Local Government Victoria (DELWP) Department of Environment, Land, Water & Planning (DELWP) The Department of Environment, Land, Water and Planning (DELWP) is tasked with creating liveable, inclusive and sustainable communities, and thriving natural environments. DELWP also aims to assist local governments to support people, communities and growth at the local level. For more information about DELWP - http://www.delwp.vic.gov.au

Local Government Victoria (LGV) Local Government Victoria (LGV) is part of DELWP (the Department) and works co-operatively with 79 local councils to ensure that Victorians enjoy world-class responsive and accountable local government services and governance. LGV also liaises with peak local government bodies, and other agencies, both State and Commonwealth, which have policy, funding or legislative links with or interest in councils. Key responsibilities/activities of LGV include: Developing a strong partnership between state and local

government. Building local governments capacity to effectively deliver on

economic growth, social justice and infrastructure outcomes for their communities.

Providing assistance with the Local Government Act. Providing support and advice to electoral provisions of the Act. Facilitating and supporting good governance in the sector. Providing support to the Victoria Grants Commission. Supporting public library services and managing funding

programs for public libraries.

Public Libraries LGV administers several programs to support Victorian public libraries. The ongoing Public Libraries Funding Program supports councils, regional library corporations and Vision Australia in providing public library services. Untied funding for the provision of library services is provided each year on a formula basis. The Living Libraries Infrastructure Program is designed to improve Victorian public library facilities and make them more accessible. This competitive program assists regional libraries and local governments provide high-quality and accessible public library infrastructure that meets the changing needs of communities. Applications are received for either new, replacement or modernised public libraries that meet the needs of communities, and support the role of strengthening communities. LGV also provides annual funding allocations to councils, regional library corporations and Vision Australia to assist their members to participate in the Premiers’ Reading Book Challenge.

State Library Victoria

State Library Victoria is Australia’s oldest public library and one of the world’s great libraries. Since opening in 1856, the State Library has been Victoria’s intellectual and cultural centre, inspiring generations of writers, artists, researchers and students. Its mission is to provide access to a wealth of unique Victorian and international resources, and be a place where all Victorians can discover, learn, create and connect. The Library’s collection comprises over 2 million books, 16,000 serials, and a vast number of photos, pictures, artworks, maps, manuscripts and ephemera. It houses thousands of items that reflect Victoria’s cultural and social heritage, such as John Batman’s journal, Ned Kelly’s armour and the last notes of Burke and Wills. Continuing digitisation of collection items makes them accessible via the internet, while the Library’s website makes it easier to find and use the collection anywhere, anytime. The Library’s programming provides innovative learning programs, exhibitions, events and information services for people of all ages, from all walks of life.

State Library Victoria Public Libraries Division

Public Libraries is a Division of State Library Victoria, reporting to the Director, Library Services and Experience. Public Libraries and Community Engagement is the primary interface between State Library Victoria and Victoria’s public libraries. The role of the State Library in relation to public libraries is aligned to the responsibilities of the Library Board of Victoria (its governing body) defined in the Libraries Act 1988:

To oversee cooperation in libraries and information organisations to promote access to library and information resources

To exercise leadership and promote high standards in the provision of library and information services

To provide advice and information to the Minister on any matters concerning libraries and information organisations.

Public Libraries Victoria Network Inc (PLVN) Public Libraries Victoria Network is a collaborative and advocacy organisation and the peak body for Victorian public library managers, comprising representatives of every public library service in the state. Initiatives range from information sharing and training to setting up of consortia to conduct projects and purchase materials in a collaborative manner. PLVN is incorporated under the Associations Act and its duties and obligations are set out in its constitution. Membership is institutional. PLVN has a number of subcommittees which recommend policy and conduct training and information sessions in specific areas of interest. Mission PLVN is the voice of Victorian public libraries. We collaborate to assist member organisations to more sustainably deliver community-focused library services and outcomes by: leading the Victorian public library sector and

building its capacity shaping the strategic direction of and investment

in public libraries influencing stakeholder perceptions, attitudes and

decisions Values and Behaviours We value equity, transparency and creativity. We work in a professional, collegial and inclusive way. Our actions are future-focused, results-driven and evidence-based.

Key Result Areas PLVN will focus its energy and resources in three key areas: 1. LEADERSHIP Providing a forum for professional

encouragement and support of current and emerging leaders of Victorian public library services

Developing, with the State Library of Victoria and other partners, outwardly focussed statewide projects which enhance the capability of public libraries and the quality of collections, programs and services provided to the Victorian community

Vision Australia Information Library Service Vision Australia Information Library Service offers a free national library service for people who are blind, vision impaired or have difficulty reading standard printed material. We work to ensure that through innovation, advocacy and empowerment those with a print disability can enjoy the same access to information and recreational reading as others in the community.

The Library offers members a wide range of accessible materials from a variety of sources. Library members are individually assisted via a telephone reference service to access their choice of materials. Materials can be streamed or downloaded from our online catalogue.

The Library Service circulates titles in Braille and DAISY audio. DAISY is an audio format that has been developed to build "structure" into a book. This enables readers to navigate to find specific chapters and pages of an electronic book at the press of a button. The Library collection also features audio books in different languages, children's print Braille picture books, and the latest magazines and regional newspapers from our download service. Professional staff assist members using smartphones and tablets to access the library collection.

Vision Australia Information Library Service offers advice about making information accessible to individuals, businesses, education providers, government bodies and community organisations.

Vision Australia also offer consultancy services on how to make websites accessible and signage and wayfinding for buildings and outdoor environments.

There are 3 core library services: 1. A free public library service, which

includes a wide range of print alternative books and magazines available for loan through streaming or download. The Kooyong site has PC’s with adaptive technology suitable for people with a print disability.

2. The public library service includes

a reference service to assist clients navigate and find information.

3. A Staff Reference Service

provides access to the specialized collection of materials relating to Vision Impairment.

Mechanics’ Institutes of Victoria

Mechanics’ Institutes are the fore runners of public libraries and adult education in Australia

The Mechanics’ Institute Movement began in 1799 when Dr George Birkbeck conducted a series of free lectures for the workingmen of Glasgow. The term “mechanic” at that time meant artisan or workingman. The movement spread throughout Britain and it’s colonies including Canada South Africa, India and Australia, as well as the United States of America. The Movement began in Victoria with the formation of the Melbourne Athenaeum in 1839. The Institutes served as focal points for their communities, offering libraries and reading rooms, opportunities for self-education, and other attractions such as lectures, meeting rooms, museums, concerts, and various games. Institute libraries were regularly patronised up until the 1950’s even though conducted on a subscription basis. The book stock varied with the finances of the Institute committee but where towns were serviced by railways, cases of books could be obtained quarterly on loan from the Melbourne Public Library. Nearly every town in Victoria had a Mechanics’ Institute. Today there are over 500 still operating as halls and homes for local organisations. A growing number of these are members of the Mechanics’ Institutes of Victoria Inc. (est. 1998). Six Mechanics’ Institutes continue to principally offer a lending service and half a dozen have retained a significant proportion of their historical library collections.

Municipal Association of Victoria (MAV) The Municipal Association of Victoria (MAV) was formed in 1879 and has a statutory responsibility to act as the representative voice of local government in Victoria through the establishment of the Municipal Association Act 1907. As the peak body for local government, councils’ interests and rights are represented and protected through membership of the MAV. All 79 Victorian municipal councils are eligible to be MAV members. MAV Purpose The purpose of the MAV is defined under the Municipal Association of Victoria Act 1907 and states: The Municipal Association of Victoria was established to promote the efficient carrying out of municipal government throughout the State of Victoria and to watch over and protect the interests, rights and privileges of municipal corporations. (Municipal Association Act, 1907) Similarly, under the Local Government Act 1989, the objectives and obligations of councils are outlined. In order for the MAV to achieve its legislative purpose it also supports the defined objectives and obligations of the Local Government Act. MAV Vision The MAV will become a world class peak body achieving outcomes that leave stakeholders knowing that no other provider could achieve a better result. It will be:

strategically focused; an impressive and articulate team; the centre of knowledge for local government in Victoria; non-party political; and accountable.

MAV Functions The MAV performs six key functions:

1. Advocacy: representation of the needs and interests of the sector with other levels of government and with other key stakeholders

2. Capacity Building: working actively with councils to support them to improve how they operate in communities, particularly where there is significant change or new requirements

3. Networking: coordination, hosting and/or sponsorship of opportunities for the sector (or parts of the sector with common interests) to come together to share knowledge and experiences and plan responses

4. Policy development: setting of standards for the sector and developing the policies and the sector-wide regulations and codes needed in order to deliver service enhancement; financial and economic health; and social capital.

5. Professional Development: human resources support and training and education programs t develop the understandings and skills of both councillors and staff

6. Awareness raising: research and analysis leading to information dissemination and awareness raising promotions and campaigns.
