REAP: Reconstruction Assistance Program in Northern Uganda
Joint Rice Promotion programme: UNHCR-JICA has implemented a rice promotion programme benefitting for both refugees and host communities. The total number of the beneficiaries amounted around 1800 (50% of them are refugees). Joint Vocational Training: UNHCR-JICA has conducted a vocational training programme for South Soudan refugees in sewing and carpentry at Kiryandogo refugee settlement. Support for youth and women’s group: UNHCR has worked together with JICA volunteers deployed in host communities

Responding to the challenges in refugee

1- Strengthening Local Government
Efficiency: LG officers (planner, S/C chief, DCDO, CDO, parish chief) acknowledged their routine work had been speeded up by tools/formats introduced by A-CAP
Transparency: Provision of feedback to the community promotes participation of the community into the planning process.
Accountability: Utilization of the evidence-based planning tools helps local government officers to concentrate technical aspect
Sustainability: Utilization of the existing function/system promotes stronger sustainability
Positive attitude change: LG officers were more motivated and built confidence by enhanced capacity
Practical outcomes in technical aspect
Good practices of WACAP
• Refugee settlement was newly established in Paradek Ogili S/C in Lamwo District
• Livelihood project in Paradek Ogili S/C empowers refugee hosting communities to increase income
Community development project in refugee hosting communities in Lamwo District
• Capacity of data collection, prioritization, budgeting & planning of development projects is strengthened
• Enhanced capacity promotes planning of service delivery responding emerging needs

Responding to volatile refugee influx situations, assistance should be provided timely by development actors to the areas where humanitarian agencies does not fully cope with.
In order to reduce burden brought by hosting refugees, put focus on benefit for local governments and communities which host refugees but not exclude protracted refugees as beneficiaries, as far as the hosting government policy allows.
Needs for protracted refugee hosting situation are vast and varied. Comprehensive menu from short term to mid-long term should be considered. Effective aid coordination is crucial.
Local government stands at front line. Capacity for planning and implementation responding to refugee hosting situations needs to be well equipped.
