Innovation and Technology Fund (ITF)

– Set up in 1999 with funding of $5 billion.

– Additional injection of $5 billion in Feb 2015.

– HK$30 million/project; of 2-3 years duration (but projects can be conducted in phases).

– Supported over 4 350 projects with about $9 billion funding.

– ITF strongly supports innovation on LBS

technologies and applications

University-Industry Collaboration Programme (UICP) –

50% from industry; 50% from ITF; university and industry can negotiate and mutually agree on the IP arrangements

Enterprise Support Scheme (ESS)

To replace SERAP (Small Entrepreneur Research Assistance Programme).

All companies registered in Hong Kong are eligible, regardless of size.

Funding ceiling is up to $10 million per project, on a matching basis.

No recoupment of fund (but flexible profit-sharing).

Designated track for SMEs.

Public Sector Trial Scheme (PSTS)

– Launched in 2010. Encourage project applicants to try out their products in government departments, public bodies and trade associations.

– Funding ceiling for PSTS projects has been raised from 30% to 50% of the actual project cost of the original R&D project, and further raised to 100% of project cost for projects undertaken by R&D Centres.

Clustered-Project Approach

Definition:

Allowing a group of applications that address different technological challenges but share a common theme or purpose.

ITC takes a more holistic consideration under the ‘clustered-project approach’.

Benefits:

Enhance synergy and impact of individual projects.

Achieve visible improvement within shorter period of time and take a more holistic approach in tackling problems.

R&D Cash Rebate Scheme

The HK$200 million-Scheme was launched in April 2010, with a view to reinforcing the research culture among private companies and encouraging them to establish stronger partnership with local public research institutions. The level of cash rebate has been increased from 10% to 30% of the R&D investment in February 2012.
