Using Design-Build-Operate to
Safely Remove Radioactive Waste
for Department of Energy (DOE) -
CDM Smith provided deisgn-build-
operate services to remove radioactive
sludge from five aging underground
storage tanks on the Oak Ridge
National Laboratory site. CDM Smith
configured, constructed, and operated
a sluicing and pumping system to
remove and transfer the waste from
underground tanks to a newer, safer
aboveground storage facility for
treatment and final disposition.

While completing numerous remediation designs over the past 30 years, CDM Smith has developed
innovative technical approaches and new assessment and remediation technologies to achieve
optimal results. For example, CDM Smith was one of the first to use on-site, real-time analyses and
data interpretation tools to accurately identify data gaps and quantify the extent of contamination;
electron microprobe techniques to determine the source, type, and bioavailability of contamnants;
and multivariable statistical techniques to determine the source of groundwater contamination—
approaches that have since become standard protocol. CDM Smith has won more than 35 awards
for innovative solutions to some of the most complex hazardous waste site challenges.
As an active member of the Interstate Technology & Regulatory Council (ITRC) Industry Affiliates Pro-
gram (IAP), CDM Smith regularly demonstrates its preeminence as a leader in innovative remediation
strategies and technologies. In fact, CDM Smith has won numerous awards from the ITRC, has been
major contributors to ITRC technical guidance documents, and has served as instructors for Internet

Site ClosureCDM Smith realizes that no cookie cutter approach exists
when moving sites from the investigation phase to obtaining
site closure. While on the surface, two sites may look similar,
when evaluating the social, economic, and environmental
aspects using a holistic sustainable approach, the prescribed
remedies for each site may be completely different. Accord-
ingly, when developing each site management strategy, we
identify all critical success factors and then work backwards
from the desired end result to identify and implement the
necessary tasks to achieve closure. By continually assessing
the information gained and data generated through the vari-
ous remediation phases, CDM Smith maximizes the efficiency
of sustainable remedies and refines necessary components,
while moving the site towards closure and potential reuse.
Risk AssessmentCDM Smith has successfully saved clients millions of dollars
in cleanup costs by developing risk-based strategies that gain
regulatory acceptance and subsequently bringing sites to
closure. Our practical site-specific approach to human health
and ecological risk assessment is both realistic and technically
defensible. The early involvement of risk assessment experts
and the development of accurate conceptual site models
result in accurate site characterization, appropriate cleanup
approaches, and regulatory strategies that consider the in-
tended future use of the property and guide remedy selection
as part of an overall sustainable remediation strategy.
Remediation Construction CDM Smith has been designing, constructing, and operating
remediation systems at contaminated sites nationwide
for over 25 years. These complex remediation projects
have encompassed soil excavation, in situ and ex situ
groundwater treatment, waste transportation and disposal,
decontamination and demolition, and wetlands restoration.
An important distinction that CDM Smith offers is an
integrated approach to remediation design / construction
projects. Our engineering and construction teams work

Underground Storage Tank (UST) Removal and Soil ExcavationCDM Smith has conducted UST removals to support site closure
and to reduce inventory under asset management programs.
We have managed remediation involving the removal of USTs
and associated fuel and chemical impacted soils at thousands
of sites ranging in complexity from small single UST remov-
als, through multi-UST removal programs at retail petroleum
facilities, to large tank field programs at distribution facilities,
petroleum terminals, and refineries. CDM Smith has been in-
volved with numerous site closures where the remedial solution
involved the removal of USTs, fueling system infrastructure and
associated impacted soil. Throughout CDM Smith’s experience
we have developed standardized, UST specification and bidding
packages, UST removal work plans, and health and safety plans
that provide an array of existing tools to reduce overall cost.
Regulatory Agency / Potentially Responsible Parties (PRP) SupportCDM Smith works collaboratively with regulators to develop
and implement environmental compliance strategies that
strengthen our clients environmental programs and maximize
operational efficiency. By establishing reasonable exposure
scenarios, remediation goals, and compliance points, CDM
Smith achieves sustainable closure maximizing the increased
net environmental benefit and site reuse potential.
CDM Smith has also represented PRPs ranging in size from 3 to
142 parties providing extensive liaison support with local, state,
and federal regulatory agencies. CDM Smith couples the needs
of our clients with the knowledge of the regulator’s perspective
to achieve “win-win” outcomes wherever possible.

performance metrics) as well as evaluate site reuse planning.

the TRIAD approach, waste minimization, passive sampling
techniques, and biodiesel operated drill rigs.
• Select a sustainable remedy by evaluating the project
life-cycle, greenhouse gas emissions, energy and resource
use and conservation, and economic cost.
•Design and construct a remedy that
incorporates “green cleanup” principles.
•Develop “green designs” to address return on investment in
both capital and long-term operations and maintencance costs.
Facility Investigations, Remediation,
& Closure - Since 1988, CDM Smith has
been providing full-service environmental
consulting and construction services
at various retail petroleum facilities for
this client. CDM Smith’s responsibilities
have included monitoring and regula-
tory closure of UST excavations, soil and
groundwater assessments, contaminated
soil and product removal, risk assess-
ments, and the design, construction,
operation of corrective measures. CDM
Smith has served as the client’s represen-
tative at more than 50 sites for all aspects
of environmental assessment and correc-
tive action. CDM Smith also helped to
reimburse the client with more than
$1 million worth of state funds from
New Mexico and Texas.

Innovative Site Remediation / MTBE Treatment - CDM Smith has provided
comprehensive soil and groundwater remediation services at this site contaminated
with solvents and petroleum products. CDM Smith implemented 30 dual vapor /
groundwater extraction wells, two of the country’s largest soil vapor extraction
systems, and a biologic water treatment system using parallel fluidized bed reactors.
Designed and built in 11 months, these systems were successful in removing an
estimated 2.8 million pounds of contaminants in the first year of operation.

Incorporating IndustrialSustainable Remediation
Site Remediation of over 100 Retail Facilities - CDM Smith provided remediation
services ranging from initial site assessment to final close out including executing risk-based
closure or other selected remedial alternative consisting of remedial system installation,
excavation and soil disposal or underground storage tank removal. CDM Smith provided site
investigation, remediation system design, system installation and operation and maintenance
services to more than 100 current and former retail petroleum facility sites in the Northeastern
U.S. including, Maine, New Hampshire, Rhode Island, Massachusetts, and Connecticut.
Regulatory closure has been acheived at more than 50 sites over the last 8 years.

Groundwater Remediation Using Enhanced Anaerobic Remediation - CDM Smith and
Rockwell collaborated on a remediation solution which involved a unique groundwater
recirculation technique and EAB using potassium lactate to address high concentrations of
chlorinated solvents at a 9-acre site in Orlando, Florida. Within the first 6 months of full-scale
operation, volatile organic compound (VOC) mass was reduced by more than 90 percent.
