First and foremost, always remember, what researcher think is good, not
necessarily needed by the community!
Need to identify state of local resources (culture, nature, economic practice,
social)
Need to identify community attitude (ladder?) and readiness towards DRM
Obtain information on local knowledge and skills regarding DRM
Information on available capital (financial strengths etc.) – simple SWOT
Educate and prepare the community for the DRM project:
Organizing workshop; C2C, training needed, plan activities, linkages with
surrounding potentials etc.

LC = local leader(s) who can command respect
Posses certain leadership quality such as:
Visionary
Risk taker
Passion & Patient
Committed & perseverance
Innovative
Can come in various forms – voluntarily to lead the project,
appointed by community through consensus or self-appointed
spokesperson

Good communication
Proactive

organization
Study current/existing organization (e.g. JKKK, CDERT-C etc.) – look at
the nature of organization (simple or complex?) and its potential to be
linked with future development
Identify who running the organization (LC or conventional kind of
leadership?)
Identify role of local organization and participation from local stakeholders
(youths, women, religious bodies, entrepreneurs, NGOs, government
officials, etc.)
Identify how community organization generate income to fund their
operations and expenditures?
What would be the main objective of organization and their visions/targets
(how their vision could support future development?)

Integration of
activities
Establishment of partnerships for DRM programs at local level – current
status?
Adoption of integrated approach?
With other local socio-economic sectors (dynamic relationships)
Not only “to develop” or “to rejuvenate or “ to uplift” but also to protect
nature, conservation and ethical development agenda in wider context
Planning suitable activities under such project – what type of solutions to be
adopted? Type of services to be offered? How to manage and run the DRM
project?
Identify strategies for communication and access to information and aid:
ICT as vital communication tool
Understand channel of distribution of info and aid
Leverage on existing networking

DRM projects development – for each project, local organization (+LC)
need to identify within 4 cycles of DRM (1) type of suitable activities, (2)
suitable facilities to be provided, (3) ensure provision of basic amenities, (4)
identify who will carry maintenance works, (5) accessibility and connectivity
of the project with wider context, etc.
Authenticity of services and products offered:
Uniqueness?
General application?
Educational value to society?
Giving good memory and experience?
Suitable for general application elsewhere?
Can the project at the end, deliver quality products/outcomes?
Can deliver quality services (breed local disaster managers)?
