TENDERING• Preparation Works of the

Development program financed by the Cohesion Found has been completed on 4th February 05.

• Predictable Date of Completion was 31st December 07 for the entire Project

• The total cost of 19.820 .000 Euro have been covered in 60% by the Cohesion Found, in 30 % by State Budget and in 10 % by the local Municipalities

On 28th November 03 the Financing Memorandum of the Project has been signed by the European Comission On 11th February 04 the Financing Memorandum of the Project has been signed by the Republic of HungaryOn 28th May 04 a Consortium Agreement has been signed by the Municipalities involved into the Development for the implementation of the Project. In this Agreement Szombathely County Town has been nominated as a Gestor. The agreement bonds the VASIVÍZ ZRt for cooperation on the course of implementation.The preparation of the Project has been completed on 4th February 05 by signing the Financing Memorandum made between Szombathely County Town and the Ministry of Environment and WaterThe first Service Contract of the Project has been signed on 22nd September 05 to provide Expert’s Services by the Canor International Ltd. for the tasks of „Engineer”

On the 22nd March 06 the winner of the Public Procurement Procedure relating to the implementation new Composting Plant, namely the TEERAG – SWIETELSKY Konzorcium (TEERAG-ASDAG AG Niederlassung Burgenland és Swietelsky Építő Kft) signs the Works Contract


• On 16th June 06, with the contribution of Mr. Pál Kiss, the head of Institute of Development in Ministry of Environment and Water, furhermore dr. György Ipkovich Mayor of Szombathely the foundation-stone of the Sewage-sludge Composting Plant has solemnly been positioned on Szombathely

Progress of Works

1st June 06-31st March 07The net contracted value was

1.729.324,- . Date of Site Delivery was 15th June 06.

The Design and Works have been commenced according

to the approved Time Schedule

1st April 07 – 30th June 07Problems were reported by the Contractor in February and March 07 regarding to the purchasement of laminate-cover. Examining the claim, it became clear, that replacement of the inflatable system is required. Processing and approval of the

Amendment of the Contract has been commenced.

1st July 07 – 31st December 07

The 1st Amendment of the Contract has been signe on 20th September 07 by the Parties. The amended Date of Completion is 15th August 08. The Contractor has carried on design and has submitted the Drawings for approval. Works of Sanitary Engineering, earthworks and foundation Works were going on. Keeping the Site Log is continuous. Documentation for the amendment of Building Permit has been processed by the Contractor. Application for the Amendment of Building Permit has been submitted by the Beneficiary on 1st October 07. Approval of Claim for the Amendment No. 1 and process for the Amendment No. 2 are in progress


1st January 08 – 31st May 08On 14th March 2008 the 2nd amendment of the contract was signed. The 1st amendment of the contract referred to the modification of the termination date and the replacement of the inflatable system. The 2nd amendment of the contract referred to the modification of the termination date based on the delay caused by the authorities. The construction works (structure construction, mechanical engineering works, sanitary engineering works, electrical mounting works) of the composting plant have been finalized. The expected date of taking over process and the finalisation of the trial operation (after 6 months) is 30th November 2008.

1st June 08- 30th November 08

On 1st June 08 Trial Operation has been commenced.

On 30th November 08 the Trial Operation has been successfully completed.

On 30th November 08 the Taking over process

has been successfully completed.

17th October 08 – In the frame of Open Day the

Public had the opportunity to get a view

into the modern technology of sludge

treatment and composting on a Site Visit and a chance to

get convinced about the successful results

achieved in the Project


Open Day at the Composting Plant

The 6 months long Trial Operation launched on 1st June 2008 has been completed on 30th November 08.

The Project has been completed in time, meeting with requirements of the Amended Contract.

Results achieved The planned facilities for treatment of sludge coming from the

Wastewater Treatment Plant furthermore planned facilities of compost production have been implemented

Conditions of operation has been established, on one hand satisfying both of Hungarian and EU legislation and on the other hand providing long-term feasible operation of sludge-treatment and Compost production technology

Elimination of odour-pollution of air in the neighborhood of the Composting Plant is predictable.
