1. The DPWH-DPWH-ZDS lst DEO, Pagadian City, through GOP CY 2021 intendsto apply the sum of Php 43,700,000.00 being the Approved Budget for theContract (ABC) to payments under the contract for 21JE0041. Bids received inexcess of the ABC shall be automatically rejected at bid opening.

2. The DPWH-ZDS lst DEO, Pagadian City through its Bids and Awards Committeenow invites bids for the hereunder Works:

3. Prospective Bidders should be (1) registered with and classified by the PhilippineContractors Accreditation Board (PCAB) with PCAB LICENSE Category of a forGeneral Engineering. The description of an eligible Bidder is contained in theBidding Documents, particularly, in Annex 11-1.1 8 Section 11 and Ill of BiddingDocuments.

Contractors/applicants who wish to participate in this bidding are encouraged toenroll in the DPWH Civil Works Application (CVVA) at the DPWH Procurement Service

(Prs), 5th Floor, DPWH BLDG., Bonifacio Drive, Port Area, Manila, while thosealready enrolled shall keep their records current and updated. The Contractor'seligibility to bid on the project will be determined using the DPWH Contractor Profileeligibility Process (CPEP) and subject to further post-qualification. Information onregistration can be obtained from the Prs during working weekdays from 7:00 am to4:00 pin at the DPWH website vywv\J.dpy¥b±gQ}!]2b.

4. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the 2016 Revised Implementing Rules

5. Interested bidders may obtain further information and inspect the BiddingDocuments at the DPWH-ZDS lst DEO, Pagadian City during weekdays from8:00 am to 5:00 pin,

6. A complete set of Bidding Documents may be acquired by interested bidders onJanuary 06, 2021 from the address below and upon payment of the applicable feefor the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, inthe amount of Php 25,000.00.

7. It may also be downloaded free of charge from the website of the PhilippineGovernment Electronic Procurement System (PhilGEPS), and the website of theProcuring Entity, provided that bidders shall pay the applicable fee for the BiddingDocuments not later than the submission of their bids.

8. The DPWH-ZDS Ist DEO, Pagadian City will hold a Pre-Bid Conference onJanuary 14, 2021 (10=00 AM) at DPWH Procurement Unit, ZDS lst DEO,Pagadian City, which shall be open to prospective bidders.

9. Bid submission maybe done manually or electronically/online. However, biddersshould only select one mode of submission, either manual or electronic. Similar tomanual submission, the guidelines for the preparation and submission of anelectronic bid are contained in the BDS.

10. Bids must be duly received by the BAC Secretariat at the address below for manualsubmission or at [email protected] for electronic submission on orbefore January 25, 2021 at 10=00 AM. All bids must be accompanied by a bidsecurity in any of the acceptable forms and in the amount stated in ITB Clause 18.

11. Bid opening shall be on January 25, 2021 at 10:00 AM at DPWH ProcurementUnit, ZDS lst DEO, Pagadian City. Bids will be opened in the presence of thebidders' representatives who choose to attend at the address below. Late bids shallnot be accepted.

12. The DPWH-ZDS lst DEO, Pagadian City reserves the right to reject any and allbids, declare a failure of bidding, or not award the contract at any time prior tocontract award in accordance with Section 41 of RA 9184 and its IRR, withoutthereby incurring any liability to the affected bidder of bidders.
