DePaul was among a number of stops on New York State Governor Andrew Cuomos 2015 Capital for a Day initiative aimed at bringing his cabinet to different locations around the state to foster greater cooperation between state and local governments.


New York State SenatorRich Funke, New York State Assembly Majority LeaderJoseph Morelle, New York StateAssemblymember Harry Bronson, economic development organizations, local businesses and community leaders held a 2015 press conference at DePauls Carriage Factory Apartments to call for the creation of 35,000 supportive housing units statewide. DePaul Board Member Raymond Scott emceed the event.

Hosted the Susan B. Anthony House 2015 annual meeting at the Carriage Factory Apartments in Rochester, New York. Trustees and members enjoyed seeing the site, discussing its history and its remarkable transformation into housing.


Opened the Rochester View Apartments in 2015, a $17.6 million, 61-unit housing development in Henrietta, New York for income-eligible tenants, which provides enhanced supports to accommodate persons who may be Deaf, hard of hearing and using American Sign Language (ASL), as well as on-site services to people with mental health needs.

Utilizing solar energy to reduce electric costs with the Rochester View Apartments being the first project. The goal is to have solar pay approximately 50 percent of the power on all projects going forward.

Opened the Trolley Station Apartments in August 2016, a nearly $15 million, 48-unit community in Canandaigua, New York. The development will serve income-eligible tenants and offer on-site staff to accommodate tenants with mental health needs linking them to to support services in the community.

Project funding was provided by the New York State Housing Finance Agency, New York State Office of Mental Health and First Sterling Financial, Inc.

Opened the Ebenezer Square Apartments in October 2016, containing 100 apartments for income-eligible tenants in West Seneca, New York. The development, at a site that was formerly a long-vacant, former big box store, includes New York State Office of Mental Health (NYS OMH) Community Residence - Single Room Occupancy Program services for 75 individuals.

In late 2015, broke ground on the DePaul Joseph L. Allen Apartments, a three-story, 51-unit community on Albany Street in Schenectady, New Yorks Hamilton Hill neighborhood for income-eligible tenants. A service partnership was established with Schenectady Community Action Plan (SCAP) to provide Office of Mental Health supported housing services on site. Named for a beloved local councilman, a summer 2017 completion is anticipated.

Continued development of the Niagara County Apartments, a 60-unit affordable housing project named Packet Boat Landing Apartments in the town of Lockport, New York.

Began the process of relocating 75 existing Cornerstone CR-SRO beds to Upper Falls Square, a planned campus with 150 new units of integrated housing for income-eligible tenants and people with mental health needs in Rochester, New York. Construction is anticipated to begin in spring 2017.

Submitted responses for Requests for Proposals (RFPs) issued by New York State for the development and operation of 1,200 units of Supportive Housing for persons identified as homeless with special needs, conditions or other life challenges. The New York State Office of Mental Health (OMH) will serve as the lead procurement agency for the RFP under the guidance of a newly-established interagency workgroup, the Empire State Supportive Housing Initiative.

Exploring development of 48 units of affordable housing for income-eligible tenants in Perry, New York to include services for up to 24 New York State Supportive Housing units that serve persons with a mental health diagnosis, physical disabilities and other needs.

DePaul Mental HealthResidential Programs

Opened and received continued funding for 13 short-term apartments in Genesee, Livingston, Orleans, Wayne and Wyoming counties for people with a mental health diagnosis who are experiencing a housing crisis.

Opened a total of eight crisis step-down beds at Cornerstone for patients deemed psychiatrically stable. Six beds were purchased by Strong Memorial Hospital/University of Rochester Medical Center and two by Rochester Regional Health and accommodate patients leaving the hospital who have no place to go following discharge. Plans exist to add more beds to the DePaul Psychiatric Transition Program based on provider utilization.

Opened 40 new supported housing beds in 2015 in Niagara County through a NYS Department of Health grant serving Niagara Falls Memorial Medical Centers Health Home patients.

Opened medical step down residences in collaboration with Strong Memorial Hospital and Rochester General Hospital for people being discharged who are either not ready to return to their own residence or have no residence to return to upon discharge. Hopelink at Shelter Cove has six beds and Hopelink at East Ridge has eight beds.

Expanded the Health Home Care Management Program in Rochester to 132 slots and in Buffalo to 87 slots.

Experienced movement in the residential mental health program relocating ten beds to the Lyell Road Community Residence and expanding the Erie County Treatment Apartment Program to 16 beds due to the closure of the Troup Street Treatment Apartment Program.

Received a three-year recertification for all DePaul licensed residential programs in Buffalo and surrounding counties.

Added new fireplaces in 2015 to the lobbies of Cornerstone and Edgerton Square, both DePaul Single Room Occupancy Programs in Rochester, New York.

As a preferred provider for the local Delivery System Reform Incentive Payment (DSRIP) initiative, DePaul worked closely with the Finger Lakes Preferred Provider System on new initiatives. Began receiving a quarterly stipend from the Finger Lakes Preferred Provider System.

National Council on Alcoholism and Drug Dependence Rochester Area

Hosted the Annual National Council on Alcoholism and Drug DependenceRochester Area (NCADD-RA) Luncheon in 2015 featuring keynote speaker Andrew Kolodny, M.D., who presented on Responding to the Opioid Addiction Epidemic, to an audience of over 160 attendees.

Hosted the Annual National Council on Alcoholism and Drug DependenceRochester Area (NCADD-RA) Luncheon in 2016 featuring keynote speakers Dr. Charles Morgan, Medical Director, New York State Office of Alcoholism and Substance Abuse Services, and Robert Lindsey, CEO of New York State Friends of Recovery, who addressed an audience of 150 attendees. The 2016 luncheon commemorated the Councils 70th anniversary.

Participated in the Joint Senate Task Force on Heroin and Opioid Addiction held in May 2015 testifying on the rise in opioids and possible solutions/recommendations. Maintained high visibility in the media on the crisis.

A highly-attended conference held in October 2015 featured notable speakers who presented on the timely topic of overprescribing pain medications which has played a major role in the increasing numbers of individuals addicted to opioids as well as the rising number of local and state opioid fatalities.

Co-facilitated a November 2015 Opioid Forum where Gloucester, Massachusetts Police Chief Leonard Campanello presented on the Gloucester Angel Project and the successful partnership between law enforcement and substance use disorder providers.

This well-represented Community Opioid Forum sparked what now is the Monroe County Opioid Task Force (MCOTF). Facilitated by NCADD-RA, the MCOTF is represented by multiple sectors in the county and city including law enforcement, medical, substance abuse disorder providers, government and families.

Received a mini-grant from the New York Council on Problem Gambling for the fifth collaborative, multi-pronged YOU(th) Decide Project which increases awareness to the issue of underage gambling.

Published editorials in the Minority Reporter and the Democrat & Chronicle on problem gambling and an article on Fetal Alcohol Syndrome in In Good Health.

Also had multiple Having the Conversation around Problem Gambling/March Madness articles published in print and online venues.

Helped over 70 people stabilize the symptoms of their mental illness, develop and practice skills to remain stable, and return to meaningful roles in the community. DePaul continues to be a leader in PROS services in Monroe County and the State of New York from a programmatic perspective.

Research strongly supports a correlation between recreation and leisure activities and an increased quality of life. Individuals with mental illness may have reduced access to opportunities that can positively impact their physical and mental well-being.

DePauls Recreation Program provides support to DePauls mental health programs at both the DePaul Recreation Center and at residential sites in the Rochester region, enhancing quality of life, yielding health benefits, building confidence and self-respect, and developing skills.

The DePaul Recreation Program also provides a day program two days per week, offering consumers small group activities, games, crafts, sports, outings and team experiences. An average of 40 people attend per session.
