PREFACE
A statewide increase of 21% in public library
expenditures and 11% in circulation is revealed
in the 1975 statistics, compared to 16% and 17%
gains for these in FY 1974.
Baker County led again with 12.6 circulation per
capita and $7.44 in expenditures per capita.
Grant County took second place this year in cir-
culation per capita with 11.2 and Josephine
third with 10.8.
Multnomah County was again in
second place in expenditures per capita with
$6.19 and Jackson third with $7.12.
The 1974
Center for Population Research and Census report
was used as
the
basis of these figures.
Circulation per capita statewide increased from
4.7 to 5.2 and in the area served from 5.9 to
6.4.
Expenditures per capita statewide went
from $3.60 to $4.29 and from $4.46 to $5.30 for
the area served.
Thirty-two out of 36 counties reported a circu-
lation gain, an unusual record for the past ten
years.
Public support received by Oregon public librar-
ies from city, county, and other fund sources
(federal grants, federal Revenue Sharing funds,
Emergency Employment Act funds, Comprehensive
Employment and Training Act funds) dropped from
a 17% increase last year to an 8% increase in
1975.
This was mainly due to Revenue Sharing
funds being continued and only 5 LSCA grants be-
ing granted to public libraries in 1975.
In the 1975 Directory total operating receipts
will show a lower figure than total operating
expenditures for Albany, Joseph, Mt. Angel, New-
port, North Bend, Sheridan, Vale, Gilliam County
Library (Condon), Jackson County Library (Med-
ford), and Umatilla County Library (Pendleton).
This was due to deletion from total operating
receipts of all 1973 and 1974 LSCA grants re-
ported on 1975 statistical reports.
The State
Library is required by law to report grants to
public libraries as receipts in the year in
which they are granted.
Oregon's population without public library ser-
vice remained at 19%, or 432,251 people.
Library Services and Construction Act Title I
grants received by 4, LSCA Title III grants re-
ceived by 1, Emergency Employment Act funds re-
ceived by 1, Federal Revenue Sharing Act funds
received by 31, and Comprehensive Employment
and Training Act funds received by 6 public
libraries are footnoted in "Other Funds"
columns of the statistics.
Bookmobile and station circulation are inclu-
ded in the figure designated "Extension Ser-
vice" under counties that have such services.
The 1975 Directory includes 187 public librar-
ies, including branches.
The new photo-ready format used this year be-
came necessary due to rising typesetting costs
involved in producing a printed publication.
Sincere thanks to all Oregon librarians, trus-
tees, and public officials for their coopera-
tive efforts in getting the data to the State
Library for publication and distribution.
