thoughtful, can be implemented, and formed into a citywide recovery and improvement
plan for submission to the State of Louisiana and the federal government”
Assumptions
A flood protection system will be designed to withstand future catastrophic loss from a 1 in 100 year storm and that this is a commitment by the Federal GovernmentStringent building codes will be implemented to further limit wind damage That the basic urban structure of the city is sound and that rebuilding will respect this structureThat there is an organized, coherent and operable Hurricane Evacuation Program

BFE - Base Flood Elevation - The elevation to which all habitable spaces and mechanical equipment must be raised in order to obtain preferential insurance rates.1984 BFE - Base Flood Elevation for New Orleans established in 1984.ABFE - Advisory Base Flood Elevation - Advisory elevation established by FEMA in April 2006 (modifies the 1984 BFE). It is advisory and may be changed. HEAG - Highest Existing Adjacent Grade - The highest land elevation as measured by a registered engineer or surveyor on a particular property.
ABFE requires first habitable level at + 3’0” above Highest Existing Adjacent Grade, or at 1984 Base Flood Elevation (whichever is higher)

District 5 will probably receive limited public transit at Canal Blvd/City Park Ave terminal and Carrollton streetcar spur.
