In compliance of the order dated 27.03.2012 passed by theHon'ble Punjab and Haryana High Court in Civil Writ Petition No.19516 of 2009 titled as Rakesh Khurana and others Versus State ofHaryana and another, the Governor of Haryana is pleased to promotethe following Lecturer to the post of Headmaster in officiating capacityin the pay scale of Rs. 9300-34800 plus grade pay of Rs. 5400/- onprovisional basis w.e.f. 28.08.2009, the date when the persons junior tohim were promoted subject to the conditions mentioned below:-

He will be entitled for benefits of promotion w.e.f. 28.8.2009only for notional pay fixation and seniority and actual financialbenefits will be admissible to him from the date of joining duty asHeadmaster.If the integrity of the promotee is found doubtful he will bereverted without giving any notice.

3. The inter-se-seniority of the promotee is subject to the claim of hisseniors, who have not been promoted in these order due to variousreasons.

If any official is found senior to the above official at any stagedue to refixation of his/her seniority in his/her feeder cadre, thejunior most promotee shall be reverted without giving any notice.If at any stage it is found that any official has been promoted inthese orders inadvertently who was otherwise actually not eligiblefor promotion will be reverted to his/her feeder cadre original postwithout any notice.That these promotions are subject to the condition that all theparticulars and data supplied by the concerned employee and fieldoffices are correct. In the event of any information found to befactually incorrect, erroneous or misrepresented, the promotion sogranted shall be withdrawn forthwith without affording anyfurther opportunity.If the seniority of any official is fixed later on in accordance withthe instructions contained in Govt. letter No. 22/73/92-3GS-III,dated 14.10.1999, he/she will be reverted without any notice.

8. That they will remain on probation for a period of one year, whichcan be extended if their services are not found satisfactory as perthe rules.

9. The District Education Officer concerned shall personally ensurethe following:-

That these promotion orders are being issued against vacantpost. The Headmaster so promoted is advised to report in theDirectorate through the concerned District Education Officer ifhe finds that the post against which he is being appointed isnot vacant in the school so that he is adjusted at some otherplace.That no male Headmaster below the age of 50 years will beallowed to join in any Girls' School.

(c) That the Headmaster is not being posted at any urban place bydefault or any oversight on the part of Directorate.

(d)That these promotions are subject to the condition that there isno adverse remark pertaining to integrity in the ACRs of thenewly promoted Headmaster.

(e) That the concerned District Education Officers will not allowthe promotee to join his duties if any complaint/enquiry underRule-7 of the Haryana Civil Services (Punishment & Appeal)Rules-1987 is pending against him.
