InthecaseofFederalinterferencewithCityprogramswhichwouldoptimizehealthoutcomesforthosewithsubstanceusedisordersandwouldfosterresourceswhichtransitionthemintorehabilitationprograms,Iwouldworkcollaborativelytokeepourhealthprogramssafefromexternalinterference,incoordinationwithpartnerswhosimilarlyvaluepublichealth—suchaslocalandstatelawenforcement,communitypublichealthresources,andpublichealthadvocacygroups.Iwouldalsoa�rmstatelegislationAB362whichseekstoallowforsupervisedconsumptionservicesstatewide,whichwouldmakeourcitiessaferandcleaner.

Isupportdiversionforalldefendantschargedwithpossessionoffenses.Forthosewhodeclinetoparticipateindiversion,wewoulduseotheravenuestosteerthemintotreatmentand,withanunderstandingofharmreduction,insistthatdefendantshavemultipleopportunitiestoworkontheirsobriety.Jailisneverthemosteffectiveanswertoaddiction.Inaddition,mostlow-levelpossessionforsaleandsalescasescanbehandledbyaproblem-solvingcourt,suchasDrugCourtforthosestrugglingwithaddiction,BehavioralHealthCourtfortheduallydiagnosed,oraprogramgroundedineducationandemploymentforthosenotaddicted.IwillalsousemydiscretionunderanewCalifornialawtoreevaluatepastsentencestoidentifyincarceratedpeoplewhosecon�nementisnolongerintheinterestofjustice.Ibelievethattherearemanypeopleinourprisonsthatmadegreatrehabilitativestridesandcouldbereunitedwiththeirfamiliesandcommunitywithoutimpactingpublicsafety.

Incarcerationisourmostexpensiveoutcomewithoneofthehighestfailurerates.Wehaveamoralobligationtodisruptthestatusquoandbuildsystemsthatdeliversafetyforourcommunitiesmostimpactedbyviolenceandtrauma.Iwillworkwithourjusticepartners,communitymembersandstafftoensurethatalljusticepathwaysreducetheover-relianceonincarceration.Wemustdeepenourreformeffortsinthreeways:�rst,bybeingboldinourapproach;second,bybeinggroundedinandaccountabletocommunity;and�nally,bybeingeffectiveatcreatingpartnershipsacrosseducation,publichealthandotherupstreamsystemstodivertpeopleawayfromthecriminaljusticesysteminthe�rstplace.Thecollectiveover-relianceonpunitiveapproachestosafetyhavefailedtokeepussafeandhavedisproportionatelypunishedpeopleofcolor.Implicitandexplicitbiasandthepredictableandresultingdisparitiesareadirectthreattothelegitimacyofourjusticesystem.TheDA’so�ceplaysacentralroleintacklinghead-onhowdecisionsmadecanresultindisparateresults.AsDistrictAttorney,Iwilltakethesemeasurestoendracialdisparity:ConductacompleteauditofSFDApracticesandoutcomes,ledbyexpertsinthe�eld,tounderstandwhereexistingpoliciesandpracticesareincreasingordecreasingdisparities.Collectandanalyzedataonchargingdecisions,useofprosecutorialdiscretion,convictionintegrity,andotherkeydecisionpointstounderstandwheredisparitiesarebeingexacerbated.Pilotbestandemergingpracticestoeliminatebias,suchascolor-blindcharging.Establishnewpoliciesaroundchargingdecisions,pleaoffers,sentencingrecommendationsandotherpracticestocombatracialdisparities.Requireimplicitbias,proceduraljustice,andracialequitytrainingforallSFDAemployees.

policeholdincrediblepower—fromthepowertochangethecourseofsomeone’slifetothepowertotakealife.Historyandrecentyearshaveshownthatthispowerisnotalwaysusedintheinterestsofjustice.AsDistrictAttorney,Iamcommittedtousingmypositionandresourcesatmydisposaltotargetanderadicateabusesofpower.Theopaqueresponseoflocalo�cialsinaddressingo�cer-involvedfatalitiesandcriticalincidentshavebroughtunnecessarygriefandtraumatoourcommunities.Establishinglegaljusti�cationofpolice-involvedcriticalincidentsisnotthegoalofmeaningfulaccountability—eventhoughitisthemajorityofpastandcurrentpractice.Wemustlearnfromthesetragediesandreformourlegalstandardstore�ectthehighestofprofessionalandcommunitystandards.Standardsofaccountabilitymustbeachievedincommunityandwithaconsensusapproachlongbeforeacriticalincidentoccurs.Wemustconveneleadersfromlawenforcementtogetherwithreformadvocates,andfamilymembersofthosethatdied.Everystepinthisprocessmustbepublic-facingandmustprotecttherightsofthefamiliesimpacted.AsPresidentoftheSanFranciscoPoliceCommission,Iadvancedboldpoliciestobringmoretransparencyandaccountabilitytopolicing,includingtheadoptionofanewuse-of-forcepolicyandbody-worncameraregulation.Ioversawtheterminationofmoreo�cersaccusedofseriousmisconductthaneverbefore.IpushedthroughlongoverdueupdatestotheSFPDUseofForcePolicy.WeoperationalizedLifeA�rmingpracticesthroughanewCrisisInterventionTeamGeneralOrder.Webannedtheuseofcarotidholds,requiredo�cerstosubmitwrittenreportseverytime�rearmswereunholstered(creatingadditionaladministrativeburdenforanewlyde�nedformofuseofforce),prohibitedthepracticeofshootingatmovingvehicles,reengineered�rearmtrainingpracticestoeliminate“group”trainingexercises,androlledoutabody-worncamerapolicywithsigni�cantcommunityinputforeverychange.Weensuredthateveryonehadroomatthetabletosharetheirperspective.Asaresult,wehaveseena30%decreaseinuseofforceandfewero�cerinjuries.Allofthisillustratesasimplepremise:wecanbuildcommunity-drivensolutionsthatdeliverpositiveoutcomesforcommunitymembersandlawenforcemento�cialsalike.AsDistrictAttorney,Iwill:Establishindependentscrutinyofo�cer-involvedshootingsbyinvitingtheCaliforniaDepartmentofJusticetoleadandconductinvestigationsofthesecriticalincidentsTheIndependentInvestigationsBureau(IIB)willserveasthespecialprosecutionunittocoordinatewithindependentinvestigatorsandmakechargingdecisionsregardingallegationsofpolicemisconduct.IIBwillalsospeciallyhandleallchargesagainstpoliceo�cerscommittedintheirpersonalcapacity.Publishthe�ndingsofo�cer-involvedshootinginvestigations,increasingtransparencytoahistoricallyopaqueandbureaucraticprocess.

SanFrancisconeedstherightleadertodeepenourapproachtoreformanddeliverrealchangeforcommunitiesmostimpactedbyourcriminaljusticesystem.Wemustdeepenourreformeffortsinthreeways—�rst,bybeingboldinourapproach,second,bybeinggroundedinandaccountabletothecommunityand�nallybybeingeffectiveatcreatingpartnershipsacrosseducation,publichealthandotherupstreamsystemssowecandivertpeopleawayfromthecriminaljusticesysteminthe�rstplace.Whenwedothat,wewillbuildasaferandmorejustcity.Iamproudtobealeaderwhohasunitedmanydiversevoicesbehindourvisionandamcommittedtodeepeningourreformeffortsandrefusingtostepbackwardtoatoughoncrimestrategy.OurnextDistrictAttorneymusthavethecredentialsandexperiencetoleadsweepingreformsandtakeaproblem-solvingapproachtoneighborhoodissuesandpropertycrime.TheonlywayoutofaplaceoffrustrationthatmanySanFranciscansfeelrightnowisthroughit.Wehavetodemonstrate—sometimesblockbyblock—thatinvestinginsmarterapproachestobuildingsharedsafetyworks.Wehavetodemonstratethatwhenweprioritizetheneedsofsurvivors,whenwedivertpeopleoutofourcriminaljusticesystem,investinaddressingintergenerationalpovertyandtrauma,cutbureaucracyandhelppeopleinneed,successfullycyclepeopleoutofoursystemandtransitionoffendersthroughsmartandeffectivere-entry,SanFranciscowillbemoresafeandoursystemswillbemorejust.Theprosecutor’schargeistodojustice.IleftprosecutingcasesandlaunchedtheCenterforYouthWellnessbecauseIbelievethatoneofthemosteffectivewaystoservejusticeiswhenwebuildsharedsafetyandstartearliertoinvestinchildren,familiesandcommunitiesmostimpactedbyviolenceandtrauma.Thiswasn’tatypicalpathforsomeonewhoservedasaprosecutorbutitre�ectswhatIbelieve—whenwearesmartabouttheinvestmentswemakeineducationandpublichealth,wecanbegintobuildsharedsafetyanddeliverjustice.Ihavebeenalawenforcementleaderfornearly15years,I’vetakenontough�ghtsandI’vewonbecauseIknowhowtobuildacoalitionandIknowhowtomakeculturechange.Ittakesavision,ittakesexperienceandittakesleadership.Asthesayinggoes,cultureeatspolicyforbreakfast.Tomaketrue,sustainedandboldchangeinoursystem,weneedtohaveleaderswhocanchangetheapproachfromwithinwhiletransformingtheo�cetobemoreaccountabletothecommunity.IamtheleaderwhocanmakeSanFranciscoamodelofreformfortherestofthecountry.Iwillworktowardsiteveryday.IwouldbetremendouslyhonoredtohaveyourendorsementandyoursupportaswedeepenourapproachtodeliveringsmartjusticeinSanFrancisco.
