220.01 GeneralTheProjectFile(PF)containsthedocumentationforplanning,scoping,programming,design,approvals,contractassembly,utilityrelocation,neededrightofway,advertisement,award,construction,andmaintenancereviewcommentsforaproject.AProjectFileiscompletedforallprojectsandisretainedbytheofficeresponsiblefortheproject.Responsibilityfortheprojectmaypassfromoneofficetoanotherduringthelifeofaproject,andtheProjectFilefollowstheprojectasitmovesfromofficetooffice.RefertotheProject File checklistfordocumentstobepreservedintheprojectfile.
TheDesignDocumentationPackage(DDP)isapartoftheProjectFileandiscompletedforallprojects.Itdocumentsandexplainsdesigndecisionsandthedesignprocessthatwasfollowed.TheDDPisretainedinapermanentretrievablefileforaperiodof75years,inaccordancewiththeWashingtonStateDepartmentofTransportation(WSDOT)recordsretentionpolicy.SeeExhibit220-4fortheWSFDDPchecklistfordocumentstobepreservedintheDDP.
WiththeexceptionoftheDDP,theProjectFilemaybepurgedwhenretentionoftheconstructionrecordsisnolongernecessary.
Foroperationalchangesandlocalagencyanddeveloperprojects,designdocumentationisalsoneeded.Itisretainedbytheofficeresponsiblefortheproject,inaccordancewithWSDOTrecordsretentionpolicy.Allparticipantsinthedesignprocessaretoprovidetheappropriatedocumentationfortheirdecisions.
Foremergencyprojects,alsorefertotheEmergency Relief Procedures Manual M3014.ItprovidesthelegalandproceduralguidelinesforWSDOTemployeestoprepareallnecessarydocumentationtorespondto,andrecoverfrom,emergenciesanddisastersthataffecttheoperationsofthedepartment.

220.04 DesignDocumentation(1) Purpose
Designdocumentationrecordstheevaluationsanddecisionsbythevariousdisciplinesthatresultindesignrecommendations.Designassumptionsanddecisionsmadepriortoandduringthescopingphaseareincluded.Changesthatoccurthroughoutprojectdevelopmentaredocumented.Requiredjustificationsandapprovalsarealsoincluded.
(2) Design DocumentsTheDDPportionofthePFpreservesthedecisiondocumentsgeneratedduringthedesignprocess.Ineachpackage,asummary(list)ofthedocumentsincludedisrequired.
ThedesigndocumentstobeincludedintheDDParelistedinExhibit220-4.

DeviationapprovalisatHQDesignOfficelevel.Toprepareadeviationrequest,usethelistinExhibit220-6asageneralguideforthesequenceofthecontent.Thelistisnotall-inclusiveofpotentialcontentanditmightincludesuggestedtopicsthatdonotapplytoaparticularproject.

DesignApprovalandapprovalofrightofwayplansarerequiredpriortoacquiringproperty.Recentchangestofederallaw(23USC108)allowforacquisitionofrightofwayusingfederalfundspriortocompletionofNEPA.However,WSDOTLP,ESO,andRealEstateServicesareworkingwithFHWAtoprepareproceduresforthisearlyacquisitionasthismanualwasgoingtopress.(SeetheApril2,2013,memorandumonearlyacquisitionpolicyformoreinformation.)
TheASDEworkswiththeWSFonprojectdevelopmentandispartoftheFTATriennialprocessreviewsonprojectsasdescribedinSection220.08.
(1) Scoping PhaseDevelopmentoftheprojectscopeistheinitialphaseofprojectdevelopment.ThiseffortispromptedbyWSF’sLife Cycle Cost Model(LCCM)/AssetManagementSystemforpreservationprojects,andtheLong Range PlanorCall for Projectsforimprovementprojects.Theprojectscopingphaseconsistsofdeterminingaproject’sdescription,schedule,andcostestimate.Theintentistomakedesigndecisionsearlyintheprojectdevelopmentprocessthatfocusthescopeoftheproject,keepinginmindtheguidanceprovidedbythematriceswhereapplicable.Duringtheprojectscopingphase,theProjectSummarydocumentsareproduced.ForprojectsnotcoveredbyamatrixlinefromChapter210,aproject-specificmatrixcanbedevelopedandapprovedbyHQDesignOfficeatthisphase.

Forallimprovementprojectsandforpreservationprojectsover$5Million,thescopeissubjecttotheresultsofthePre-DesignStudyandmayresultinaPCRF.
(b) ProjectImpactsAlmostallterminalengineeringprojectsimpactferryoperation,thetravelingpublic,localcommunities,othergovernmentagenciesorpossiblytribalentities.Manyimpactswillaffectmultiplestakeholders.Forsuccessfulprojectcompletion,itisessentialinscopingtoidentifytheseimpacts,includingcostsanddurations,andmitigationstrategies.TheProjectImpactandMitigationStrategyStatements,aswellasimpactcostandduration,willrelatetotheissuesthatwillariseduringthelifeofaproject,andbetterenablethesebemitigatedaccordingly.
(c) ProjectConsiderationsAddionalprojectimpactsmayormaynotincludeidentificationofpotentialmaintenanceimpacts;initialpredesigndecisions;regulatoryimpacts;engineeringservices/workforcerequirementsandimpacts;publicinvolvement;andcommitmentsmadetotheprojecttoothers,orcommitmentsbyotherstotheproject.
(d) DesignDecisionSummary(DDS)TheDDSgenerallyprovidesthedesignmatrixusedtodeveloptheproject,aswellasthedesignvariances,otherterminalfeatures,andanydesigndecisionsmadeduringthescopingofaproject.SeeChapter200formoredetail.Theinformationcontainedinthisformiscompiledfromvariousdatabasesofdepartmentalinformation,fielddatacollection,andevaluationsmadeindevelopmentofthePDandtheERS.Designdecisionsmayberevisedthroughouttheprojectdevelopmentprocessbasedoncontinuingevaluations.
TheappropriateASDEconcurswiththeDesignDecisionsforallprojectsrequiringaDDS.TheWSFDesignEngineeringManagerapprovestheDDSwhenconfidenttherewillbenosignificantchangeinthePDorestimatedcost.Schedule,scope,orcostchangesrequireaProjectChangeRequestFormtobesubmittedandapprovedbytheappropriatedesignee,inaccordancewiththeProject Control and Reporting Manual.
(e) EnvironmentalReviewSummary(ERS)TheERSliststhepotentialrequiredenvironmentalpermitsandapprovals,environmentalclassifications,andenvironmentaldocumentation.IfthereisachangeinthePDorDDS,theinformationintheERSmustbereviewedandrevisedtomatchtherestoftheProjectSummary.TheERSispreparedduringthescopingphaseandisapprovedbyWSF.ForactionsclassifiedunderNEPA,theapprovedERSbecomesthe

ItisaprudentpracticetostartthecompilationofdesigndocumentationearlyinaprojectandtoacquireProjectDevelopmentApprovalbeforethecompletionoftheproject.Atthestartofaproject,itiscriticalthatWSFprojectadministrationstaffrecognizetheimportanceofallrequireddocumentationandhowitwillbeusedinthedesign-buildprojectdeliveryprocess.
(2) ProprietaryItemsDesignersneedtoobtainapprovalofallprojectspecificproprietaryitemsrequiredforaprojectasearlyaspossible.TheseitemsmustbeapprovedbyHQDesignpriortotheprojectbeingadvertised.SeethePlans Preparation Manual Section700.01(5)fordocumentationrequirements.IncludeacopyoftheapprovalmemointheDDP.
