FROM CITY OF NEW ORLEANS 50% Rule – Homes damaged over 50% will have to be brought up to:

Present building code standardsFEMA’s Advisory Base Flood Elevation

Damage % can/has been appealed by individual home owners

Less than 50% will not require home to be raised to new FEMA standards, are “Grandfathered-In”Less than 50% could limit amount of money to owner under Road Home Program

Neighborhood Planning: Mitigation Definitions

BFE - Base Flood Elevation - The elevation to which all habitable spaces and mechanical equipment must be raised in order to obtain preferential insurance rates.1984 BFE - Base Flood Elevation for New Orleans established in 1984.ABFE - Advisory Base Flood Elevation - Advisory elevation established by FEMA in April 2006 (modifies the 1984 BFE). It is advisory and may be changed. HEAG - Highest Existing Adjacent Grade - The highest land elevation as measured by a registered engineer or surveyor on a particular property.

ABFE requires first habitable level at + 3’0” above Highest Existing Adjacent Grade, or at 1984 Base Flood Elevation (whichever is higher)

Page 50: District 5 Neighborhood Recovery - NOLAplans.com Presentations... · Introduction Today’s Presentation zA product of work and research by zDistrict 5 Committees and Subcommittees

Neighborhood Planning: MitigationGround Elevation and FEMA Flood Zones

Most of District 5 between - 4 feet elevation and - 6 feet elevation below sea levelSubstantial areas are lower than - 6 feet below sea levelThis has implications for reconstruction and elevation of first habitable level of homesNew residential construction will have to be raised to different levels throughout the City

Will vary throughout different sectors of the cityMay vary within a planning district, a neighborhood, the same block

Page 51: District 5 Neighborhood Recovery - NOLAplans.com Presentations... · Introduction Today’s Presentation zA product of work and research by zDistrict 5 Committees and Subcommittees

Determining Highest Existing Adjacent Grade (HEAG)

HEAG is Site Specific

The HEAG of YOUR Property must be measured by a Registered Engineer or Surveyor

The HEAG will be listed on a Property Survey and/or Elevation Certificate

HEAG = -3.91
