A. PurposeandBackgroundPublicHealthServicepolicystatesthatInstitutionsreceivingfederalfundshaveanobligationtoprotectthefederalinvestmentinresearchbyexercisingduediligence.Thisprotectioncoversresearchanimals,personnel,facilities,andresearchdata.AccordingtotheGuideforCareandUseofLaboratoryAnimals(8thEdition),facilitiesmusthaveadisasterplan.Additionally,theUnitedStatesDepartmentofAgriculture(USDA),9CFRparts2and3,andUSDAFinalRule(December31,2012)amendstheAnimalWelfareActregulationstorequireresearchinstitutionstohaveacontingencyplanandtrainingofpersonnel.Thegoalsofthisdisaster/contingencyplanareasfollows:
• Tosafeguardstaffandminimizethelossesofanimalsthatwouldoccurduringaneventthatdisruptsnormalactivities,suchasanemergencyornaturaldisaster.
• Toprovideappropriateanimalhusbandryandveterinarycareinordertopreventanimalpain,distress,anddeath.
• ToenhancetheabilityofLACUtosustainandrestoreitsoperationsduringanemergency.
• TomitigatetheeconomicimpactofdisruptionofouroperationsontheUniversityofTennesseeHealthScienceCenterandPHSsponsoredresearch.
• TocoordinatetheLACUplanwiththeinstitutionalemergencyresponseplanbyprovidingtheCampusEmergencyManagementandUTHSCPoliceDepartmentwrittendocumentationoftheLACUPlanandcontactinformation.
Bothforthesafetyoftheresearchandanimalcarestaffandthewelfareoftheanimals,itisimportantthattheUniversityhaveemergencypreparednessplansinplaceforitsanimalfacilities,includinganimalhousingareaswhicharemaintainedbytheinvestigatorratherthanbytheLaboratoryAnimalCareUnit(LACU).AtUTHSC,theseinvestigator-maintainedhousingareasarecalledSatelliteFacilities.Mostoftheseanimalsaredependentoncommercialfoodandwaterandarevulnerabletosignificantchangesintheirenvironment.Asmallnumberoftheseanimalsposeahealthrisktopersonnel.Thereisachancethatanimalscouldescapefromafacilityduringamajorcatastrophe,compoundinganalreadydifficultsituationforthepublic.ThisplanoutlineshowtheinvestigatorandtheUniversitywillcoordinatetheirresponsetoemergencysituations,whatdisastersarelikely,andwhatstepstheinvestigatorandtheUniversityhavetakentoprepareforpotentialdisasters.B. ApplicabilityAllpersonnelmustcomplywiththeUTHSCCampus-WideEmergencyPlan.Thesectionsbelowdetailhowemergencieswillbehandledwithintheanimalfacilities,andisapartoftheCampusWideEmergencyPlan.

C. CoordinatingResponsetoEmergenciesinaSatelliteFacilityThebestwaytobereadyforadisasterand/oranemergencyistohaveaplan,knowtheplan,andknowhowtobestdealwithflawsintheplan.Thisguideisintendedtomakedealingwithemergenciesaneasy,lowstressexperience.Emergencieswilloccurunexpectedlybothduringandoutsideofnormalworkhours.Clearlinesofcommunicationarecriticalforacoordinatedresponsetosuchemergencies.Thefollowingdescribescommunicationspathways,andguidelinesduringanemergencywithintheLACUandSatelliteFacilities.
1) ChainofCommandTheLACUChainofCommandisinplacesothatpersonnelknowwithwhomtocommunicateforinstructionsduringaneventthatdisruptsnormalactivities.TheERTChainofCommandduringadisastermainlyfollowstheorganizationalchartfortheLACU.TheCampusDisasterManagementTeamiscomprisedofChancellor,ChiefOperationsOfficer,DirectorofFacilities,ChiefofPolice,DirectorofComputingandTelecom,DirectorofMarketingandCommunication,andCampusSafetyOfficer.ThesepersonnelwillguidetheoverallscopeofacampuswideemergencyandwillinteractandgiveguidancetotheLACUEmergencyResponseTeamswhenapplicable.TheLACUEmergencyResponseTeamChainofCommandduringanemergencymainlyfollowstheorganizationalchartfortheLabAnimalCareUnit,aswellastheSatelliteUnits.Ingeneral:
• LACUDirector/OnCallSupervisor• Veterinarian(s)• FacilityManager(s)• EmergencyResponseTeams• AnimalTechnicians
2) LACUEmergencyResponseTeam(ERT)TheLACUEmergencyResponseresponsibilitiesareasfollows:
• ProvidinginformationabouttheanimalfacilitiestoFirstResponders(Police,FireDepartment,etc.)
• Settingprioritiesandorderingevacuations• Contactingadditionalemployeestoassistatthesiteandarrangingfor
transportationifneeded,• Maintainingalistofnamesofanimalfacilityemployeesonsite• Assessingcriticalresourceneedsanddeterminingamethodofmeetingthose
needs• ServingascontactsforotherUTHSCstaffandadministrators

• Servingascontactsforresearchersenquiringaboutanimals/animalfacilities.• Communicatingwithsatelliteanimalfacilitiesandlaboratorieswhereanimals
maybehousedthatareaffectedbytheevent.
TheLACUEmergencyResponseTeamsarecomprisedbasedupontheaffectedfacility.AppendicesAthroughFwillcontainthecontactandsitespecificinformation

3) EventCommandCenterACommandCenterisanyplacethatisusedtoprovidecentralizedcommandforemergencypurposes.Conceptually,acommandcenterisasourceofleadershipandguidancetoensurethatserviceandorderismaintained.ACommandCentermaybedesignatedforanemergencybytheERT.Inthecaseofacampuswideactivation,theCommandCenterwouldbedesignatedbytheCampusDisasterManagementTeam.
4) NotificationofanEmergencySituationUTHSCFacilities,CampusSafety,orCampusPolicepersonnelwillusuallycontacttheLACUDirectororon-callSupervisorshouldanemergencyoccurthatinvolvesresearchanimalsoroneoftheUTHSCanimalfacilities.Inthisevent,theLACUwillprovidealistofsatelliteanimalhousinglocationsandresponsiblecontacts.Inemergencies,officialsshouldcallthePrincipalInvestigator’s(PI)24-hourcontacttelephonenumber.Thisnumbershallbeclearlypostedinanobviouslocationuponenteringthesatellitefacility.Ininstanceswhereasatelliteoperatororanimalhandlerdiscoversapotentialemergencyhe/sheshouldimmediatelycontactUTHSCCampusPolice(901-448-4444)whenoutofharm’sway.Iftheemergencyendangersthelivesofanimalsorsignificantlycompromisesanimalcarethefollowingmustbecontacted:
• LACU(901-448-5656)• after-hourssupervisor:(901-268-0190)• after-hoursveterinarian:(901-448-5658)• InstitutionalAnimalCareandUseCommittee(IACUC:901-448-3904).

Intheeventthatanimalcaretakersforsatelliteanimalfacilitiesarenotabletogettotheirsatellite,theIACUCofficewillinstructthemtocontacttheLACUafter-hoursphonenumberandprovidedetailsontheneededanimalcare.TheLACUSupervisorwillassignappropriatepersonneltocheckandcareforanimalsintheaffectedsatellitefacilities.Keysforsatellitefacilities,aswellasdirectionstolocateandaccessthemarelocatedintheLACUmainofficeinthesamelocationastheDisasterPlan.
D. GeneralGuidelinesThefollowingaregeneralguidelinestobefollowedbytheLACUandSatelliteFacilitiesandarecommontoallemergencies.Sitespecificproceduresareidentifiedintheappendices,andcanalsobespelledoutfurtherinsitespecificStandardOperatingProcedures(SOP).Further,eachSatellitefacilityisrecommendedtohaveemergencycheckliststhatcanbeutilizedinanemergencyforaquickanddefinedsetofresponseprotocols.
1) PotentialImpactsandDisastersInanyemergencyordisastersituationfacedbyUTHSCandtheLACU,therewillbetwoprimaryconcerns,personnelsafetyandresearchanimalwelfare.Humansafetyisparamountatalltimesregardlessofthedangerimposedupontheresearchanimalpopulation.However,respondingtoemergenciesisaconditionofemploymentandpersonnelwillbeheldaccountableiftheyfailtoproperlycarefortheanimals.IMPACTS:Manydifferentcausesofnaturalandtechnologicaldisasterscanleadtocommonimpacts,suchasinsufficientstaff,powerfailures,failureofheatingandcoolingsystems,chemicalspills,securitybreaches,andanimalescapesandarelistedinsectionE.The8criticalconcernsare:
• Staffing• PowerandHVAC• Communication• Animalcontainment/housing• Foodandwaterfortheanimals• Sanitation• Security• Provisionofveterinarycare
DISASTERS:SomeofthedisastersmorelikelyintheUTHSCgeographicallocationwhichmayleadtotheaboveimpactsandarelistedinsectionFThesedisastersare:

2) EVACUATIONANDRE-ENTRYINGENERALTherearemultiplereasonspersonnelmayneedtoevacuateananimalfacility,however,manyaspectsofevacuationwillbetrueforallsituations.Personnelmustevacuatewhendirectedtodosoandarenevertoplacetheirownsafety/health,orthatofothers,injeopardy
EVACUATION:UTHSCpersonnelmustevacuatewheninstructedtodoso.
• TheSupervisorisresponsiblefornotifyingallLACUstaff,researchers,andvisitorsoftheevacuationandofferingassistancetothosethatneedhelp.Oncepersonnelhavebeennotifiedtoevacuate,iftheychoosenotto,theSupervisorisNOTresponsibleforforcingpersonneltoevacuate;theSupervisorshouldevacuatewiththosepersonnelwhochoosetoevacuate.
• PersonnelshouldNOTtaketimetochangeoutoffacilitydedicatedscrubs
• Personnelshouldgototheanimalfacility’sestablishedevacuationlocation
• TheSupervisorverifiesthatallpersonnelarepresentandnotifiesaFirstResponder(Police,FireDepartment,etc.)ifapersonisnotpresent.
• TheSupervisornotifiestheManagerand/orAttendingVet.• Whenevacuatedfromthefacilities,personnelarenottore-enter
untiltheIncidentCommanderhasdeclaredthefacilitiessafetore-enter.TheIncidentCommanderistheOfficerinchargeoftheFirstResponderEntity(Safety,Police,FireDepartment,etc.).
RE-ENTRY:TheresearchstaffshouldnotenterthefacilityuntilpermittedbyfirstrespondersonsceneorUTHSCCampusPolice.Fireandotheremergencyofficialswillassessthesafetyofthefacilitybeforegrantingpersonnelaccess.Onceclearedforentrytheinvestigatorordesignatedresearchstaffshouldevaluateconditionsinsidethefacilityanddeveloparesponsetoanyproblemsinaccordancewithguidelinesinthisdocument.Forfacilitieswhichrequirededicatedscrubs,personnelmustputoncleanscrubsifthefacilitystructuralintegrityisnotknowntobebreached(damagetowalls/ceiling).Ifthereisobviouslossofintegrity(walls/ceilingbreached)personnelwillnotchangeintocleanscrubs.Theinvestigatorordesignatedresearchstaffwilldirectappropriatepersonneltoperformanevaluationofanassignedarea(whichmayormaynotbetheindividual’snormalworkarea).The

staffwillperformaquickevaluationandreportbacktotheappropriateinvestigatorordesignatedstafftorelaythisinformationtotheAttendingVeterinarian.FACILITYEVALUATION:Generalguidelinesforfacilityevaluation:• Allanimalswillbecheckedforhealthandsafety/security.
§ StaffwillrecordthefollowinginformationandreporttotheSupervisor:
• Areanyanimalslooseintheroom?AreanyinfectedwithBSL2agents?
• Estimate(don’tcounteachanimal)thenumberofanimalsthatareinjured/indanger,numberofanimalsthatappearnormal,andnumberofanimalsdead
• Istheredamagetotheroom(ceiling/walls;racks;plumbing,etc.)
• TheSupervisorwillcontacttheManager/AttendingVeterinariantoobtaininstructions,andtheninstructthestaffaccordingly.
§ Ingeneral:• InjuredanimalswillbereportedtotheAttendingVeterinarian.
TheywillbeexaminedandtreatedoreuthanizedasdeemednecessarybytheAttendingVeterinarian.
• AnylooseanimalswillbereportedtotheManager/AV.TheManager/AVwillinstructonhowtheanimalsshouldbesafelycapturedandreturnedtotheirhomecage(ifknown)ornewcages.Cagesmustbelabeledthatananimalwasloose(especiallyrodents).
NOTE:SupervisorsorManagerswillcontacttheERTiflooseanimalsareinfectious,andERTwillworkwiththeResearchSafety/LACUtodeterminethe
bestmethodforcapturingtheseanimals.
• Dead/euthanizedanimalswillbeplacedinacoldroom/freezer.Ifthepowerisout,carcassesmayneedtobemovedtoafacilitywithpower.
• Specificactionsmayberequiredforareaswhicharetoowarmortoocold.
§ Theanimalfacilitywillbeevaluatedforusability.Theevaluationshallincludethefollowing:
• Damagetotheanimalhousingsystem(cages,racks,aquaria,pens,etc.)
• Damagetotheanimalrooms(ceilings,flooding,etc)

• Damagetoequipmentandphysicalplantsystems(water,power,HVAC)
o TheSupervisorwillnotifytheManagertorelaythisinformationtotheAttendingVeterinarian
• Afterthefacilityhasbeenevaluated:TheERTwilldecidehowtohandlethefacility.
§ Iftheanimalfacilityisusable:• Ifanyorallofthefeedsupplyisdamagedordestroyed,a
vendorwillbecontactedforimmediatereplacement.Damagedfeedwillbediscarded.
• Ifthewatersupplyisdisrupted,potablewaterwillbedeliveredfromsatellitefacilitiesand/orotheravailablesources.FacilityManagementDivisionwillbenotifiedofanyventilationorelectricaldamages.
• Forpowerloss,emergencygeneratorswillautomaticallybeactivated.
§ Iftheanimalfacilityisnotusable:• TheERTwilldecideiftheliveanimalswillbetransportedtoa
safelocationoreuthanized.SeeSection4:AnimalContainmentandHousing
• CommunicationwithPIs,media,public,etc§ TheERTwillprovideallcommunication(ordesignatespecific
messagestobedistributed)tothePIs,media,public,etc.§ UTHSCstaffshouldreferallquestions/requestsforinformationtothe
ERT.§ Duringtheevacuationandre-entryevaluations,ifPIsarriveaskingfor
information,theSupervisorshouldexplainthatthefirstgoalisensuringthesafetyoftheanimalsandthatERTwillprovidemoreinformationassoonaspossible.
§ TheERTwillnotifyPIsofthestatusofthefacilityandtheiranimalsassoonaspossible.Anyrelocationoftheanimals(roomorbuilding)willbeconveyedtothePIatthattime.
3) ANIMALSFORPRIORITIZEDPRESERVATIONINADISASTEREventsthatcreateasituationinwhichallanimalscannotberescuednecessitatemakingdecisionsaboutwhichanimals,ifany,willbepreserved.PHSPolicystatesthatinstitutionsreceivingfederalfundshaveanobligationtoprotectthefederalinvestmentinresearchbyexercisingduediligence.Thisprotectioncoversresearchanimals,personnel,facilities,andresearchdata.Therefore,theUTHSCAnimalCareandUseProgramisrequiredtohaveaDisaster/ContingencyPlan,includingamethodforpreservinganimalsthatarenecessaryforcriticalresearchorthatareirreplaceable.

TheIACUCencouragesallinvestigatorsusinganimalsforresearchtoprotectandinsuretheiranimalsandwork.InvestigatorsworkingonFederalorStategrantshaveguidelinesforpreservingequipmentanddatafundedbytheseentities,andotherfundingsourcesshouldhaveguidelinesforsafeguardingworksupportedbytheirmoney.ItistheresponsibilityoftheinvestigatorworkinginaLACUmanagedanimalfacilitytoensurethathis/herresearchanddatawillnotbecompromisedbyadisastrousevent.Investigatorsareencouragedtocryopreserveuniquerodentmodels.Datashouldbebackedupwithseveralcopiesstoredatoffsitelocations.InvestigatorswithirreplaceableanimalsoranimalsnecessaryforcriticalresearchshouldcollaboratewithLACUtolabelthosecagesoranimalsforeasyidentificationduringadisastrousevent.Aconsistent,obvious,andeasytomaintainidentificationsystemwillbearrangedwithLACUandtheresearchers.Thisidentificationmustbeupdatedasnecessarytobeeffective(i.e.,replacementbreedersmustbeidentifiedaspreviouslyidentifiedbreedersagebeyondreproductionefficiency).Duringadisastrousevent,LACUwillworkwithlocal,State,andFederalauthoritiestopreserveanimalhealthandwelfare.Researchprojectsmaybestoppedifthereisaprolongedperiodofphysicalplantorstaffoutage.Everyeffortwillbemadetopreserveanimallives;includingtransportingofanimalstoalternativehousingiftheircurrentlocationisnotsuitableforanimalhousing.Disastersthatcreateasituationinwhichallanimalscannotbepreservednecessitatemakingdecisionsaboutwhichanimals,ifany,willbepreserved.
TRIAGESCHEME:Animalspreviouslyidentifiedandmarkedasirreplaceable/necessaryforcriticalresearchwillberescuedfirst(e.g.,animalsonlong-termstudies,uniqueanimallines).Iftimeallows,LACUveterinariansandstaffwillattempttocontacttheresearchersofanimalswhicharenotidentified,todeterminewhichanimalsaretobesaved.AfteranimalsidentifiedaheadoftimeandanyanimalsthatresearchersareabletocommunicatetoLACUatthetimeoftheeventshouldbesaved,animalswillbeprioritizedinthefollowingmanner:
1. Nonhumanprimates2. Dogs,cats,ferrets,horses3. Ruminants,pigs4. Rabbits5. RodentsandBirds6. Amphibians,reptiles,fish

NOTE:ForanimalshousedinABSL-2facilities,ariskassessmentwillbeperformedinconsultationwiththeIBOandadecisionregarding
evacuationoftheseanimalswillbemade.
ANIMALSTOBELABELEDThePI/labwilldeterminewhichanimalsaretobelabeled.Theseareanimalsthatareirreplaceable,ornearlyirreplaceable.
• Uniquetransgeniclinesthatarenotcryopreserved.Generally,3-4breedingpairs,orbreederindividualsperline.
• Researchprojectsdeterminedtobe“critical”or“longterm”projectsthatwouldbeverydifficult/timeconsuming/expensivetoduplicate
• ThesearetheanimalsthatthePIwantssavedifthereisverylimitedtimetoevacuatethem(aroughtime,fordecisionmakingpurposes,wouldbe15-20minutes)orlimitedspacetowhichtheycanbemoved.
Whenchoosingtheseanimals,thePI/labshouldconsiderthesefactors:• Aretheseanimalsavailableelsewhere?• Howlonghavetheseanimalsbeenontheresearchproject?• Foranimalsonacurrentresearchproject,willthevariabilityintroduced
bytheeventandevacuationpotentiallyaffectthedatasuchthatevacuationoftheanimalswillnotsavetheresearchanyway?
• Foranimalsonacurrentresearchproject,isitasmallenoughstudythatevacuatingalimitednumberofanimalswouldallowforenoughtobeevacuatedtocompletethestudy?
IDENTIFYINGTHEANIMALSThemethodforidentifyingthecages/animalstobeevacuatedfirstwillbeuniformacrossLACUfacilities:
Primary:Eachcage/penwillbemarkedwithacagecard• Anindexcard• Ofaspecificcolor:Orange• Frontofthecardlabeled“SAVEINEMERGENCY”• Thefrontofthecardwillindicatethedateofplacementandthecage
cardbarcodenumber.Secondary:Whenpossible,thesecageswillbemaintainedin1location(e.g.,therackatthefrontoftheroom).Someroomsdonotallowforthisarrangement.LACUisresponsibleforprovidingthecardstolabelcages/pens

E. ProvisionsforMaintaining8CriticalNeeds(IMPACTS)1) ANIMALCARESTAFFINGUTHSCLACUwilldeterminethenumberofstaffneededandhowtheyshouldbedeployedtomaintaincriticalservicesateachanimalfacility.Supervisorswillcontactnecessarypersonnelanddeterminehowmanycanreporttowork.
Shortages:Itiscommonforanemergencysituationtocausestaffingshortagesandresponsibilitiesmayhavetobeprioritized.Disasterscanoverwhelmpersonnelatalllevels.Itisacommonmistakeforresponderstotakeonmoreresponsibilitiesthantheycanmanage.Thisisparticularlytrueforanimalcarepersonnelwhomayriskpersonalinjurytopreventthelossorharmofanimals.Ensuringthatemployeesareawareoftheplanandunderstandtheirdutiesandhavingpre-assignedresponsibilitieswillresultinfasterresponsetimesduringaneventthatresultsinstaffingshortage.Employeesshouldbetrainedinmultiplerolesbecausenotallstaffmaybeabletoreporttowork.
2) HVACANDPOWEREnvironmentalsupportinmostfacilitiesisdependentuponcontinuouselectricpowerandacorrectlyfunctioningHeating,Ventilation,andAirConditioning(HVAC)system.Sufficientemergencypowerisnecessarytomaintaincriticalservices(e.g.HVAC)andsupportfunctions(e.g.ventilatedracks,isolators).ContactUTHSCFacilities(901-448-5661)andplaceaworkrequestifpowerisnotrestored.Thelaboratoryventilationsystem,lighting,andoutletsareonemergencypowerandshouldbemaintainedintheeventofapowerfailure.

5) FOODANDWATERAvailabilityordeliveranceofuncontaminatedfoodand/orwatermaybedisruptedduringanevent.Becauseacontinuoussupplyoffoodandwateriscriticalinmaintaininganimalhealth,proceduresareinplacetoaddressfoodandwaterdisruption.Additionally,anychangeindietand/orwatermayaffectongoingresearchprojects,anditmaybeappropriatetoeuthanizesomeanimalsiftheironlyoptionsforfoodandwaterwillrenderthemunusable.

CITYOFMEMPHISWATERSUPPLYIfthecitywatersupplyisavailable,butautomaticwateringisnotfunctionalduetopowerfailure,waterbottlesand/orgelpackscanbeused.Additionally,carboyscanbeattachedtotheautowaterlinesontheracksandgravityfed.

8) PROVISIONSOFVENTERINARYCARE
VETERINARIANAnon-callveterinarianisavailableatalltimes.Theon-callveterinarianisauthorizedtocontacttheclinicalveterinarytechniciansand/oranyoftheotherLACUveterinariansforassistanceatanytime.Additionally,outsideveterinariansmaybecalledforconsultorassistance.ASESSEMENTAUTHSCveterinarianorveterinarytechnicianwillassesstheconditionofanimalsaffected.Asalways,decisionsregardingeuthanasiamustbalancescientificprogresswithanimalwelfare.
• Ifanimalshavebeenreceivingmedication,administrationofthedrugshallcontinue,totheextentpossible.
• Animalsdeemedtobeinpainand/orsufferingshallbeevaluatedbytheveterinarystafftodetermineiftreatmentoreuthanasiaisnecessary.
• Ifeuthanasiaisnecessary,theanimal/swillbeeuthanizedpromptly.• Ifanimalsdonotrequireeuthanasia,methodsformaintainingthoseanimals
