SERISS (Synergies for Europe’s Research Infrastructures in the Social Sciences) aims to

exploit synergies, foster collaboration and develop shared standards between Europe’s

social science infrastructures in order to better equip these infrastructures to play a major

role in addressing Europe’s grand societal challenges and ensure that European

policymaking is built on a solid base of the highest-quality socio-economic evidence.

The four year project (2015-19) is a collaboration between the three leading European

Research Infrastructures in the social sciences – the European Social Survey (ESS ERIC),

the Survey for Health Aging and Retirement in Europe (SHARE ERIC) and the Consortium of

European Social Science Data Archives (CESSDA AS) – and organisations representing the

Generations and Gender Programme (GGP), European Values Study (EVS) and the

WageIndicator Survey.

Work focuses on three key areas: Addressing key challenges for cross-national data

collection, breaking down barriers between social science infrastructures and embracing the

future of the social sciences.

Executive summary Many questionnaires have a question “Please write the main business activity of the organisation where you work”. The answer is commonly asked as an open text field, challenging the survey holder to code the response into an industry classification. Alternatively, in web surveys respondents can self-identify their industry from a database.

This paper builds on previous work of the author for the industry question in the WageIndicator web survey (since 2001). For this survey a database and a search tree was developed, all coded according to the European Community NACE Statistical Classification of Economic Activities, commonly referred to as NACE Rev. 2.0. WageIndicator did not aim for a question with a short aggregated list, because of the related aggregation bias whereby respondents may classify their detailed industry into different aggregated categories. Therefore, a database of industry names and a two-level search tree was developed, offering 300 industry categories to the survey respondents. The database has English and national industry names. The national labels are shown to the survey respondent.

For deliverable D8.10 “Database of industries + explanatory note” the WageIndicator database was extended to 47 languages, suitable for use in 99 countries. The deliverable’s accompanying database (Industry_API_for_SERISS_2016) consists of the industry codes, the English master label and the national labels for all 99 countries and 47 languages. Note that the codes correspond fully to the 3 or 4 digit codes of NACE2.0. For any database current Internet technologies allow for an API (Application Programming Interface) which means that the database can also be used offline, for example in tablets. From February 2017 the industry database is available at http://surveycodings.org/.

Introducing SERISS Synergies for Europe's Research Infrastructures in the Social Sciences (SERISS) is a four-year project that aims to strengthen and harmonise social science research across Europe (2015-19). Work Package 8 (WP8) of SERISS aims to provide cross-country harmonised, fast, high-quality and cost-effective coding of open ended questions on respondents’ occupations, industries and education into international standardized classification systems, and to develop a tool to collect standardized social network information. Occupation, industry, employment status, educational attainment and field of education are core variables in many socio- economic and health surveys. Moreover, the size and intensity of social networks are key variables in social surveys. However, their measurement, especially in a cross-cultural, cross-national and longitudinal context, is cumbersome, not sufficiently standardized and often expensive. This work package takes recent scientific and technological developments as an opportunity to improve this situation in order to improve survey measurement quality and provide cost-effective solutions to Research Infrastructures (SERISS Annex 1, European Commission, 2015).

Building on the current technology and the partners’ experiences, WP 8 develops a cross-country harmonised, fast, high-quality and cost-effective coding module for the core variables. The module uses a large multi-lingual dictionary with tens of thousands of entries about job titles, industry names, fields of education and training, and employment status categories. Additionally, the module will include country-specific, structured lists of educational qualifications. The module will provide up-to-date codes to classify the variables, using international standardized classification systems. It will facilitate surveys in the ESS, GGP, SHARE and WageIndicator countries and their associated networks to serve infrastructures reaching out to a global audience, including the most spoken languages outside the EU28 area, notably Russian, Mandarin, Arabic, Hindi and Bahasa. Note that WP 8 covers in total 47 languages servicing 99 countries. For the choice of countries and languages, see Deliverable D8.14 (Tijdens, 2016).

This report concerns deliverable D8.10 of SERISS and its Task 8.4: “Compile the API-database of industries”. The responsible partner is the University of Amsterdam (UvA). To ensure quality measurement of the industry variable, a multilingual database of industries has been developed by extending WageIndicator’s industry database for 80 countries to 99 countries, including coding schemes into NACE-2.0 and ISIC-rev4.

Introducing the industry_API

The industry survey question Many questionnaires have a question “Please write the main business activity of the organisation where you work” (see for all translations the sheet with similar name in database). The answer is commonly either an open text field or a short aggregated list. Usually, when asking the business activity survey holders aim to code the response into an industry classification. The International Standard Industrial Classification of All Economic Activities (ISIC) is a United Nations industry classification system. Its latest version is Revision 4 - published by the United Nations in 2008.1 In the European Community the NACE Statistical Classification of Economic Activities is used, commonly referred to as NACE.2 In 2008, NACE was thoroughly revised, changing versions from NACE1.2 into

NACE Rev. 2.0.3 The United Nations provide a correspondence table between ISIC Rev.4 and NACE Rev.2.4

NACE Rev. 2.0 uses four hierarchical levels:5 Level 1: 21 sections identified by alphabetical letters A to U; Level 2: 88 divisions identified by two-digit numerical codes (2-digits: 01 to 99); Level 3: 272 groups identified by three-digit numerical codes (3-digits: 01.1 to 99.0); Level 4: 615 classes identified by four-digit numerical codes (4-digits: 01.11 to 99.00). The relevant sheets in the accompanying database (Industry_API_for_SERISS_2016) contain several mapping tables to higher aggregation levels of NACE as well as from NACE to ISIC (See Section 3).

The WageIndicator industry survey database From its start in 2001, the continuous online WageIndicator Salary Survey didn’t aim for recoding open answers because of the workload associated with the large number of survey respondents. This was aggravated with a growing number of countries participating in the survey. WageIndicator also did not aim for a question with a short aggregated list, because of the related aggregation bias whereby respondents may classify their detailed industry into different aggregated categories. Therefore, a database of industry names and a two-level search tree was developed, offering 300 industry categories to the survey respondents. The database was initially developed as part of an FP6 project WOLIWEB (Tijdens 2005).

Following the 2008 NACE revision, the WageIndicator industry database and its related search tree was thoroughly revised to facilitate coding into the NACE Rev. 2 (Eurostat 2008).6 In 2009 the revised industry database was implemented in the Salary Survey. A two-level search tree was designed, including all 4-digit NACE2.0 codes, except for the manufacturing industry, where the 3-digit NACE codes are used. The latter was done for two reasons. First, NACE details the manufacturing industry to a much larger extent than other branches of industry. Second, due to mergers and new technologies, some detailed 4-digit industries do not exist anymore as separate enterprises, making the 3-digit a better approximation of reality. In the search tree, a few branches of industry are detailed to a larger extent than is the case in NACE level 4, such as the municipalities and the activities of private households. Each lower level NACE code can be mapped into a higher level code (for details about the WageIndicator web survey see Tijdens et al, 2010).

The WageIndicator industry database facilitates the measurement of 319 entries, all coded either at NACE-rev2.0 industries 3- or 4-digit level. The database covers all 3-digit NACE codes and most 4-digit NACE codes (see relevant sheets in the accompanying database Industry_API_for_SERISS_2016). The database allows aggregation into: NACE-rev2.0 industries 2 digit NACE-rev2.0 industries 1 digit NACE-rev2.0 industries four groups (1) agriculture, manufacturing, construction, (2) trade,

transport, hospitality, (3) commercial services, (4) public sector, health care, education. Current Internet technologies allow a database with a few hundred entries to be searched in two ways, firstly by an alphabetic drop box or a search tree and secondly by an autosuggest box. The choice between a drop box and a search tree was made in favour of the latter, because alphabetic search for industry entry was not a viable option. The two level search tree has 19 first level and 319 second level entries. Figure 1 shows the search tree in the WageIndicator survey and Figure 2 shows the autosuggest box.

By 2015 the WageIndicator Salary Survey was posted in more than 80 countries and its industry database had been translated into approximately 35 languages. Translations had been copied from the website of Eurostat. For other languages the industries were either copied from NACE classifications posted by National Statistical Offices or were translated by national experts.

The API-database of industries (accompanying database) This report is accompanied by the latest version of the Industry_API_for_SERISS_2016 database which can be used in survey in 99 countries and 47 languages for respondents to identify the industry in which they work:

This Industry_API_for_SERISS_2016 database, which is from February 2017 available at the website http://surveycodings.org/, holds nine sheets. The codeset For any database current Internet technologies allow for an API (Application Programming Interface). An API allows any user to use the database and access it, for example, via a web survey interface or for offline use. The industry_API consists of two sheets, the codeset and the structure. The codeset sheet (see sheet “codeset API” in the database Industry_API_for_SERISS_2016) contains the industry codes, the MASTER label (English label used in dataset) and national labels for all 99 countries and 47 languages. Note that the codes correspond fully to the NACE2.0 3 or 4 digit codes. The national labels are shown to the respondent. In Table 1 an example of the codeset is shown, notably the MASTER label and the translations in Amharic and Arabic.

The Industry survey question This sheet contains the translations for the 99 countries with their 47 languages of the survey question: “What is the main activity of the company or organisation where you work?” (the translated survey questions are also included in the Appendix of this report).

Mapping NACE2.0>API This sheet holds the mapping from all NACE2.0 1-4 digit codes into the codes used in the industry_API. It shows that the 4 digit NACE2.0 codes in manufacturing all map to the same industry_API code, as explained in the previous section.

The page about the industry classifications provides information for the following topics: a) Background and concepts; b) Classification; c) Survey questions; d) Demo; e) Live search; f) Downloads.

The survey questions and coding tools are currently presented in Web-mode only. Demonstrations of the tools in other modes such as CAPI are expected to be delivered later in this project.
