The Orphaned WildlifeRehabilitation Society(OWL) said farewell to oneof Delta’s famous eagleslast week.

On Thursday afternoon,OWL released a bald eaglethat was rescued on June19 after it fell from its nestas a fledgling. The nest was

known as Delta2 and wasone of the eagle nests beingshown on the Eagle LiveCams online.

The Hancock Foundationput cameras in several neststhis spring and providedlive footage around theclock online. The nest wasone of two in Delta and

four in the Lower Mainlandbeing monitored and broad-cast online.

The young eagle, dubbedOreo, fell from the nestbefore it was ready to fly onits own. OWL staff rescuedthe bird and it spent the lastmonth at the centre gettingstrong enough to fly.

The debate about gar-bage incineration plants isset to once again heat upfollowing the provincialgovernment’s approval ofMetro Vancouver’s solidwaste plan.

The regional districtand province announcedMonday that EnvironmentMinister Terry Lake hasgiven the stamp of approvalfor the region’s Solid WasteManagement Plan.

The plan includes newgoals for diverting 70 percent of Metro Vancouverwaste through recycling, composting and other pro-grams by 2015, increasingto 80 per cent by 2020. Theplan also includes the con-struction of waste-to-energyfacilities, either within oroutside the region.

“Metro Vancouver nowhas the ability to pursue amix of options for manag-ing waste, provided theybalance the interest of sur-rounding communities thatshare their airshed,” said

Lake. “I’m confident thisplan will reduce the amountof garbage generated in theregion and provide strongenvironmental protection.”

Metro chair and DeltaMayor Lois Jackson saidthe region would be able tomeet the requirements setout by the government.

“As a result of provincialapproval, we now have inplace the building blocksneeded for a progressive, environmentally sound andeconomically responsiblelong-term plan for the man-agement of waste in ourregion. Based on years ofpublic consultation, the planis founded on the overridingprinciple of waste avoid-ance,” Jackson stated.

She noted the regionalready recycles or divertsabout 55 per cent of thegarbage produced, whichis far better than the 22 percent average Canada-wide,but it intends to do muchbetter though the new wasteplan.

However, even with highdiversion rates, the regionstill needs to deal with

the more than one milliontonnes of waste that cannot be recycled, she said, adding waste-to-energy is asolution for a large portionof that material.

“Most of our so-calledgarbage is a resource thatwe should not waste byburying it in the ground, and the plan will help uspreserve non-renewableresources, save energy, generate revenue, protectthe environment and reducegreenhouse gases,” Jacksonsaid.

“A thorough and inde-pendent analysis made itclear that additional waste-

to-energy capacity thatincludes district heating isour best option. When welook at lifecycle costs, airquality impacts and green-house gas issues, reducedreliance on landfills andmore waste-to-energycapacity is the clear win-ner.”

The plan will allow theregion to consider a wide-range of technologies foradditional waste-to-energycapacity. A more detailedexamination of options isthe next step, she said.

The WildernessCommittee was quick torespond, saying it’s disap-

pointed by Lake’s approvalof Metro Vancouver’s short-sighted waste managementplan.

The real fight will startwhen a location is chosenfor a waste incinerationfacility, said the environ-mental group.

Meanwhile, Delta taxpay-ers will find themselvespaying more once newincinerators are built andless garbage heads to thelandfill.

A report to Delta coun-cil a couple of years agolooking at the implicationsof Metro’s proposed solidwaste plan noted the finan-cial benefit Delta residentscurrently enjoy as a resultof hosting the landfill is“significant.”

The report found themunicipality annuallyreceives over $2 millionin royalty revenues and avalue of close to $3 millionin being able to dump gar-bage without paying a fee.Once property taxes andsewer fees are included, thetotal value of the landfill’sbenefit to Delta was close

to the $7 million range. If the amount of garbage

going there is reduced dras-tically, and if Delta had tostart paying fees to disposetrash, the cost on Delta tax-payers could be significant, the report stated.

“Until further details aremade available on the costsof future solid waste treat-ments, it is not possible toprovide a clear picture onthe potential for increasedcosts with the introductionof the new SWMP (SolidWaste Management Plan). However, it is possible thatcombining these impactswith other regional initia-tives, such as TransLink, water treatment and liquidwaste handling may bebeyond what taxpayers canafford,” the report noted.

Civic finance directorKarl Preuss told councilthat losing the royalty rev-enues would work out to aproperty tax increase of 2.5per cent or higher, whilelosing the free disposal ofgarbage would result inanother $100 added to util-ity bills.

The landscape of SouthDelta could have anotherradical new addition in thenext few years with thecoming of a second three-berth container port.

Port Metro Vancouverannounced earlier this yearit’s launching what it callsthe Container CapacityImprovement Program. It’sa long-term strategy focus-ing on increasing containerhandling capacity at LowerMainland ports, with par-ticular emphasis on RobertsBank.

“This is the start of along-term program that wesee Terminal 2 being anintegral part of,” said PortMetro Vancouver presidentand CEO Robin Silvester.“If you look at where weare, we had that great reces-sion over the last couple ofyears and now see a verystrong rebound to the extentwhere we are already backto record volumes.”

Last year, the portauthority opened a third

berth at theDeltaport con-tainer terminalat RobertsBank. Anentirely newthree-berthfacility, T2, hasbeen talkedabout for sev-eral years, butnow it’s mov-ing closer toreality.

The newcontainer port would belocated next to the existingcontainer and coal termi-nals.

Noting environmentalstudies and communityconsultation will take place,Silvester said T2 could beup and running by 2020.

Silvester said the initialplan was to have T2 opera-tional by 2016, but that hasbeen pushed back.

The port authorityalready issued a request forproposals for companieswilling to partner on theproject, although there wasno firm timeline when anapplication would be sub-

mitted to government. The new capacity pro-

gram is a combination oftechnical studies and envi-ronmental reviews.

The new port, combinedwith the new South FraserPerimeter Road and indus-trial development at theTsawwassen First Nation toservice the port expansion, will make South Delta amuch different place in thecoming years.

An online gallery atwww.delta-optimist.comtakes a look at what’s instore for port operations inSouth Delta and some ofthe issues when it comes toexpansion.

Their competitors havebeen handed a big andunfair advantage withB.C.’s carbon tax, accord-ing to greenhouse growerswho met with AgricultureMinister Don McRae inSouth Delta Monday.

The meeting, arrangedby Delta South MLA VickiHuntington, took placeat Village Farms in EastLadner, where local green-house growers and otherrepresentatives from theindustry conveyed concernsabout the added cost fromthe carbon tax, imposedthree years ago and increas-ing incrementally until nextsummer.

“The issue really is thatabout 40 per cent of thecost of gas is carbon tax,but as soon as you cross theborder, you pay none of it,”Casey Houweling, ownerof Houweling Nurseriesin East Ladner, told theOptimist.

“The other problem isright now we’re in the pro-cess of building liquefiednatural gas plants in B.C.,so we’ll be selling thatcarbon tax-free to Chinaand they’ll sell their goodsto us carbon tax-free. Ifthe playing field wouldbe equal it would be a dif-ferent story, but it’s not,”Houweling said, noting thestrong Canadian dollar isyet another challenge forhis industry.

The greenhouse industryin B.C., as of July 1, hasto pay a carbon tax rate of$1.25 per gigajoule of natu-ral gas. The rate goes up to

$1.50 by July 1, 2012.Saying the thrust of

their argument is the unfaircompetitive advantagetheir competitors nowhave, Linda Delli Santi, executive director of theB.C. Greenhouse GrowersAssociation, said growersexport a large amount of theproducts they produce.

They don’t set the pricesand having a carbon taxwill surely eat away at prof-its, she said.

“The carbon tax wasprobably put in for admi-rable reasons but unfor-tunately the world didn’tfollow. We have issues withit because it’s in B.C. onlyand our competitors, eitherthe ones shipping into ourmarket or the ones on theinternational market wherewe export to, don’t pay it,”Delli Santi said.

“It’s really creating issueswith the long-term viabilityof the greenhouse sector. We create about 3,200 jobsin our industry alone andin B.C. we’re about 25per cent of the Canadiangreenhouses. So we com-pete against the Ontariogreenhouses who don’t paya carbon tax.”

Delli Santi noted thatbased on the current size ofthe greenhouse sector, whenit’s fully implemented nextyear the carbon tax willrepresent about a $6 millioncost to the industry.

“A five-acre greenhousethis year would pay about$50,000 in carbon tax. That’s a cost that wasn’tthere before 2008. We’readapting and doing what wecan, but it certainly causesinstability in the long-term

viability,” she added.Earlier this year, Liberal

leadership candidate GeorgeAbbott conveyed concernsabout how the carbon taxwill impact the B.C. green-house industry. He said hemet with a grower in Deltawho’s paying $300,000 ayear in the carbon tax levyalone.

Saying implementinganother increase next yearwas inappropriate, Abbottnoted the tax could be put-ting the industry in danger.

Delli Santi agreed, sayingVictoria should look at newways, which could includeconcessions and incentives,to improve the viability ofgrowing food and improv-ing food security.

Quasi-parkto get evenbigger

TEDMURPHY

MURPHY’SLAW

It’s a bit of a stretch to call it a park, but the plan to expand it is a positivemove nonetheless.

The announcement last week thatDelta is close to buying the former KFCsite at the corner of Ladner Trunk Roadand Arthur Drive came out of the blue, but if the project comes to fruition it hasthe ability to help beautify the entranceto Ladner Village and make traffic flow alittle more smoothly.

Delta’s tentative plan, should it acquirethe property, is to demolish the building, widen Arthur Drive to make room fora right turn lane onto Trunk Road andexpand what’s known as Magee Park, although to term it as a park creates anexpectation it can’t really fulfill.

I walk or drive by that site severaltimes every day and, beyond the occa-sional person feeding the ducks, I rarelysee anyone frequenting the park.

With a fairly busy road on one sideand a dirty slough on the other, it’s notthe first place you think of when consid-ering a family picnic or throwing the ballwith the kids, so I’m not so sure enlarg-ing it to intersect with an even busierstreet is going to make that situation awhole lot better.

However, that doesn’t mean this initia-tive is without merit.

A larger green corridor, even if it’sprimarily for aesthetic purposes, createsa far more inviting entrance to LadnerVillage and adds to the attractive rede-velopment taking pace kitty-corner to thesite.

Over and above the park, the proposedproject should go a long way to address-ing the bottleneck that can sometimesdevelop at that corner, a situation thatqualifies as traffic congestion in Ladner.

With an advance green in a couple ofother directions, the light can be long forthose northbound on Arthur Drive, par-ticularly if you’re looking to make a rightturn, but stuck behind someone goingstraight through the intersection. A dedi-cated right turn lane will significantlyreduce that wait time as well as shortenthe line of vehicles idling along ArthurDrive that can often snake past the cross-walk by the pedestrian bridge.

This project isn’t going to comecheaply, particularly the acquisition ofcommercial property at a major intersec-tion (a cost won’t be announced until thereal estate transaction is finalized), so Ihear those who might question municipalpriorities.

But if you can get past that aspect ofthe undertaking, there’s a lot to like aboutwhat’s being planned.

Now if they’d only do something aboutthe slough ...

Ah, summer: beaches, barbecuesand the occasional bursts of sun-shine, three of my favourite things. However, there’s one thing summerbrings that I find unpleasant, andthat is gang activity.

That’s right, gangs. Maraudingpacks of scofflaws, decked out likemoving billboards in an effort toadvertise their gang affiliations. While they are among us all year-round, their numbers swell in thesummer like a blister in the sun.

No, I’m not referring to theU.N. Gang, or even the rabbits thatcongregate near Paterson Park. Thegroup of which I speak of are thedreaded cyclists.

Cyclists are a curious anddiverse bunch. Some ride forexercise, some because it’s trendy, others are on a mission to save theplanet, apparently by way of heavyperspiration. One thing they all

have in common, though, is an oddsense of entitlement when it comesto our roadways... and an unfor-tunate affinity for inappropriatelysnug clothing.

Another vital component ofthe cyclist uniform is the helmet, preferably in the shape of the crea-ture’s head in Alien. By the way, what’s the story with cyclists whodiligently wear helmets, but thinknothing of running red lights?

When I was young we neverwore helmets. Perhaps, it was thatbare-headed sense of vulnerabilitythat kept us from playing chickenwith cars. Although, it didn’t keepus from jumping our bikes offramps taller than we were.

Cyclists must also be a cold-hearted group of people. Invariably, when you see a pack of cycliststhere’s always one poor soul lefttrailing about half a mile behind, and looking like he or she is aboutto suffer a serious cardiac episode.I guess it’s the cyclist version ofsetting old Eskimos adrift on an iceflow.

Hopefully, by the Novembermunicipal election, a leader withthe courage and determinationneeded to free drivers from thescourge of the cyclist will stepforward and throw his or her hat in

the ring.Speaking of desperados, and

people who are a detriment to driv-ers, the TransLink gang is backlooking for more money for a planthat was devised with no budgetaryconcerns, and no funding strategy.

Does it strike anyone as odd thatthe Evergreen Line was devisedback when wine coolers were pop-ular and yet TransLink has not evensquirreled away a single pennytowards its construction? No needfor good financial planning whenyou can just confiscate the moneyfrom an already over-burdenedmiddle class.

B.C. Conservative Leader JohnCummins recently suggestedTransLink and municipal mayorscould come up with their $40 mil-lion contribution to the EvergreenLine by making some cuts in the$4 billion operating budgets theycollectively have at their disposaleach year, and was pilloried for it.

Vancouver Mayor GregorRobertson, a cyclist, even calledCummins “ignorant.” WhatRobertson and his fellow politi-cians fail to realize is that trueignorance is the belief taxpayershave more fat to trim from theirhousehold budgets than the govern-ments we fund.

Letters to the Editor

Editor:On the morning of April

27, while travelling inheavy traffic to YVR, wewere involved in a seriousrear-end collision in theGeorge Massey Tunnel.

While braking hard toavoid a container truck, ourtaxi was rear ended twice. We were both injured inthe collision and all threevehicles were written off.

Recalling the terribleaccident several years agoin which a man was burnedto death in the tunnel, Ilost no time instructing thedrivers involved to get thevehicles out of the tunnel. Iwas concerned about a sec-ondary collision and one of

the vehicles appeared to besmoking.

Fortunately we all madeit out of the tunnel withoutfurther injury and firefight-ers, paramedics and RCMPattended.

A day never goes bywithout a serious accidentand the ensuing chaos. Howmuch longer must we riskour lives travelling in thisobsolete tunnel? It shouldcome as no surprise to seethe tunnel make it to num-ber 10 on the worst roadslist recently compiled byBCAA.

Lighting seems to be oneof the biggest problems inthe tunnel. When travel-ling behind two trucks side

by side it is very difficultto see a vehicle travellingbehind those trucks.

It may be some timebefore we will see anupgraded tunnel. In themeantime here are somevery simple measures thatshould be taken to immedi-ately minimize the hazardsat minimal cost and shouldreduce accidents and injuryand the resulting trafficcongestion:

1. Replace the patchylighting with a continuousstrip lighting system toeliminate distracting lightsand dark spots.

2. Move the lighting toan overhead position forbetter coverage. The present

lighting seems to light theceiling well but fails to lightthe roadway.

3. Paint the walls andceiling white so vehicles aremore visibly outlined andincrease the definition ofthe side walls.

4. Install easily accessedfire extinguishers and sprin-kler system.

Failing to take thesesimple measures would beirresponsible. Paint it, lightit and, if there is a fire, putit out. Given the scale ofthe proposed developmentscurrently planned for SouthDelta, the negligent attitudetoward the tunnel needs tocome to an end.

Take steps to minimize tunnel hazards

Editor:Re: Expand Ladner’s

critical mass, CommunityComment, July 22

Tourism, especially inthe communities of Ladnerand Tsawwassen, is a sub-ject very dear to my heart.I was pleased, therefore, toread Mark Sakai’s column.Although I felt the headlinewas misleading, it enticedme to read on.

Some years ago, whenI first became a volunteerat the Delta Chamber ofCommerce (also a B.C.Visitor Information Centre),there was a Tourism Deltabooth on Highway 17, closeto the ferry terminal, andanother near the LadnerHarbour.

Both of these venuesprovided student summeremployment as well as a

place where visitors couldeasily acquire informationon all Delta attractions, accommodation and restau-rants.

I would like to see arevival of Tourism Delta, something I feel wouldbenefit both Ladner andTsawwassen businesses.

Tsawwassen may nothave a winery or an offi-cial bird sanctuary as does

Ladner, but it is blessedwith dike access, bounti-ful bird life, BoundaryBay Regional Park andEarthwise Garden. Theseshould be promoted alongwith Ladner’s attractions.

I hope the LadnerHarbour revitalization willbe the impetus to organiz-ing something similar toTourism Delta.

Jean Wightman

Let’s hope harbour redevelopment revives tourism efforts

Letters to the Editor

Editor:Re: Nowhere to park,

July 22I’d like to respond to the

article expressing MLAVicki Huntington’s concernabout a possible park-ing nightmare in LadnerVillage.

I have read the Deltacouncil summaries prepared(http://www.corp.delta.bc.ca/EN/main/munici-pal/323/27003/dlwr.html)and find that the reportedconcerns should not be con-cerns at all, if one was toread the exhaustive materialthat has been prepared.

The material makes itvery clear the outcome ofthe waterfront revitalizationwill in no way make Ladneranother Steveston as there

is not the interest, infra-structure or population thatwould be attract new visitsto Ladner.

I am also surprised theOptimist did not take thetime to draw readers’ atten-tion to the material foundon the municipality’s web-site. It seams you went forsensationalism rather thaneducating the public. Oryou allowed a sensationalpolitical opportunity cloudyour usual good judgment.

The waterfront endeavouris not a certain thing fornew business.

One only has to lookat vacant storefronts inLadner, the storefronts thatwere not rebuilt and thedrop-off in business relatedto alcohol service to see

there is limited interest inthe community.

However, using publicmoney to create jobs andinterest may draw morecustomers.

The Ladner VillageMarket and the LadnerVillage Quilt Walk andClassic Car Show do notput great pressure on ourcurrent parking whenyou can see many park-ing opportunities on RiverRoad, west of Elliott Street, and then realize additionaltraffic is possible on eve-nings and weekends whenLadner’s office staff are athome.

I look forward to a revi-talized waterfront, limitedas it is.

Bob Kenward

Editor:I wish those in majority

who are opposed to anycommercial developmentof the Southlands had thefinances to counter thebrochure from CenturyGroup that arrived with theOptimist with their views.

The artist rendition ofthose idyllic, almost pas-toral scenes of tree-linedpaths with not a car in sightwas pathetically comical.

Convenience store or not,any proposed developmentof the Southlands will,of necessity, be a vehicledependent neighbourhood.Think of all those placesone must visit that willrequire a car — doctor,

dentist, supermarket, liquorstore, pharmacy, physiother-apist, garage, restaurants, etc.

Tsawwassen today hasreached the saturation pointin the number of vehiclesthat 56th Street can handle.I suggest Delta councilmembers make a pointto drive down 56th Streetmid-afternoon and see forthemselves the bottlenecksapproaching 12th Avenuethat are existing now.

Add more cars from theTsawwassen Springs devel-opment and then even moreif the Southlands is devel-oped. This is impossible toeven imagine.

The proposed TFN devel-

opment is an unknown butit most certainly will notimprove the traffic situa-tion.

All the pretty brochureswe are smothered with can-not change the fact we arein trouble.

There is one truth thatsurfaced in Century Group’sbrochure: In the past wewere told the Southlandswas too wet to grow riceand too dry to grow cactusbut now they have agreed— the land is profitablyfarmable.

Do the right thing asrequested by the majority ofTsawwassen residents: keepthis land agricultural.

I am lucky that I do notwear men’s running shoes, sized 10-and-a-half. I amfortunate that I do not wearmen’s shirts, sized large, ormen’s socks, sized what-ever.

I am lucky that I do nothave any inclination to dabon men’s cologne, or toslather on men’s shavingcream, or to moisten mycheeks with some musk-scented lotion, specificallymade for men.

If I did, I would likelyexperience what my hus-band experiences: a short-age of all the above.

“For crying out loud,”my husband says everyother day as he’s dressingfor work. “Where the heckare my socks? I have NOsocks! Have you seen mysocks?”

I will shrug.“Have you checked the

sons’ feet?” I will suggest.I will make this sugges-

tion because the sons, well, consider their father’s closetan extension of their own. When they run out of socks— or shirts or runners ormanly-style cologne — theywill not check out my closetor my chest of drawers, where there’ll be no suchthings to be found. They’llgravitate to their father’s.

“This is crazy!” thehusband will complain.“I have no white T-shirts,either. And I can’t find myfavourite golf shirt. And mycologne has mysteriouslyvanished.”

I will point out to thehusband that he might takethis as something of a com-pliment. Some sons, afterall, might find their father’sitems a tad on the, shall wesay, mature side.

Not so in our household. In our household, either oneof two things is happen-ing. Either the sons havemiddle-aged taste, or thehusband is a tad too coolfor his own good.

No matter which is thecase, the consequence isthe same. The husband willbe hunting for his runners, only to discover they’vefound their way on to some-

one else’s feet. Someoneelse who happens not to behome.

The husband has tried toremedy the situation. Hehas “talked” to the sons.He has placed a sign onhis closet that says “OffLimits.” And yes, he’s evenhidden his belongings.

“I can’t find my socks!”he will wail. “Have youseen my socks??”

“Have you checked thesons’ feet?” I will suggest.

“They ARE NOT on anyone else’s feet,” he willinform me, “because I HIDthem. Only now I CAN’TFIND them. I thought Imight have put them in theFREEZER, but they ARENOT in the freezer.”

“Have you checkedthe cereal drawer?” I willask. “Maybe you put themthere.”

“I would NOT put themin the CEREAL drawer,” hewill say, “because the sonshappen to EAT cereal, incase you haven’t noticed.”

And so it goes. The husband’s unlucky,

but not so much me. Anduntil the children’s shoe sizeshrinks, I think I should befine.

Sons don’t need to shopthanks to dad’s closet

Tsawwassen Sun Festival

Margaret Davies cre-ated the Tsawwassen SunFestival’s Sunny Sammylogo in 1972 and says she’samazed the character is stillused today.

“He’s still out there. It’samazing,” says Davies.

She had the idea itshould “be a little fun char-acter” that represented theSun Festival as well as paidhomage to the TsawwassenFirst Nation.

Davies left Tsawwassenfor Vancouver in 1992 butmoved back in April.

“It’s a wonderful feelingto be back here,” she says, adding she plans to attendthe Sun Festival this week-end and is looking forwardto seeing the parade.

Davies was active inthe community, sitting oncommittees and gettinginvolved in events like theDelta Summer Games,Delta Expo ‘86 committeeas well as spending timewith the Delta Chamber ofCommerce and TsawwassenBusiness Association.

She also owned localpublications such as ThisMonth in Delta and theSunshiner, a weekly news-paper.

Davies was seriouslyinjured in a 2004 car crashand now uses a scooter.

Davies’ daughterShannon says people recog-

nize her mom around town.“They immediately begin

to chat about one memoryor another. It is lovely towatch, as a simple trip toWhite Spot turns into hoursof laughter and memories,”she says in an e-mail to theOptimist.

Davies says she plans

to start working on a bookabout the pioneers of Delta.

“That’s my ultimatedream now. I’m back hereand now I’m going to doit.”

If you’d like to send herold stories or photos ofDelta’s pioneers, [email protected].

Along with many othercommunity businesses,Reach Child and YouthDevelopment Society wasthere with information andactivities for kids to enjoy.Reach is an organizationthat has been providingservices to children withspecial needs since 1959,and is now raising moneyto build a new centre inLadner.

This year, theTsawwassen BusinessImprovement Association, along with its partneringcommunity service groups,Kiwanis, Lions, TOOBsand Rotary, chose Reach tobe the charity of choice toreceive all proceeds fromconcession and popcornsales at all four movienights.

“The TsawwassenOutdoor Movie Nights arereally great events for usto be part of,” says Reach

communications direc-tor Cathy Nidoski. “Notonly do we raise fundsfor the building of thenew centre, but we alsoget the opportunity tomeet and talk face-to-face with families whomay never have heardabout Reach before, share information aboutwhat kind of servicesand resources are avail-able to them, and letthem know about theproject to build the newcentre.”

The centre will belarger and easier to accessthan the current Reachcentre. It will allow morechildren and youth withspecial needs the opportu-nity to receive services atcritical times when they areneeded.

“Research has shown thataccess to ample and timelydisability supports is themost important element inensuring that people withintellectual disabilities liveinclusive and meaningfullives in the community,”

said Nidoski.“That’s why we are

building this new centre. To remove those barriersto access and get servicesto children when they needthem.”

The land for the newcentre, which is currentlythe home of the LadnerTsawwassen Kinsmen Club, has been provided by theCorporation of Delta andis valued in excess of $1million. Reach must raiseanother $4 million to buildthe centre

In additionto receivingconcessionand popcornproceeds,Reach is rais-ing money forthe new cen-tre at movienights with a50/50 draweach night. It is also tak-ing donationsand appealingto people tosign up for the20/20 Vision

Name: Jacqueline Age: 23

Occupation: Wet & Wild Leader

What is the activity? As leaders, we drive the kids/teens in vans to variousgreat activities around the Lower Mainland. Stand up paddling, rockclimbing, Cultus Lake Waterslides and Playland are just some of the placeswe go.

Where and when does this happen? We start each day at the RecreationCentre, then we head out! The program takes place from Monday toThursday each week of the summer.

How often do you participate? Every week of the summer!

How long have you been involved? This is my fifth summer working forDelta Parks, Recreation & Culture and my third summer being a Wet andWild Leader.

Why did you get involved with this activity? I started out as a skatingteacher five years ago, and through hearing about summer daycamps, I wasimmediately interested. It is an incredible way to spend the summer and asan aspiring teacher, it is an invaluable way of learning and interacting with somany different kids.

What do you like best about this activity? There are so many awesomethings with Wet and Wild; the activities are so much fun and the car ridesinging is great fun. The thing I like the most is meeting some amazing kidsand teens and also seeing the way they support and cheer for each otherwhen trying new activities like rock climbing and stand up paddling.

How does it benefit your life? I've had the opportunity to do manydifferent sports and activities that I hadn’t had a chance to try before. I'vemet some amazing people who are my coworkers. Also, meeting all the kidsand teens who come through the Wet and Wild program has been so great,as I've gained so much experience with the age group I'd love to teach.

What other things do you do to keep active? In the fall I play ice hockeyand in the spring/summer I play lacrosse. I also enjoy rollerblading andskimboarding when the weather permits!

Did you know that youth participation in mild adventure recreation hasbeen shown to develop trust in oneself and others, cooperative behaviours, positive relationships and support, and has the ability to empower youthto take better control of their lives? Combining fun and adventure withpositive adult role models who care about participants adds up to summerprograms that are guaranteed to be memorable!

Delta daycamps are offered throughout the summer & during Christmas,Winter & Spring Breaks. For more information on daycamps or otherprograms and activities, visit your local rec centre, call Parks, Recreation& Culture at 604.952.3000 or go to www.corp.delta.bc.ca.

Stacey Kohler becamethe first-ever athlete fromSpecial Olympics B.C.Delta to compete at a WorldGames.

The 28-year-old run-ner made that achievementeven sweeter by bringinghome a bronze medal in the3,000 metres in Athens. Shefinished with a time of justunder 16 minutes.

“I went on the podium,me and my mom started tocry,” said Kohler, who nowlives in White Rock but isstill involved with the localSpecial Olympics branch.

“It was amazing. It wasvery emotional,” said BerylKohler, Stacey’s mom.“When she was up on thepodium with that bronzemedal it was unbelievable

to see her up there.”Kohler also raced in the

1,500 metres at the SpecialOlympics Summer WorldGames, finishing sixth. Shealso served as an alternate, but didn’t get to run, for the4-by-400 relay team.

Kohler won gold medalsin the 800 metres, 1,500metres and 3,000 metresat the national games inLondon, Ontario last year. She posted three personalbest times at the nationalcompetition as well.

Beryl Kohler explainedthat it took four years ofqualifying at various levels,

including provincialsand nationals, forStacey to make it toAthens.

“Each time youqualify, of coursethere’s more traininginvolved. It’s a step upwith stiffer competi-tion and more train-ing.”

Her Team Canadabio states athletics isKohler’s main focus, but she also enjoysparticipating in kick-boxing and curling.

More than 7,000Special Olympics ath-letes from nearly 180countries took partin the World Games.Competition happenedin 22 sports and atotal of 12,000 medalswere awarded to theathletes.

While SpecialOlympians, including onerepresenting Delta, weregetting ready to compete inthe World Summer Gamesin Greece last month, onelocal police officer was run-ning around that countryraising awareness about thecause.

Delta police S/Sgt.Debbie McLeod waschosen to represent B.C.in the International LawEnforcement Torch Run.She has been involved inthe local run for more thana decade.

Each year, law enforce-ment personnel fromaround the Lower Mainland

and Fraser Valley take partin the four-day event. Therun covers just less than100 kilometres and raisesmoney and awareness forSpecial Olympics B.C. Thisyear’s event ran June 7 to10 and raised $10,000.

McLeod missed the localevent this year due to hertrip to Greece. She left onJune 6 to join about 150other law enforcement offi-cials from around the worldfor the international event.

“To be a part of thecontingent of a 150 lawenforcement officers fromall over the world was anopportunity of a lifetime,”she said. “I was proud torepresent the Delta police, this community and theprovince.”

The group was dividedinto three teams and fromJune 10 to 25 the officersran with the flame of hopethrough various Greek com-

munities. McLeod’s teamran from Cyprus to Rhode’sIsland to raise awarenessfor Special Olympics.

“It was incredible,” she

said of the experience, not-ing the group was treated toexceptional hospitality andoverwhelming support.

“We were treated likeroyalty.”

McLeod said each timethe group would run intoa town or village one run-ner would give a shortspeech. When her timecame, McLeod found her-self speaking to a crowd of4,000 gathered to see theofficers.

On June 25, the runnerstook part in the SpecialOlympics World SummerGames at the KallimarmaroPanathenaikon Stadium inAthens. McLeod said mostof the 150 officers weredecked out in their dressuniforms and entered the

stadium together to deliverthe Flame of Hope.

“We received lots ofcheers as we walked intoour seating area,” she wrotein her blog chronicling theexperience.

“Finally it was our turn,”McLeod wrote, “we knewour role and when queuedall began to walk in twosonto the long stage. Afterthe Flame of Hope wasdelivered to the cauldron,we quickly walked off.”

The officers were backon stage later for the grandfinale of the evening.

“Then as we stood in ourspots each country descend-ed upon us, athletes slap-ping our hands and huggingus,” she said, “somethingvery overwhelming.”

Fun By The NumbersLike puzzles?

Then you'll love Sudoku.This mind-bending puzzle

will have you hookedfrom the moment yousquare off, so sharpen

your pencil and putyour Sudoku savvy

to the test!

Here's How It Works:Sudoku puzzles are formatted as a 9x9 grid, broken into nine 3x3boxes. To solve a Sudoku, the numbers 1 through 9 must fill eachrow, column and box. Each number can appear only once in each row, column and box. You can figure out the order in which the numberswill appear by using the numeric clues already provided in the boxes. The more numbers you name, the easier it gets to solve the puzzle!

South Delta Sun Devils’ Emma Mackie and Delta Pacers’ Emily Grant battled for position for the incoming ball during

Monday’s senior girls high school soccer game at Holly Park in Ladner. The Sun Devils edged their cross-town rivals

1-0 to improve to 4-1 on the season.

Academy not

elementary

A rumour that a hockey acad-

emy at English Bluff Elementary

is a done deal is false, says Delta

school board chair Dale Saip.

Making the rounds the last

few days is word that a hockey

academy will start this fall at the

Tsawwassen elementary school.

Delta has several fee-paying acad-

emies at the high school level and

more coming this fall, but so far

none for the younger grades.

Saying he’s disappointed some-

one has been spreading a story the

board has already made a deci-

sion to start a fee-paying sports

academy at the elementary school,

Saip told the Optimist the board,

in fact, doesn’t have any plans to

start an academy, nor has any pro-

posal been presented to trustees.

“I’m getting calls from the

media asking about this but

there’s no proposal, nothing. We

haven’t seen anything and there’s

nothing for us to discuss,” said

Saip. The board chair said the idea

has been floated but not by him or

district staff. The next step was to

begin talking to parents about the

idea, which is now taking place.

A meeting was held with the

school’s parent advisory commit-

tee last week and another is to be

Hockey program for English Bluff is being

discussed, but far from a done deal: Saip

It appears Delta council might

not even consider the future of the

Southlands when the Tsawwassen

Area Plan Committee presents its

final report.

Last

week coun-

cil agreed

with a recommendation by CAO

George Harvie to toss the Official

Community Plan amendment

application, submitted by the

Century Group last year, back to

the applicant.

The reason behind the move is

the 538-acre Tsawwassen prop-

erty is currently within Metro

Vancouver’s Green Zone and

the regional district is still in the

process of updating its Livable

Region Plan. Harvie said a new

regional plan likely wouldn’t be

ready until 2011.

Where that leaves the new

Tsawwassen Area Plan was

unclear as the civic advisory

committee, tasked with coming

up with

a revised

document,

must still

submit recommendations to coun-

cil.Harvie told the Optimist last

week his recommendation will be

for council to focus on areas Delta

can control.

“My recommendation as chief

administrative officer is that coun-

cil only look at bylaw changes

they have regulator authority over,

Tsawwassen’s major intersec-tions are still seeing traffic vol-umes well under capacity duringpeak hours, but that doesn’t auto-matically mean more residentscan be added. That was the message for theTsawwassen Area Plan Committeefrom a consultant hired by Deltato conduct a transportation study. At the committee’s meeting

last week at municipal hall, DaveTurner of Halcrow Engineeringprovided an update on the studythat will be completed by the endof next month.Noting it will examine impacts

of potential development sce-narios, including the TsawwassenFirst Nation and Southlands, aswell as traffic pattern changes thatwill result from the South FraserPerimeter Road, Turner said theobjective is to better understandcurrent and future problems andto have recommendations on howto deal with them.

Looking at current and pro-jected travel movements in andout of Tsawwassen, the studyfound there’s a significant imbal-ance in that a large percentage ofresidents are employed outside thecommunity. The population is alsoaging and many of those motoristswill be retired, Turner said, noting40 per cent of the population will

be over 65 by 2031.As far as the current traffic pat-terns at the major junctions, mostare under capacity by 20 to 30 percent during the peak morning andafternoon rush hours.

“The junctions are operatingproperly at the moment and aswe follow through on the studywe’ll come to the conclusionswhat level of development can beaccepted,” he told the Optimistfollowing the meeting.

The busiest junction, accordingto the findings, is the intersectionof Highway 17 and 56th Streetat 72 per cent capacity. Amongthe other busier junctions are56th Street at 16th Avenue (69per cent) and 56th Street at 12th

Avenue (59 per cent).Turner said it’s not recommend-ed to allow intersections to reach90 per cent capacity or higher. He said only seven per cent of

Tsawwassen residents use transitwhile 93 per cent use their carsduring peak periods.

Traffic volumes well under limitEarly results of civic-funded transportation study find Tsawwassen intersections could handle more vehicles

In just a few seconds, GeorgeMcKay can tell if a truck hasbrake problems, under inflatedtires or if a ball bearing is loose. It’s day two of the Delta policedepartment’s annual commercialvehicle inspection blitz, a three-day event that aims to inspect

as many commercial vehicles aspossible.McKay is the first line of

defence in helping identify trucksthat might not be roadworthy. As he sits in a white van, heuses a thermal imaging camerathat is able to quickly scan eachtruck as it pulls off Highway 91,just north of Highway 10, and intothe pull out. Every commercialvehicle is required to stop, driv-ing past McKay and then waitinginspectors, who are keeping aneye out for trucks that might needa closer look.

As a truck drives slowly by,McKay, a former truck driver andpilot, points out that each wheel isglowing white. That truck’s brakesare in good working order, hesaid, because the brakes are pro-ducing heat.

A few minutes later, a truckcatches McKay’s attention whenone of the wheels shows black onhis screen. He radios ahead to one

of the inspectors to make sure itgets pulled over.“It’s a very simple way to scanbig volume without much effort,”McKay said. For the annual three-day blitz, which established inspection

points at various locations aroundthe community this week, Deltabrings together several partners tohelp out, including the Vancouverand New Westminster policedepartments, RCMP, the Ministryof Transportation, the Integrated

Road Safety Unit and Surreybylaw officers. In all, the teamwas made up of 105 inspectors.

“Our focus is primarily ondump and container trucks andtrades vehicles,” said A/Sgt. KevinJones.

The inspectors look at a num-ber of different aspects of thetruck, from mechanical defects tomaking sure the load is within theweight restrictions and the driver’s
