Mayor’s Water Quality InitiativeEnvironmental Issue
• Exfiltration from sanitary to storm sewers negatively impacts the quality of discharge water which flows into Cherry Creek and the South Platte River.
Solution• GIS is used to find intersections of Sanitary and Storm sewers and
calculate pipes relative position (Sanitary above, Sanitary below, or pipes even)

Siphon
• Siphon mains carry surface storm water flow below street crowns using natural pressure
• Work orders to apply larvacide are issued monthly for each Siphon Inlet, successfully addressing a serious threat to public health, the West Nile Virus
• Treatment history can be mapped and tracked for reporting on environmental compliance

WMD Customer Service GIS
Wastewater Management Division (WMD)
Customer Service Stormwater Billing
• 7 customer service representatives. GIS Administrator, Developer, Analyst, and 4 Investigator/GIS Technicians (14 total).
• Each property in Denver billed for its stormwater contribution.
• Ratio of impervious surface area to parcel area determines billing rate per 100 sq. ft. Billing rate applied for total impervious surface area.
Denver Wastewater Management Division - Customer Service GIS
• Enterprise Fund – financially self-sufficient; no general fund or tax dollars.
• $24 million in revenue generated in 2006 (154,000 accounts).
• Heavy need and use of GIS
• Justification to use this enterprise fund to aid overall DenverGIS
effort.

Realizing Return On Investment
• 2004 citywide impervious mapped from 6” color orthophotos. – Total project cost: $1M– Impervious surfaces $110,000
• Immediate benefits:– Saved digitizing time, allowing for greater productivity– Color imagery allowed for more feature identification– 1st citywide impervious map update since 1988
• 2004 stormwater billing revenue: $17.4M
• Projected revenue using 2004 impervious map: $19.1M
• Decided NOT to implement a citywide update.
Denver Wastewater Management Division - Customer Service GIS
Parcel map integrity• Parcel map converted from mylar to digital in late 1990’s
• 4 – 10 foot offset from orthophotos
• Long term solution – politically complicated and expensive.
• Short term solution – internal WMDCS parcel map edits. Our mission: To give all customers a stormwater bill that is as
accurate and current as possible.– 887 “update” investigations between April and November, 2006– Net gain of $73,187 in revenue.
Customer Service Focus
• Information for the rate payers – mailings, website, disclosure
• 9 second average call wait time, no call routing
• Online bill pay
• Customer requests – custom maps, site visits, requested disregard
• Reception desk for drop-ins
• Rate calculator
• Maps for all adjusted accounts

Customer Service
Focus
• Tangible evidence
the city is actually
doing something.
• Specifically, it’s
MY property.
• The map saves
a lot of explaining
and makes a great
wall hanging.
• Equitable, justifiable,
indisputable.
Customer Service Focus – Sample calls
• How are you sure my bill is accurate?
• My neighbor and I have the same size lot and house. My house is set back on the property, his is in the front. When it rains I notice his runoff goes into the street, mine into my lawn. He’s contributing more runoff to the system, why are our bills the same?
• I collect my runoff with buckets placed underneath the downspouts on my house, thus not contributing to runoff. Why am I charged?
• Where do my fees go? There’s no sewer inlet outside my house.
• I watch water run from my rooftop onto my lawn, which absorbs the water. Why am I being charged?
