MINUTES OF THE CONVENING MEETING FORREGION 4 PUBLIC SAFETY PLANNING COMMITIEE

The convening meeting for Region 4 Public Safety PlanningCommittee was held on April 14, 1988, at the RobinsonConvention Center, Room 101, LittleRock, Arkansas. Themeeting was called to order at 10 A.M. by Convenor RonnieRand. All persons were asked to introduce themselves andnote their agency or governmental affiliation. A roster waspassed for signature and information. Attendance roster isattached.

As the first order of business, Convenor Rand explained theNational Public Safety Plan, responsibilities of the Region4 Public Safety Planning Committee, and briefed the audienceon the requirements for release of the additional 6 MHz ofspectrum in the 800 MHz range as allocated by the FederalCommunications Commission (FCC).

Convenor Rand announced that elections would be held and thefloor was opened for nominations. Charles pruitt, ArkansasCrime Information Center, nominated Ronnie Rand for Chairmanand a second was heard. Mel Scott, Arkansas State HealthDepartment, made a motion that the nomination ceaseo. Therewas a second, and Ronnie Rand was elected Chairman by

. acclamation. Chairman Rand stated that he would like tohave a Vice-Chairman and Secretary elected. Ron Gatewood,Little Rock Office of Emergency services, nominatedRobert Marshall, Director of Communications for ArkansasState Police as Vice-Chairman. The motion was seconded.Mel Scott, Arkansas State Health Department, made a motionthat the nomination cease. A second was heard andRobert Marshall was elected Vice-Chairman by acclamation.Lee Black, North Little Rock Office of Emergency Services,nominated Joe Sexson of Metropolitan Emergency MedicalService (MEMS) as Secretary. The nomination was seconded.Robert Marshall moved that the nomination cease, a secondwas heard, and Joe Sexson was elected Secretary byacclamation.

Chairman Rand informed the assembly that the committee'sactions would be conducted in accordance to Robert's Rulesof Order.

Region 4 was divided into four sUbregions as follows:

SUbregion A - Northwest Urban CorridorSUbregion B - Mississippi Abatement and Gulf Coastal

PlainSUbregion C - Central UrbanSUbregion D - Arkansas Valley and Ozark/Ouachita

The assembly was broken down by the counties thatconstituted their sUbregion and were requested to selectfrom their subregion a subregion chairman.

It was announced that a draft document would be mailed tomembers and there would be at least one meeting held foreach sUbregion. Chairman Rand or Vice-Chairman Marshallwould attend those meetings. After input from allsubregions, a subsequent draft would be prepared anddiscussed during a meeting of the whole in approximatelyApril 1989. If all issues were resolved, the plan would beapproved by the Region 4 Public Safety Planning Committeeand submitted to the FCC for review and action.

Chairman Rand stated that membership of the Region 4 PublicSafety Planning Committee would remain open for some time.There being no further business, the meeting was adjournedat 11:45 A.M.

EVALUATION CRITERIA

The criteria incorporates a filing concept which provides for theevaluation of all applications for available spectrum. Theevaluation is a sequence of events that will be followed in theassignment of the 821-824/866-869 Mhz spectrum within Region 4.

In order to provide for maximum frequency reuse, the allocationhas been placed in county frequency pools as a starting point.An initial closing date of November I, 1988, has been establishedfor all survey-identified applicants to submit applications inaccordance with this Regional Plan. In order to make frequencyassignments objectively, the Regional Review Committee willevaluate these initial applications in accordance with thecriteria established by this section of the plan, awarding ascore for each application. That score will be the total of thepoints awarded in the five categories outlined below. Frequencyassignments will be made for these applications using theappropriate county frequency pool. If valid applications exceedthe available spectrum, frequencies will be awarded- to thoseapplicants with the highest descending score order.

Applications received after the November 1 initial closing datewill be evaluated by the Regional Review Committee in similarfashion each month.

Frequency assignments will be made first by utilizing individualcounty frequency pools as the spectrum resource. As these poolsare depleted, frequencies will be assigned utilizing protectioncriteria as defined in this Plan, until all frequencies offeringminimum protection are depleted.

EVALUATION SCORING CATEGORIES

1. Service (maximum score, 35 points). Each of the eligibleservices has a predetermined point value (see value rating,page ). An applicant for a system for mUltiple serviceswill be scored on the basis of the sum of the maximum pointsfor each service reduced by the percentage that each servicerepresents of the total system. For example, a systemapplication for use by 50 percent police, 25 percent localgovernment (utility operations), and 25 percent highway(street maintenance) would be scored as follows:

Police - 35 points maximum value times 50 percent system useequals score of 17.5 points.

Local Government (utility operations) - 30 points maximumvalue. times 25 percent system use equals a score of 7.5points.

Intersystem Communications (maximum score, 10 points). Theapplication is scored on the degree of interoperability thatis demonstrated, with a range of points from 0 to 10. Nopoints are awarded for use of the mandated designatedinteroperability channels. These points are awarded forapplicant's ability to communicate with different levels ofgovernment and other services during times of emergency.

Cooperative Systems (maximum score, 25 points). Thoseapplicants that have demonstrated that they are part of acooperative, mUlti-organization system will be scored on arange of 0 to 25 points depending upon the extent of thecooperation.

4. System Implementation Factors (maximum score, 10 points).This category scores the applicant from 0 to 10 points onthe degree of budgetary commitment. If funding has beenprovided by a line item budget or equivalent in a sufficientamount for immediate implementation, a score of 10 pointswill be awarded.

5. Give-back Frequencies (maximum score, 20 points). Thiscategory is divided into two factors, each with a pointvalue of 0 to 10 points.

a. The greater the number of give-back frequencies, thegreater the number of points that will be awarded up toa maximum of 10.

b. The greater the need for the give-back frequencies byother agencies, the greater the number of points thatwill be awarded up to a maximum of 10. For example, astatewide police frequency, as a give-back, would notbe awarded as many points as would a needed VHFfrequency usable by a local police or fire department.

Points are totaled for each application and the applications areprioritized by the Regional Review Committee according to thetotal score. As frequencies are assigned, the appropriate countyfrequency pool is updated to reflect the frequencies assigned.

Systems implementation is monitored by the Regional ReviewCommittee which determines the progress being made. If progressis found lacking, the licensee is informed of the consequences ofthe lack of progress. If continued monitoring indicates thatsufficient progress is not taking place, the licensee is notifiedof pending action of the Regional Review Committee to recommendto the FCC that the license be withdrawn. Should the license bewithdrawn, these frequencies will be returned to the countyfrequency pool.

APPEAL PROCESS

Throughout the frequency allocation process, applicants are givenopportunities to appeal decisions which have caused rejection oftheir application. The appeal process has two levels; theRegional Review Committee and the Federal CommunicationsCommission (FCC). An applicant who decides to appeal a rejectionshould file the appeal with the Regional Review Committee within30 days from notification of rejection. If the applicant is notsatisfied with the Regional Review Committee's final decisionbased on the appeal, the applicant may file an appeal with theFCC by letter to the Secretary. The FCC's decision will be finaland binding upon all parties.

PROCEDURE FOR DETERMINING SERVICE AREA CONTOUR

1. Convert effective radiated power from watts to dBk using theformula:

P(dBk) = (10 x log P(Watts» - 30 (B-1)

2. SUBTRACT this NEGATIVE number (in other words, convert it topositive and add) from 41 dBu.

3. In the look-up tables, determine the two height columns thatcorrespond most closely with your H.A.A.T. (For example, ifyour H.A.A.T. is 300 feet, use the 200 and 500 columns.)

4. Interpolate between listings under the two columns todetermine where the figure arrived at in Step 2 falls.

5. Read the mileage at the extreme left-hand column of the row.

EXAMPLE

To determine the service area of a UHF base station with an.ERPof 125 watts and an antenna height above average terrain of 400feet:

P(dBk) = 10 x log (125) - 30P(dBk) = 21 - 30P(dBk) = -9

SUbtracting:

F(dBu) = 41 - (-9)F(dBu) = 50

From the look-up table, 50 falls between 45.6 and 52.9 as 400 isinterpolated between 200 and 500. Corresponding mileage is 12.

CO-CHANNEL INTERFERENCE PROCEDURE

1. Determine distance from the proposed station to the existingstation.

2. If not previously known, determine service area boundary ofexisting station. (Method is detailed in Appendix 14)

3. Find distance from proposed station to closest point ofservice area boundary of the existing station. (Subtract #2from #1)

4. Based on mileage from 3 (above), ERP and HAAT of theproposed station, consult look-up tables from dBu level atthe service area boundary of the existing station.

5. Subtract this dBu level from 41. If the result is greaterthan 25, the proposed system will conform with theinterference parameters. If the result is less than 25, theproposed system must be redesigned by lowering power,antenna height, or both until the 25 dB protection ratio ismet.

NOTE: If the terrain between the two systems would provideadditional protection that would not be evident from usingthe normalized HAAT's, it will be permissible to calculatethe HAAT of both existing and proposed systems along theradial line directly connecting the two stations. ThereSUlting s~rvice area boundary of the existing station andthe dBu level of the proposed station at that point wouldthen be used to calculate the protection ratio.
