Once upon a time in a far away place called Delray Villas, homeowners were about to receive a freebee; a new garbage pail which will be given to each home, distributed by the Solid Waste Authority of Palm Beach County. As of October 1st, you are not allowed to use your old pails. New automated trucks will hoist the new pails and dispose of the trash. No man power needed. For more information, visit SWA.Org, or call SWA Customer Service at 561-697-2700.

There are two changes to the Architectural Control Committee (ACC) guidelines for Plat 4/5:

1) Vines, Trees, Shrubs & Hedges. No trees may be removed or replaced without ACC approval. When trees are removed, stump MUST be ground up and sod replaced. NO “HAT RACKING” of trees is permitted. Any homeowner who violates this provision will be subject to an assessment equal to the amount charged to the HOA by Palm Beach County, in addition to a fine of $100.00 per day, up to $1,000.00.

2) Driveway Resolution Be it resolved that the width of a driveway shall not exceed nineteen (19) feet, and any application to widen a swale MUST be accompanied by a Palm Beach County permit. Any deviation in design of a driveway is subject to approval by the ACC.

ARCHITECTURAL - FOLLOW THE RULES

If you plan to do ANY outside work on your house or property, be sure to get architectural approval first! Pick up an application from my patio (13675 Whippet Way West) fill it out - sign it - return it to my patio. Once the request has been approved, I will call you to pick up the approval which then needs to be placed in the front window of your house.

IMPORTANT NOTE (from Russ Mayer):

CHATTAHOOCHEE PATIOS: For those of you that missed the last board meeting, we discussed the Chattahoochee patios (the walkways and patios made from very small pebbles) and the problems they eventually cause. It should be important to note that there MUST be a border of at least a foot to two feet around the patio and/or walkway, having bushes or flowers around it. The reason for this is, that over time the pebbles become loosened and start to move and when the lawn service trims and cuts, it throws those pebbles back through your screens, back door or front door and causes a great deal of damage, mainly broken glass. Please be aware of this for the future if you have these types of patios or walkways. It is your responsibility to have this fixed so you won't suffer from broken glass and/or doors.

GARDEN CHORES

September Chores by Betty Brownell

Prepare the fall vegetable garden if not done in August. Using transplants from your local garden center will get the garden off to a fast start.

Divide and replant perennials and bulbs that have grown too large or need rejuvenation. Add organic matter and monitor for adequate water.

Fertilize citrus either this month or in October.

A NOTE FROM THE SUBSTITUTE EDITOR

Hello Delray Villas 4/5, It has been my pleasure to take over for Bonnie Wentz as she and Jim went on a marvelous see America tour in their RV! Bonnie had asked me to take over for her for the May-September issues and of course, I said yes. So once again, here I am offering you a word or two as you move into another winter season. Suffice it to say that I will be happy to see Bonnie and Jim return. I hope she share photos and stories over the next several months about their adventures!

We have known a few losses in our community since I last wrote a column and we have also greeted many new members into our community. Some of our 4/5’ers have travelled as did Bonnie and Jim; and some others have battled with illness, operations, and disease. We say welcome to our new neighbors and wish those of you who have become ill a speedy and full recovery. I would especially like to mention Board Member Joe La Corte who has spent months recuperating in Miami and still has a long way to go. He could use ALL of our prayers. We turn now to the Autumn and to the harvesting of the fruit of our labors. If you have gardened vegetables this year, you should be able to enjoy those foods at your table. If, not, there is always the farmer’s markets or the grocers where here in Florida, we happen to get an abundance of wonderful and fresh fruits and vegetables. I wish you all a great harvesting season. However, for Jewish people, the irony is that the beginning of our New Year falls in autumn, not in the spring when everything is reawakening. With the coming of the Days of Awe, we begin to reflect upon our relationships with others as well as ourselves. And, we make a promise to try to do better in these relationships in the coming year. So, I ask anyone whom I have hurt, either intentionally or by accident or omission, to please accept my apology. If you let me know what I have done, I will certainly try to make amends and renew our friendship. The new year and the new winter season awaits - let’s make the most of it and become active community members who participate in clubs, board meetings and everything that we possibly can to en-rich our own lives and that of our beloved Delray Villas Plat 4/5! Looking forward to seeing you all in October! Linda

New Waste Collection Guidelines Effective October 1, 2019

What to Expect: Palm Beach County is going Automated.

Customers will receive a new cart prior to October 1, 2019 that will be serviced by specialized trucks equipped with cart tipping equipment. You will not incur any additional expense and the hauler will be responsible for the repair/or replacement of the cart.

• All garbage must be placed inside the cart to be collected.

• Garbage collection will be provided 2 days a week.

• Do not use your new cart before October 1, 2019.

• Detailed cart and collection guidelines will be attached to your new cart for your review. Bulk Service will be provided 1 day per week and limited to no more than 3 items.

• Bulk items include appliances, furniture and other large household items

• Bulk service will be provided on 1 of your regular collection days.

• If you have more than 3 items, contact SWA Customer Service at 561-697-2700 for an estimate. Construction and Demolition Debris (C&D) will be limited to 2 cubic yards per week.

• C&D will be collected on your scheduled Bulk Service day.

• C&D must be containerized (in cans or bags) weighing less than 50 pounds.

• Containerized C&D material exceeding 2 cubic yards will be tagged and not removed.

• When you hire a contractor, make sure they include removal in their quote!

New Yard Waste Collection Guidelines Effective October 1, 2019

What to Expect:

• Debris other than palm fronds and tree branches should be containerized.

• Tree branches and palm fronds should be neatly stacked in a pile not to exceed 6 cubic yards. Branches must be cut into pieces not to exceed 6 feet in length, 6 inches in diameter and weigh no more than 50 pounds.

• Palm fronds can be any length.

• Piles that exceed 6 cubic yards will be tagged and photographed and the information sent to SWA Customer Service. It will be your responsibility to arrange removal by contacting SWA Customer Service at 561-697-2700 or making other arrangements.

• When you hire a commercial landscaper, make sure they include removal in their quote!
