D ticaret istatistiklerinin kapsam ve yntemiyle ilgili yeni yaklamlar BirlemiMilletler tarafndan hazrlanarak International Merchandise Trade Statistics; Concepts and Definitions adyla 2010 ylnda yaymlanmtr.Yaynda, uluslararas mal ticaretiyle ilgili; kapsam, kayt zaman, tanmlar, ticaret sistemleri (genel ticaret, zel ticaret), madde klasifikasyonlar,istatistiki deer, miktar lleri, lke ve bilgilerin datm gibi konularda eitli tavsiyeler yer almaktadr.

Gemite olduu gibi yeni tavsiyelerde de, lkelere giri-k yapan tm mallarn hangi statde olursa olsun, ayrntl olarak istatistiklerde yer almas nerilmektedir. Gmrk beyannamelerinden elde edilme imkan olmayan kaaklk, gmenlerin mallar ve askeri mallarnbile d ticarete dahil edilmesi yeni metodolojide yer almaktadr. 2003 ylndan itibaren yeni yaps ile hazrlananbu yayn, d ticaretimize ait zet bilgileri kapsayan bir referans yayn niteliindedir. Daha ayrntl ve gncel d ticaret verileri, aylk olarak kullanma sunulmaktadr. Ayrca, d ticaret bilgileri gerek Kurumumuzun gerekse dierkurulularn eitli yaynlarnda yer almaktadr.

FOREWORD

It is very important the foreign trade statistics disseminated monthly by Turkish Statistical Institute and covered only good trade to meet the needs of Balance of Payments and National Accounts.

The new approaches concerning with the methods and the coverage of foreign trade statistics are prepared by United Nations, published in 2010 as 'International Merchandise Trade Statistics; Concepts and Definitions'. Relating to international merchandise trade, coverage and recording time, trade system (general or special trade), classification of commodity, statistical value, quantity units, partner country, dissemination of data are placed in this publication.

It is advised that all the goods which exit and enter with any status to country should be taken part in statistics according to new recommendations as in the past. It is anticipated in the new methodology that the data on the smuggling, immigrants goods and also military goods which are unable to obtain from customs declarations should be included to the foreign trade data. All these shows us that the declarations are not enough to obtain the foreign trade statistics, it is also necessary to be benefited from new data sources for foreign trade statistics.

The publication which has been prepared in new design since 2003 is a reference publication including summary statistics on our trade statistics. More details and current foreign trade statistics have been disseminated monthly. Moreover, foreign trade statistics have taken part in both TurkStat publications and all organisations publications.

We believe that this publication will be beneficial to decision-makers, researchers and all users.

1.Tarihe 1. Background

lkemizde d ticaret istatistikleri 1933 ylndan itibarenTrkiye statistik Kurumu tarafndan yaynlanmaktadr. 1988ylna kadar madde-lke ayrntsnda bilgileri kapsayan yllkd ticaret yaynlarnda, elektronik veri datm sistemleriningelimesi ve gncel verilerin d ticaret veri tabanlarndandatlmas nedeniyle 1989 ylndan itibaren zet tablolarayer verilmeye balanmtr.

In Turkey, foreign trade statistics have been published bythe Turkish Statistical Institute since 1933. Until 1988, thestatistics had been published detailed by commodity-country bases. Since 1989, development of the electronicdata distributing systems and data bases, only summarytables have been included.

The aim of the foreign trade statistics yearbook is topromulgate the information about exports and importsrequired by market in specific periods.

3. Kapsam 3. CovarageD ticaret istatistikleri, bata demeler dengesi olmak zereok yaygn kullanm olan istatistiklerden birisidir. Ulusal veuluslararas kurulular tarafndan youn ekildekullanlmaktadr.

Foreign trade statistics are used widely in the balance ofpayments. They are also used broadly by national andinternational organizations.

Foreign trade statistics include imports and exports ofmerchandise.

Turkey applies the Special System rules for foreign tradestatistics. Foreign trade statistics include goods whichenter/leave the statistical territory from/to other countriesand are placed;

In terms of foreign trade statistics, duty-free zones andduty-free shops in Turkey are considered as beyond thecustoms frontier. Foreign trade with 3rd countries fromthese areas are excluded from statistics.

4.2 Bilgilerin kayna 4.2 Data sources

D ticaret verilerinin kaynan, Gmrk Kanununa greihracat ve ithalatlar tarafndan dzenlenen gmrkbeyannameleri oluturmaktadr.

Foreign trade data sources are the customs declarationspresented to the customs administrations by the importersand exporters in accordance with the custom law.

Ham petrol, elektrik ve doal gaz gibi baz maddelerin ithalve ihra bilgileri dorudan ithalat ve ihracatkurululardan derlenmektedir.

Import data on some goods such as crude petroleum,electricity, natural gas are obtained directly from import andexport institutions.

4.3 Deer 4.3 Value

D ticaret istatistiklerinde deer; ithalatta CIF (Mal Bedeli-Sigorta-Navlun) ve ihracatta FOB (Mal Bedeli-Gemiyeykleninceye kadar yaplan masraflar) olarak gsterilmekteolup, Dolar ($) ile ifade edilmektedir.

Foreign trade statistics show imports at CIF (Cost-Insurance-Freight) values and exports at FOB (Free on Board) values,both expressed in US Dollars ($).

Endeksler, ISIC Rev 3 snflamasnn yansra CPA, BEC, SITC Rev.3 snflamalarna gre dehesaplanmaktadr. 2003 temel yll d ticaret birim deerendeksleri Fisher formlne gre hesaplanmaktadr. Foreign trade unitvalue indices based on 2003 are calculated by Fisherformula, quantity indices are calculated by value indicesdivided by Fisher unit value indices. Item numbers andrepresentative ratios are given in the following table.

D ticarette younlama, d ticaretin belirli saydaki firmatarafndan kontrol edilmesi olarak tanmlanabilir. Ancak; dticaretin belli lkelerde, fasllarda ya da maddelerdeyounlamas da nemli grldnden, bu deikenler iinde younlama ltleri hesaplanmtr. Bu almada,younlamay lmek amacyla bir ok lt arasndan enyaygn kullanlan iki lt kullanlacaktr.

Concentration in foreign trade can be defined as the controlof foreign trade by a certain number of firms. However,since concentration of foreign trade by country, chapterand commodity is considered to be important,concentration measures are also calculated for thesevariables. In this study, among the various measures ofconcentration, two of the most common methods will beemployed.

1. Younlama oran (CR m) 1. Concentration Ratio (CRm)

Younlama oran, younlama ltleri arasnda basithesaplanabilmesi nedeniyle en yaygn kullanlan lttr.Younlama oran, belli saydaki firma, madde, fasl veyalkenin kmlatif paylarn ifade eder. Hesaplanan deer 0ile 100 arasndadr ve aadaki forml kullanlarakhesaplanr.

This is the most common criterion among the concentrationmeasures, as it can be calculated simply. Concentrationratio expresses the cumulative shares of a certain numberof firms, commodities, chapters or countries. The calculatedvalue ranges between 0 and 100. The employed formula is:

The harmonized system is a commodity classificationprepared by the Customs Cooperation Council.

This classification has been used in Turkey since 1989 wasimproved as 8-digit position numbers. Because, Turkeyentered the Customs Union in 1996, it has been used 12-digit position numbers by the Harmonized System relatedCombined Nomenclature (CN).

SITC is a commodity classification system prepared by theUnited Nations to be used in foreign trade statistics.Usually, international institutions publish foreign tradestatistics according to this classification. This system hasbeen made up 1, 2, 3, 4 and 5 digits. It is also used inTurkey's foreign trade statistics.

ISIC activity classification prepared by United NationsStatistical Office has been centralised in extensive statisticalanalysis and international comparisons. The increase inlevel of detail has been observed in almost everywhere,especially in the parts related with service activities.

Proportion of imports covered by exports, has pursued an unsteadymovement. Between the 1990 and 2009, the highest proportion importscovered by exports was in stage of recessions. Owing to higher-ratedevaluations, increasing in exports had raised the proportion importscovered by exports, in those years. In recent years, the proportion haspursued a lumpy course. It was 65.4% in 2008, 72.5% in 2009 and61.4% in 2010.
