IntroductionPurpose of these Design Guidelines

These Design Guidelines are in place to encourage the best possible housing design outcomes and to reflect the project vision at Bushmead. Every lot purchaser is provided a copy of these Design Guidelines when signing their land contract. Please forward a copy to your builder/architect to ensure they are addressed in the design of your new home.

These Guidelines also reflect Cedar Woods’ commitment to deliver sustainable communities and will help reduce your home’s operating costs.

What happens first?

Decide on your builder, house type and facade. Ensure the builder has a copy of the Design Guidelines.

Complete the Building Design Approval Checklist with your builder as you review the house plans to ensure that all of the design requirements are addressed.

Have your builder send the completed (1) Builder Checklist (2) Site Plan (3) Elevations (4) Floor Plans (5) Electrical Plan (6) Material and Colour Schedule to Cedar Woods for design approval.

Cedar Woods will review your application to ensure compliance. If your home design complies with the design standards, your plan will be approved and returned to you. If your house design requires changes in order to comply with the design requirements, Cedar Woods will provide written advice detailing the areas of non-compliance and return the application to your builder for amendment and resubmission. Cedar Woods and/or your builder may be able to suggest ways to ensure compliance.

Important Notes

• Cedar Woods’ Design Guidelines approval process does not constitute a local government planning or building license approval.

• Applications must contain all the required information as identified in the section ‘Application Requirements’. Cedar Woods will not accept incomplete applications.

• Design approval will only be granted to an application as a whole. Conditional (partial) approval may only be granted where the colour selection remains to be made.

• Design approval will only be granted in relation to the information that is detailed on the plans or otherwise submitted in your application. Any and all changes to an approved plan or additional detail will need to be submitted to Cedar Woods for approval.

• In the case of a possible conflict between two or more standards, Cedar Woods will assess the outcome of such a conflict on its merits and general consistency with the intent of the Design Standards.

• The decision to approve an application is based on compliance with the Design Standards at the sole discretion of Cedar Woods.

• Prior agreement with the landscape design principles is required as part of your application. Qualification for Cedar Woods’ free front landscaping package is dependent on Cedar Woods’ appointed landscape contractors confirming that these principles are complied with in your final landscape package.

Relationship to Local Government Planning

These Guidelines do not replace or override, but should be read in conjunction with, the statutory planning requirements of the City of Swan including its town planning scheme, local planning policies, any Detailed Area Plans / Local Development Plan, the Residential Design Codes and such other planning controls which may apply.

1. Façade Features

To create interest and give your home character, the facade must be articulated (not flat) and include a minimum of one of the following features:

1. Verandah minimum depth 1.2m x 3.5m

2. Covered Portico/Porch extending from facade minimum 1.2m deep

3. Contrasting rendered or face brick sills

4. Gable/s (finials are not permitted)

5. Blade wall

6. Balcony

Features which serve a purpose are encouraged; planter boxes are not considered to be a feature.

Building Colour Palette

Primary colours may be used as the main colour in addition to being a feature colour.

*The brands and products referenced above are shown for description purposes only. Cedar Woods is not recommending any particular brand or product.

3. WindowsTo create an elegant design, windows facing the street shall be well considered as features within the elevation, they are to be clear glazed and of rectangular proportion.

Where wide openings are required, windows should be divided into a series of vertical panels.

4. Roof

Where a sloped roof is proposed, the roof visible to the street(s) must be a minimum 25-degree pitch for the main roof

A skillion roof is permitted. A flat topped parapet wall to a sloped roof behind is permitted where the roof is fully concealed from the street(s). Gable roofs are permitted where simple in design, gablets and finials are not permitted.

Roof materials shall be corrugated (i.e Colorbond) or roof tiles in colour tones that match approved colour palette.

5. Doors (Front)

Front entry doors are to be visible from the primary street and to include any type of glazing within the door or to include a sidelight adjacent to the door.

Obscure glazing within the door or sidelight is permitted.

If the front door is not visible from the street, there should be a clear glazed window in close proximity to the front door for street surveillance.

6. Corner lots If a rendered finish is on the primary street then the render needs to continue to the secondary street up to 1.5m. This will improve the secondary streetscape and will enhance the appeal of the estate.

Meter boxes should, where possible, be located on the side opposite the corner, unless this is a zero lot wall. In this instance the meter box can be positioned at a minimum of 500mm from the front corner.

7. Garages and Carports Garages or carports must accommodate at least 2 vehicles (minimum area of 30m2) and shall include a solid sectional door.

Trailers, caravans and boats stored on the property should be screened from view of the street.

No open carports are permitted.

8. Driveway and Crossover

The driveway and crossover shall comprise of brick paving, liquid limestone or exposed aggregate and finished in materials and colour tones to complement the dwelling appearance unless otherwise approved by Cedar Woods.

Note: Grey or coloured concrete to driveways or crossovers are not permitted. If by owner, this will be confirmed the fencing and landscaping package is approved.

9. Electrical CFL or LED lighting should be installed throughout the home.

Install a minimum of 2 sensors attached to indoor or outdoor lighting. These can include front entry, garage and yard spaces, and internal rooms such as storage, pantry, walk-in-robes, hallways and toilets.

10. Outbuildings, Utilities and FacilitiesOutbuildings, sheds, meter boxes, bin storage areas, drying areas, air conditioning units, solar hot water systems, satellite dishes, TV antennae are not to be directly facing the street on the front elevation, unless designed to complement the dwelling or concealed from view through use of appropriate screening.

Preference is for solar panels to be located out of view from the front of the street, where feasible. Where a rainwater tank is visible from the front street, it must be incorporated well into the design or appropriately screened. On north facing lots any solar hot water systems should be ground mounted units only.

Structures greater than 25 square metres shall be constructed in the same materials and finishes to match the house.

Fencing and Landscaping Cedar Woods provides front landscaping and side and rear fencing (excluding side gates or fencing between the house and side fence) to homes compliant with design guidelines and completed within 24 months from settlement.

The landscaping provided excludes any ‘hard’ landscaping materials such as paving, planter boxes, or ornamental features.

Construction Waste RecyclingRecycling and reuse of excess waste materials during construction is becoming common practice by many Perth building companies. We require the builder to use a construction waste management company to recycle a minimum of 80% of building waste on building sites within the Bushmead estate - refer page 17.

Soakwell Required Connections

Bushmead Estate provides a range of different lot specifications, reflective of the foothills environment. Design of your properties drainage system will vary depending on the particular specification of your lot. Your builder should consider all of the available information specific to your lot and design a drainage system that will perform appropriately.

Lots with Direct Drainage Property Connection Pits

Where a direct drainage property connection (pit) has been provided by Cedar Woods it is important properties use the connection for drainage. Soakwells are not permitted on lots with a direct property connection. If rainwater tanks are installed, overflow from the tanks must be connected to the pit.

Lots without Direct Drainage Property Connection Pits

If a direct drainage property connection (pit) is not available, then installation of soakwells is required. Soakwells must be installed as per the following:

• In accordance with the City of Swan guidelines.

• Calculation of soakwell storage capacity = 0.015Ac m3 (Where Ac is the connected impervious area in m2)

• Soakwells must be located at the front of the lot for optimal performance and management of higher intensity rainfall events

• Soakwells must be interconnected.

• Height of the soakwell units installed does not exceed 1.2 m.

• Soakwells must be backfilled with clean free draining sand.

• The roof catchment must be correctly distributed to the soakwells proportional to the capacity of each soakwell.

Property owners should be aware that it is normal for the capacity of the soakwells to be exceeded during infrequent (higher intensity) rainfall events. It is the property owner’s responsibility to ensure the soakwells are appropriately located to manage this, with the lowest overflow point in the system located at the front of the lot.

Energy Efficiency and Conservation

Thermal Performance

All residential dwellings are required to

address minimum energy efficiency

standards under the Building Codes of

Australia (BCA). This includes achieving a

minimum thermal performance rating

of 6 stars under the NatHERS (Nationwide

House Energy Rating Scheme)

Climate Responsive ‘Solar Passive’ Design

Designing for the local climate can

enhance occupant comfort through

passive design rather than relying solely on

mechanical heating and cooling. This in

turn will reduce running costs and have

a long term benefit to our environment.

Incorporating the following fundamental

design features will go a long way to

ensure you have an energy efficient home

that is also naturally comfortable.

Additionally, these design features will

support achieving and quite likely exceeding

a 6 star NatHERS rating.

REQUIREMENTS These are the mandatory sustainable design provisions which must be addressed in the design and construction of each building.

RECOMMENDATIONS These are optional elements which are included to show how you can achieve an even higher level of environmental sustainability.

Sustainable Design Requirements and Recommendations

REQUIREMENTS Consistent with BCA requirements, all dwellings to be certified to achieve a minimum 6 star NatHERS rating.

REQUIREMENTS North facing living • Orientation dependant is there a

minimum one main living area with a major opening to have a northern aspect (with the exception of lots facing NW to NE which may have the living space with an easterly or westerly aspect).

Shading • Orientation dependant East and West

facing rooms to be protected from summer sun. Suitable treatments may include: use of fixed shading devices such as eaves, awnings and/or performance rated (WERS) glazing.

RECOMMENDATION Room zoning • Ability to zone (close-off) separate use

areas for more efficient cooling and heating. Main use areas include – living, individual bedrooms and utility rooms.

Renewable Energy

Renewable Energy takes advantage of

natural systems, most commonly solar

radiation and wind, for the production of

electrical energy and water heating,

thereby greatly reducing greenhouse gas

emissions and household energy costs. A

1.5kW photovoltaic (PV) system produces

approximately 6-8kWh/day over a 12

month cycle, which can reduce average

household energy use by up to 50%.

A solar hot water system will further

reduce running costs and lower

greenhouse gas (GHG) emissions.

In Home Energy Efficiency – Fixtures and Appliances

Energy use within the home is a significant

contributor to greenhouse gas emissions. It

is also an increasing utility cost for the

home owner. Careful choice of fixtures and

appliances can assist in reducing both

energy bills and benefit the environment.

RECOMMENDATIONS Solar Energy • Photovoltaic system – minimum 2.0kW

Water Heating • Solar water heater or heat pump

system.

RECOMMENDATIONS Ceiling fans • Installed in main living areas and

bedrooms.

Cooking • Install gas or electric ceramic, halogen

or induction hot plate.

Appliances • Installation of high ‘Energy Rating’ rated

appliances including dishwasher with an energy consumption of ≤245kWH per year.

Peak Load Management

Peak load refers to the increased demand

for electricity mainly during peak summer

hours, generally between 3 – 8pm, which is

when families are at home using multiple

appliances, including air-conditioners,

computers and TVs. This ‘peak’ demand

adds significantly to greenhouse gas

output and places a high demand on the

electricity grid.

Strategies for peak load reduction in

residential homes include implementing

demand management through direct load

control devices fitted to fixtures and

appliances such as air conditioners and

pool pumps.

Water Efficiency and Conservation

Water Efficient Fixtures and Appliances

Perth is situated in dry climate zone with

limited rainfall and limited supplies of fresh

water. There are many things you can do to

reduce your water consumption in and

outside the home.

Water Re-use

Rainwater harvesting can be used to

achieve greater water efficiencies. The best

use of rainwater is to have the tank

plumbed directly to toilet flushing and for

cold water to the washing machine.

Rainwater can also be used to supplement

water heating and shower water.

• Dwellings are to be plumbed with appropriate pipework to be grey water reuse ‘ready’ and grey water diversion, filtration and pump system, and sub-surface irrigation pipework to be installed as per Department of Health requirements prior to occupation of the dwelling.

Waterwise Landscaping

All gardens in Bushmead are required to

be sustainably landscaped and conform to

waterwise garden principles. Sustainable

landscaping will require the planting of

indigenous plants which are native to the

local area. Cedar Woods as part of the

fencing and landscaping package will

provide Waterwise front landscaping;

however when planting the rear gardens,

the following applies:

Productive Gardens

Residential gardens provide an ideal

location for home-grown vegetable and

selected fruit varieties.

Local nurseries will provide free

landscaping advice and will advise on

plants which meet the criteria.

Reduction of Ground Level Hard Paving Area

The urban heat island effect can increase

ambient temperatures in urban areas.

Reducing the amount of hard paved

surfaces through a variety of soft and

permeable surfaces and providing shading

can reduce localised ambient heat and

create a more liveable environment.

Safe and Accessible HomesAustralia has an aging population which

means more people with mobility issues.

Sporting injuries and accidents may also

result in accessibility difficulties. Universal

design refers to buildings that are designed

and fitted-out to allow ease of access to all

people of all mobility’s and ages. There are

a number of simple design and fitout

features which if included allow ease of

access and use for people with physical

disabilities, mobility issues, the aged and

children.

positioned in a consistent location between 900 – 1100mm above the floor and should be lever type

Waste ManagementConstruction and household waste to

landfill is a major environmental concern

impacting on the ground, water and air

quality and native fauna. The more waste

diverted from landfill and into recycling will

be of benefit to the environment.

Construction Waste RecyclingRecycling and reuse of excess ‘waste’

materials during construction is

increasingly becoming common practice

by many of Perth building companies, and

there are a number of reputable waste

management recycling companies in

operation.

Waste management is also important to

maintain a healthy environment,

particularly given the rich bushland

surrounding your new home.

REQUIREMENTS Your chosen builder is required to manage waste generated during the construction stage by addressing the following:

• Obtaining a letter of engagement from a suitably qualified and capable waste management recycling company detailing their percentage of recycling rate in weight or volume by a DER licenced facility.

• The target is at least 80% of all built-form construction waste (by volume) is to be either recycled or reused.

In addition, the following criteria are to be addressed by the builder:

• Control potential for windblown waste by using appropriate solid sided storage receptacle

• Following applicable local government bylaws or building permit requirements

• Maintaining a clean and tidy building site that discourages illegal dumping
