WESTERN TECHNICAL COLLEGE DISTRICT BOARD Minutes to Regular Meeting

May 17, 2016

ATTENDANCE Mr. Dennis Treu, District Board Chair, called the regular meeting of the Board of Western Technical College District to order at 4:19pm on Tuesday, May 17, 2016 in the Community Room of the Western Technical College Tomah Regional Learning Center, 120 E Milwaukee Street, Tomah, WI. Board members present were: Andrew Bosshard, Carrie Buss, Dan Hanson, Dave Laehn, Sally Lister, Ed Lukasek, Joan Sosalla, Dennis Treu and Lee Rasch, President. Board member Angie Lawrence was excused. PUBLIC NOTICE OF MEETING Notice of the meeting was posted publicly on Friday, May 13, 2016 at 2:00pm with the agenda being distributed to interested persons, sent to the District’s official newspaper (The La Crosse Tribune), and distributed to other news media throughout the District in compliance with Wisconsin Statutes, Sections 19.81 through 19.98. OTHERS PRESENT Others Present: Wade Hackbarth, Denise Vujnovich, Janice Strupp, Amy Thornton, Roger Stanford, John Heath and Josh Gamer (Western staff). APPROVAL OF MINUTES Motion Lukasek, second Hanson that the Western Technical College District Board approve the minutes to the April 19, 2016 regular meeting as presented and the minutes to the April 26, 2016 special meeting as amended. Votes: Ayes, 8; Opposed, 0. Motion carried. APPROVAL OF FINANCIAL REPORTS Motion Buss, second Bosshard that the Western Technical College District Board approve financial reports for April 2016 which include 1) Schedule of Payments; 2) Vendors Over $2500; and 3) General Revenue/Expense. Votes: Ayes, 8; Opposed, 0. Motion carried. PRESIDENT’S REPORT Denise Vujnovich and Roger Stanford provided the District Board with an enrollment update. Dr. Rasch provided 2015-16 academic year highlights which included: opening of the Integrated Technology Center; opening of the Horticulture Education Center and Western being awarded the Green Ribbon schools award. DISTRICT BOARD CHAIRPERSON REPORT/UPDATE Mr. Treu provided a brief update from the District Boards Association meeting. Reminders were provided for the July 11 District Board organization meeting/advance and the May 19 GED Graduation at 7:30pm. Ms. Buss reported the recently attended ACCT 2016 Governance Leadership Institute was excellent. DISTRICT BOARD PLANNING, POLICY AND INSTRUCTION COMMITTEE REPORT Dave Laehn reported that the Planning, Policy & Instruction committee reviewed A0205 Hold Harmless Policy for President, as well as new policy B0110 Fund Balance. DISTRICT BOARD BUDGET AND FACILITIES COMMITTEE REPORT Dr. Sosalla advised the Budget & Facilities committee reviewed the three-year facilities plan, Integrated Technology Center construction bids, and financial reports and was provided a subcommittee update. APPROVE POLICY DISCONTINUANCE Motion Bosshard, second Laehn to approve discontinuance of policy E0707 Non-Academic Code of Conduct Hearing for second reading. Ayes, 8; Opposed, 0. Motion carried. APPROVE POLICY REVISIONS FOR FIRST READING Motion Lister, second Bosshard to approve policy revisions for first reading of A0205 Hold Harmless Policy for President. Ayes, 8; Opposed, 0. Motion carried. APPROVE AND ADOPT TOTAL SALARY (2%) INCLUDING RANGE (.12%) ADJUSTMENTS FOR FY 2016-17 Motion Bosshard, second Sosalla to approve and adopt the total salary (2%) including the range (.12%) adjustments for FY 2016-17. Ayes, 8; Opposed, 0. Motion carried.

AUTHORIZE ADMINISTRATION TO SET AND CHARGE FEES AND RATES FOR 2016-17 Motion Lister, second Buss to authorize administration to set and charge Western Technical College fees and rates for 2016-17 as presented. Ayes, 8; Opposed, 0. Motion carried. APPROVE INTEGRATED TECHNOLOGY CENTER FOURTH FLOOR | CONSTRUCTION BIDS Motion Sosalla, second Lister to accept the low bids submitted by contractors for the Integrated Technology Center fourth floor. Ayes, 8; Opposed, 0. Motion carried. APPROVE PLACEMENT OF THE INTEGRATED TECHNOLOGY CENTER GREENROOF ART Motion Hanson, second Buss to approve the placement of the Integrated Technology Center greenroof art. Ayes, 8; Opposed 0. Motion carried. TIF UPDATES Dan Hanson advised that the City of La Crosse TIF #13 is being amended and addresses the Kwik Trip campus on the northside of La Crosse. Topic: Adoption of the 2016-2017 Budget

Issue: A Public Hearing on the proposed 2016-2017 budget was held at 3:45pm on June 21, 2016 in accordance with Wisconsin Statutes, Chapter 65.90, s38.12(5m), which states that the District Board shall submit an approved copy of its budget to the State Board by July 1 of each year. The property tax levy for 2016-2017 will be set in October 2016 after receipt of the equalized valuation from the Department of Revenue.

Recommendation: Adopt the 2016-2017 District Budget as presented.

Note: Should public input dictate, a special Board meeting will be scheduled to take action to approve the budget.

WHEREAS the Western Technical College District Board has reviewed the proposed 2016-2017 budget

documents which are hereby made a part of this resolution; and

WHEREAS the Notice of Public Hearing of the proposed 2016-2017 budget for the Western Technical College

District was published in the La Crosse Tribune on June 3, 2016.

WHEREAS the Western Technical College District Board held, pursuant to Chapter 65.90 of the Wisconsin

Statutes, a Public Hearing on the proposed 2016-2017 budget at 3:45pm on June 21, 2016 in Room 405 of the

Western Technical College Administrative Center, located at 111 North Seventh Street in La Crosse, Wisconsin;

RESOLVED, That the Western Technical College District Board hereby adopts the budget for the 2016-2017

fiscal year in the amount of $50,182,464 for the District’s General Fund, and in the amount of $125,158,278 for

Topic: Three Year Facilities Plan 2016-2019

Issue: Annually, each Wisconsin Technical College District is required to prepare and

submit a Three-Year Facilities Plan to the Wisconsin Technical College System Board (WTCSB). The Plan must be approved by the District Board and submitted no later than August 1st of each year. The reporting shall be on a fiscal year basis and include information for the current and next two fiscal years. The Plan will be accepted and reviewed by the WTCSB but no action will be taken, as each project continues to be subject to review and approval on an individual basis pursuant to s. 38.04(10), Stats. Facility development projects, acquisitions, construction of new or additional facilities, and remodeling that have not been included in a Plan will not be considered for WTCSB review and approval. Issue: The Board of Directors of the Wisconsin Technical College District Boards Association has approved a 2016-2017 operating budget, which represents a 1.2% increase over the current year. Each District’s dues are based on a formula of:

1. ½ of the budget assessed as a flat fee (1/2 of the approved budget ÷ 16 districts), and 2. ½ assessed by FTE enrollment (A change in dues may vary from .3% because of relative

change in enrollments last year) For 2016-2017, nine districts will have dues decreases and seven have dues increases.

Western’s fee assessment for the past year, 2015-2016 was approved at $26,062.61.

Issue: Western has identified an unmet apprenticeship training need in the field of

Injection Mold Maker - Plastics Background: Local employers rely on apprenticeship programs as a strategy to meet the

demand for skilled workers. Manufacturing employers within Western’s district are requesting Western to deliver classroom related instruction for Injection Mold Set-Up (Plastic) apprenticeship. The curriculum for this apprenticeship program is closely aligned with Western’s current Tool and Die Apprenticeship curriculum. All of the classroom instruction would be delivered by the current Machine Tool Apprenticeship instructor with current equipment so no additional resources are required. This is a budget neutral program addition which will actually help fill current excess capacity and produce additional revenue. For FY 16-17, state grant funding is available to support this as a new apprenticeship program in the district. Western has applied for this funding and we expect that it will be approved. At this time, two apprentices would be enrolled within an existing course section.

Issue: The Department of Labor has initiated a Request for Proposal (RFP) process for new and existing YouthBuild programs.

Project Description: Western will be applying for a grant to operate a federal YouthBuild program in La Crosse. If successful, Western would have the only YouthBuild program in western Wisconsin. YouthBuild projects focus on providing opportunities for high school dropouts between the ages of 16-24 to 1) earn a secondary education credential, 2) build or remodel housing for low-income individuals, 3) earn a construction credential and possibly post-secondary educational credential(s), and 4) secure employment. Western proposes to implement a YouthBuild project to help reduce the unemployment and poverty rate among youth ages 16-24. We will partner with various community organizations to refer at-risk teens and young adults to the program, provide land and/or housing to modify, and facilitate credential attainment (secondary, certificates, and beyond). The grant is $366,666/year for three years, or a total of $1,100,000. Typically the funding covers a Project Director, construction instruction, and supports participants with an hourly wage.

General Purpose Revenue (GPR) Funds

Issue: The Wisconsin Technical College System has initiated the Request for Proposal (RFP) process for fiscal year 2016 to 2017 for General Purpose Revenue funding.

Statement: Western Technical College is applying for Emergency Assistance Grant funds to be made available to eligible Pell recipients experiencing unforeseen financial emergencies. The goal of these funds is retain students who may otherwise drop out due to a fiscal emergency. Western students facing barriers to success are encouraged to meet with Welcome Center counselors. If the student is facing a financial barrier, the student will be referred to a financial aid advisor who will provide financial literacy counseling and submit the paperwork for the student to receive emergency funds provided they meet the eligibility requirements of this funding (currently enrolled student whose expected family contribution is less than $5,000). The funds can be used to pay for unanticipated medical expenses, vehicle repairs, dependent care, housing, utilities, and/or transportation as examples. Funds cannot be used for tuition, textbooks, student fees, alcohol, tobacco, groceries, entertainment, legal services, and/or legal violations resulting in fines/forfeitures. Funds cannot exceed $500 per student.

Project Submission and Acceptance – FY17 to FY21 National Science Foundation Scholarships in STEM: Scholarships for a Sustainable Future

Issue: The National Science Foundation has initiated a Request for Proposal (RFP) process with a focus on two-year colleges for financial support of low-income, academically talented STEM students.

Project Description: Western Technical College has applied for a grant to increase quality STEM education for low-income, academically talented students. Scholarships for a Sustainable Future will provide 100 students with scholarships in sustainability-related STEM programs at Western. Students qualifying for scholarships will be academically talented, have established financial need, and be enrolled in one of nine different sustainability-related programs at Western. The project will: increase the number of academically talented students with demonstrated financial need obtaining degrees in STEM and entering the workforce or a university STEM program; improve the education of the future STEM workforce through a learning community cohort model with a focus on sustainability; and generate knowledge to advance understanding of how an evidence-based learning community curricular and co-curricular activities affect the success, retention, transfer, and graduation in STEM disciplines. This project follows a cluster-style learning community model. Each student will form part of an Information Technology, Engineering & Manufacturing, and Construction & Design Learning Community Cluster, as part of the whole STEM cohort group.
