MAY 2015 Delivered by the Residents’ Association THE BULLETIN The Voice of the Community Your Local Councillors Cllrs ALEX DONALD, BRIAN EAGLING, and DARREN WISE News from Redden Court School The semi-finals of Havering Young Chef of the Year went well but, unfortunately, neither student was selected to go through to the finals. Brook F was commended on making her own sauce and the judges ate all of her food. Sian W came 3rd in her heat and was only three marks below the second student selected. The judges said it was a very close competition. I am very proud of both students; it was a great experience and gave them the opportunity to work in an industrial kitchen. Congratulations to Katie Cremer Katie, who is in year 10, competed in the Trampoline Competition and became Havering Champion in this event for the fourth year running. Well Done Katie. Beach Party P.E fund raising event to be held on Saturday 27th June. For more details contact Redden Court School - Telephone number 01708 342293. Houses in Multiple Occupancy In response to a worrying trend of a few unlicensed and unregulated Houses in Multiple Occupancy, developers buying up a large number of properties predominantly in Harold Hill, Residents’ Association councillors unanimously voted to set the wheels in motion “urgently” for the Council to impose what is called an Article 4 Directive. This Directive forces a developer to obtain planning permission for turning a regular dwelling house into an HMO. Currently this is not an obligation. Your RA councillors will keep you informed on this issue, and likewise if you suspect an HMO is being developed near you, please get in touch. Cllrs ALEX DONALD, BRIAN EAGLING, and DARREN WISE Free Bouncy Castle Thanks to our sponsor, Harold Wood Funeral Services, we are providing a bouncy castle free of charge in Painesbrook Park, Church Road, Harold Wood on Monday 25th May from 11.00am to 3.00pm. This event is to promote Painesbrook Park so on this Bank Holiday Monday, mums and dads, bring your children along with a picnic and enjoy the day. We hope to see you there. Resident Association members and your 3 local councillors Brian Eagling, Darren Wise and Alex Donald. Update on Harold Wood Park I hope that by the time you receive this Bulletin, work to demolish the old changing rooms in the park should have started. I can assure you all that I am monitoring this issue very closely as I feel it has been going on for long enough. Cllr BRIAN EAGLING Residents Working with us A resident contacted me regarding the damaged wire fence and the concrete panel fence in the alleyway connecting Briars Walk and Hamilton Drive. The fences belong to Network Rail and both myself and the resident made contact with them and I am pleased to confirm that as this was an urgent issue the damaged fences were quickly repaired. May I thank local resident, Stuart Weston, for reporting this matter to me. Cllr BRIAN EAGLING Always available - not just at election times

enclosed part of Tyler’s Commonwith the view to using thecommon grazing land for growingfood. It wasn’t good agriculturalland but every spare inch wasneeded. At the end of the warhowever, the County Councilerected barbed wire fences andlocal farmers were asked for rentfor what had been theirtraditional grazing land.It seemed their grazing rights hadbeen quietly sold off for £200.Edward Luther, a local eccentricand opponent of all authority, waded in driving around in hisslogan-painted little car blastingaway with a loudspeaker on acampaign for the return of thecommoner’s birthright. His threatto hang the guilty Councilmembers at Gallow’s Cornerattracted publicity and the localMP Geoffrey Bing KC produced apetition which required 300signatures. This was ready withina day and eventually the Ministerfor Agriculture conceded it wasillegal to fence the commonwithout his consent and EssexCouncil were ordered to removewhat was left of the fencing thathadn’t been torn down byprotesters, the cost to be borne bythe Essex Councillors. The

campaigners celebrated on thesite and a Victory stone wasunveiled by Lady Clarke Hall wholived nearby. It is still there, hidden behind the dwarf wall ofone of the houses facing thecommon. It refers to “The Battle ofUpminster Common in July 1951and the victory of the commonersover Essex Council in the name ofKing John and Magna Carta”

Better care forpatientsA public consultation is due tostart on a new GP service. Ourown GP knows our history andmedical needs, but the openinghours do not always meet ourneeds, for example it would be

good ifwe couldaccessservicesof aneveningorweekend. In realtermsthis is

not practical, as a GP cannot work24hrs of every day. Havering GP’sare now working together usingtechnology to deliver a servicethat can deliver appointments ofan evening and weekend througha ‘hub’. The technology lets theNHS GP see your own GP’srecords. The ‘hub’ GP will only beable to access your records onlywhile you’re there and only if yougive your consent at the time. Youcan always change your mind thenext time you visit and the GP willstill treat you even if you declineaccess, but you need toremember access will allow themto see the medicines you arecurrently taking, allergies,

medical history, currenttreatments and supports yourown GP, who will see whatadditional support has beenprovided. The data is secured inthe same way your own GPsecures your records.

Car Parking –UpdateAs part of the £60m budgetsavings plan, the councilundertook a review of parkingarrangements across the wholeborough. There was a threemonth consultation period (Oct -Dec) which ran alongside theoverall budget consultation. The first 30 minutes will be free inall car parks and pay and displaybays outside of Romford TownCentre. However, many of thesmaller car parks eg Brickfieldswill not be subject to any parkingcharges. Evening parking willcontinue to be free.In addition, and following alengthy consultation process, initial proposals for car parkingcharges in parks have been scaled

back to 20p for 3 hours, 50p forfive hours and free at weekendsand Bank Holidays. On street charges will be 0-30mins (20mins plus 10 minsgrace) free, 1 hour (plus 10 minsgrace) £1, 1 - 2 hrs (plus 10 minsgrace) £1.50 and 2-3 hrs £2 (plus10 mins grace). The average cost of parking for 1hour across the whole of Londonis £1.30 (mostly without the first30 minutes free). Very fewboroughs have a 1 hour parkingcharge less than £1. In addition, the proposals were not opposedby any group or councillor. There is no perfect solution toparking, but by introducing a 30minute free period it may helpalleviate the pressure. The situation will certainly bekept under review to assess theimpact.

potential to better employunderused parts of the Librarywas raised at the consultationmeeting in December, with thepossibility of a in-house 'readingcafe' gaining much support. Thenext step is seeking expressionsof interest along those lines, butstill maintaining existing serviceswhile not impacting negatively onthe Library. This process is at avery early stage and any seriousproposal would be subject toclose examination to ensure thatit is right for Upminster. If it isnot, it will not happen. We will ensure the residents arekept abreast of developments inthis respect and would welcomeany further suggestions or ideasthat will help us protect the longterm future of our Library.
