    Release of Information for Publication dtd 03 Nov 58:Thiscircular will serve as a guide in the release if information pertainingto the Armed Forces of the Philippines. The implementation of theintentions and purposes of GHQ Bulletin Br 3 dated 25 January1955 shall be governed by this Circular and by pertinent provisions

    Security, applies to the condition that prevents unauthoried person from havingaccess to ocial information that is safeguarded in the interest of nationalsecurity!

    Accuracy , refers to the correctness of all data. names. gures. 0uotations.statements. and the absence of distortion and e1aggeration! Therefore. con)ictingstatements and unveried information should not be released to the media!

    Propriety, pertains to the proper authority tas2ed to disclose information to themedia! The Public +nformation %cer. for e1ample. may basic facts of the events

    or policy! *e or she is not allo(ed to provide further details for this is theresponsibility of a higher authority! *o(ever. (ith permission from higherauthority. spo2espersons or information ocers may be allo(ed to elaborate oncertain issues!

    Policy , refers to a broad course of action or guidance adopted by thegovernment in pursuit of certain ob3ectives! This can be in the form of directives.memoranda and or regulations!
