During the period 1 February 1967 to 30 April 1967, the 45th Engi-neer Group (Construction) was responsible for all non-divisional troop con-struction and engineer operational support in that portion of Vietnam boundedon the east by the South China Sea, on the north I the I-31 Corps TacticalZone (CTZ) boundary, on the west and south by a straight line from the inter-section with the I-II CTZ boundary at BS 4409 to intersection with Route 19at BR 58054455, thence straight south to intersection with the Phu Yen-KhanhHoa Province boundaxry, thence west and socthward along the Darlac-Khanh faProvince boundary, to BP 5180 and then .oast. along grid line 89 to the SouthChina Sea.

5* Operational support during the period centored around the Republicof Korea Vmy (ROKA) areas at Ninh Hoa, Tuy Hoa and Qci Nhon and United States(LS) areas at Tuy Hoa and Bong Son. Construction operations centered aroundVung Ro, Tuy Hoa and Qui Nhon.

a. The 19th Engineer Battalion (Combat) provided operational sup-port to First Field Forces, Vietnam. (IFFV) with the coplete rehabilitationof Van Canh Airstrip, a C-123, T-17 membrane airfield southwest of Qui Nhon.Additional support was provided to the Capital ROKA Infantry Division, andto the ist Cavalry Division (dirmobile) as required, primarily providingspecial equipment and trained operators. Construction effort was continuedat the Long I*. Depot, 2000 Man Cantonment and Aviation Depot at Long 1 y, theQui Nhon ASP and maintenance of Route QL-I south of Qui Nhon. The CH-47facility at Lanta Airfield became operational with the copletion of 16 MSA1helipads and an MAI taxiway in March 1967. The battalion supported self-help cantonment construction throughout the Phu Tai Valley west and southof Qui Nhon.

b. The primary effort of the 35th Engineer Battalion (Conbat)was to support the Ist Cavalry Division (Airmobile) on Operationa Thayer 31and Pershing in the northern portion of the II Corps Tactical Zone. Addit-ional major effort was expended on the continued upgrading of Route qL-Inorth from Phu Cat Air Force Base to the vicinity of Bong Son to provide aclass 31 all weather line of communications prior to the 1967 northeast mon-soon. The battalion continued expansion construction at Cha Rang Depot onRoute QL-19 west of Qui Nhon and on 20 March 196?, completed upgrading RouteQL-L9 to a class 78, fair weather, limited use line of conmmnication weit tothe An )Me Pass. The 35th Engineer Battalion (Combat) also completed theQui Nhon - An Khe Pipeline in February 1967.

c. The 39th Engineer Battdlion (Combat) supported the 1st Brigade,4th Infantry Division and the 9th Infantry Division (ROKA) in the southern

portion of the sector. Surfacing of the Cung Son C-123 airfield with T-17,nembrana was completed in March 1967. On 9 April 1967, Headquartera, ACompany and B Company moved by sea to support Operation Lejuene in the ICorps Tactical Zone to the north. The departing units were placed underoperational control of IFFV for the construction of an all weather 0-130airstrip at Duc Pho.

d. The 84th Engineer Battalion (Construction) provided the pri-mary construction support to the Qui Nhon area. In addition to major self-help prgrams the unit paved with asphalt the south lo feet of the Qui MhonAirfield, and began road rehabilitation, drainage construction and paving ofnearly 50 miles of Qui Nhon Area Main Supply Routes (MSR) to be completedprior to the 1967 monsoon season. A class I refrigerated warehouse was com-pleted for Qui Nhon Depot in April 1967.

e. The 577th Engineer Battalion (Construction) provided thermajor construction effort in the Tuy oa-Port Lane area. The DelongPier at Port Lane was completed. The surfaciAg of roads and hardstandsat the port and completion of security lighting finished the project.A CH-7 facility consisting of 229,177 SF of M6A1 helipads and M8A1taxiway was completed at Tuy Hoa, The hOO bad evacustion hospital inthe Free World Military Armed Forces (FRMAF) cantonment became oper-ational in April 1967. The parallel 6" and 8" pipelines from PortLane to Tuy Hoa South Airforce Base were completed in April.

f. The 589th Engineer 'Battalion (Construction) was still re-ceiving equipment as of the end of the reporting pcriod. Located onroute QL-19 wst of Cha Rang, the battalion is planning major effortin, the Cha Rang Dep .t Expansion Program, route QL-19 rehabilitationand construction of a new CV-7A airstrip at Vinh Thanh. Company B,of the battalion was attached on 29 April 1967 to the Chth Engineer*Battalion (Construction).

q. The 73rd Engineer Company (Construction Support) wasattaohed to the 8hth Engineer Battalion (Construction) during theentire period. The company's primary effort is the operation andmaintenance of the Phu Tai construction support complex for the pro-duction of aggregate and bot mix asphalt to support construction inthe Qui Nhon area.

h. The 513th Engineer Company (Dump Truck) was detached fromthe 577th Engineer Battalion (Construction) on 18 March 1967, and at-tached to the 8hth Engineer Battalion (Construction). Primary supportis to road rehabilitation, construction and paving in the Qui Nhon area.One dump truck section remained attached to the 577th Engineer Battalion(Construction) in Tuy Hoa to support construction in that area.

i. The 523rd Engineer Company (Port Construction) arrived inQui Nhon on 23 February 1967 and the unit's equipment arrived on 13March 1967. Thi unit is located at the Qui N1hon Port and majur con-struction effort is being placed on a h8 foot wide by 40 foot 1ngbridge on the causeway access road, and on a T-2 POL Jetty in theharbor. The company is also constructing a bulkhead for the elec-trical power transformer station being built by contract for QuiNhon area power.

j; The 553rd Engineer Company (Flozt ,Bridgo) was attachedto the 39th Engineer Battalion (Combat) until 9 April 1967 when itwas attached to the 577th Engineer Battalin (Construction). The unitcontinued maintenance of an 800 foot float/trestle bridge south of

Tuy Hca and constructed and operated a 6 float reinforced MhT6 ferryacross the 4100 foot wide Song Cai River north of Tuy Hoa in April.Additional support was provided to fixed bridge construction and toconstruction materials hauling throughout the Tuy Hoa area. The unitalso constructed a 215 foot MhT6 float bridge over the Song Lai Giangin April.

k. The 55th Engineer Copany (Float Bride) remained attachedto the 19th Engineer Battalion (Combat) until 9 April 1967, when theunit, exceot for one float bridge platoon, was attached to the 39th En-gineer Battalion to aupnort Operation' Lojcuno. The unit provided gen-eral bridging cid transportation support throughout tht. northern portionof the hSth Engineer Group (Construction) -xca of cneinmer responsibility.

1. The 572nd Engineer Company (Light Equipment) was attachedto the 39th Engineer Battalion (Combat) until 9 April 1967 and thenwas attached to the 577th Engineer Battalion (Construction). TheQuarry Section was OPCON to the 577th En:,,inocr Battalion (Construction)throughout thce entire period. The unit provided general support toconstruction i the cntiro o.roup sector. One platoon was attached tothe 19th Enrincor attalion (Combat) in late March and is located atthe Long y Depot area in Qui Nhon, Republic of Vietnam.' .9

m. The 2nd Pla toon of the 6h3rd Enginezr Company (Port Con-struction) was detached from the 577th Enginocr Battalion (Construction)on 10 April 1967, upon completion of the Vung Ro-Tuy Hoa pipeline system.The platoon was attached to the Chth Engineer Battalion (Construction)in Qui Nhon and is engaged in construction of a 6" pipeline from QuiNhon to Phu Cat Air Force Base north on route QL-I (and of a second 8"pipeline from the Qui Nhon port to Tank Farm Number" three south andeast of Qui Nhon.)

6. During tho entire reporting pericd, the hSth Engineer Group(Construction) was fully operational and provided support to ]WMAFin its area of engincr responsibility.

Section 2, Part I, Observations (Lessons Learned).

Training and Organization

ITZE: Engiecer compaction end specinlized constnction equipment.

D£SCUSSION: There have been numerous instances where shortages of"crtain- specialized items of equipment hindered construction. All bat-talions are now engaged in road, airfield-or epot expansion projectswhere compaction eq,ipment is an absolute nocussity. The combat bat-talions do not have the required c mpaction equipment to cxry on earth-moving construction projects. The most critical shortages are 35 ton V

compactors, sheepsfoot rollers, wobbly-wheel rollers, 10 ton steel-wheelrollers, asphalt finishing rollers and water distributors.

OBSERVATION: Additional equi~ment should be available for class IV issuefor use on particular projects. This equipment pool should include com-paction equipment, paving equipment or other equipment which is requiredabove that which is authorized by TOES

Operations

ITEM: Asphalt paving bperations.

DISCUSSION: Paving of the LOC was difficult duo to the heavy volize oftraffic using the road. Normal priming with MC-0 was accomplished atnight so as to have the normal 12 hour curing period. Heavy traffic us-ing the road at night tore up many areas of primed road dausing a poortack, coat. Heavier coats were applied but resulted in bleeding or poolingin some arease

OBSERVATION: It was discov~ed that by priming just before dawn, whenthe tFraffic was at its lowest, the earlymorning sun caused curing ata faster rate. Also better traffic control could be established in thedaylight. Paving operations started later each day, but paving uas doneon a better primed surface resulting in a higher quality bond, and betterriad pavement.

TrE : Concrete bridvc abutments.

DISCUSSION: Many concrete bridge abutments built by tho French havefailed st~icturally. This can be attributer. to overloadinR from ve-hicular traffic and exposure t6 saturated soil conditions behid back-walls and vingwalls.

OBSERVATION: Reduction ef saturated soil conditions can be made by stan-dard US methods. When backfilling behind an abutment wall, utilize a sandbackfill. This promotes better drainage behind the backwalls and wingwalls.Also a more unifoi design calculation by equivalent fluid ,pressure can beadhered to with this select fill, approximately 35 to 38 pcunds per SQfoot. The surface of the backwalls and wingwalls should be coated witha. cut back asphalt to prevent exposure of the concrete to moisture. Sandfill should be used behind timber headwlls.

IT-I: Bridge treaduay.

DISCUSSION: The h5th Engineer Group has been involved in extensivetimber decked building on QL-l north of Qui Nhon. Daily convoys of upto 80 trucks travel the route ih addition to non scheduled troop move-ments and civilian traffic. Severe damage and wear has occurred to

bridge decking which has the military standard 4 tread, 3" x 48" treadway.

OBSERVATIOM.: Decking can be prottected by utilizing 3" x 12" treadway on13" C-C spacing and 18" untr eaded in the center to separate lanes. Thismethod requires 54BF of 3" x 12" x RL timber per foot of 2s' 'wide bridge,In addition to protection, the design retains the self cleaning and dryingcharacteristics of the h tread standard, which are not -available in a solidtread design.

iij~iI: Traffic control.

DISCUSSION: During the paving of Rte QL-l south of Qui Nhon, it Vas nec-essary to pave only one lane each day in order to maintain the flow oftraffic. Control of traffic became a ;woblem due to the many compoundshaving access to highway QL-l. ;t was found that vehicles were roundingoff the center section of the asphalt strip making the cold joint dif-ficult to seal during the application o! tho next strip. The end jointswere also being broken and depressed, fuel holes damaged the) fresh as-phalt surface due to fuel trucks waiting ih line for passCO of traffic.

OBSERVATION: It was found that by moving the traffic control points fur-ther away from the pavinG operation traffic would be passing over asphaltthat had two days to cure. This resulted in less fuel hole damage. Theasphalt cured enough in two days to procludo damage by fuei leakage.Edges of cold joints were heavily primed immodiately in front of the pavercausing a better joint bond to result. In order to maintain a better endJoint, burlap was placed over the end of the joint and a 2" x 14" stopwas installed. Then loose asphalt was placed over this burlap, forming aramp. This ramp was removed the next morniv~g with the end joint still ingood condition. Traffic control was performed by use of radios at eachend of the paving site because of the length of the controlled trafficarea.

Co-munications

ITEM: Dst problems.

DISQUSSION: Many problems in radios have been caused by the prevelentdust conditions in Vietnam. The normal dust filtev of transmitter T-195/GRC-19 must, be cleaned daily. The normal filter must be cleaned in oil,a tedious and dirty task.

OBSERVATIO*: A special filter is available for use wic. transmitter T-195/GRO-19. It is dust filter, MX-3492 FSN h130- 6 06-5763, .reference SB 11-524,dated 21 September 1961 and W, 11-5620-33510, dated 21 qOtober 1961. Thisfilter is much easier to clean than the normal T..195 filter and providesmuch better protect on from dust.

DISCLI3SI.X,: The 35th Engineer Battalion (Canbat) had to lay 10 miles ofwire to establish telephone communications with 45th Engineer Group (Con-struction). Wire was cut daily by Vietnamese and was also damaged byother friendly forces.

OBSERVATICN: OverheAding the vdre, briefing operators of eartbmovingequipment as to the presence cf -.Ao in construction areas, and request-ing the assistance of the local Province Chief to explain the importanceof the circuit to the local populace, decreased damage to the circuit. Thereal problem was found to be the fact that local Vietnamese were. using D-1for clothes lines. Replacing M-l with spiral 4 cable, ended this problemaitogther.

Logistic s

_ _M: Caterpillar Model 12 Grader.

DISCUSSION: Units in this Command are experiencing difficulty with the,tandem wheels of the Caterpillar Model 12 Grader, FSN 3805-197-4184. Itappears that, as the equipment is operated, the nut, plain, cap, wheelhub .retaining, FSN 5310-220-6748, loosens, allowing the key, machine,roar wheel to spindle, to move and distort the dipae of the key-way onboth the spindle and the hub.

OBSERVATIN: Fabricate a wrench of such a size that it fits the nut, FSN3805-197-184. This shoui! be included as part of OWV for the grader,and operators should be instructed to make tightening this nut:part oftheir motorstables and during operational maintenance. If a spindle-hubcombination is made unservicablo due to this movennnt,. a new hub andspindle must be ordered. As a temporary fix until these items .cono in,the hub should be welded to the spindle securely.

Other

ITE : Suspended leads *or driving pile.

DISCUSSICN: Timber pile can be driven on land very effectively by theuse of suspended leads with the diesel hamner. Suspended leads can alsobe used to drive batter pile. The bottom of the lcads must be heldfirmly in place to prevent shifting of the leads while driving. This *anbe done by welding angle iron extensions approximately two feet long onthe bottom of leais. The heaviest sot of leads available should be usedfor this purpose in order to maintain adequate >.tr 1. Skid-mounted pile driver leads work ver-j well for i i. spended leads.The advantage of using suspended leads inclod; . £ assembly and in-creased flexibility during driving operations. ,) ?ended leads camotbe used over water.

ITEM: Use of a 27 foot dge Erection Boat, as a sea going vessel.

DISCUSSION: The seas are extiemely hard on the aluminum hull of th.isvessel. The primary problem encountered in using this boat in openseas has been the loss of rivets out of the front push arms due toexcess bouncing of the boat.

OBSERVATION: A 27 foot bridge eection boat shculd not be used in the

open seas.

ITEM: Working with creosote treated lumber and tinber piles.

DICUSSION: Experience has proven that when working with creosote treatedtimber piles and lumber, p.nful burns are a hazard especially on hot, stilldays. Th creosote vapor remians in the air and irritates skin and eyes.

The burns are damaging to the morale and efficiency of UAS men.

OBSERVATION: All troops ahould be warned of the hazards of working arcundcreosote before beginning -work and encouraged to wear long sleeves shirtsand gloves. If th situation permits, th-e workers should be rotated periodi-

cally to avoid prolonged contact with the creosott.

IM _: Template for Driving Sheet Pile.

DISCUSSION: An adequate template should be constructed prior to driving

operations. The template can be constructed of shoot pile on H-Pile. Ex-perience has proven it is preferable to have a template at the top andbottom of the sheet pile wall. To templates facilitiate better controlduring driving operations and results in a straighter sheet pile wall.

OBSERVATION: Two templates shculd be used during pile driving operationswhen the situation permits.

Section 2, Part II, Recommedations. NONE.

1. This Headquarters has reviewed the quarterly report submittedby the 45th Engineer Group (Construction), and considers that it adequat-ly covers the Group activities during the period ending 30 April 1967.

2. Concur with the comments and observations of the Group Commander)with the following caments added:

a. Page 7, Cemunications, Item: Dust Problems - This specialfilter is particularly recommended for use with thF AN/(PC-19 radio whenoperated in a mobile or semi-fixed configuration and dust cannot be appre-ciably arrested by other means. This filter will also clog, depending enthe concentration of dust in the operating area and must be cleaned dailyor transmitter ever heating will result.

b. Page 8, Injgistics, Item: Caterpiller Model 12 Grader -Temporary welding of hub will increase repair time when the item is re-placed, so should not be considered excent as a field expedient. Operatorsand mechanics should include the tightening of these nuts as a portion ofnormal preventive maintenance services. The inclusion of a suitable wrenchin OVE is a solution, but the use of unit contact maintenance teams is alsoa recommended solution. Tools to perform this job are available in the2nd and 3rd echelon tool sets.

a. Reference item concerning shortages of certain specializedequipment, pages 5 and 6: Concur. Corrective action proposed in 2dIndoroement is considered adequate. Additionally, combat eneinoerbattalions are augmented with compaction cquipment from the Light Lquip-ment Company organic to the group.

b. Reference item concerninG the tandem wheels of the Cater-pillar Model 12 Grader, page 8: Concur. Unit will be instructed to &submit an EIR. Recommend this observation be brought to the attentionof the National Maintenance Point.
