integrated by 443 public libraries.
• It regulates the centers of municipal public reading (422 centers).

2. Self-training And formation of the citizens
3. Use of the new technologies of communication and information
4. To be active cultural centers and promoters of cultural activities

• SAVEX (Valencian Archive System Network) is the information system and integral management of the
archives of the Valencian Archive System.
• Some documents are already digitalized and can be viewed online.
• At the moment the archives integrated in SAVEX are:

Action plan of the Valencian Regional Government
• To promote the digitization of documentary heritage managed by the Regional Government
• Increase funds for the digitization of the historical documents of the municipal archives

• Inter-administrative collaboration and with universities
Nowadays 3D has become a new and powerful form of expression, communication and knowledge
transmission. The mission of AD & D 4D is to apply the latest technologies not only as interactive illustrations,
but also as heuristic instruments of discovery.
In the publication of our model No. 99 we wanted to make a small tribute to Miguel de Cervantes Saavedra and
in particular to his work El Quijote. It is a facsimile of one of the main works of Universal literature. Written in
1605 is the most translated work in the world after the Bible, The Koran and the complete works of Lenin.
Using the 3D model we will make a particular journey that will delve us into the history of this great work,
through the main sources of documentation that we have found on the internet.

For the realization of the 3D digital model.
All good practice when it comes to digitizing heritage is to establish a luminous and colorimetric control of the
object and the scene.
In this way we will guarantee a faithful reproduction of the color and luminosity of it, essential in the heritage
documentation.
In this case, we used a Color Checker Passport palette and its corresponding software

Once the scene is well illuminated with a homogeneous distribution of light, we proceed to the massive capture of images,
strategically distributed around the object, in this capture we have made 247. Always working with internationally recognized
standards, in this case DNG format.
Once all of them are in an image editor, we proceed to the management of color and luminosity.

We introduce the images in a photogrammetry program for the construction of the 3D digital model.
The process consists of the following steps:
• Cloud formation of scattered points and positioning and orientation of the cameras in space.
• Dense point cloud formation
• Creation of the mesh
• Textured
• Finally 3 metric control points are established to know the geometric precision of the object and give it scale.

We already have our object digitized in 3D, then we will use the
Sketchfab platform for its dissemination.
Currently Sketchfab is the main platform worldwide for the publication
of 3D objects .
At the beginning of 2017 it was signed an agreement with Europeana to
use this 3D viewer in the largest digital library in Europe.
Today there are more than 3,500 museums and cultural institutions
that use this platform to publish cultural heritage.

disadvantages.
In the recent years there has been an important technological development that can
avoid/complement some disadvantages of the traditional Databases.
This technology is call Blockchain

A blockchain, is a continuously growing list of records, called blocks, which are linked and
secured using cryptography. Each block typically contains a cryptographic hash of the previous
block, a timestamp, and transaction data.

The distributed nature of the Blockchain technology, is a guarantee that despite some nodes on the
network collapse, be offline/deleted , the information will continue to flow and be accessible.

All new blocks (information) are directed linked/validate to the previous block with an
mathematical function (hash) thus make it impossible to alter information, otherwise it
would break the integrity of the “signature” of all blocks.

insert a new block, a consensus is needed. This way we insure that no single person is in full
control of the information.

potential. Because blockchains operate as a type of informational ledger that don’t require a
centralized gatekeeping organization, they could be utilized to build a truly distributed metadata
