australia Inc which comprises the Assets and Liabilities Statement as at 30 June 2012 for the year then ended, the Income and Expenditure Statement, a summary of significant accounting policies, other explanatory notes and the Statement by Members of the Board.

Board's Responsibility for the Financial Report

The Board is responsible for preparation and fair presentation of the financial report and has determined that the accounting policies described in Note 1 to the financial statements, which form part of the financial report, are consistent with the financial reporting requirements of the Associations Incorporation Act ACT and are appropriate to meet the needs of the members. The board's responsibilities also include designing, implementing and maintaining internal control relevant to the preparation and fair presentation of the financial report that is free from material misstatement, whether due to fraud or error; selecting and applying appropriate accounting policies; and making accounting estimates that are reasonable in the circumstances.

Auditors' Responsibility

Our responsibility is to express an opinion on the financial report based on our audit. No opinion is expressed as to whether the accounting policies used, as described in Note 1, are appropriate to meet the needs of the members. We conducted our audit in accordance with Australian Auditing Standards. These Auditing Standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether the financial report is free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor's judgement, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity's preparation and fair presentation of the financial report in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity's internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by the board, as well as evaluating the overall presentation of the financial report.

1 Statement of Significant Accounting Policies

This financial report is a special purpose financial report prepared in order to satisfy the financial reporting requirements of the Associations Incorporation Act ACT. The committee has determined that the association is not a reporting entity.

The financial report has been prepared on accruals basis and is based on historic costs and does not take into account changing money values except where specifically stated, market valuations of financial assets.

The following significant account policies, which are consistent with the previous period unless otherwise stated, have been adopted in the preparation of this financial report.

Income Tax

Approval has been obtained from the Australian Taxation Office, under Section 50-45 of the Income Tax Assessment Act 1997 which provides the Association with exemption from income tax on any profits generated.

Property, Plant and Equipment

Property, plant and equipment are carried at cost less, where applicable, any accumulated depreciation.

The depreciable amount of all fixed assets are depreciated over the useful lives of the assets to the association commencing from the time the asset is held ready for use.

Financial Assets

Financial assets are originally recognised at cost, which includes transaction costs. They are subsequently measured at fair value which is equivalent to their market bid price at the end of the reporting period. Movements in fair value are recognised through an equity reserve. Dividends and interest are brought to account when received.

Employee Benefits

Provision is made for the association's liability for employee benefits arising from services rendered by employees at the end of the reporting period. All employee benefits arising from annual leave and long service leave have been measured at their nominal amount.

Contributions are made to an employee superannuation fund and are charged as expenses when incurred.

Provisions

Provisions are recognised when the association has a legal or constructive obligation, as a result of past events, for which it is probable that an outflow of economic benefits will result and that outflow can be reliably measured.

Provisions are measured at the best estimate of the amounts required to settle the obligation at the end of the reporting period.

Revenue Recognition

Membership Fees Revenue from membership fees is recognised progressively over the period the membership relates. Membership fees are based on a financial year basis. Grants Income Revenue from grants is brought to account as income as expenditure relating to the grants is incurred. Where grants are received in advance they are brought to account at the end of the reporting period as income in advance.

Goods and Services Tax (GST)

Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Tax office. In these circumstances, the GST is recognised as part of the cost of acquisition of the asset or as part of an item of the expense. Receivables and payables in the assets and liabilities statement are shown inclusive of GST.

Treasurer: Andy Hewat Registrar: Norma Holland The Board of Diving NSW met on a regular basis and acted in the best interest of members by continuing to provide strong leadership and guidance. The continuity in broadening, diversifying, deepening and strengthening our programs by embracing innovation and flexibility has seen increase in opportunities for athletes, coaches, officials, sports leaders and volunteers in activities such as professional development and attendance in representative competition. In 2011/2012 Diving NSW has more active members and clubs, a greater profile in the community, an increased pool of athletes for talent identification, and an increased number of school programs and up skilled coaches, officials, sports leaders and volunteers. Diving NSW supports NSWIS High Performance Programs together with Sports Development and Participation. Supporting this philosophy, Diving NSW recently employed Thomas Rickards as a State Development Coach to further bridge the gap between NSWIS and Diving NSW programs to advance and reinforce our underpinning programs to include additional school participation and talent identification. Diving NSW is funded by NSW Communities Sport and Athlete Development Program “Diving in Regional Communities ($13,200 project end December 2011) and from December 2011 until December 2012 - $15,000, Sports Development Program ($20,000) and Disability Sport Assistance Grant Program “Diving for the Deaf” Project ended December 2011 ($10,000). We acknowledge and appreciate the support of NSW Sport and Recreation. HIGHLIGHTS NSW awarded State of the Year 2012 Australian Age Championships. The NSWIS Diving Program produced an array of fantastic achievements in what was a very successful year for the program, highlighted by Matthew Mitcham and Melissa Wu’s selection onto the 2012 Australian Olympic team. Eric Brooker selected by FINA to judge at the 2012 Olympic Games. Genevieve De La Motte selected to compete at 2012 FINA Junior World Diving Championships. PROGRAM PARTNERS Sydney Olympic Park Aquatic Centre / Diving Australia / Diving NSW DIVNG NSW REGIONAL DEVELOPMENT PROGRAMS Regional Development Squad trains once a month at SOPAC during winter. 2 Regional Development camps were held in Lightning Ridge. 43 divers and 7 coaches were in attendance at the July camp. Participants were from Wagga, Newcastle, Canberra, Albury and Lightning Ridge. COACHING Level 1 Coaching Course, Sydney - 18 participants. State Coaching Director, Allen Bull made several trips to regional areas to supervise and assist new coaches gain Level 1 coach accreditation. OFFICIATING State Technical Officials Coordinator, Eric Brooker facilitated Judges and Dive Recorder workshops throughout the season. Judges evaluations and mentoring are conducted at most competitions. COMPETITIONS 4 Interclub, Metropolitan and Country Championships, State Open, Elite Junior and Age and Open Championships, Geoff Montgomery Memorial Meet was held during 2011/2012. Several School competitions were also held at SOPAC. FACILITIES There are many facilities being utilised and upgraded in NSW for competitions, recreational diving, school programs and training. SOPAC, Newcastle, Canberra, Wauchope, Wagga Wagga, Pymble, Abbotsleigh, Trinity, MLC Burwood, Lightning Ridge, Ravenswood, Tamworth and Parramatta are some of the facilities being utilised. Diving NSW has proposed that the diving facilities at Auburn be included in their refurbishment of the facility. MARKETING AND PROMOTION Diving NSW appreciates the support and sponsorship received from Sydney Olympic Park Authority, SOPAC, Rebel Sport, Westpac Bank and NSW Communities Sport and Recreation. Thanks to Alexandra Croak, sporting Ambassador for the Premiers Sporting Challenge, a NSW Government initiative to increase participation in organised activities. Alex travels around schools in NSW promoting diving and participation in sport. FUTURE PLANS Regional Club Lightning Ridge will be hosting the American Junior World Team in October and the Canadian Junior World Team will be training at SOPAC. Introduction of new schools programs with the assistance of newly appointed State Development Coach, Thomas Rickards.

DIVING QUEENSLAND REPORT

PRESIDENT’S REPORT The past year has continued to be challenging but rewarding for Diving Queensland and our affiliate Clubs. The Board of Directors is always working hard to minimise the workload on our volunteers who are no doubt becoming rare particularly in time of need. Diving Queensland’s installation of its new three year Strategic Plan (2011-2013) as specified by the Queensland State Government requirement, is progressing along suitable timelines to achieve the pathways necessary to create the future for the sport. Despite the financial environment, and the very busy lives of our volunteers, we have successfully implemented a recreational diving programme in conjunction with Brisbane City Council with great success. This program will continue with BCC very happy with the results and the future vision of Diving Queensland. COMMITTEE The Diving Queensland Board of Directors has met regularly to provide oversight of the Association, including finances, policies & procedures, and to progress our strategic vision & operational plan. State Executive Director: Janne Ellis. Thanks to all for your efforts and commitment. There are a number of Board sub-committees that also involve significant involvement of other members, including Finance Committee, Technical Committee, Competitions Committee, Selection Panel, and Coaching Committee, and officers in the areas of Uniforms and Media, and the newly appointed State Development Squad Manager. COACHING Level 1 Coaching Courses are being held throughout the year, and it is pleasing to see more coaches being accredited. This is always on-going, and any interest from any individual can always be registered with DQ. OFFICIATING A large number of volunteers continue to assist as judges, coaches, and recorders at Diving Queensland competitions, and new volunteers are always happily accepted. As new divers appear from recreational and Club efforts, new officials show interest in becoming officials and judges, and further training courses are planned for the coming year. The computerised recording program is used effectively by the volunteers, with results being readily available and transposed to the DQ web site for all participants to track their progress etc. COMPETITIONS Diving Queensland responds to the needs of the athletes by holding several Qualifying Competitions, State Championships and hosts on behalf of Diving Australia, National Championships (by roster). For the success of these competitions, it involves many people who volunteer their services as officials, judges, and coaches, and we are grateful to the small number of volunteers who assist in this area. We have now seen our second successive year as invitees in the Queensland School Sport network with participation at the National Schools event in Sydney. Thanks to Heidi Graymore for an incredible effort in managing such a successful trip, and thanks to the Divers for their interest.

MEMBERSHIP 2011 saw a change in Club status within Queensland with the unfortunate decision of the Donnet family withdrawing their coaching expertise from the Queensland sporting environment. For whatever personal reasons they saw the need to windup the Donnet Diving Club at Kawana, but thanks to the tremendous efforts of Al and Di Smith of RAPS diving, a presence, albeit small, still exists on the Sunshine Coast. We now have only three Clubs affiliated with Diving Queensland; RAPS based at Chandler (Brisbane), also their contingent at Kawana (Sunshine Coast), Paradise Diving based at Southport (Gold Coast), and Chandler Diving Club based at Chandler (Brisbane). DQ is working with RAPS to establish a Club entity again on the Sunshine Coast at a time in the near future. In addition we will in 2012 see the establishment of the new Centenary Dive Club at centenary Pool with the re-opening of that refurbished facility, thanks to the considerations of Brisbane City Council. 2011 TROPHY RECIPIENTS

Diving Boards, for 3 metre, 1 metre, and 5 metre platform have been completed on the far side and these are now being booked for use by the Brisbane Clubs as the warmer months come upon us. This will allow Clubs to begin their training earlier, but of course like Southport and Kawana, they will need to learn how to manage outdoor facilities. DQ and the Clubs are fortunate to have access to good dry-land training facilities at Chandler in Brisbane. Brisbane City Council have made a commitment to re-open the diving facilities at Centenary Pool, Spring Hill, and funding has been allocated to achieve this within the new upgrade of those facilities due for completion mid-2013. Final contractual agreements are under consideration between BCC and the pool management company. Having the AIS, QAS and a functional NTID Squad located at Chandler is of major benefit to our Club divers in many ways; however, the down side is that our Clubs have limited access at this time. Furthermore, the pool facility is often used for swimming competitions, which sometimes restricts availability over the summer months. Further discussions have been entered into with the Queensland State Government regarding assistance with further re-establishment of facilities state wide, and at this point the research process of location of all those older facilities is under way.

MARKETING & PROMOTION The Diving Queensland web site is a very useful tool, and we continue to look at other ways to promote that sport. We have incorporated Facebook, but as in all things of this nature, a volunteer to keep these products timely would be very useful. Our new online database, configured through IMG, has already opened new avenues of marketing and promotion within our member base, and will create a stronger state membership through direct communication to all financial and past members of Diving Queensland. FUTURE PLANS Our operational plan is continually under revision for submission for the next three year State Govt funding period. The Government focus is very much on increased participation and healthy lifestyles, but with the newly elected State Government now in place, a number of the State Government funding programmes may be altered to meet necessary budget considerations. This will include a focus on

Increased Participation (eg through the recreational diving program),

Retention in the sport of our teenage divers (eg by encouraging them to develop coaching and judging skills),

Skill development of divers, coaches, and judges (through our squad programmes, coach training, and judging courses)

Increased Profile (eg through marketing & media)

Supporting Clubs to maintain viability (eg by supporting funding applications, negotiating pool access & costs, etc)

Supporting Clubs with any marketing and promotional training that they may request from time to time. CONCLUSION The past year for Diving Queensland has been one of strong positive change, most, popularly supported by our members, and in my second year as President, I can only reiterate my thanks to all those who work so hard on behalf of Diving Queensland and for the betterment of the sport. DIVING SOUTH AUSTRALIA REPORT COMMITTEE Diving SA’s Board consists of: President: Michael Parker Secretary: Kerry Burgess Treasurer: Meredith Cameron Board Members: Nicole Boukaram, David Hinks, Steve Todd, Andrea Dungey, Dale Ryan, Gavin Wood. DSA held monthly board meetings at the South Australian Aquatic and Leisure Centre, Marion. HIGHLIGHTS South Australia was the host state for the 2011 Australian Junior Elite Championships, 2011-12 Australian Open Diving Championships, 2012 Olympic Trials and 2012 Australian Age Diving Championships. To host all these competitions is the space of 12 month proved very challenging with great demands placed on our volunteer base and disruptions to our state diving program. Of great benefit was the fact that these competitions certainly raised the profile of diving in South Australia, secured media coverage, drew in spectators, showcased the new facilities at Marion and subsequently increased public interest in our State’s learn to dive program. We were very excited when Ashley Wilson along with the support and assistance of the Office of Recreation and Sport in SA, secured our own set of J-Pads. With a price tag of over $10,000 we were most grateful to ORS for purchasing this equipment on our behalf. HIGH PERFORMANCE PROGRAM High Performance coach Mike Martens trained SASI squad members Samantha Mills, Matthew Barnard, Jocelyn Burnett, Sarah Hopkins, Taneka Kchenko and Sophie Hinks at the SA Aquatic & Leisure Centre during the year. Both Samantha Mills and Matthew Barnard were named as members of the 2012 National Development Squad. South Australian Rachael Bugg continued to train at the AIS in Brisbane. SASI, committed to providing the best possible elite training environment, completed the final installation of equipment in the new dryland centre at Marion. NTID PROGRAM Coach Shanming Zhu (Ming) commenced the NTID program in Adelaide with 15 trialist athletes divided into 2 squads in July, 11. Following the completion of their trial period in mid-August, Chantelle Newberry met with the 8 athletes selected for the first NTID squad in South Australia and inducted them into the program. 7 of the 8 athletes chosen came from Diving SA. Training hours have progressed from 14 hours per week during the trial period to a full training program of 25 hours per week. The athletes, attended an NTID camp in Queensland in January, competed in two local competitions and will be preparing for their first Australian Elite Junior Competitions in July, 12. COACHING Diving SA advertised internationally for a Coaching Program Manager in March 2012. A suitable candidate, Benjamin Herdt from Wyoming, USA visited Adelaide to meet with the Board and inspect our facilities and programs in June. Diving SA subsequently offered the position to Ben and are pursuing his Visa through the Department of Immigration. The return of Shannon Roy to South Australia proved very timely for Diving SA. He joined us on a part-time contract and provide much needed senior coaching support whilst our Head Coach, Jeff Arbon took annual leave and we wait for the processing of Ben Herdt’s visa. With the assistance of Ming and Jeff Arbon, DSA conducted its first level 1 coaching course at the new SA Aquatic and Leisure Centre, Marion. Of the 7 who attended, two are now fully accredited; two sat the course as a refresher and the remaining three are working towards accreditation.

SA Primary Schools Competition

Our State Age, Elite and Open competitions with the inclusion of Masters and NTID resulted in 19 new state records and the Levels competitions saw 13 state records set or broken.

FACILITIES The Adelaide Aquatic Centre has reopened to the public. Diving SA is currently in discussion with the Adelaide City Council regarding the recommencement of a diving program at this facility. Tenure and pool availability are two key issues to be addressed. MARKETING & PROMOTION The Staging of the 2011 Australian Junior Elite Championships, 2011-12 Australian Open Diving Championships, 2012 Olympic Trials and 2012 Australian Age Diving Championships in Adelaide over this financial year has brought solid media focus on elite divers, the new venue and the sport in South Australia. Come n Try lessons continue to be well attended with many of our scheduled learn to dive lessons full. Our website, run by David Hinks continues to generate much interest with enquiries directed through our email link. The YMC also assists with the distribution of leaflets promoting diving at Marion. DSA has developed a partnership with Gymnastics SA which enables us to jointly attend primary schools for promotion of our sport and student testing. FUTURE PLANS DSA is awaiting the arrival of Benjamin Herdt for the USA who has accepted the position of our newly created role of Coaching Program Manager. We will be restructuring our squads and lesson programing as well as creating more mentoring opportunities for our coaches. Plans to recommence a learn to dive program at the Adelaide Aquatic Centre are well underway and we will be working solidly to recapture participation in our sport from the northern demographic. DSA will continue to work with Gymnastics SA with school testing and talent identification. We will continue to deliver the cross training arrangements with Gymnastics SA where selected gymnasts train with DSA in the dryland area and also undertake some water practice.

DSA are keen to develop further promotional partnership opportunities with the YMCA with school holiday programs as well as their daytime schools programs. IN CONCLUSION DSA acknowledges Diving Australia, the South Australian Office of Recreation and Sport and SASI for their ongoing funding, and encouragement of our sport. DIVING TASMANIA REPORT The past 12 months here in Tasmania has been very challenging given the unstable political and economic environment which is continued to deteriorate consumer confidence. Tasmania is very dependent on a small number of large industries and the State government who are the major employers. With a few of these industries closing and threat of a large reduction in the public service workforce, we have seen consumer spending slowing and this has had an impact on participation numbers across many sporting bodies within the state. We can certainly be very proud of the hard work of our board members during difficult economic times in maintaining our membership numbers around those of previous years. The Aged National’s team, albeit small performed exceptionally well above what was expected and to return home with a few medals and most divers performing above the qualifying standards was also satisfying for the coaches involved leading up to the event. We would also like to pass on our appreciation to those involved in the organisation of the Aged National over a shortened program featuring dual events. We were happy with the arrangement and ability to get home a day earlier. Diving Tasmania has been working very hard on creating a happy and cohesive management team with a key focus on providing an enjoyable and safe environment for divers of all ages and abilities as well are providing pathways for those that show above average ability within the sport. This comfortable family type environment was starting to see benefits towards the end of the year, with increased enquiries generally from the younger age group. An encouraging sign was the number of male enquiries which have been relatively rare over the past to 3 years. Our membership base is now predominately young and inexperienced, but is does provide a good building block for the future. Our more experienced group of Divers has diminished over the past 2 years probably as a result of limited focus on beginner programs 2-3 years ago. We will continue to foster our beginner diver program as we see this as the key to maintaining participation. HIGH PERFORMANCE PROGRAM There is no high performance program in Tasmania at present.

DEVELOPMENT PROGRAMS Our coaching staff had various different development programs throughout the year, which included;

Introduction to diving;

Adult/Senior diving;

Aged National’s pathway;

Our senior coach Melanie Kateros and her daughter Bella have been responsible for these programs which have been well received by diving community with great feedback being received from parents and divers. COACHING For several years now we have found it quite difficult to retain coaches, however, with the assistance of a grant from Sport and Recreation Tasmania we were able to send 4 participants to a First Bounce coaching course in Melbourne earlier this year. The feedback from the participants and our Senior Coach who accompanied them was that it was well run and enjoyable. It has resulted in 4 first bounce coaches being qualified and they are now available to assist the development of participation in both the North and South of the State. We wish to pass on our thank you to Diving Victoria for the assistance to our participants during the course. We would anticipate that we will continue to send first bounce coaches to Victoria to complete future courses when available. OFFICIATING As with coaching, maintaining the number of officials is difficult, although we do have a good group of officials that are prepared to volunteer their time several times a year. Part of our development focus is to also make parents feel welcome and are encouraged to officiate where possible. At this stage we have not had a judging course for some time, although we are currently exploring the opportunity of holding a course for interested parents in early 2013. COMPETITIONS We have held four competitions this year which have been quite problematic in terms of getting pool hire due to increased pressure being placed upon the facilities by competing aquatic sports and the continuing upwards pressure on pool hire. Additionally our competitions coordinator has had the challenge of building a program for each competition within a limited timeframe. The end result has been fantastic with all competitors, parents and officials working hard to make sure each program run on time without stress and ensuring everyone had a great time. FACILITIES The Hobart Aquatic Centre continues to be our main diving facility in Tasmania with the Launceston Aquatic Centre having two springboards situated outside (closed during winter months) and the Maritime College in Launceston having some basic rollout facilities. Our dry land facility at the Kingborough Sports Centre which was a 1 m springboard over a very small pit has had limited use over the past two years. One of the main reasons for limited use is the size of the pit and the location of the centre. We were very fortunate to be included in the planning of a new multipurpose gymnasium which is located approximately 10 min from the Hobart CBD. Our involvement included input into the design of a large multipurpose pit which has the capacity of having several springboards. The facility is currently being used for dry land training by our Aged National’s development program and we are currently investigating the relocation of the springboard at the previous centre and also the purchase of an additional board once full testing of the facility has been completed. In Launceston we have a small group of potential divers who are currently doing dry land training under the supervision of our northern based coaches. We have been able to negotiate a very good arrangement with the local PCYC gymnasium that is happy to assist us in rebuilding the sport in this region.

MARKETING & PROMOTION During the difficult economic times, marketing and promotion is difficult, although it is very important to ensuring the sports image is maintained. The marketing program has included advertising within the Hobart Aquatic Centre, ongoing electronic communications through the Education Departments e-mail system, local paper advertising and of great excitement is our website (finally). Our website did suffer several delays due to our first Web designer closing the doors due to economic conditions. We now have a northern-based coordinator who has volunteered time to marketing the sport within schools and related sporting bodies in and around Launceston. FUTURE PLANS Our future plans are quite simple and that is to continue development of a friendly cohesive approach to the development of Diving in Tasmania. As a group, we understand that it will take a number of years to rebuild our membership base and skill sets back to historical levels which will in turn assist us in increasing the number of divers we have representing the state at national level and also officials that will need to be drawn from our growing group of new parents.

DIVING VICTORIA REPORT

Diving Victoria has had a mixed year with great success at many levels and significant challenges to face in 2011/12. Two major OH&S investigations took place resulting in significant change to practices in dry land, use of harnesses and movement of boards at MSAC. A phone App was developed for both iPhone and android systems for logging harness checks ensuring an accurate record is kept of safety checks and usage. This will be monitored over twelve months to then write a protocol of safety and a standard for inspections and replacement timeframes.

Our divers and coaches have won medals at International, National and State championships, achieving personal best results at Open, Elite Junior and Age Group competitions. Memberships have reached a plateau while participation has grown significantly over the year.

SPORT DEVELOPMENT AND PARTICIPATION Coaching Three coaching courses were held as follows:

As part of the adoption of the Victoria Code of Conduct all coaches are now required to undertake the “Play by the Rules” modules as part of the accreditation process. All coaches registering with Diving Victoria for 2011/12 are also required to complete the “Play by the Rules” course modules for coaches. OFFICIATING Forty two officials registered with Diving Australia. Again Diving Victoria officials form the core numbers at National events both judging and recording. Thank you to John Hillard for again undertaking the role of State Technical official and conducting the judges’ education workshops with many of the competitions and supervising the ongoing training and assessment of officials.

COMPETITIONS Competitions continue to be a core part of the business of diving in Victoria and it is wonderful to see the amount of competitors who consistently participate at all levels, whether it is Pennant, Schools, States or Nationals and even International events. At National Championships Victorian divers continue to make up 30-40% of entries

Pennant Series 6 Pennant Competitions, Pennant has become a very popular series of competition. We had 187 entrants in the Pennant series over 6 weeks. This is also the forum where we encourage parents to practice their skills by volunteering in many different areas and training potential judges and officials for State and qualifying events, with officiating courses held with these events

School Competitions 27 School Competitions were run: –Diving Victoria assists various school sports associations to run their championships. The officials and staff of the schools are to be congratulated for once again achieving great results and successfully running these events.

October Challenge 72 entrants competed in this qualifying event for Age, Junior and Open Nationals with the majority of divers qualifying for at least one event at Nationals.

Age State Championships This year 61 divers competed in Age State Championships in March. 56 of these divers qualified for Age National Championships in Sydney.

Elite Junior State Championships 39 divers competed in June in the Victorian Elite Junior Championships. Once again the standard was very high and 30 divers qualified for Australian Elite Junior Championships, which was held in Adelaide.

Open State Championships A very successful event 14 Divers entered this event with all 14 qualifying for National championships

Australian Open Championships The pinnacle National event in the diving calendar was held in Adelaide and also served to select divers eligible to trial for the Olympic Team for 2012. Five Victorian divers were chosen to trial for Olympics. The Olympic team for 2012 selected 4 Victorian of 10 athletes in the team, James Connor 10M Platform, Anabelle Smith 3M Synchro, Loudy Wiggins 10M Synchro and Jaele Patrick 3M.

Australian Junior Elite Championships

The Victorian Elite Junior diving team was extremely successful at the 2012 Australian Elite Junior Diving Championships, which were held in July in Melbourne. From the results of this event, many Victorian athletes were selected to the National Junior Squad, as well as athletes being selected to the Australian teams for the 18th FINA Junior Diving World Championships.

Victorian divers won 8 gold, 5 silver and 7 bronze medals at the event with Joshua Kehagias named Diver of the year for Boys Group B and Mathew Helm named Coach of the Year

DIVING FOR ALL (DFA)

Self funded program continued in 2011/12 forming integral part of Diving Victoria programs and business generating 20% of DV income and providing coach employment and training. The programs provide a pathway from come and try through to competition squads. A participant in the holiday program in 2009 is now on a training agreement with the VIS Squad after having been in Dive school, a club, the State TID program then into NTID.

FACILITIES

The Ringwood Aquatic centre is closing on June 30. This will impact the club and also give greater pressure on the MSAC diving facilities

Whitehorse Aquatic Centre closed for redevelopment in February 2012, significantly impacting both Whitehorse and Ringwood clubs

No major TID days have been held in the past year and new divers are sourced mainly from the Go for 2 & 5 Learn to Dive Programs. A temporary squad was formed to feed the STID squad with the express intention of identifying boys. COACHING Simultaneous Level 1 and First Bounce One coaching courses were held in April 2012 with seven and four candidates respectively. OFFICIATING Eliza Cole took over as our Judging Coordinator late in the year and is already working to update our judges. WA was well represented at all national championships with a new group of judges gaining more experience.

COMPETITIONS The Go for 2 & 5 Competition Series again involved ten events over the year. Each competition involved multiple events across elite, age and novice streams including the Go for 2 & 5 Challenge aimed at our newest divers ( execution only - no DD and no dive sheets to submit). Participation numbers have dropped somewhat with changes in club circumstances but this should resolve itself as new coaches settle in to their roles. The All School Championships has suffered as a result of lack of coaches available in what for them is a very busy schedule. FACILITIES The Dryland centre requires significant work to bring it up to a suitable standard and the Board has been investigating options with Venueswest who operate Challenge Stadium. The water harness has been designed and built and is awaiting installation. MARKETING & PROMOTION The Department of Sport and Recreation has continued its generous support of the Association and funding has been approved for next three years under the Organisational Sustainability Program. Healthway continued to support us with a one year sponsorship agreement based on signage and naming rights relating to the Go for 2 & 5 health message. FUTURE PLANS Priorities for the Association will be:

Completion of water harness and Dryland Centre upgrade projects
