Introduction

Local Government has been the closest level to the Community and it has become the

training ground for the politicians who represent both at National Level and Sub National

levels. On the other hand Local Authority is at the operational level of all programmes

conceived. The Department of Local Government functions to deliver an efficient and

effective service under the direct supervision of the Ministry of Local Government. The

Local Government administration of five districts in the Northern Province is managed and

supervised by this Department. There are 01 Municipal Council, 5 Urban Councils and 28

Pradeshiya Sabhas in the Northern Province.

All administrative functions in respect of the Local Authorities earlier handle by the

Commissioner of Local Government. Many development works are implemented through the

various fund like PSDG, CBG, Council Fund, Gamaneguma, MRDRS, NGOs etc. in the

Northern Province.
