February 14, 1983 VOLUME FIVE Number 43 (The Last) WHO ARE THE LOSERS?:z WITHIN SIGHT of its fifth birthday, Record Business ceases publication with this issue. It is a moment first of all for sadness, but also to reflect on the relationship between the trade press and the industry it seeks to serve. The sadness is occasioned by the demise of a paper which never wavered in its commitment to help sell records and to serving the best interests of its readers on both sides of the counter. In this respect, by all accounts, RB didn't do a bad job. This was due to the efforts of a small staff of people who cared, particularly in the area of research, about providing information which was accurate, comprehensive and as topical as modern technology would allow. Out of that sense of commitment grew an in-house chart department, the first of its kind in this country, which led the industry, if you will pardon the pun, into previously uncharted territory. At the same time as it was proving that accurate national charts were not the prerogative of market research companies, RB was coming up with some notable firsts. It provided the first proper evaluation of radio action with its Airplay Guide. It assembled a Dis- co Chart based on sales rather than on djs' popularity lists. And, with its trendsetting Indie Labels chart, let some much needed light into an area of the market, at the time little understood, but latterly a most vital and active area of sales. The paper also introduced the first Top 40 Tapes chart (with the help of Re- cord Merchandisers) and consis- tently provided a listing of New Release information second to none. By THE EDITOR It has been an admirable achieve- ment, copied in most respects by our competitors, and made the more special by the way in which it was provided without any finanical underwriting by the industry, other than through the normal run of advertising. Any other industry might have been expected to have welcomed what RB had to offer, recognised its long-term advan- tages and supported its en- deavours. Instead, tunnel -vision focussed on manipulating its way on to Radio -1 and Top 0 f The Pops, the industry chose to reject the paper's efforts. At least, the major record companies did. The smaller labels, which valued RB's role, always gave such support as their limited financial resources would allow. To them we owe our thanks. In the end, perhaps inevitably, the paper starved to death. In a more buoyant marketplace its fu- ture as an alternative voice may have been more secure. But as volumes continued to decline, re- cord companies have looked to ways of generating sales which are more immediate than the tradition- al use of advertising. They can't be blamed for that. Where criticism may be levelled is at their failure to recognise the role and value of the trade press. "We don't advertise in the trade papers," has become an all too frequent bleat from market- ing departments which could al- ways be relied on to ensure a regular supply of celebratory shots of glass -clinking executives for publication. And regarded it as their right to be given detailed information about chart placings in advance of publication. In the end, the losers are the record companies and, more importantly, the record shops. Dept of Trade setsup anti -piracy unitTHE DEPARTMENT of Trade has setup its own anti -counterfeiting unit toserve as a focal point for the activitiesagainst pirates of a number of Govern-ment agencies.

The move is seen as a sign that theGovernment is beginning to take thethreat that counterfeiting poses to Brit-ish industry seriously at last. The recordand video industries have been callingfor a tougher line on counterfeiting forsome years.

The unit will represent manufactur-ers' complaints in Whitehall and asresearch results build up it will help toformulate a coherent policy programmeto deal with fake goods of all descrip-tions.

Its activities will cover several divi-sions within the Department of Trade as

well as Customs and Excise and theForeign office. Eventually it will enablepressure to be put on recalcitrant foreigngovernments and formulate ways ofpreventing fake goods entering thecountry.

Manufacturers, traders and consum-ers faced with counterfeiting problemscan write to the unit, which will bebetter able to advise on how governmentcan help than has previously been thecase. The unit is situated at the Interna-tional Trade Policy Division of theDepartment of Trade at 1 VictoriaStreet, London SW1.

However, the unit itself will merelymonitor problems. It will not undertakeinvestigations of counterfeit operationsnor provide legal advice on individualcases.

Brit rock gets Americanairing through new firmsBRITISH ROCK talent is to gainsyndicated radio exposure in Americavia a deal between Aiden Day Enter-prises and London Wavelength, whichfor the past 12 years has handled BBCprogrammes in the USA.

Former Capital Radio programmecontroller Day will work with ex MelodyMaker editor -in -chief Ray Coleman andproducer Eddy Pumer on a series of

documentary -style programmes of up tothree hours in length.

These will be syndicated to up to 250American radio stations across the Un-ited States by London Wavelength -based in New York. The first shows togo out under the new deal are three-hourprogammes on Pete Townsend and EricClapton which coincide with newalbums and concert tours by the artists.

Judge Dredd gets go-aheadAN ATTEMPT by IPC Magazines toban the release of a Loose Talk singlecalled Judge Dredd' (JET 7033) failed inthe High Court last week.

The single was to have been releasedon January 14, but IPC held it up withan ex parte injunction against Jet and theBlack & White Music Corp. on January12.

The giant publishing corporationpublishes the adventures of JudgeDredd in its 2000 AD cqmic, and during

Island five-week barrageon U2 War LPISLAND RECORDS is readying afive -week advertising campaign to pushU2's third album War (ILPS 9733) setfor February 28 release.

The promotional barrage will coin-cide with the band's five -week nationaltour with space timed to appear in eachterritory as the group appears. Adver-tisements commence on February 25,while fly -posting in eight major citiesopens on February 21.

Special displays will appear in 150stories nationwide featuring posters ofthe sleeve artwork, personality postersand four -foot U2 flags. A single will bepulled from the LP and released in earlyMarch.

Consumer weeklies flag butSmash Hits puts on 90,000SMASH HITS lived up to its name when its latest circulation figures wereannounced but there was little comfort for its competitors.

ABC confirmed figures are not available for the IPC (NME and MelodyMaker) and Spotlight (Sounds, Record Mirror and Kerrang) titles but thepublishers are thought to be resigned to standstill figures at best.

Smash Hits on the other hand registered an average sale of 340,513 betweenJuly and December last year - almost 90,000 up on the previous year and morethan 50,000 up on the first half of 1982.

These figures have prompted IPC to join the hunt for the younger audiencewith a title No. 1 scheduled for a May launch. It is being edited by former NMEassistant editor Phil McNeill.

NME advertising staff will sell No. 1 and despite numerous rumours to thecontrary Melody Maker is to continue as an independent title, despite its ailingcirculation.

Budget focusat Pickwick

Fruin quitsPICKWICK, NOW 32 staff lighterfollowing a recent round of redundan-cies, will in future be concentrating onre-emphasising its position as leader inthe budget albums market.

Following the cessation of its involve-ments with third party racking andvideo, Pickwick, whose chief executiveJohn Fruin is also no longer associatedwith the company, has been achievingsome impressive sales with the Dittodoublecassette-line retailing at £1.99and the childrens series Tell -A -Tale.Lined -up for a March release is a newlabel Spot, retailing at £1.49, 76p lowerthan the company's regular budget -labelprice.

Launched last September, Ditto ship-ped 1.1 million units by Christmas and,according to Alan Friedlander, salesdirector, business has held up well so farthis year. The catalogue now comprises50 titles and a further 12 will be added inMarch.

Tell -A -Tale, which packages a Lady-bird book with a dramatised version ofthe story on cassette, sold 250,000copies before Christmas. An extra 12titles will be released in March.

Spot's 1 2 -album launchwill take its repertoire lead fromexperience gained with Ditto where thebest-selling tape was by the Platters withcountry music also scoring strongly.Spot's £1.49 price tag covers bothrecords and tapes - now almost sharingsales across the company's completerange- and among the 31 titles at launchwill be recordings by the Platters, MartyRobbins, Tammy Wynette and HankLocklin. Max Bygraves, Bill Haley,Chuck Berry, Johnnie Ray, Guy Mitch-ell and the Two Ronnies will also befeatured in the initial release.

LettersRB was 'a mostpotent weapon'I MUST confess that I did not enjoyreading your issue of February 7. Firstlythe bombshell article on the front pageinforming us of your imminent demise.I am sorry to see you go. You will besorely missed, especially by small inde-pendent dealers like us to whom theinformation contained within yourpages every Monday is one of the mostpotent weapons we have in our struggleto earn a living from a shrinking luxurymarket. During our time in the recordretailing business we have discoveredthat the other main weapons are con-sistency and fairness. This means notjust for the first three months' specialopening offers, but as a long-term view.

This brings me to my second reasonfor writing, which concerns the recentseries of letters and articles attemptingto analyse the position of the indepen-dent retailer, and culminating in theletter from C.W. Wilson of Taunton.Firstly, the general argument aboutretail prices and dealer margins. TVproduct that is designed to be sold at£5.99, we sell at £5.75. The reason wecan afford to do this is because, basical-ly, we ignore it. I'm just not interested infilling our shop with LPs that cost us£4.17, and are in the bargain bins twoweeks after Christmas. Our customersknow that we will get TV product forthem, cheaper than anyone else. LPs inour shop, from stock or to order, arepriced at £4.25 or £4.50, or less. Wenever breach the £5.00 barrier except forsome TV product, imports or doublealbums. Mid -range product such as CBS`Nice Price', or others with a dealerprice of E1.82, we sell at £2.75. I'm tooglad to sell back catalogue LPs in greaterquantities to be bothered to hoodwinkthe public by raising the price andnullifying the object of the promotion byalmost inevitably reducing the numberof sales.

A lot of your correspondents stillseem to think that we're all engaged inan industry where every Top 10 LP goesmulti -platinum, and every number onesingle sells a million copies. It seemsincredible that I should have to say so,but THIS IS NOT THE CASE. In thesesort of conditions, the worst economicrecession any of us can remember,people have much less money to spendon keeping house and home together, letalone for buying records. Surely, thereare only two ways to proceed:(1) Push the unemployed, the new poorand anybody but the most hard-bittenrecord enthusiasts out of our shops, bycharging these "100 percent plus VAT"prices.(2) Bend with the situation by makingprices affordable as much as possible, byproviding informal "easy payment"schemes in the hope, surely justified,that the more people who we can help tobuy records, and thus help to keep theirinterest in music alive, through theselean times, the more people will bearound in our shop when things im-prove.

I go for the second option every time.Of course, it means we won't be rich this

year, or next, or . . ., but it might meanthe difference between staying in busi-ness on our own terms, or succumbingto the supermarket mentality of so manyrecord shops, or just plain closing down.

We earn a perfectly reasonable livingfrom our business, in a town with theaverage sort and type of competition,and a staggeringly high level of youthunemployment. How can any of usrealistically expect better these days?

The Crass don't put anyone out ofbusiness, Mr Wilson, but scaring offyour own customers might. It seems tome that a reasonable attitude would beto not despise customers because theyare poor, nor to exploit them if they havethe good fortune to be more or less welloff.SIMON PHILLIPS, Rockaway Re-

flEWSFIVE YEARS all but two weeks ago,Record Business was launched. Thepredominant issues in the music indus-try were fears of a flood of parallelimports - troubling to record companies- and disquiet over ever increasingprice -cutting - which worried the trade.

The import problem was fmallystamped out in a series of costly courtsettlements last year, but price cutting isstill with us, along with fewer indepen-dent record dealers than ever before.

Of course, the major influence in therecord industry since March 8, 1978 hasbeen an economic recession of a severitynot seen since the 1930s which mighthave been on its way before the currentConservative Government came intopower, but has been made deeper andlonger lasting by a monetary policy thathas thrown millions out of work.

Home taping? Well, since it all beganback in the early '60s and was nevertackled with any determination at thetime, the industry is reaping a whirl-wind that could have been a gentlebreeze to be snuffed out in its infancy ifthe over -cocky industry had got aroundto tackling it sooner.

Leafmg through back issues of RB isan interesting, although largely repeti-tive business.

Hardly surprisingly, chart hyping inits various forms rears its ugly head atregular intervals throughout the periodof this magazine's existence.

Just as RB was launched there was aDaily Mirror hyping scandal that ac-cused record companies of payinghousewives to do a little 'impact market-ing' for pin money.

If only things had stayed that simple.Since then, John Fruin and DavidClipsham have resigned from WEAfollowing certain allegations on nationalTV, their former company has beenasked to pay the costs of a couple ofBPI/BMRB chart rigging investigationsand RCA has been involved in a similararms length involvement.

The BPI inaugurated its own Code ofConduct to govern promotional activi-ties around the chart shops, but up untilthis week, it has been so shot full ofloopholes that it seems as long as arecord label is rich enough, it can mountany kind of retail promotion campaign,up to and including giving away vastquantities of records or gifts worth half aweek's wages to record store owners andstill get away with a mild admonishmentfrom the BPI.

TV albumsThink back to 1978. EMI was still

sporting three component parts with itsLRD, GRD and Liberty-UA tentacles.TV promotion of current product wasnew. The majority of companies werehanging on to recommended retailprices, the indie label scene was showingthe creative way forward without beingtaken terribly seriously, disco ruled,picture discs were a novelty item and thewholesaling one -stopper was the orderof the day.

PRT Records was still called Pye andhad it own pressing plant. RCA was stillrun by Ken Glancy and still had its ownpressing plant. WEA was still run byJohn Fruin and had recently acquiredthe ill-fated West Drayton pressingplant. Charles Levison had still to getinvolved with Arista. Geoffrey Bridge

was director general of the BPI. AnchorRecords was still alive, Bronze Recordswas headed by David Betteridge, Scot-land was the only British team in theArgentine World Cup finals. FatherAbraham and his Smurfs were top of thecharts for a Decca which was still run bySir Edward Lewis . . . and still had itsown pressing plant.

The idea that video music cassettescould be marketed to the general publicwas still a twinkle in EMI's eye. Therewas still an absurd amount of optimismthat the video disc could save every-body's bacon and breath life into whatwas already an ailing album business.

Polydor had just hiked prices to 95prrp for singles while WEA had put themup by 15 percent across the board. Atthe same time, managing directors werestill being bullish about their turnoverpossibilities in the year to come. EMILRD alone thought it would gross £25million, while WEA was aiming for a£30 million turnover. Neither quite hitthe mark and it was the last year that anychief executive was prepared to makestatements like that.

At the end of 1979, RB editor BrianMulligan wrote a perceptive end -of -decade look at the state of the record

Things looked dark for the World'sGreatest Record Company' but in retro-spect management made the right deci-sions and lately the British company hasbecome a major profit centre once again,although with severely restricted hori-zons.

Around the same time, ironically,EMI's great British rival Decca was soldto Racal and the record company hivedoff to PolyGram - which has since madea new profit centre out of the seeminglymoribund operation. The move wasclosely followed by the death of auto-cratic Decca founder Sir Edward Lewis. . . some said of a broken heart.

Throughout 1979 the BPI was build-ing up its case for a levy on blank tape,and 1980 saw similar attempts to con-vince an apathetic Conservative Govern-ment that its long-awaited Green Paperon copyright should impose a com-pensatory royalty on blanks to make upfor increasingly inflated estimates of itslosses due to copying records at home.

That the industry's hopes would bedashed when the Green Paper finallyarrived was predictable. That its caseshould be dismissed in quite such acavalier fashion was not, and the shockwaves prompted an even bigger cam -

business, which opened: "The recordindustry enters the '80s in a parlousstate. The easy road to growth is blockedby decreasing volume, escalating costsand the twin spectres of home tapingand organised piracy."

He threw in the way the recordindustry fails to present a serious imageto the business community, where itscredibility is continually self sabotagedby hyping scandals, and predicted that itwould be a&r-led companied like Is-land, Virgin and Chrysalis, unencum-bered by pressing and distribution over-heads, that would survive the economicstrictures best.

Over 40sAmong Mulligan's other pointers was

a hint to record companies to startdeveloping music for the over -40s.

Lo and behold, Barry Manilow hasbecome the single most popular singerwith the older set, Julio Iglesias has hada breakthrough. Where is the Britishanswer to these volume -grabbers?

In contrast to EMI LRD's bold andbullish predictions for the year, highermanagement decided it was time to closethe division, with the loss of many jobs,shortly after the launch of its ownambitious Cobra label. Then came theamalgamation of the Liberty-UA com-pany within the walls of ManchesterSquare, followed by the formation ofThorn -EMI.

Taping Is Killing Music, And It'sIllegal' slogan on most albums thesedays, plus the BPI's hastily formulatedplan to hive off some of the proceeds of alevy to make donations to music schools,further the recording of 'uncommercial'music and put a ceiling on individualartist's compensation from the levyfund.

While album sales continued to de-cline throughout the five years of RB'sexistence, pre-recorded cassette figuresprovided a small compensation, perhapsproving that if the marketing mix wasright, music could be shown to be anattractive purchase.

While albums struggled, singles heldremarkably well. First there was thedisco boom - largely a 45s market, to befollowed by a great number of 12 -inchreleases and the rapid growth of theindie market, which has always beensingles -led mainly because small labelsrarely have the budget to go straight intoalbum production.

The major TV merchandising com-panies Ronco, K-tel and Warwick werereaching the peak of their powersaround the turn of the decade, and werelater to invent the two -for -the -price -of -one package to keep volume up. Thephenomenon of two albums on themarket through different companies butwith duplicated tracks began to appear,

and when both Ronco and K-tel'smanaging directors split away from theirfirms to head their own ventures in mid'82, it was obvious the market hadbecome an undignified scramble.

Colin Ashby's TV Records hasalready come close to being the firstcasualty and a further shake -out in theTV business will not be long coming.

In between worrying about account-ing bottom lines, the industry foundtime to fight a number of gruellingbattles.

There was the marathon PerformingRight Tribunal called to decide whetheror not the ILR radio network should payneedletime royalties. The industry won.

The importing community was cham-pioned by Warren Goldberg who tookhis case to the European Court beforelosing and being faced, not only with thecollapse of the non -EEC parallel import,but a swingeing costs and damagesclaim.

Organised record piracy was a long -running story but by skilful use of theHigh Court, the BPI's anti -piracy unitkept a firm grip on the problem, andalthough counterfeit cassettes can befound on many a market stall through-out the land, the pirates have never beenallowed to get the kind of grip on thebusiness that the video pirates have puton the movie business.

Publishing changesFor the music publishers the business

is also changing fast.1982 saw a rash of litigation between

writers and their publishers whichthreatened to tear the heart out of thebusiness.

First Gilbert O'Sullivan sued MAMfor the return of his copyrights - as wellas masters - because he claimed he hadsigned unfair contracts when startingout in the business.

The case was swiftly followed bySting suing Virgin Music for similarreasons. This was settled out of courtbut an even bigger court battle loomsbetween Elton John and Dick JamesMusic which could occupy headlineswell into 1983.

Who could have predicted five yearsago that the British record pressingcommunity would be reduced to thegiant factories of CBS, EMI and Poly -Gram plus a few inches, and that eventhen there would be a surplus of capacitybecause WEA and Arista/Ariola wouldtake their album business abroad?

Which industry pundit would havegone out on a limb and prophesied themetamorphosis of Decca into a smallproduction and catalogue arm of Poly -Gram, or the resuscitation of PRT via atiny team of enthusiastic executives?

Or the rapid fragmentation of thepreviously homogenous record marketinto a tribalised, faction -ridden popworld in which tke independent labelshave the monopoly on new sounds andideas, leaving the majors to pick up theacts they develop?

Pressure of space has forced thiswriter to skate over many odd ideas andquirky stories. Island's 1+1 cassettes,RCA's one-sided singles, MalcolmMcLaren's cassette -only singles, Virginhoaxes, and the ironic discovery of achart -hyping 'mole' at the BMRB, toname but a few. It's a shame RB will notbe around to keep readers in touch withthe independent view of the news as ithappens.

THE TAPE LEVY SEMINAR

Anti -tape levylobby blamesinefficiencies ofrecord industryLast week the industry got together under the auspices ofthe National Music Council of Great Britain to debate that:"Private recording of music is: (a) a major factor in themalaise of the record industry, (b) has seriousrepercussions throughout the music business, (c) is unfairto the contributor, and (d) is detrimental to the listener."PAUL CAMPBELL was there to weigh up the pros andcons.NOBODY REALLY expected sevenspeakers with firm viewpoints and in-terests to resolve the thorny problem ofthe blank tape levy but at least it aired allthe relevant points once again.

The music industry, represented byPolyGram copyright expert MichaelKuhn, WEA chairman Charles Levisonand Musician's Union general secretaryJohn Morton did their best to prove thatlegally there was every reason why thereshould be a levy.

They faced Clive Thorne, a solicitorrepresenting the Tape Manufacturers'Association, journalist Barry Fox, re-tailer Tony Martin of Tonal Records,and head of the National ConsumerCouncil consumer policy unit MauriceHealy - who argued that it was unjusti-fied for a number of reasons.

Fox, for instance, argued that therecord industry did not deserve theproceeds from such a levy because itamounted to a subsidy of its inefficien-cies. He once supported the idea of alevy but had changed his mind "Due to

the staggering ineptitude of the peoplecalling for the levy".

He challenged BPI figures on thelosses and wondered why the industryhad not tried to get across the fact thathome taping was immoral, rather thanillegal. He accused the industry ofrejecting a workable spoiler systemtheory in the mid -'70s.

Tony Martin refuted the suggestionthat home taping was causing massivelosses in the industry. It was certainlyresponsible for some, he argued, but notall and home taping was something thecompanies would have to live with.

His main argument was that recordswere an outdated form of entertain-ment, boring besides things like videoand computers which not only eat up theavailable disposable income of the con-sumer but his time as well.

Once a record had been bought by aconsumer it was his to dispose of as hepleased, he argued, and since a paymentwas made for broadcast this should alsofall in public domain.

Clive Thorne suggested that there wasinsufficient evidence to link blank tapesales and lost record sales. He accusedthe industry of all but ignoring technicaladvances in cassette tape and continuingto emphasise disc over tape.

To recover £305 million - the BPIestimate of lost sales - there would, hesaid, have to be £6 levy on a C90.

A member of the audience mentionedthat with half -a -million home compu-ters now in use there was for the firsttime a major non -music use for cas-settes.

Both Michael Kuhn and CharlesLevision spoke of the historicalnature of copyright law which in Kuhn'swords existed to 'strike a balance be-tween commerce and art'. This, he said,has always been recognised in Englishlaw.

"The Japanese did not invest millionsof Yen to make machines for recordingletters to Australia, they did it to copythe excellent Western -produced soft-ware which they are incapable of match-ing. They are using our musical re-sources to feed through their circuits."

Levison emphasised that the BPI wasasking for a royalty, not a levy or tax,and that the case was supported by many people. "We are not just talking about asmall, unloved body of record com-panies but all creative minds involved inmusic," he said.

He challenged that the opposition hadnot produced one argument against thejustice of a royalty. He said that thespoiler system was a Luddite approach -

denying new technology - whereas asystem which gave fair compensation forthose losing money was justified. It wasonly fair that the compensation shouldcome from the blank tape manufac-turers.

John Morton said that the nature ofcreative endeavour was always that therewas a link between the provider and userof the material. Home taping hadbroken the link between the creator ofmusic and its market.

"We need to bring the legal proce-dures into line with the technology. It isa unique problem to the record industrythat our whole artifact can be duplicatedexactly," he said.

He said that the record industry was ahighly speculative one and unless theprofits are predictable there will befewer sessions for musicians and fewersignings. Home taping is, he said, anunfair exploitation of the performer'swork.

Once the panel had finished it wasthrown over to the audience, most ofwhom it must be said were diehardmusic industry people with an interestin seeing a royalty (levy) imposed.

Stephen James, of D JM Records andDick James Music, said that he wassurprised that the panel had not in-cluded a music publisher since thenon -performing writer was the worst hitby home taping.

In answer to one questioner who hadcriticised the record industry for nottaking the problem seriously enoughLevision admitted that there was sometruth in the accusation.

"Perhaps we haven't taken it seriouslyenough. We have a valuable productwhich is valued all over the world and wehave a responsibility to ensure that theGovernment takes it seriously," saidLevison.

Perhaps the most chilling contribu-tion came from a man from the BBC whowarned that should a levy be imposedthe Corporation would certainly be inthe queue for part of the proceeds.

THE STORY of Y is one of comings andgoings, many artists of varying stylescollaborating on several different pro-jects and most of all, a family atmos-phere. Head Y person is Dick 'Disc'O'Dell who says: "I wish there were a lotmore companies like us - all it takes is alittle care and attention."

The other caring people at Y Recordsare Mark Ellerby, Linda Nevill, Stepha-nie Fancy and Anne Clark. They arebased in a second -floor office in Lon-don's Shepherds Bush and have beeninvolved with the label since March1980 when Y was a project built aroundThe Pop Group and The Slits. ByAugust, both bands had left. "Theythought they would be successful on amajor label, says O'Dell. "Unfortunate-ly, they weren't."

The next wave of Y creativity camewith Pigbag, Shriekback, MaximumJoy, and Pulsallama. It was Pigbag whostarted the ball rolling with the tena-cious 'Papa's Got A Brand New Pigbag',released in May 1981 and subsequentlyappearing in every RB indie chart forthe next 52 weeks. Their first album, Dr,deckle And Mr Jive gained a foothold inboth national and indie charts andachieved success on both ciritical andcommercial levels.

Shriekback, featuring Bob Andrewsformerly of XTC, had been throughsome unhappy experiences with themusic business when they joined Y andclaimed at one point that they neverwanted to play again. Fortunately, withO'Dell's support and co-operation, theychanged their minds.

If Pigbag gave Y a more positivedirection, Maximum Joy gave the labelit's "Arty phase", according to O'Dell.After the debut album, Station MXJY ,Y and the band parted company.

The all -girl group Pulsallama - therewere 12 of them - were recommendedto Y by John Lydon. In the beginningthey were, "just people smashing cow-bells or whatever else they could gettheir hands on," claims O'Dell. "Butthis changed when they came to Y. Imotivate people, not in a hypish way,but by persuading them and convincingthem that this is what they really can do.The girls now have a permanent line-up

In 1983, Y Records has recentlycompleted a few slight adjustments tothe overall policy, and Dick O'Dell isnow optimistic about both his financialand artistic status. He is happier withthe recent switch in distribution fromRough Trade to IDS. "We have beenworking with them for two years andsometimes it is just better to go for achange anyway," he says.

This move ties in with a decision toconcentrate Y's resources on three acts- Pigbag, Shriekback and Pulsallama,therefore giving everyone a betteropptunity to achieve the difficult task ofmaking talented people into stars. With

this intense, direct approach, O'Dellhopes the public will be able to relate toY Records more easily.

He also hopes to give artists on thelabel a chance to spread their wings alittle by forming an alliance with Mute'sDaniel Miller. Perhaps a collaborationbetween Pigbag and Depeche Mode?

O'Dell says there is no Y house -style."The groups could not be more differentmusically, but they share the same spiritof Y. This might be described aslife -orientated, or as serious fun. Basi-cally, we're not reflective of the world asit is - that's depressing -rather of theworld as it should be. Positive."

Indie DealerDEALERS are reporting that the ex-pected turn -around in the sales ofsingles and albums is now firmlyentrenched in the 1983 indie scene andlooks likely, with the possible excep-tion of Mute album releases, to favoursingles heavily against albums forsome time. Indications of the singlessurge are particularly evident with thecurrent top five singles, all with nation-al chart credentials, who are all amas-sing very large sales nationwide.

Dealer concern over the Combat 84single continues and seems to havehalted the potential top ten status itmay have achieved had dealers unani-mously backed it. On a more positivenote, many retailers are still lookingforward to the innovative Cherry Redcatalogue price -reduction scheme.Some are, however, slightly con-cerned that this advantageous opera-tion, particularly welcome at such atraditionally slow time of year, is notreceiving immediate support fromPinnacle as distributors, who may beexperiencing difficulties due to thehealthy demand for the strong items onoffer.

David, as those with goodmemories will recall, was formerlylead singer in Island's homegrowndisco band Hi -Tension, who were nostrangers to the charts themselves twoor three years ago.

Into the top 20 now that it's on UKrelease glides Mahogany's 'Ride OnThe Rhythm'. Not a one-off release,this actually marks the start of aregular license agreement betweenArista here and New York's West Endlabel, a regular and highly -regardedsource of disco product. Consideringthe frequency with which West End'sreleases have turned up in the RBdisco chart on import over the lastcouple of years, it seems odd that noUK label has signed the Americanoutfit to exclusivity before.

On the album front, the secondedition of Morgan Khan's 'StreetSounds' compilation concept has hitthe album chart within days of its rushrelease; a faster success than the firstedition found - although obviously bynow the punters are aware of what theproduct is all about. For those whomay not have seen it yet (and youcertainly will before long, for StreetSounds is taking spot ads on Channel 4TV in the next few weeks to promoteboth Editions 2 and 3), the trackline-up this time includes several re-cent disco chart smashes of the calibreof Gwen McRae's 'Keep The FireBurning' remix, the Montana Sextet's`Heavy Vibes' club mix, and firstLight's underrrated 'A.M.' Total play-ing time of both album and cassette is57 minutes, 57 seconds, and so againgood value for money - even thoughthe dealer price is up this time from£1.82 to £2.43 )after, apparently, somedealer feeling that the first packagewas underpriced!)

Finally, as you will realise fromannouncements elsewhere in the pap-er, this is the last time, after more than41/2 years, that the Disco Dealer col-umn will appear in record business.Faithful followers of the column havethe writer's heartfelt thanks for theirloyalty over that time.

It is pro-duced by Alex Sadkin, the man be-hind Grace Jones - who makes aguest appearance- and he has giventhem a cultured, hard, rock dancesound. The media is right behind TTand much more is going to be heardof them in the next few months.EARTH WIND & FIRE: Powerlight(CBS 25120) Prod: Maurice WhiteAnyone expecting major innovationsin the EW&F sound will be sorelydisappointed, but then nobodywould. With it's tweith album theband is firmly into the groove thathas made it one of the top bandsin the world. UK acceptance hasbeen building gradually and reacheda peak last year with six sell-outnights at Wembley Arena. Criticscalled the group broing and pretne-tious but EW&F extended their fol-lowing. With a big marketing pushfrom CBS that could well be reflected, in a chart position.

BEST OF THE REST

LITTLE RICHARD: Ooh! My Soul (Charly CR 30216) Prod: not credited.Charly has licensed a clutch of cuts from the Vee Jay catalogue and produced very nearlythe definitive Little Richard collection. A total of 18 songs include the raw power of lawdyMiss Clawdy', 'Slippin and Slidin', 'The Girlg Can't Help It' and 'Short Fat Fanny' amongthe classics. Twenty years on, few have forgotten that voice, but many will not rememberjust how good his big, soul and jazz -steeped band was for its time.

DON McLEAN: Dominion Recorded Live (EMI DOM 82) Prod: Don McLean.On the strength of this 20 -track live double album, it is difficult to believe that McLean wasresponsible for two of the finest efforts of the singer -songwriter boom - 'Vincent' and'American Pie.' Recorded at London's Dominion Theatre using what is termed 'a rock 'n'roll orchestra' but what cannot really be desribed as anything more than an insipid bunchof session musicians, McLean runs through what is virtually a history of the Americanpopular song without ever raising the excitement quotient above lukewarm.

JOURNEY: Frontiers (CBS 25261) Prod: Mike Stone/Kevin Elson.It is no secret that CBS would dearly love to break Journey in the UK. After all the band hasreleased 10 albums and the last issue Escape did sell over four million in America alone.The problem is that it is hard to imagine an audience for Journey's bland brand of pomprock in this country.

JIMI HENDRIX: The Singles Album (Polydor PODV6)Over 12 -years after his death, the Henrix legend continues to be regularly fuelled byreissues of past material, not all of it worthy of the man at his best. In what may be a lasthopeful effort to extract some mileage from the man's back -catalogue, this 2LPassembles a mixed bag of old 45s, including B-sides, and even a one-sided release whichformed part of a Hendrix boxed set. the winners are obviously such titles as 'Hey Joe','Purple Haze', 'The Wind Cries Mary', 'All Along The Watchtower' and 'Voodoo Chile', butHendrix collectors will already have them anyway.

CARL WILSON: Youngblood (Caribou CRB 25225) Prod: Jeff Baxter.This is Carl Wilson of the Beach Boys fame. That must be said because the particularbrand of pomp rock he has chosen to perform for his second solo outing owes nothing tothat most creative band of the '60s. Producer is Jeff 'Skunk' Baxter of Steely Dan andDoobies fame.

OST: First Blood (That's Entertainment TER 1038) Prod: David Paich.Sylevester Stallone's latest movie is graced with a Jerry Goldsmith score and possibleMOR hit single in 'It's A Long Road'. The latter is sung by Dan Hill- 'Sometimes When WeTouch' - while Goldsmith has an Oscar to his credit.

THE LITTLE HEROES: Play By Numbers (EMC 3424) Prod: Dave Marett/AUSTRALIAN CRAWL: Sons Of Beaches (EMC 3423) Prod: Mike Chapman.EMI's Australian hopefuls. The Little Heroes stand the best chance of following Men AtWork and Icehouse into the charts with a modern brand of witty music, typified by'Melbourne's Just Not New York'. The playful title of the AC album and the significance ofMike Chapman as producer cannot hide the fact that Sons Of Beaches is pretty hardgoing. It lacks the spark that would make it vital.

ANNABEL LAMB: Once Bitten (A&M AMLH 68555) Prod: Wally BrillLightly jazzy, full of attractive, accessible and original ideas, the musicianly Ms Lambmakes her album debut, which could well attract as much attention as Joan Armatrading'searly work. She is a singer of high class and an equally talented keyboard player whowrites songs with a disturbingly personal edge to them that rarely fall into the trap of beingdrippy self-pitying. She has surrounded herself with top sidemen and the production iscrisp and clean. Definitely one to watch.

PIGBAG: Lend An Ear (Y LP 501) Prod: Simon UnderwoodQuick off the mark with a new album Pigbag deliver more of their tricksy, pseudo ethnicmusic with a fast pulse and percussive feel. First impressions do not reveal anything quiteas explosive as the long -running 'Papa's Got A Brand New Pigbag', but the addition ofAngela Jaeger's voice has given the band more interest in the front line department andthe eight tracks here are never less than good fun. Given the play 'Hit the 0 Deck'deserves, the album should be a big indie hit.

SNUKY TATE: Babylon Under Pressure (Animal CHR 1421) Prod: Chris Stein/Snuky TateFirst release on Chris Stein's new Animal label is Snuky Tate's eccentric amalgam ofrock, reggae, latin and African influences which, while full of surprises, is unlikely to hookthe attention of Britain's tribalised music fans. The bubbling energy and insistent rhythmsdon't really compensate for the lack of direction.

AIRBRIDGE: Paradise Movers (Carve Up CU4) Prod: AirbridgeThe '60s revival continues with a quaint offering from a band which alternatesearly -psychedelic numbers featuring wan vocals and misty keyboards with a morestraight -ahead heavy '70s style. Fun of its type but likely to appeal to nostalgia freaksrather than current heavy fans.

DAVID ALLAN COE: D.A.C. (CBS 85880) Prod: Billy SherrillNashville's top producer goes to work on a country artist whose fame has been as muchfor his chequered lifestyle as for his music. Coe has always produced gritty, mainstreamcountry music though and this album features a selection of typically upfront song lyrics,although Sherrill has added a thoroughly professional feel to the production. Coe is aboutto tour Britain so this may spark better LP sales than usual.

CARROLL THOMPSON: Carroll Thompson (S&G SG21) Prod: Carroll Thompson/BertieThe Queen of lovers rock returns with a second album containing nine tracks whichshould further extend her market. The music is smooth and her silky vocals add to a topquality sound.
