ABOUT THE ONE MONTH CERTIFICATE COURSE ON SCHOOL LEADERSHIP & MANAGEMENT

The prime vision of National Centre for School Leadership (NCSL), National Institute of

Educational Planning and Administration (NIEPA) is to produce new generation leaders.

NCSL has been continuously working towards translating this vision into reality. Among

the four strands, one of the strands NCSL works on is Curriculum and Material

development. The main objective of this strand is designing and implementing school

leadership development as a continuous professional development activity for school heads

in the country. As support material, the Centre developed the Curriculum Framework for

School Leadership and Handbook as a guide for conducting Capacity building programmes

for school heads taking their roles beyond managerial and administrative responsibilities to

academic responsibilities.

Initially the Centre conceptualized a model of Capacity building programme which was for

sixteen days based on face-to-face mode. As per its mandate, NCSL has widened its scope

of capacity building from a sixteen day capacity building model on school leadership to a

One-Month course leading to Certificate in School Leadership and Management. The one-

month course is planned as a residential programme with the intention that the school heads

could utilize their vacation to participate in the course while it is being offered in each state.

All resource material included in the Handbook for One Month Certificate Course on

School Leadership & Management are either specially designed by NCSL faculty or drawn

from open educational resources freely available on the internet. The National Centre for

School Leadership (NCSL) is thus committed to building leadership capacities of school

heads for change and development of elementary and secondary school education in India.

ABOUT THE DIRECTORY

In the year 2015-16, the National Centre for School Leadership, NIEPA, had crystallized its strategy for reaching out to all the states for which State Resource Groups (SRG) were formalized. The Centre went ahead with capacity building of the state resource group on the Curriculum and the Handbook on School Leadership developed at the Centre. The State Resource Group (SRG) here refers to a group of professionals from diverse backgrounds with a wide range of experience in school education or teacher education or educational administration, management and leadership, who may be working in government, semi-government and non-governmental organisations or autonomous bodies. The members in this group were from DIETs, CTEs, IASEs, SCERTs, SIEMATs, School Heads (both current and retired), BEOs, DEOs, CRPs and BRPs, CRCs and BRCs, faculty from university departments of education, independent professionals and/or NGOs. This directory consists of the details of each member of State Resource Group (SRG) across the states and union territories, specially trained through an advanced course for facilitating the conduct of One Month Certificate Course on School Leadership & Management.

According to the NCSL Programme Design, the role of SRGs is

• To organize capacity building programmes for school heads both at elementary and secondary levels.

• To conduct cluster based review and feedback workshops in the field and study the process of school improvement.

• To support school heads in the process of transformation of schools through formation of Professional Learning Communities (PLC).

Since, NCSL has constituted this group across states in India, a need was realized to maintain a data base of the SRG members which consists of their designations, postal addresses, mobile numbers and e-mail ids, wherever possible. The directory would facilitate better communication between NCSL- NIEPA at the centre, the State Education Departments and the grassroot institutions. It is also envisaged that this directory would aid in developing a professional learning community among the SRG which is one of the main objectives of Centre under the Networking and Institutional building strand of the programme design.

This has been a challenging task and would not have been possible without the vision and guidance of Prof. N.V. Varghese, Vice Chancellor, NIEPA and Prof. Rashmi Diwan, Head -NCSL, NIEPA. The NCSL team has been provided encouraging support, bringing together different flavours from states and helping in the development of this directory. The effort of Ms. Monika Bajaj, Jr. Consultant, NCSL- NIEPA in compiling, editing and designing of the directory has given it a presentable shape.
