SUBJECT: Quarterly Development Tracking Report (January – March 2011)

This report contains information on development activity in Arlington County between January 1 and March 31, 2011. This development information is based primarily on data from the County’s permitting system and County staff reports. This report is divided into four sections that describe residential and commercial development activity: Site Plan and Other Projects Approved (Not Yet Under Construction), Completed Projects, Projects Under Construction and Demolitions. Within each section single-family houses and major projects—non single-family and commercial development—are reported separately. Development data is reported for each of Arlington’s seven Metro Station Areas, as well as Columbia Pike, Shirlington, Lee Highway, Nauck and East Falls Church. A map and pictures of development projects are available on the web at http://www.arlingtonva.us/PRAT => Development Information => Development Highlights (May 2011 Update). Maps are provided through the OnPoint mapping application, which allows users to view the location of development activity and click on individual development projects to get detailed data. Highlights from the first quarter 2011 report: Approved Projects – Although no new projects were approved by the County Board during

this quarter, two previously approved projects were amended by the Board: o Founder’s Square in Ballston was amended to increase the amount of office space,

reduce the amount of residential space and introduce hotel use. o Arlington Mill in Columbia Pike once again includes a residential component. The

reintroduced residential component includes less residential units then had been approved in 2008.


Planning Division


Completions – The square footage of office space, retail space, and “other” space completed in this first quarter is up compared to the first quarter of 2010. But the amount of commercial space is still below that delivered in the previous first quarters of 2002, 2005, and 2007 through 2009. The number of hotel rooms delivered in this first quarter is higher than the number of hotel rooms completed in the first quarters of the previous ten years. The number of residential units completed this first quarter is lower than the number of units completed in the previous first quarters of the last ten years.


Planning Division


Started Construction – The amount of “other” space that started construction this first quarter is higher than the amount that started construction in the first quarter of 2010. No office or retail space started construction in the first quarter of this year. Previous first quarters where no office and retail construction commenced included those in 2002, 2007, and 2008. Residential unit construction is up from a recessionary first quarter low in 2007. Hotel construction has been flat in a first-quarterly basis since 2007.


Planning Division


Demolished – In the first quarter of 2011, about 20,000 square feet of retail space, 25,000 square feet of “other” space, and 38 residential units were demolished. These demolitions include some that will allow for the construction of a new Arlington Mill community center and residences and a commercial and residential project (Site Plan #406) at the former Lee Gardens Shopping Center at 2201 N. Pershing Dr. These quarterly development tracking reports are generated from data on Certificate of Occupancy (CO), building and demolition permits, as well as from County staff reports and County Board minutes. The approval date is the date the project was approved by the County Board (by-right projects will not have an approval date). The construction start date is based on the date the first building permit was approved for the project. Completed projects are those where a CO has been issued. In general, an office or retail project is determined to be complete if at least 50% of certificates have been issued to the project. For multi-family residential projects, completion is determined based on the issuance of a CO for the middle floor of the building. In some cases, projects were determined to be complete or under construction based on site visits by Planning Division staff. The projects contained in this report are only those that add new density (i.e., residential units, hotel rooms, or gross floor area) to current residential, hotel, office, retail and other space inventories in the County.
