At the start of the current government period (2010-2014) four climate change strategies were ongoing
National Climate Change Adaptation Plan: governmental entities
Colombian Low Carbon Development Strategy: 9 agencies + Ministry of Environment and Sustainable Development
National Strategy for Reduced Emissions form Deforestation and Forest Degradation: Forest Carbon Partnership Facility + Ministry of Environment and Sustainable Development
Financial Protection Strategy from Disaster: WB + Ministry of Economy and Public Credit

DRM CCA
2.1. Progress to date
Shift in risk management approach: from management (1984) to knowledge, reduction and management (2014).
Agreement upon the need to improve knowledge about risks related to climate variability and climate change.
Conceptual and regulation frameworks identified for both.
Focus on ecosystem services as a means of strengthen territorial resilience.
90% Disasters asociated with
hydrometeorological events (1998-2011)

Challenge Core issues Solution
Varying local planning capacities
Spreading of planning know-how at subnational levels
• Spreading of planning tools• Supporting formulation• Identifying finance sources
Apparently overlapping functions
Diversity of government entities with crosscutting missions. E.g. Environmental Regional Authorities – Risk Management Committees
Defining specific tasks under Climate Change Adaptation frameworks
Weak environmental governance – water management
Weak enforcement
• Improving water monitoring and analysis
• Improving key messages for policymakers (excess and default)
Concentration in urban areas
70% of Colombians live in urban areas Food, water and energy sources, are located on rural areas
Regional – more than urban – adaptation scopes
Competition with other sectoral priorities
Resources invested on previously set targets
Defining a shared agenda between DRM and CCA
2.2. Challenges encountered in aligning the two agendas
2.3. Priorities for achieving closer integration
Afford continuity of financial and human resources.
Enhance climate change management capacities on sectorial and territorial planning instances.
Define improvement of decision making under climate uncertainty. While as a developing country our decision makers demand quick and visible outcomes.
Mainstream conceptual clarity on policy making.
Identify risk reduction priorities and commit resources through the National Development Plan (2014-2018).
Setting strategies for productive sectors (economic activities) to improve efficient water and energy use.
DRM CCA
① Renew building technologies for new public infrastructure – adapted infrastructure
② Quantification of ecosystem services (parallel to environmental accounts)
③ Approval of nationally relevant projects subject to ecosystem services accountability
④ Mainstream climate varability and climate change related risks into land use regulation
⑤ Governance: community + ecosystem based adaptation pilots and programmes (follow-up).
⑥ Define private sector of risk-share
⑦ Assess CV and CC related risks
