Here we are in October which is a busy month for our
plat. Budgets will be presented for the 2017 year. This
month starts our homeowner meetings on the 4th Tuesday.
If you are interested in running for the board you can
submit your name to Bernie Rosenberg in writing so it
can be placed on the ballot. You must be a member in
good standing according to our DOCS. A new board
member must take a class that’s required by the state
(Certification Class) within three months of being elected
to the board. Our community looks great thanks to all our residents
who take pride in our HOA. Just a reminder about trash –
just make sure to put your garbage in cans NOT plastic
bags in order to keep critters away. Our maintenance staff
will be putting bags back to the side of your house, so
please comply with our request. THE BOARD HAS PASSED A RESOLUTION
WHICH THE HOMEOWNERS WILL VOTE ON IN
DECEMBER. A 20% DEPOSIT OF THE PURCHASE
PRICE WILL BE REQUIRED. PLEASE SPEAK TO
ANY BOARD MEMBER ABOUT THIS SO YOU CAN
BE INFORMED OF WHY. IF YOU DECIDE TO

By the time you get to read this column, I will be pack-
ing for my trek back to Florida from upstate New York. I
feel that Southern accent forming again after 5 months
away!
I know that all of my friends in Delray Villas and
practically all of Florida was complaining about the op-
pressive heat this summer. Right now I am feeling the
need for some of that heat. It has turned cold in the
Northeast, the temperatures dropping below 50o at night
here in the mountains. My bones ache! But I am not com-
plaining. It has been a wonderful summer - loads of sun-
shine, great swimming days, friends and family to help
celebrate and enjoy the most remarkable milestone birth-
day, and a new learning experience, studying Russian.
For the immediate future, however, I am taking stock
of my life, hoping to take strength from all the good in my
life to make amends for the hurt I may have caused others
and be forgiving for any hurt I have felt from others as
well. This is something my faith has taught me to do at
this time of the year and so I meditate, read the Good
Book, pray for peace and health, and wish all of you the
same through the fall and coming winter. For those of
you who celebrate the Jewish High Holidays, I want to
personally wish you to be inscribed this year for health
and prosperity.

IMPORTANT INFORMATION
FROM THE BOARD OF DIRECTORS
It is extremely important that you come to the Gen-
eral/Board meeting on October 25, 2016 at 7:30 PM in the
“A” Building. That is the appropriate time for discussion
about upcoming Board elections and the requirements for
candidates.
More important, it is the time for the homeowners to
learn about and discuss the 2017 budget which has al-
ready been approved by the Board of Directors which
will take effect on January 1, 2017.
The October meeting is also the time for discussion
about the new Board resolution requiring a 20% deposit
of the purchase price on a property prior to closing on all
future sales of homes in our Plat. This will be voted upon
by the community at the Elections/Annual meeting on De-
cember 27, 2016. There will also be a speaker at the De-
cember meeting about insurance issues.
There is nothing more important than showing support
for your elected Board of Directors, getting news first hand
about how our community is being governed, and where
you can have a say or ask a question directly of the mem-
bers of the Board. So please come to meetings and help
make our community viable and strong.

SEPTEMBER DILEMMA
September was a particularly difficult month
for my wife, Ronnie, and me.
Why?
I’m really shocked that you had to ask. I thought
it should be obvious. Never forget, September is at
the doorway to October. And you know very well
what happens in October – Halloween happens in
October! Halloween means it’s time for the Delray
Villas’ gala costume party. So there you have the
cause of our dilemma. Ronnie and I have to decide
in September what we’re go-
ing to wear for costumes in
October.
My wife and I made our
first appearance at the Hal-
loween extravaganza two
years ago. We set the bar
pretty high for ourselves be-
cause we won the prize for
most original costume. We
arrived at the party as Sonny
and Cher. I was Cher.
My stepson suggested that I was the ugliest
broad to come down the pike since Countess Marya
Zaleska. Countess Marya Zaleska was Dracula’s
daughter, but you know that, of course.
I was offended. Not because my stepson had
called me ugly and compared me to the evil count-
ess- no shame in that – but because he had callously
referred to me as a broad, showing such little re-
spect for the female gender. It bothered me because,
after all, I’m such a sensitive male.
Ronnie and I spent September of last year worry-
ing and haggling about what we’d wear to the
Grand Festival of Halloween. And we didn’t figure
it out. That is, we didn’t figure it out until late in
October when we decided we should be Daddy
Warbucks and Annie. But, by the time we came to
that grand realization on the Eve of Halloween, we
decided it was too late to get the costumes together
so we skipped the party altogether.
Thoughts of Daddy Warbucks and Annie lin-
gered, so when it came time for the After 6 Club
Thespians to put on
their annual per-
formance, we asked
director, Linda Solo-
mon, if we could
portray the lovable
rich dude and the
vivacious redhead.
You may have
caught us on stage
telling each other just how lucky we were to be
“together at last.” If you want to know the truth,
though, it wasn’t the role of Daddy Warbucks that
was so inviting to me. I was just looking for an ex-
cuse to shave my head.
So now you know the reason this September was
so devastating for the Townsends. Ronnie and I
worried and brainstormed and wrenched our guts to
come up with the perfect disguises for this year’s
party.
I thought I had the perfect solution. I suggested
Ronnie portray Billie Joe McAllister and I would be
the Tallahatchie Bridge.
“Nobody will get it,” Ronnie protested. “Nobody
will know who – or what – we are.”
“Of course, they will,” I countered. “I’ll have a
sign on me that reads, ‘Tallahatchie Bridge’ and
you’ll be carrying a doll.”
(I know you’re very well acquainted with the
song, “Ode to Billie Joe.” In the days before his sui-
cide, Billie Joe McAllister and his young girlfriend
were seen throwing something off the Tallahatchie
Bridge. The conventional wisdom is that it was a
stillborn baby.)
RONNIE: “If you’re going to pick a costume
based on a song, at least pick a song that people
know.”
ME: “Everybody knows the song. ‘Ode to Billie
Joe’ was the greatest song ever written.”
RONNIE: “Nobody knows the song.”
ME: “I want to be a bridge.”
RONNIE: “Pick a song that everybody knows.”
ME: “Okay. We’ll do ‘Bridge Over Troubled
Water.’ I’ll be the
bridge and you, Mrs.
Townsend, will be
troubled water.”

ATM SAFETY Safeguard Your Bank Identity
Protect- your identification number. (Pin)
Do not write it on the back of your card. Stand directly
in front of the ATM when entering your pin number so
no one can look over your shoulder.
Money Money should be put away as soon you withdraw it
from the ATM. Do not stand and count your money, con-
ceal it immediately. Do not openly carry money to an
ATM or night deposit.
Be ready Be ready to conduct a transaction before approaching
the ATM or night deposit. Conduct your business
quickly. Do not loiter in the vicinity.
Use Use a well lit ATM or night deposit - be observant try to
have someone with you when banking at night. Be cau-
tious of anyone who is lingering around the ATM or
night deposit.
Caution Caution should be exercised when going to and from

verify accuracy, check your credit history with Equifax
or the other companies.
Do not leave wallets, guns, cameras and other per-
sonal property in unattended autos. Do not fall victim
to “grandparent” scams in which a grandchild or a per-
son purporting to be law enforcement call and tells you
they were arrested or hurt in a foreign country and are
afraid of telling parents but would you send money to
assist, lottery scams, phones calls about past bills (or
taxes) due telling you that unless you pay with money
orders, debit cards, gift cards or giving check account
number you will be arrested. I have mentioned previ-
ously the government agencies WILL ALWAYS send
letters if you are past due.
Distraction theft usually is someone representing
water, electric or pest company come to door saying
they have to check in the house for problems. Water
company responsibility and electric utility responsibil-
ity stops at the building wall. Water company will shut
water off at the meter for past due money and usually if
it is three or more months overdue. Electric utility will
come and lock out meter. If they do shut the utility,
you will have to pay back past monies and probably
add on a surcharge. They don’t have the desire to have
someone to make calls. If you called a pest control
company they usually make appointment for them to
come to your home. They will all have proper ID, if in
doubt tell them to come back and check with company.

Euphoria by Lily King Euphoria won the 2014 New England Book Award
for Fiction, was a finalist for the National Book Critics
Circle award and on the New York Times best books of
2014.
In 1933 three anthropologists spent time in New
Guinea on the Sepik river doing research on several
tribes up and down the river. Margaret Mead has just
published her ground breaking Growing up in Samoa,
which catapulted her at a young age to stardom in an-
thropological circles and she is there with her husband,
Reo Fortune, also an anthropologist. In the area was an
English anthropologist, Gregory Bateson, who became
Mead’s third. Ms. King reimagined and blended them
into characters in a story of her own devising. It is a tale
of competing egos, hubris and passion in an exotic land-
scape with mysterious tribes who are or have been head
hunters.
In the opening pages Nell Stone and her husband Fen
are fleeing the Mombanyo tribe, known for its practice
of Infanticide and Nell has just miscarried and is con-
vinced that what the tribe flings at them is a dead baby.
She is sick with malaria and her glasses are broken, per-
haps by Fen. They attend a Christmas celebration at an
outpost where they meet Andrew Bankson, an English
anthropologist. Bankson is not in great shape as he has
just unsuccessfully attempted suicide, haunted by the
death of his brother in World War I and the suicide of
his other brother. Bankson has attempted to drown him-
self with stones in his pocket, much like Virginia Wolff.
He is rescued but he does not feel saved. They all em-
brace and Nell comments, “Maybe you noticed - there is
a sort of stench of failure about us.” Bankson agrees to
help them find another tribe on the river to study and
Fen hopes there is ‘a good beach and good art.’ Under-
neath there is the current of envy and jealousy as Fen
remembers an old slight he suffered when he and Bank-
son were younger and further, he now feels eclipsed by
his wife’s new found celebrity as a bestselling author.
Nell and Fen establish residence with the Tam about
7 miles upriver from Bankson. Bankson is enamored
with Nell’s easy rapport with the tribe, her impression-
istic field notes, her poetic curiosity, her freedom. It is
her brain that excites him. On a visit Bankson ends up ill
and spending a week in their bed recuperating. Their
marriage and collaboration is already coming apart as
Fen pursues the illusive ‘flute’ that he feels will bring
him acknowledgement in the anthropological world. He
becomes more separate and distant from Nell, going off
on his own pursuits and it becomes clear that he intends
to steal this tribal totem to propel him up the academic
ladder. These three anthropologists embody very differ-
ent ways of working and bring to light the conflict that
arises when a researcher intrudes on a culture to under-
stand it and that very intrusion can change the culture.
One sleepless night Bankson and Nell and Fen in a col-
laborative frenzy, which is actually a true incident from
Mead’s life, construct a grid that maps the whole of hu-
man culture in all its variations. This was never pub-
lished even though they believed at that time that they
were in the throes of a big theory. It was after that night
that the physical romance between Nell and Bankson
began. In this book desire for love, knowledge or fame
is only fleetingly rewarded.
The title refers to that period that Nell describes
when you have been with a tribe for about eight weeks
and all of a sudden it seems that the culture begins to
make sense. However, this is a delusion and is quickly
followed by despair of ever understanding anything you
have seen. But for that brief moment there is that feel-
ing of euphoria.
The book’s narrator is Bankson who in an unflinch-
ing retrospective recounts his helpless love for Nell.
Interspersed are sections of Nell’s journey. The tone of
the book is visceral with imagery and pungent with the
smell of disease, unwashed bodies and foul breath.
There is a feeling of impending doom when one of the
young men of the village returns from a stint working at
a port and then is found dead. The villagers begin to
look with suspicion on the strangers who have come to
learn their ways. By allowing these strangers, these
white strangers, to live among them have they angered
their gods and brought death to their village? As their
suspicion increases so does the danger that Nell and Fen
face. They need to leave and quickly.
The Publisher’s Weekly review states, “While the
love triangle sections do turn pages (Innuendo! Jeal-
ousy! Betrayal!), King’s immersive prose takes center
stage. The fascinating descriptions of tribal customs and
rituals, paired with snippets of Nell’s journals - as well
as the characters’ insatiable appetites for scientific dis-
covery - all contribute to a thrilling read that, at its end,
does indeed feel like “the briefest, purest euphoria.”

Palm Beach County Sheriff Office's Captain
Diberardino, says that crime was down slightly last
month. However, some cars with push button igni-
tions were stolen, due to key fob being left in the
car. This allows entry into the car as well as the
ability to drive the vehicle.
Rick Christmas from Fire/Rescue, made us
aware that carbon monoxide poisoning is becom-
ing more of a problem due to push button ignitions
becoming prevalent on new cars.
Supervisor of Elections, Susan Bucher, told us
that the heavy rain on Election Day kept many
people from voting. Please get out & vote! She
suggested either voting absentee or early for the
November 8 elections.
County Administrator, Verdenia Baker who
answered the two questions, "What is the Penny
Tax?" and "What would it be used for?" Adding a
surcharge of one cent to our present sales tax will
be on the November 8 ballot. This surtax will ap-
ply to the first $5,000 on the sale of personal prop-
erty but not on such items as groceries, baby food
or medicine. It will be used to repair, restore or
replace such items as bridges, roads, pathways,
street lighting, sidewalks, and aging school build-
ings. In parks, such items as playgrounds, courts,
lighting, athletic fields, parking lots and septic
tanks will be addressed. The proceeds will be allo-
cated as follows: Schools 50%, County 30% and
Cities 20%. This one cent surcharge will be for a
ten year period, ending on or before December 31,
2026. It is estimated that tourists will pay approxi-
mately 25% of this tax. Independent Citizen Com-
mittees will audit spending compliance. It is esti-
mated that this one cent surcharge will bring $700
million dollars to our county of which Delray
Beach, Boynton Beach and Boca Raton will re-
ceive almost $133 million.
