Original 13th Article of the Bill of Rights with all twenty sections (enclosed); Section 12 states the following:

Surety per Black’s Law Dictionary 2nd Edition
A surety is one who at the request of another, and for the purpose of securing to him a benefit, becomes responsible for the
performance by the latter of some act in favor of a third person, or hypothecates property as security therefore.
A surety is defined as a person who, being liable to pay a debt or perform an obligation, is entitled, if it is enforced
against him, to be indemnified by some other person who ought himself to have made payment or performed before
the surety was compelled to do so.
The above definition implied that there must be a lawful contract in existence.
On 29 August 2013 @ 7:40pm received a call from our Moorish American National Issa Ra El with PRINCE GEORGE
COUNTY CORPORATION – UPPER MARLBORO CORPORATION 911 operator #213 Savoy on the phone – this was an
emergency call as Issa Ra El was being attacked by unknown persons with guns. Operator #213 Savoy advised our
Moorish American National Issa Ra El to get out of the car at which point I asked Operator #213 Savoy if she is refusing to
send assistance to our Moorish American National Issa Ra El and her response was again to advise our Moorish American
National Issa Ra El to get out of the car in an unsafe situation, clearly evidence of collusion.
Issa Ra El advised while on the recorded line that there were about seven (7) plus persons with guns around his private
property, stating they were “police” unsanctioned mercenaries hired by the unsanctioned, unconstitutional PRINCE
GEORGE COUNTY MAYOR to inflict injury on the People as evident with this recorded communication.
Issa Ra El then advised that a person alleging to be the “sheriff” Beck approached his private property and advised him to
get out or they would come in. Issa Ra El asked if there is a warrant and was advised there was a warrant, when asked to
physically see the alleged warrant, none was provided at which point the persons surrounding the private property began
attacking our Moorish American National Issa Ra El.
Due to the unsafe nature, I once again asked the 911 operator #213 Savoy to send assistance as our Moorish American
National Issa Ra El is not safe, instead someone alleging to be a supervisor responded and again advised our Moorish
American National Issa Ra El to get out of the car, when asked who was on the telephone, I was then advised “id 30”.
Public servants receiving a salary bound by their Constitutional Oath of Office to uphold the American Constitution 1791
cannot refuse to give their full name upon request by the People who pay their salary and whom they work for.
Initially our Moorish American National Issa Ra El and I were advised by operator#213 Savoy that the persons attacking
Issa Ra El simply wanted to “talk” with him.

I stated that 7:49pm is not normal business hours for discussion and if there was a lawful issue, that needs to be heard in a
lawful De Jure properly seated court of record.
Sheriff Beck has violated his Oath of Office as the responsibility of the Sheriff is to protect the People even from alleged
magistrates and judges who overstep their boundaries and whose intent is to violate the liberties of the People.
Sheriff Beck did not protect the People, Moorish American National Issa Ra El, instead he voluntarily conspired, assisted,
and colluded with the unsanctioned mercenaries operating through the unconstitutional PRINCE GEORGE COUNTY
POLICE corporation.
Several of these mercenaries along with sheriff Beck, operator #213 Savoy and supervisor #30 participated in breaking the
private property and forcefully removing our Moorish American National placing him in danger of his life as he states
several times in the recording.
As of this communication, we have been unable to ascertain the whereabouts, the physical condition, or the unwarranted
issue that resulted in the violation of Issa Ra El’s Constitutionally secured liberties.
A call was placed to the PRINCE GEORGE COUNTY CORPORATION POLICE where we inquired as to the status and where
about of our Moorish American National Issa Ra El at which point the public servant clerk, who receives a salary and is
bound to uphold the American Constitution, who answered the phone stated that we the People making the inquiry was
rude, she didn’t know what we were talking about and hung up, we made several attempt to call back and no one
answered the telephone.
These actions appear to be the standard for the public servants of THE STATE OF MARYLAND, particularly the public
servants operating through PRINCE GEORGE COUNTY CORPORATION – UPPER MARLBORO CORPORATION, PRINCE
GEORGE COUNTY SHERIFF DEPARTMENT, PRINCE GEORGE COUNTY POLICE DEPARTMENT, all unsanctioned,
unconstitutional corporations operating for profit at the Peoples expense, Human Trafficking and Genocide.
These unsubstantiated allegations must be between flesh and blood beings, there must be a Corpus Delicti, there must be a
lawful affidavit sworn to and entered into the record by the Corpus Delicti and all claims must be addressed in a lawfully
seated Article III court. However since Issa Ra El is a Moorish American National and this is a Roman venue, i.e. all
municipalities are Roman venues, then this is an issue of diversity and pursuant to Article III Section II of the American
Constitution 1791, all issues of diversity can only be heard and addressed in the “One Supreme Court” of the United States,
that Supreme Court lawfully seated prior to Sine Die of 1861 is the Supreme Court of Philadelphia – See Congressional
Record March 28 1861, or Consular Court which was/is reconvened on 8 November 2013 and was recorded with United
States Secretary of State Hillary Rodman Clinton.
The violations imposed by these public servants against our Moorish American National Issa Ra El is an “Act of War”
pursuant to International Law of which all public servants operating in any lawful capacity aught to know. Ignorance of
the law is no excuse!
As I am a witness to the above proceedings, I record these violations on behalf of our Moorish American National Issa Ra El
Ex-Relatione Patrick C. Lewis and demand the following:
• The immediate release of Moorish American National Issa Ra El
• The immediate arrest of all public servants involved in the violation of Moorish American National Issa Ra El,
so they can no longer injure any of the People.
• The enforcement of the Original 13th Amendment Section 12 against all public servants who have violated
our Moorish American National Issa Ra El as well as having violated their Oath of Office whether said Oath of
Office is individual or falls under THE STATE OF MARYLAND corporation along with any/all applicable
bonds/indemnity insurance.
Enclosed is the following to be completed and/or provided at law:
1. Averment of Jurisdiction / Quo Warrento.
2. Provide the sworn complaint from the Corpus Delicti. For a crime to exist, there must be an injured party
(Corpus Delicti) There can be no sanction or penalty imposed on one because of this Constitutional right.

et al, fiduciary trustee / executor of the estate of the decedent PATRICK LEWIS, regarding this issue #CR1E00496791,
CAD07-31628, and any other outstanding Bid Bonds, Performance Bonds, and Payment Bonds, Bills of Exchange,
AUTOTRIS and CUSIP #xxxxx1716, use said exemption for post settlement and closure of this case and account. Pursuant
to the provisions of the Power of Appointment Act of 1951, codified at 26 USC sections 2038, 2041 and 2514, 12 USC 411,
and House Joint Resolution 192. All Rights Reserved. Without Recourse, UCC 1-209, VOID Where Prohibited by Law. Good
as Aval.
Update: We have been informed that our Moorish American National will not be released until a ransom of 15,000.00 USD
(7500.00 charged twice) is given to Markisha Gross, Commissioner operating through PRINCE GEORGE COUNTY PRISON,
et al. To date these public servants have extorted an estimated amount of 55,191.00 Credit [USD] and once hypothecated
that amount is 551,910.00 Credit [USD]. With this latest extortion the total is now 70, 191.00 Credit [USD] with
hypothecation of 701,910.00 Credit [USD].
Issa Ra El Moorish American National, has been registered as a corporate fixture “PATRICK C LEWIS” ID#010491 as if he is
cattle. This is DENATIONALIZATION!!! The foreign European aliens operating through the above corporations have
converted him into a fourteenth amendment corporation in order to violate his liberties and alter the descent nature
thereby removing him from his vast Estate as the Beneficiary. Issa Ra El is not a corporate member of the STATE OF
MARYLAND and can never be pursuant to and secured by the Treaty of Peace and Friendship 1786 and the Original 13th
Amendment section 12 referenced above. This is a violation of International Law, a violation of the Treaty of Peace and
Friendship, in truth the foreign European aliens have broken the Treaty of Peace and Friendship 1786 once again, the
American Constitution 1791, this is Genocide as the foreign European aliens attempt to make the Moors of Maghrib’ al’
Aqca extinct thereby they are operating under the “Doctrine of Discovery”.
We have not been able to communicate with our Moorish American National Issa Ra El and when we asked to speak with
him, was advised we must set up an account with a foreign European for profit corporation INMATE TELEPHONE
CORPORATION which also does business as CORRECTIONS DEVELOPMENT INTERNATIONAL INCORPORATED. If these
further extorted fees are not paid, no one can communicate with the kidnapped people, this is collusion and racketeering.
This is part of an entire system to injure the People by kidnapping, extorting exorbitant ransom fees, and if the ransom is
not paid the People are sentenced to remain indefinitely – these foreign European aliens are promoting themselves as an
entire “Public Safety” corporation when in truth the United States Supreme court has already decided that the entire police
operation is NOT to protect the People but to protect the CORPORATIONS. “It is not the duty of the police to protect you.
Their job is to protect the corporation and to arrest code breakers. Sapp vs. Tallahassee, 348 So. 2nd. 363, REiff vs. City of
Phila. 477 F. 1262, Lynch vs. NC Dept of Justice 376 S.E. 2nd. 247”
The above named persons operating thought the various corporations are engaging in “Denationalization” as they have
misrepresented/misclassified our Moorish American National as a “black”, “African American” of which he is NOT. The
above named persons operating through the various corporations have altered his title of Issa Ra El to “PATRICK LEWIS” a
corporation in order to engage in corporate business and are holding our Moorish American national as surety for said
corporate fiction.
To date there are no charges as all lawful charges must be brought by a flesh and blood being, Corpus Delicti and said
Corpus Delicti must have “Standing”, “Under the general rule of standing, only those persons who have a personal stake in
the outcome of the litigation and who show that they have suffered or were in immediate danger of suffering a direct
injury as a result of the complained-of conduct will be found to have standing; absent this showing, complainants may not
invoke the jurisdiction of the court.” State ex rel Citidine v. Indiana Dept. of Trans.,790 N.E.2d 978”, to the claim NOT a
corporation which is Ultra Vires – “A contract is ultra vires being unlawful and void, not because it is in itself immoral, but
because the corporation, by the law of its creation, is incapable of making it. The courts, while refusing to maintain any
action upon the unlawful contract, have always striven to do justice between the parties, so far as could be done
consistently with adherence to law, by permitting property or money, parted with on the faith of the unlawful contract, to
be recovered back, or compensation to be made for it. In such case, however, the action is not maintained upon the
unlawful contract, nor according to its terms; but on am implied contract of the defendant to return, or failing to do that, to
make compensation for, property or money which is has no right to retain. To maintain such an action is not to affirm, but
to disaffirm the unlawful contract.” Pullman v. Central Transp. Co., 139 U.S. 62, 11 S.Ct. 478, 35 L.Ed. 55
These actions by the public servant is treason, genocide, theft, racketeering, fraud, etc., in addition almost all of them no
longer give their name upon request by the People, instead they will give a number or none at all, clearly they are aware
they are violating the liberties of the People and are hiding behind the corporate fictions they are operating through. We
demand these actions be dismissed as they are unlawful and clearly designed to injure the Aboriginal Indigenous People of
the land and will be reported and published in the International Community.
Fraud in its elementary common law sense of deceit… includes the deliberate concealment of material information in a
setting of fiduciary obligation. A public official is a fiduciary toward the public,… and if he deliberately conceals material

information from them he is guilty of fraud. McNally v. U.S., 483 U.S. 350, 371-372, Quoting U.S. v Holzer, 816 F.2d. 304,
307.

Silence can only be equated with fraud when there is a legal and moral duty to speak or when an inquiry left unanswered
would be intentionally misleading. We cannot condone this shocking conduct... If that is the case we hope our message is
clear. This sort of [abuse] of deception, [human trafficking and other indirect acts of genocide] will not be tolerated and if
this is routine it should be corrected immediately.

Fraud and deceit may arise from silence where there is a duty to speak the truth, as well as from speaking an untruth.

PUBLIC HAZARD BONDING OF CORPORATE AGENTS All officials are required by federal, state, and municipal law to provide
the name, address and telephone number of their public hazard and malpractice bonding company and the policy number of the
bond and, if required, a copy of the policy describing the bonding coverage of their specific job performance. Failure to provide

I am not subject to backup withholding because: (a) I am exempt from backup withholding, or (b) I have not been notified by the Internal Revenue Service (IRS) that I am subject to backup withholding as a result of a failure to report all interest or dividends, or (c) the IRS has notified me that I am no longer subject to backup withholding, and

Certification instructions. You must cross out item 2 above if you have been notified by the IRS that you are currently subject to backup withholding because you have failed to report all interest and dividends on your tax return. For real estate transactions, item 2 does not apply. For mortgage interest paid, acquisition or abandonment of secured property, cancellation of debt, contributions to an individual retirement arrangement (IRA), and generally, payments other than interest and dividends, you are not required to sign the certification, but you must provide your correct TIN. General InstructionsSection references are to the Internal Revenue Code unless otherwise noted.
Purpose of FormA person who is required to file an information return with the IRS must obtain your correct taxpayer identification number (TIN) to report, for example, income paid to you, real estate transactions, mortgage interest you paid, acquisition or abandonment of secured property, cancellation of debt, or contributions you made to an IRA.
Use Form W-9 only if you are a U.S. person (including a resident alien), to provide your correct TIN to the person requesting it (the requester) and, when applicable, to:
1. Certify that the TIN you are giving is correct (or you are waiting for a number to be issued),
2. Certify that you are not subject to backup withholding, or
3. Claim exemption from backup withholding if you are a U.S. exempt payee. If applicable, you are also certifying that as a U.S. person, your allocable share of any partnership income from a U.S. trade or business is not subject to the withholding tax on foreign partners’ share of effectively connected income.
Note. If a requester gives you a form other than Form W-9 to request your TIN, you must use the requester’s form if it is substantially similar to this Form W-9.
Definition of a U.S. person. For federal tax purposes, you are considered a U.S. person if you are:
• An individual who is a U.S. citizen or U.S. resident alien,
• A partnership, corporation, company, or association created or organized in the United States or under the laws of the United States,
• An estate (other than a foreign estate), or
• A domestic trust (as defined in Regulations section 301.7701-7).
Special rules for partnerships. Partnerships that conduct a trade or business in the United States are generally required to pay a withholding tax on any foreign partners’ share of income from such business. Further, in certain cases where a Form W-9 has not been received, a partnership is required to presume that a partner is a foreign person, and pay the withholding tax. Therefore, if you are a U.S. person that is a partner in a partnership conducting a trade or business in the United States, provide Form W-9 to the partnership to establish your U.S. status and avoid withholding on your share of partnership income.
