E-TECH Testing Services, Inc. 3617 B Cincinnatti Avenue Rocklin, CA 95765 FAX (916) 645-3653 PHONE (916) 645-8188 A Quixote Company January 17, 2008 Safe-Hit, A Division of Energy Absorption Systems, Inc. 35 East Wacker Drive, Suite 1100 Chicago, IL 60601 To Whom It May Concern: This letter is to confirm that E-TECH Testing Services, Inc. has conducted impact testing on the Dura- Post, 36” Delineator, Surface Mount Base, Reflexite Type IV AR-1000 flexible delineator post to the Florida Department of Transportation (FL DOT) draft specification Section 993 “Object Markers and Delineators” (REV 7-17-07) (FA 7-23-07) (1-08) Subsection 993-2.5 “High Perfromance Delineators Subsection 993-2.5.5 “Impact Performance.” A total of eight (8) surface mount delineator posts were installed according to the manufacturers recommended installation procedure. The posts were impacted fifty (50) times with the vehicle bumper and wheels at a velocity of 55 mph in accordance with the Flexible Ground Mounted Delineator Post test procedures outlined in the National Testing Product Evaluation Program (NTPTP) with the following exceptions: No. 1; the delineator height was 36” in comparison to the specified 48”, and No. 2; testing was performed at an ambient temperature of 76 deg F in comparison to the specified 85 +/- 5 deg F. Four (4) delineators were impacted by the vehicle bumper and four (4) delineators were overridden by the vehicle wheels. Two of the four delineators in each group were oriented at 0° and two of the four delineators in each group at 25° to the direction of traffic. The results of the impact testing are contained in the enclosed Delineator Impact Test Data Sheet for E-TECH Lab Test #490. E TECH is a testing laboratory offering services primarily to highway design engineers, safety engineers, maintenance engineers, researchers, hardware developers, and others concerned with safety features used in the highway environment. E TECH specializes in the analysis, testing, and evaluation of highway safety features. Testing and evaluation of safety features is conducted in strict accordance with nationally and internationally recognized procedures and standards. E-TECH is recognized by the Federal Highway Administration (FHWA) as a testing agency having significant experience in testing roadside safety features. E-TECH is accredited to ISO/IEC 17025 “General Requirements for the Competence of Calibration and Testing Laboratories” (American Association for Laboratory Accreditation Certificate 989.01).
