    DIFFERENT KINDS OF VIOLENCE AGAINST WOMEN

    Rape cases declined in '06 (8)

    New Delhi, January 5: DELHI, WHICH has got the dubious distinction of the 'rape capital' of

    the country, saw a decline in the number of rape cases registered in 2006 compared to last year.

    As compared to 660 rape cases registered in 2005, 599 cases were registered in 2006. "Overall,there was a 9.24 per cent decline in rape cases compared to 2005," said Police Commissioner,

    K.K. Paul. Of these, the police claimed to have worked out 572 cases. In over 98 per cent of the

    cases, the accused was known to the victim and only in 1.84 per cent cases were strangers

    involved. Twenty-three per cent cases of rape were reported from six police stations: Mangol

    Purl, Sultanpuri, Gokul Purl, Nangloi, Samaipur badli and Nand Nagri. The maximum number

    of rapes 48 were reported from Sultanpuri area of northwest Delhi, which comes to eight

    per cent of the total cases. The police said the main reason behind this was that the area has

    "illiterate people living there in resettlement colonies and slum clusters". Another 17 per cent

    of the cases were reported from Najafgarh, Tilak Nagar, Dabri, Rohini, Uttam Nagar,

    Ambedkar Nagar, Rajouri Garden and Seelampur. In all, no cases of rape were reported from

    27 police stations in Delhi. An analysis of rape cases from the point of view of place of crime,age group of victim, social status of the victim reveals that 85 per cent of rape cases happened

    either in houses or jhuggi clusters. In 14 per cent of rape cases, the victims were aged up to 12

    years and in 59 per cent of cases between 12 and 18 years. In 65 per cent of cases, the victims

    belonged to poor social, economic strata and in 82 per cent cases were unmarried. Last year,

    707 cases of molestations were reported. (Hindustan Times 6/1/07)

    TTE rapes 16-year-old on train (8)

    BHOPAL, JANUARY 8: A 16-year-old girl was raped on the Triveni Express by a Travelling

    Ticket Examiner (TTE) when she could not pay a fine of Rs 650 for boarding an AC

    compartment without a valid ticket. The incident happened at Singrauli station in Sidhi district

    on Saturday when the train running between Bareilli and Singrauli had reached the yard. The

    minor gave TTE Doodh Nath Ram Rs 100 she had but he threatened her with severe

    punishment for not paying the remainder. At Singrauli, when the girl tried to get off the train

    along with other passengers, 52- year-old Nath forced her to remain in the AC-II compartment.

    The girl told the GRP that no one heard her screams. Rajkumar Gupta, a youth from her

    village, who was travelling in the general compartment of the same train, took her to the RPF

    and later lodged a complaint with GRP, which has only an outpost at Singrauli. The girl had to

    travel another 300 km to lodge the FIR at Katni. The girl was on her way home after visiting

    her sisters place in Chunar. Her parents joined her at Katni on Sunday when the girl was sent

    for medical examination. Nath, who was arrested on Sunday, admitted to his crime, ASI RK

    Singh told The Indian Express. Gupta had tracked the girl in the AC compartment after Nathhad taken Rs 100 from her. When he told her to join him in the general compartment, Nath

    threatened him with charging similar penalty and asked him to leave the AC compartment

    immediately. Nath reportedly took Rs 40 from him as well. The girl pleaded with the TTE to let

    her go but he threatened to hand her over to the police and get her caned. After raping the girl,

    Nath went to the rest room meant for TTEs and remained there till the victim reached there

    ALLAHABAD, JANUARY 20 : On Wednesday, two girl students of a madarsa run by the

    brother of Varanasi blasts accused Waliuallah were allegedly abducted, raped and dropped

    back. On Friday night, more than 48 hours after the incident, police included rape charges in

    the FIR. The victims, who police said had not been willing to undergo medical examination,

    have undergone the procedure at Dufferin Hospital. Some men have been picked up on

    suspicion, but Circle Officer Rahul Srivastava said they could be arrested only after the victimshave identified them. Allahabad DIG G.L. Meena said on Saturday, We have a preliminary

    medical report and rape can be confirmed only after the pathological reports are available

    tomorrow. The girls told The Sunday Express they had been willing to record statements, but

    madarsa manager Wasiullah, brother of Varanasi blast accused Waliullah, had held them back.

    He said: I was reluctant because it was a matter of the girls izzat. Trembling in fear, the two

    girls spoke of their ordeal. The girls said there were five men, who had a dagger and pistol. The

    men broke into the madarsa on Wednesday and, after holding warden-cum-cook Syedunissa

    and a peon at gunpoint, picked them out. They said they were dragged away and raped for two

    hours in a field about half a kilometre from the madarsa and then dropped back While leaving

    us back, one of them said, Salaam, phir milenge 22 ko! said one of the victims. They said

    one of their assailants had asked them what caste they were, but then another remarked, Whyask? They are all Musalmanin. The mother of one of the victims said she does not trust the

    SHO of Kareli police station, Rajesh Kumar Singh, under whose jurisdiction the madarsa falls.

    She said, He had asked me what work my husband does, and when I told him he teaches

    namaaz and gets Rs 1,000 a month, he said, Send him to me, I will get him a job, but take your

    complaint back. But I told him that my only daughters life is ruined, I dont need a job and

    will not take my complaint back, she said. Senior police officiers in Allahabad said the rape

    section was inserted in the FIR on the intervention of DIG Meena. Standing outside the police

    station on Saturday were the family members of the eight people detained for interrogation.

    They said the men were picked up by police just like that. Razia, mother of one Naushad, said

    her son worked at a tailor shop. They picked him up along with Ikhlaq, the owner of the shop,

    while they were working. A dealer in rags, Aijaz Ahmed, said three of his workers Nazir,

    Dileep and Shiv Chand were picked up at night when they were sleeping. A cycle mechanic,

    Pappu, and another tailoring-shop employee Shibu were also detained for questioning. Razia

    and Aijaz both alleged that the police was working under pressure from MP Atiq Ahmed,

    known to have criminal record, who had got three men released late at night. They also said

    they were wary of one Javed, a social worker who had been active in accompanying the girls

    to hospital and had been seen at the police station several times. (Indian

    40-yr-old among four arrested for rape of UP madarsa students (8)

    LUCKNOW, JANUARY 21: A 40-year-old man is among four persons arrested for theiralleged role in the abduction and rape of two girl students of a madarsa run by the brother of

    Varanasi blasts accused Waliullah. As protests over the incident continued in Allahabad, the

    two victims were said to have identified the four men who were named as Shibu, Ikhlaq,

    Sheruddin and Naushad. Sheruddin, 40, was referred to as budhau (old man by his

    accomplices, police said. SHO Rajesh Kumar Singh of Kareli police station was suspended but

    local residents pelted stones at the police station, claiming that the real culprits were not being

    arrested. The stone pelting began when the Allahabad SSP B D Paulson was addressing a press

    conference there. Meanwhile, BSP leaderMayawati also reached Allahabad and met the

    victims. Demanding a CBI probe into the incident, she handed over Rs five lakh to the victims.

    According to SSP Paulson, the four arrested men were paraded before the victims. Yahi the,

    SP woman leader says senior cop raped her (8)

    Lucknow, Jan. 28: A woman Samajwadi Party leader from Bahraich district was allegedly

    raped for more than six months by an additional superintendent of police, formerly posted in

    Bahraich, when she went to lodge a complaint against her brother-in-law who had thrown her

    out of her own house. To make matters worse, the victim was also expelled from the partywhen she tried to press for a complaint to be filed against the police official, who reportedly

    enjoys the patronage of a local minister. The woman, Gudiya Pathak, was the district head of

    the Samajwadi Partys womens cell in the Ikauna Assembly segment of Bahraich district when

    the incident took place. Interestingly, she unfolded her tale of woe before reporters on Sunday

    at the residence of Samajwadi MP Beni Prasad Varma. "My brother-in-law had thrown me and

    my husband out of our ancestral house because he wanted to grab the entire property. As a local

    Samajwadi leader, I decided to approach the police. The first time I went to meet the additional

    SP, Hiralal, he called me inside his house for a patient hearing and raped me. Thereafter, he

    would threaten me and call me to his house and rape me. This went on for six months, and I

    had finally decided to commit suicide, so I confided in my husband. He supported me and

    asked me to fight this battle," she said, weeping inconsolably. The additional SP in question isnow posted in Kanpur. Gudiya Pathak also alleged that the local minister, Waqar Ahmad Shah,

    was protecting her brother-in-law and that when she faxed her complaints to the chief

    ministers office and the state womens commission, the minister used his clout to ensure that

    no action was taken. "When I refused to withdraw my complaint, he got me expelled from the

    party," she said. Samajwadi MP Beni Prasad Varma, meanwhile, told reporters that Gudiya

    faced a grave threat to her life and might be killed if she did not get proper security. Appearing

    to endorse the womans charges against the minister, Mr Varma said that leaders like this were

    spoiling the partys image. Levelling serious charges against Mr Waqar Ahmad Shah, the

    Samajwadi MP said the minister was known to take "commissions" from several police stations

    and patronised corrupt police officials. He also accused the minister of "supplying girls to

    senior officials in connivance with two other officials." Mr Varma, who already has a long-

    running feud with the minister and has accused him of conspiring in the murder of another

    party worker Rambhulan Varma in Bahraich, said he still has faith in chief minister Mulayam

    Singh Yadav and hoped that the latter would soon take appropriate action against the
