    FORECAST: Batanes Group of Islands will experience rains with gusty winds. The regions of Cordillera, WesternVisayas, Zamboanga Peninsula, Northern Mindanao and Caraga and the provinces of Nueva Vizcaya, Quirino,Nueva Ecija, Mindoro, Marinduque and Romblon will have cloudy skies with light to moderate rainshowers andthunderstorms. GMA-7 resident meteorologist Nathaniel Cruz on 24 Oras:- Huling namataan ng PAGASA ang mata ng bagyong si Huaning sa layong 1,150 km diyan sa may east of Itbayat,Batanes.- Lalo pang lumakas ang taglay nitong hangin na aabot na ngayon sa 175kph near the center at bugsong aabotnaman sa 210kph.- Kumikilos ito pa kanluran, hilagang kanluran sa bilis na 20 kph.- Dahil sa bagyo, itinaas na ng PAGASA ang public storm warning signal number 1 sa Batanes group of islands at itoay makakaranas na ng mga pag-ulan at bugso ng hangin sa susunod na 36 na oras.- Sa storm track ng Weather Central, hindi pa rin ito tatama sa kalupaan ngunit malaki ang posibilidad na lalo paitong lumakas at maging isang super typhoon bukas.

    As the Gender-Responsive Economic Actions for the Transformation of Women (Great Women) Project ended itsimplementation in Quezon Province on May 30, it created unpredictable change to the lives of ordinary women.

    The Great Women Project was started on 2008 in the towns of Real, Infanta, and General Nakar (ReINA), when theNational Commission on the Role of Filipino Women (NCRFW), now Philippine Commission of Women (PCW),partnered with the provincial government of Quezon to provide an enabling environment for womens economicempowerment (WEE) through local economic and enterprise development initiatives.

    Quezon province, along with other seven provinces in the country, were picked by PCW to be the pilot areas of Great Women Project. The idea was to enhance womens economic empowerment and provide economic accessto women to productive resources such as training, technology, markets, among others to become-small andmedium-scale enterprises.

    Ofelia Palayan, head of Quezon Provincial Gender and Development (PGAD) office, said a baseline survey andconsultation with the local chief executives in ReINA was conducted first to ensure that the needed informationwill be collected as bases for a more concrete planning and identification of WEE programs and services.

    Palayan added that the partnership focused on building capabilities of the province for gender-responsiveeconomic governance and gender-responsive micro-enterprises policy and program development. It was also forenhancing the provinces economic empowerment programs and services inc luding related service delivery andmonitoring and evaluation mechanism.

    For almost five years, the provincial government of Quezon has implemented different programs for rural womento be more productive and become partners in countryside development.

    Aside from the economic aspect, the provincial government assures the women about their opportunitiesaccording to the Gender and Development (GAD) Code in most of the municipalities. The installation of GADresource center and the regular baseline data updating on annual basis has proved the province is highly equippedof being gender responsive.

    On ensuring that women will be skilfully capable of handling economic enterprise, the Department of Trade andIndustry supported the enhancement of handmade products like paper, soap, cookies, suman, herbal medicines,coco-jam, cassava chips, coco-vinegar and organically produced food products, while the Department of Scienceand Technology (DOST) provided new technology in upgrading these products.

    Mercedita Adornado, a member of Happy Cookie Makers in Real, Quezon said the DOST trained them on goodmanufacturing practices on cookie making.

    Before, we earned a little that could contribute to our daily expenses, but when the DOST taught us to improvethe tas te and quality of our product, we are now doubling the production of cookies, Adornado said.

    PCW area local coordinator Conrado Vargas said the DTI also gave members of Happy Cookie Makers a skillstraining on business management. There were also provision of congressional funding from QuezonRepresentative Wilfrido Mark Enverga for the construction of common service facility for cookie making.

    Vargas also said that the common service facility will provide the most convenient ways of cookie making and itensures the cleanliness and quality of the product.

    Because of this, most of the products of WME groups of Mauban, Quezon were elevated to product developmentand designing assisted by Enabling Community with Hope thru Sustainable Initiatives (ECHOsi) and they had beeninvited to join the Great Women Product Branding for display and selling at ECHO store in Makati and for ordersby some international buyers.

    Other beneficiaries of Great Women project with high gender responsive value chain development for women insmall, medium economic enterprises (WSMEs) are Hardin ng Kalikasan Womens Cooperative, Happy CookieMakers, Bangus Debonairs (Real, Quezon); Infanta Suman Makers Association (Infanta, Quezon); KINIPAN makersof herbal medicines and organically produced foods/drinks (General Nakar, Quezon); Calauag Micro Enterprises,makers of coco jam, cassava chips, atsarang sili (pepper pickles) and coco vinegar (Calauag, Quezon); Boat TartMakers Group, Gat-Uban Weavers and Danggit Makers (Mauban, Quezon); One Town-One Product, RuralImprovement Club (Lopez, Quezon); and Lucena Womens Group (Lucena City).

    "The GAD implementation is not only for the women, GAD is also for men and children. Its all aboutopportunities, rights, and respect. But since the women are more vulnerable to violence and disrespect, they arethe priority in uplifting their way of living. Strengthening of womens economic empowerment is one of thepriority programs of Quezon Governor David Suarez through capacity development and provision of livelihoodtraining," Palayan said.

    The PCW has recognized the replication of four LGUs of Calauag, Mauban, Lopez, and Lucena City on the bases of their strategic position, level of interest, acceptance and appreciation of gender development, local economicdevelopment and women economic empowerment and readiness of the LGU. The same project for women havealso been implemented 11 towns.

    To make the province more gender responsive, Quezon Governor David Suarez strengthened and renamed theprovincial inter-agency committee against trafficking in persons and violence against women and children(PIACAT-VAWC) to provincial committee on anti-trafficking and violence against women and their children (PCAT-VAWC).

    Suarez issued Executive Order No. 18 to ensure that PCAT-VAWC will institute policies and programs to protectwomen and children victims of trafficking and violence by formulating local ordinances and resolutions. The PCAT-VAWC will create and establish systems on surveillance, investigation and rescue to ensure effective and efficientcoordination among the local government units.

    The PCAT-VAWC will monitor and oversee the strict implementation of Republic Act 9208 (anti-trafficking inpersons act), Republic Act 9262 (anti-violence against women and their children act) and other related laws for theprotection of women and children.

    Currently, the PGAD council has created "anti-trafficking referral network" composed of Provincial Social Welfare

    Authority, Department of Education, National Bureau of Investigation, Philippine National Police, and PGAD officeto monitor and assist victims of human trafficking.

    To monitor and evaluate the effectiveness of GAD mainstreaming in the province, the PGAD council launched andimplemented the provincial search for outstanding city/municipal gender and development councils (MGADCs).

    For this year, the LGUs of Lopez, Quezon, and Quezon, Quezon won the major awards as outstanding localgovernment units (LGUs) with high profile of programs in gender mainstreaming in their towns and have the

    comprehensive programs and projects on gender equality and women empowerment.

    One of the visions of Suarez i s to empower the women economically and to protect them from violence andharassment so that they could have a good living conditions, Palayan said.

    On the other side, the organization of Men Opposed to Violence against women Everywhere (MOVE) in manytowns in the province will help to lessen or eliminate violence incidence among women.

    2. A North Cotabato-based investor to construct processing plant inQuezon

    LUCENA CITY, Quezon, July 10 (PIA) -- A North Cotabato-based investor engaged in rubber industry has offered toconstruct a processing plant in this province said Paul Lumactod, president of Quezon Rubber Planter andProducers Association (QRPPA).

    If this pushes through, the price of latex will go up from P46 per kilogram to P75. The processing plant canstimulate the industry, a side from the planters gain, it will also create jobs and additional taxes to thegovernment, Lumactod said.

    Various towns in the province have already been planting rubber trees since 2010 and as of now, about 200hectares have already been planted, he added.

    According to Department of Trade and Industry (DTI) Quezon Provincial Director Marcelina Alcantara, the rubberindustry is categorized under the small-medium enterprise (SME) and is a top priority project in the industrybuilding program calle d big push which the DTI is intensifying and developing.

    Based on their evaluation, an investment of at least P53,250 is needed for every hectare planted with 500 rubbertrees to include land preparation, seedling, and maintenance. The trees will be ready for tapping after four toseven years and a planter may earn around P450,000 gross income per hectare a year.

    DTI encourages every planter to utilize five hectares devoted solely for rubber plantation.

    Madrigal said these technologies are transferable and can be commercialized. They are categorized asagriculture, handicraft equipment; disaster prevention & mitigation; food products and processes; foodtechnologies: small scale level; food technologies: household/village-level; technology adopters:complementary foods/snacks, clay pot filter, ovi-larvicidal trap or anti dengue, squash canton; ceramics andother special materials; textile ; biomass energy generation, small-scale biomass pyrolyzer for farm irrigationand others.

    These technologies will not only enhance competitiveness and productivity but will also p ave way forentrepreneurship and eventually generate employment once these inventions are commercialized, Madrigalsaid.

    On the other hand, the Department of Agriculture (DA)-Regional Field Unit 4A reported on the PhilippineRural Development Program (PRDP), a six-year program (2013-2018) which aims to establish the governmentplatform for a modern, climate-smart and market oriented agri-fishery sector.

    The PRDP 2013-2018, according to the DA, will surely contribute to the national development goals in termsof poverty reduction, inclusive growth, and job creation.

    Under the program, 23 municipalities across the region are targeted for specific commodity like coconut in

    Quezon, being the number one coconut-producing province in the Philippines; coffee in Cavite and Laguna;swine and poultry in Batangas.

    The province of Batangas is the highest pork contributor in the region and second highest poultry producer inthe country. The region contributes 3.8 percent to the national production or one of the top four producersof pineapple.

    NSO Rizal targets 900 households for poverty & labor surveys

    ANTIPOLO CITY, Rizal, July 10 (PIA) -- The National Statistics Office (NSO) identified around 900 sample households asrespondents for the Annual Poverty Indicators Survey (APIS) and July 2013 Labor Force Surveys (LFS) to be conductedfrom July 9-31.

    NSO Rizal Provincial Statistics Officer Nelia Ballesfin said that 10 NSO-Rizal staff together with other Calabarzonparticipants were trained on the conduct of surveys at the Southern Tagalog Integrated Agricultural Research Center(STIARC), Lipa City, Batangas from July 3-6.

    The NSO staff then cascaded the instructions and information to several hired interviewers during a training held at theprovincial office on July 8.

    APIS is a yearly survey designed to provide information on different non-income indicators in relation to poverty whichis done through the collection of data on socio-economic profiles of families and their living conditions.

    Malacanang said on Wednesday that President Benigno S. Aquino IIIs effort to rid the government of corruption isgaining headway as more Filipinos have noticed that corruption numbers have gone down in 2013.

    It cited a recent Transparency International survey saying 38 percent of Filipinos believe that the governments effortto wipe out corruption is gaining ground.

    In a press conference in Malacanang on Wednesday, Presidential Spokesperson Edwin Lacierda said that the factthat more Filipinos have taken stock of President Aquinos anti-corruption advocacy show that his good governanceprogram is working.

    In 2013, 32 percentonly 32 percent believe that corruption increased; 41 percent (said it) remained the same; and,from six percent of those who felt in 2010 that corruption decreased, it is now 38 percent believe that corruptiondecreased, Lacierda said.

    We recognize that there are still some levels of corruption but the people have seenthat there is a consistent fightagainst corruption under this government and so that has been recognized by those surveyed. From a six percent in

    2010, its now 38 percent, he added.

    He said President Aquinos plan to make government corruption free would continue to the very last day of thisadministration.

    Those who were surveyed, at the very least, recognized that there have been an increase in the recognition thatcorruption has decreased under this administration and we continue to fight against corruption. This is an ongoingprocess and it will continue to the very last day in our administration, Lacierda said.

    According to the Global Corruption Barometer of 2013 released by Transparency International on Tuesday, theperception of Filipinos on the corruption level in the country has significantly improved over the past two years.

    Initiated in 2003 and conducted biennially, the Global Corruption Barometer is the largest cross-country survey to

    3. Govt remains focused on achieving inclusive growth

    Malacanang said achieving inclusive growth will remain the administrations goal to address economic inequality buttold the public that such a target will not be achieved overnight.

    The National Statistical Coordination Board reported on the widening gap between the rich and the poor that mayhave economic and social implications.

    But President ial spokesman Edwin Lacierda doubted the NSCB reports correctness in a press briefing in MalacanangWednesday.

    There has been a growth even in the lowest levels and if you notice the growth, for instance, theres a growth of eightpercent in the lowest level; four percent in three- plus in the middle income; and, from the high, it is about 10, heexplained.

    All those growths, if you notice, are above inflation rates. Inflation is 3.2 percent. Theres real growth even in the lowlevel. But the real challenge for the administration is addressing inclusive growth, he said.

    From the very start of our administration, we have said that we are going to bat for inclusive growth and its not goingto happen overnight. We are continuously doing it and making sure that no one would be left behind, he said.

    Part of the government thrust is job creation. Producing jobs not only for the unskilled laborers but also for skilledworkers, he noted.

    For instance, the government eyes to create more jobs in the Business Process Outsourcing sector, he said. It is alsoready to grant loans to those who want to venture on entrepreneurship.

    The government also wants to make sure that the business environment is conducive for more foreign investments,he said believing the administration is already in that track.

    Sa pulong-balitaan sa Malacanang Miyerkoles, sinabi ng Tagapagsalita ng Pangulo Edwin Lacierda na angpangyayaring higit na maraming Pilipino ang kumilala na ang pagbaka ng Pangulong Aquino sa katiwalian aynagtatagumpay ay katibayan lamang na may bisa ang programa ng mabuting pamamahala ng Pangulo.

    Ngayong 2013, 32 porsiyento lamang ang nagsabing naragdagan pa ang korapsiyon; 41 porsiyento naman angnagsabing pareho lamang ito; at buhat sa anim na porsiyento ng mga naniniwalang noong 2010 ay nabawasan naang katiwalian, subalit ngayon, 38 porsiyento ang naniniwalang nabawasan na ang katiwalian, wika ni Lacierda.

    Alam naming may natitira pang kaunting katiwalian, subalit nasaksihan ng taong bayan na walang puknat ang

    Kinilala ng maraming tinanong na nabawasan ang katiwalian sa ilalim ng administrasyong ito at walang puknat angpagbakang ginagawa laban sa katiwalian.     Alinsunod sa Global Corruption Barometer ng 2013 na inilabas ng Transparency International Martes, naniniwalaang mga Pilipino na malaki ang ibinaba ng lebel ng korapsiyon sa bansa sa nakalipas na dalawang taon.

    Ibinigay na halimbawa ni Lacierda ang pinagtutuunan ng pansin ng pamahalaan na makalikha pa ng karagdagangtrabaho sa sektor ng Business Process Outsourcing kaya nakahanda silang magpautang sa mga nais pumalaot salarangan ng entrepreneurship.

    Sinabi ni Lacierda na nais ng pamahalaan na tiyaking ang negosyo ay kaakit-akit sa mga dagdag na puhunangdayuhan na siyang pinagtutuunan din ng pansin ng gobyerno.

    OMBUDSMAN Conchita Carpio Morales ordered the filing of graft charges against former Philippine Air Force(PAF) officers and private contractors in connection with the irregular transaction of government projects of the

    Armed Forces of the Philippines (AFP) Dental Service Center and 1351st Dental Clinic worth more than P5 million.

    In an 11-page Resolution, Ombudsman Morales ordered the indictment of BGen. Francisco C. Callelero (Retired),Col. Jaime B. Rodrigo (Retired), Col. Carlito E. Besorio (Retired), Major Rony P. Cubar, Capt. Ramir L. Llagas(Retired) and private contractor, Engr. Eric L. Muros of Elm Elek-Tru, for violation of Section 3(e) of Republic Act(RA) No. 3019 ( Anti-Graft and Corrupt Practices Act); Callelero, Rodrigo, Besorio, Cubar, Llagas and privatecontractor Basilio P. De Guzman of Guzi Enterprises for two counts of violation of Section 3(e) of RA 3019; For Callelero, Rodrigo, Besorio, Cubar, Llagas three separate counts of violation of Section 3(g) of RA 3019.

    The case stemmed from a letter-complaint filed by former AFP Chief of Staff Gen. Ricardo A. David on the delay inthe accomplishment and unsatisfactory result of the repair / rehabilitation of the AFP Dental Service Center (AFPDSC) and 1351st Dental Clinic.

    Upon audit by the Office of the Internal Auditor of the AFP, the following findings were discovered:

    5. Discrepancy in the amount requested by the former and incumbent Chief Engineer for additional fund support for the 1351th dental clinic project completion;

    6. Doubtful/ questionable addresses of the dealer/supplier indicate d in the POs/sales invoices and the capability toundertake the projects;

    7. Doubtful / Questionable Deeds of Agreements;

    8. Doubtful receipts/sales invoices attached to the Purchase Orders;

    9. Shopping was the mode of procurement used and splitting of POs was observed; and

    10. Newly procured dental equipment cannot be installed/ utilized due to delay in project completion.

    Records revealed that the rehabilitation of the 1351st Dental and AFPDSC building per directive of theCommanding General of the Philippine Air Force must be undertaken by administration.

    However, the supply of labor was outsourced to private contractors as evidenced by the three Deeds of Agreemententered into by 355th Aviation Engineering Wing, Basa Air Base, Pampanga without the benefit of public bidding asrequired by RA No. 9184.

    Despite ample time given to the respondents, only respondents Cubar and Llagas submitted their respectivecounter affidavits.

    Since the issue on splitting of contracts raised in the original complaint emanating from the former AFP Chief of Staff were not addressed during the fact-finding and preliminary investigation, the Ombudsman approved theconduct of a separate fact-finding investigation on the issue.

    Clearly, being signatories in the three contracts in their official capacities, public respondents [Callelero, Rodrigo,Besorio, Cubar, Capt. Llagas] took advantage of their official positions and private respondents [Muros and DeGuzman] connived to do away with the mandated public bidding for their personal benefit and to the disadvantageof the government, the Resolution stated.

    There is alternative employment, enterprise opportunities for OFWs in Taiwan--Baldoz Labor and EmploymentSecretary Rosalinda Dimapilis-Baldoz yesterday assured overseas Filipino workers in Taiwan affected by thereported hiring freeze and their families in the Philippines that there are employment and business opportunitiesthat await them upon their return to the country. Baldoz made the assurance in response to news reports that thereare an estimated 10,000 OFWs in the Philippines who are unable to return to work in Taiwan due to the reportedfreeze by the Taiwanese government on the hiring of Filipino workers. "The report came from a member of Congress who bared it in a press conference. We are still verifying the report. Initially, it appears that the figure of 10,000 is grossly off the mark. POEA historical records show that the deployment to Taiwan is only on the averageof 2,000 to 2,500 a month," Baldoz explained. The labor and employment chief said local employment is a viableoption for displaced OFWs in Taiwan. "Those who are already here in the Philippines and those whose contractsare expiring and may not be able to go back to Taiwan can apply in the 129,180 available job vacancies as postedin the PhilJobNet, the official online job search and matching portal of the government which include the following

    positions: plant and machine operators and assemblers (13,544 vacancies); factory workers (6,040 positions);engineers and technicians (2,956 positions); and machinists (323 positions)," said Baldoz. "They may also explore

Those who have low skills may also apply for skills training/upgrading in TESDA-accreditedtraining providers," she added.     3. World Bank satisfied with welfare projects

    THE WORLD Bank is satisfied so far with the implementation of a social welfare project and a livelihood projectthat have received funding from the bank, according to reports on its Web site on Monday.

    The Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS)project, under the Department of Social Welfare an d Development (DSWD) in partnership with the bank, is verymuch on track towards achieving its overall development objectives, the project report said.

    The World Bank, which had loaned Kalahi- CIDSS $159.12 million, rated the projects overall progress assatisfactory.

    Meanwhile, the progress of the Social Inclusion and Alternative Livelihood for the Informal Waste Sector project,implemented by the Solid Waste Management Association of the Philippines, was rated moderately satisfactory.

    The project seeks to improve the livelihood of informal garbage workers such as pickers and itinerant waste buyerswho may be affected by the modernization of solid waste management.

    The Japan Social Development Fund, through the World Bank, provided this project a $2.86 million grant.

    Calamba City -- OWWA RWO IV- A held the annual Migrants Workers Day on June 7 simultaneous with thecelebration of the other regional offices as well as with selected international field offices. The highlight of thisyears celebration was the launching of OWWAs MTV, Abot Kamay Kita.

    The region kicked off the two part celebration with an early morning activity. RWO IV-A staff, in coordination withthe office of the city mayor, set up tent and sound system for the fun run and Zumba dance work out at The Plazaas early as 4am. Participants from selected Laguna OFCs, scholars, OFW families, members of the Calamba

    joggers danced the latest workout craze with the view of Mt. Makiling in the background. Around 200 strongparticipants drenched in the morning activity.

    The main part of the Migrants Workers Day was held at SM City Calamba. OIC Julia Fabian openedthe ceremonyand delivered Administrator Carmelita S. Dimzons message. DOLE RD Alex Avila graced the occasion and readthe message of Secretary Baldoz.

    The malls activity center was filled with about 450 eager participants coming from OFCs and OFW families of Calabarzon region.

    to the amazement of the crowd. Globe in particular provided LIbreng Tawag for families of OFWs.

    The schedule was tight given the different presentations lined up. For the first time, twelve training centers took partin the celebration. With OWWA scholars in tow, each training center was given time to present the OWWA scholarsand showcase their earned skills. They were also given chance to promote their schools.

    It was the spontaneity of the program that kept the audience on their seats. Simultaneous with the story tellingpresentation of each provincial OFCs were demo on culinary, computer drafting and even PC assembly.Bartending, flaring and wine mixing stirred the curiosity of the audience as they sampled the different wine

    concoctions made more appealing due to the different colors.

    Minutes prior to the launching of the video, selected OWWA scholars sang Lipad ng Pangarap with backupsdoing an interpretative dance. The good rendition of the song as well as its meaning truly exemplifies the heroismof our OFWs.

    As the countdown to 3pm drew closer, the excitement intensified. At exactly 3pm, all eyes were glued to thewidescreen as everyone watched the music video of Abot Kamay Kita. One cannot help but be emotional as thesong reflects the yearning of expat Pinoy families.

    To further heighten the milieu, the song was played on repeat two large canvasses embol dened with words AbotKamay Kita! Haplos ng Pangarap sa Pamilyang OFWs were brought out.

    As an unwavering commitment to promote the welfare of OFWs and their families, OIC Fabian laid her paintedpalm on the makeshift canvass. Immediately followed by staff of RWO IV-A.

    As the crowd was asked to lay their yearning hands, everyone climbed up the stage and left a touch mark on thecanvasses. Some cannot even hold back their tears. It was truly a touching experience.

    In between presentations, meals were served as well as raffle prizes. These added color to the celebration.

    In his closing remark, Program and Services Division OIC Sergio Borgueta said The law mandates that OWWAought to spearhead the MWD celebration with the objective of giving tribute to OFWs for their contributions to the

    Philippine economy, candidly this is what we did today.

    6. BSP rediscount rates for July 2013

    The BSP announced today the rediscount rates applicable on loan availments by banking institutions for July 2013.

    For loans under the Peso Rediscount Facility, the BSP Peso Rediscount Rate is 3.50 percent p.a. for all maturities.

    This has been in effect since 29 October 2012 in line with the Monetary Board (M.B.) policy decision to reducepolicy rates at its 25 October 2012 meeting. The M.B. decided to maintain the same during its last policy meetingon 13 June 2013. The Peso Rediscount Rate is based on the applicable BSP overnight reverse repurchase rateper Circular No. 679 dated 01 February 2010.

    Meanwhile, for loans under the Exporters Dollar and Yen Rediscount Facility (EDYRF), the rates for the month of July are as follows:

    Dollar 0.19465 percent p.a.Yen 0.11714 percent p.a.

    The EDYRF rediscount rates are based on the respective London Inter-Bank Offered Rate (LIBOR) as of 28 June

    2013.

    Under the Peso Rediscount Facility, total availments of commercial, thrift and rural banks amounted to P15,468million for the period 01 January to 30 June 2013, 28.2 percent lower than the P21,539 million total in the sameperiod last year. Of the availments for the month, 83.3 percent went to commercial credits, 2.4 percent toagricultural and industrial credits, and 14.3 percent to other credits consisting of CAPEX (7.2 percent), other services (6.7 percent) and permanent working capital (0.4 percent).

    Under the EDYRF, aggregate dollar availments of seven commercial banks and a thrift bank for the period 01January to 30 June 2013 amounted to US$75.6 million and benefitted 28 exporters. This represents an 8.1 percentdecrease in availments compared to the US$82.3 million grants for the same period last year.

    On the other hand, there was no Yen-denominated availment under the EDYRF for the period 01 January to 30June 2013.

    DOF Secretary Cesar Purisima called on the countrys certified public accountants to step up and work with the government to improve tax compliance, particularly the continuing decline of tax collections from self-employedprofessionals.

Purisima said this week during the Inductionceremonies of the Philippine Institute of Certified Public Accountants.

    The finance chief highlighted that the government has been able to increase budgets of various departments withonly improved tax effort without imposing new taxes. However, tax effort at 13% is still low compared to thecountrys ASEAN neighbours and lagging behind the 16% tax effort goal for 2016.
