You may have to form the brief from either a situation or a theme.Before finalizing the brief you may need to do some “investigation”.
Examples :PROBLEM : Toiletries Set for Hotel Seri Malaysia is not well presented and it’s looks very cheap but the hotel management don’t want to increase the cost.
