Project Summary

The Academy for Educational Development (AED) was awarded a three-year contract by USAID in 2003 to implement the full range of technical and administrative s e ~ c e s required for Pakistan Teacher Education and Professional Development Program (PTEPDP). This document is meant to provide background information on PTEPDP, as well as the program goals and objectives.

I. BACKGROUND AND SUPPORTING INFORMATION

Impetus for This Activity and Historical Context A major problem afflicting education in Pakistan is the quality of learning and competency level of both students and teachers. Increases in access and enrollment are unsustainable without in~provements in the quality of teaching and learning at the classroom level. Current data indicates that for every 100 students enrolled in government schools at grade one, only 8 go on to complete grade twelve.

There are 203 teacher-training institutions in Pakistan including the University of Education (Punjab) teacher training facilities in universities, the Bureau of Curricula, Elementary Training Colleges and designated teacher training outposts in government high schools. The above number include almost 300 decentralized Teachers Resource Centers that are being established under the education sector reform program in all four provinces of Pakistan. Teacher training programs are proliferating, but without standards or quality assurance.

There is a pressing need to build a cadre of resource persons strategically selected from Government and Non-Governmental Organizations. The resource persons trained under PTEPDP will be available throughout the country to improve skills of colleagues at training institutions and teachers in government or non-elite private schools. They will be trained in the selected core areas of mathematics, science and the teaching of English as a Second Language, and leadership for managing change, which will make a difference in the classroom, and improve learning competencies and school effectiveness.

Teacher preparation and institutional development is the centerpiece of objectives that support the Mission's strategic priorities. Institutional development and management skills are also required to facilitate application of the newly acquired professional skills. The training will draw upon lessons learned in other strategically located countries and shall consider the potentials offered through the use of new learning technologies. Other new areas of emphasis include organizational performance assessment and post-training program support.

11. MAIN USAIDE'AKISTAN STRATEGIC OBJECTIVES

PTEPDP supports USAIDIPakistan's Education Sector Strategic Objective (#3) to provide the knowledge, training, and infrastructure necessary to help officials and citizens develop high quality education programs for girls and boys throughout Pakistan.

The overall objective of PTEPDP is to increase the base of skilled, high performing government teacher trainers in Pakistan, and to promote cultural understanding between the U.S. and Pakistan. These professional development programs will be customized to reflect needs identified as critical to Pakistani educators.

The overall program objectives of PTEPDP are: 1 . To enhance the professional skills of selected goyernment Pakistani Teacher Educators

i.e. master teacher trainers in the teaching of Mathematics, Science, English as a Second Language and leadership for managing change.

2. To promote academic and cultural exchanges between Pakistan and U.S. teacher educational institutions to contribute to increased capacity of those institutions and engender good will between the peoples of Pakistan and the United States.

111. EXPECTED OUTCOMES AND BENEFICIARIES

It is expected that through the implementation of this program the following outcomes will be realized:

J New skills, knowledge and attitudes are sustained within the participating institutions and leading to improved organizational performance through the adoption or creation of relevant and advanced policies, strategies, programs and operational practices addressing educational and social development challenges.

4 Good will and cultural understanding between participating Americans and Pakistanis will be engendered. Participants comnlit themselves to:

Timely completion of their program and returning to their work sites, Sharing their new skills, knowledge and perceptions with colleagues, and Being available for outreach training services within Pakistan.

J Participants form networking tezms and linkages with other groups to mutually enhance capabilities, reinforce leadership potentials and promote positive trends within the country. It is hoped that such activities will lead to professionalizing the field of teaching in Pakistan.

The direct beneficiaries of PTEPDP are the Pakistani teacher educators i.e. master teacher trainers enrolled in the program. 'The primary target groups are persons with a primary school background and candidates from teacher training colleges.

The indirect beneficiaries are thousands of teachers and students who are exposed to a new level of technical skills and teaching methodology acquired by the participants.

Background

Pakistan Teacher Education and Professional Development Program (PTEPDP) of AED aims at strengthening the quality of teacher education in the country by developing a group of master trainers fiom teacher training colleges in the public sector.

The document in your hand is a directory complied by AED, which provides information regarding various governmental and Non Governnlental Teacher EducationfTraining institutions. Information about contact details, trainingslcourses offered, and data on enrolled graduates are available in the directory. The directory is an attempt to develop synergies and strong linkages between governmental and Non-Governmental Organizations in the'area of Teacher Education and Training.

The objectives of compiling the directory are to:

Help develop inter linkages between Teacher Training institutions Provide information on courses being offeredltaught in identified institutions Identify human resource to be shared for the purpose of quality improvement Foster future planning and training needs

Teacher training has become a lucrative activity due to increasing demand for teachers in both rural and urban areas alike. The government sector has the largest number of teacher training institutions spread all over the country even in the remote areas. The structure and names of public sector institutions vary fiom province to province.

Non-state or private sector providers have mushroomed in teacher training as a response to the growing need, which the public sector mi2y not have been able to provide.

Teacher training institutions in Pakistan also include autonomous bodies, private universities, and degree awarding and chartered institutions; many of these institutions have foreign university links in the UK, Canada, Australia, and Sweden.

Elementary Teacher Training Colleges in Punjab were renamed as University Colleges of Education after the formation of University of Education in 2002.

University

Overview of Teacher Educationflraining Institutions

Education, Punja b

The University of Education Punjab was established as recently as September 2002. The administrative, financial and academic control of all elementary (primary and middle) and secondary teacher education i.e. control of GCETs and colleges of education is with University of Education. The University looks after pre-service institutions and the Provincial Institute of Teacher Education which was created in 1996. Thus the total control of both pre-service and in-service teacher education, elementary and secondary, including curricuium, assessment and examinations, and evaluation and research are under the control of the University of Education Punjab.

Directorate of Staff Development (DSD), Punjab

Directorate of Staff Development @SD) looks after the management and administration of the GCETs and the provision of In-service Training.

Bureau of Curriculum and Extension Wing, Sindh The Bureau of Curriculum and Extension Wing Sindh, (BC&EW) and the Provincial Institute of Teacher Education (PITE) are the major providers of both pre-service and in-service teacher education in the province. The Departments of Education in the Universities provide teacher education at graduate and postgraduate levels (B.Ed., M.Ed., Ph.D) through their Institutes of Education and Research (IERs) and Colleges of Education.

All the Government Elementary Colleges of Education (GECEs), 23 in number, provide PTC, CT, OT and DTC certificate courses preparing teachers for primary level (I-V) and middle level (VI- VIII) classes. These GECEs are under the administrative, academic and financial control of the Bureau of Curriculum and Extension Wing Sindh. The Bureau of Curriculum also undertakes curriculum development in collaboration with the Curriculum Wing of the Federal Ministry of Education and collaborates with the Sintlh Textbook Board in textbook development. Short in- service courses on special topics are held often through funding by donor agencies.

Provincial Institute of Teacher Education (PITE), Sindh

The PITE in Sindh caters to In-service Training, material development and research activities. For its in-service training programmes, the PITE utilizes the services of the faculty of the Bureau's GECEs in addition to its own nucleus staff and also uses their premises for holding the workshops. As such there is collaboration between the Bureau and PITE in provision of in-service training. Bureau and PITE in Sindh are independent institutions both reporting to the Secretary Education and receiving their budgets fiom the Department of Education.

College of Education, Sindh

The Colleges of Education offering postgraduate courses in education are affiliated with the Universities but they are under the financial and administrative control of the ED0 College Education. The staff are the employees of the Department of Education, not of the Universities. The Universities are mainly examining and degree awarding bodies so far as teacher education is concerned and have some role in curriculum and syllabus prescriptions.

Directorate of Curriculum and Teacher Education (DCTE), NWFP Directorate of Curriculum and Teacher Education (DCTE) exercises administrative, financial and academic control over the 20 FUTES, (10 closed down), 1 Government College of Physical Education and a Government Agro Technical Teachers Training Centre.

Regional Institutes of Teacher Education (RITES), NWFP

Regional Institutes of Teacher Education (RITES) provide PTC and CT though half of them have been closed down while classes have been suspended in the rest 10 institutes for a period of 3 years.

Provincial Institute of Teacher Education (PITE), NWFP.

The PITE in NWFP is semi-independent since its budget is allocated under the Directorate of Curriculum and Teacher Education but it reports directly to the Secretary Education.

Institutes of Education and Research (IERs), NWFP The graduate and postgraduate level Teacher Education is offered by three Institutes of Education and Research (IERs) as constituent institutions of Peshawar, Hazara and Gomal Universities.

Bureau of Curriculum, Balochistan

The Bureau of Curriculum has the administrative, financial and academic control of 1 1 Government Elementary Colleges for Teachers (GECTs) offering PTC and CT courses, 1 College of Education offering B.Ed. and also the PITE.

The Bureau of Curriculum offers 10-1 5 days in-service training courses mostly through the support and often the request of the funding agencies. The management related courses for Heads of Schools and school management cadres are held by the Bureau of Curriculum while the PITE usually conducts in-service courses for primary and middle level teachers. The Bureau of Curriculum fulfils its major responsibility of curriculum development when the Cumculurn Wing invites participation. The Bureau of Curriculum is also the examining and certification Body for the PTC and CT courses offered by GCETs

Provincial lnstitute of Teacher Education (PITE), Balochistan

The PITE Balochistan is responsible to the Bureau of Curriculum. PITE Balochistan is not an independent institution as in Sindh. It is under the administrative and financial control of the

Bureau. The PITE engages in activities assigned to it from time to time by the Bureau of Cuniculum.

The PITE Balochistan has no regular funds allocation fiom the government for its major functions of in-service training and materials development.

Training Outposts

Training Outposts were set up in Government secondary schools under an Asian Development Bank (ADB) assisted program. Many of the TOs have since been converted into TeachersITehsil Resource Centers (TRCs) under the ESR Action Plan. There are 380 TRCs in Pakistan with many more being planned to make in-service training accessible at the local level.
