LETTER FROM THE SECRETARY­GENERAL   

Dear participants and esteemed guests,   It is my honor as the Secretary General, along with International School of Myanmar and the secretariat of YMUN 2016, to welcome you to the 7th annual session of Yangon Model United Nations. The conference will be held from the 25th to the 27th of March 2016, at the high school campus of International School of Myanmar.   MUN is an activity that requires every participant to take on leadership roles, discuss global issues, and practice the art of diplomacy like no other. The goal of YMUN is to encompass all of these qualities in a creative way and make a lasting impression on its participants. We hope to inspire students to affect change through rigorous debate.   It is our pleasure to introduce two new committees this year: Historical committee, in which delegates will discuss global issues during a given time in history, and ASEAN, in which ASEAN member states will discuss pressing issues in Southeast Asia.   The theme for YMUN 2016 is Movement. This theme can apply to a broad range of issues – from movement of refugees and nuclear weapons, to information. With the issue of Syrian refugees threatening global security, and persecution of Rohingyas attracting international attention, this theme aims to cover a wide range of global issues.   This is your chance to act as an international community, and take steps toward solving these issues. YMUN 2016 will be an unforgettable travel experience, and a remarkable educational opportunity for all. I wish you all the best in preparing for the conference. If you have any questions or concerns, please do not hesitate to contact the secretariat at yangonmun2016@gmail.com.   Best Regards, Zwe Min Htet Aung Secretary General, Yangon Model United Nations 2016                   

    

ABOUT YMUN   Yangon Model United Nations (YMUN) began in 2010 as a simple idea to raise awareness in students of the issues facing the world today. With humble beginnings, YMUN brought together students from International School of Myanmar and American Centre. Over the years, YMUN gradually expanded to host more international schools. These successes have undoubtedly propelled YMUN and allowed this platform to expand, enabling it to host more international schools. Today, YMUN stands proudly as the only Model United Nations conference in Myanmar. In addition to providing an opportunity for students to explore the world of diplomacy, YMUN promotes intelligent dialogue and equips the leaders of tomorrow with skills in speaking, writing, research, negotiation, and conflict resolution. The aim of YMUN is to instill in its participants, the will to make a positive impact anywhere in the world.   For more information, you can visit our website at: yangonmodelunitednations.weebly.com   

  ABOUT INTERNATIONAL SCHOOL OF MYANMAR 

  ISM High School promotes an American curriculum designed to meet the entrance requirements for Universities located in North America, United Kingdom, Australia and other western education university programs.  The school's mission is to provide our students with a quality educational program, a variety of formal athletic program opportunities, and most importantly, experiential opportunities to develop and enhance their leadership capacity.    ISM students and ISM faculty are the primary reason that ISM High School provides a rich educational experiences! The faculty and students work together to achieve the established school's rigorous academic standards. Most importantly the students and faculty work in partnership to enhance Community Service programs designed to "give back" to the Yangon and Myanmar communities.     

                     

GUEST SPEAKER Dr Aung Tun Thet President’s Economic Advisor  

  Dr Aung Tun Thet is currently the President’s Economic Advisor and a visiting professor at Yangon University. He is also a member of Myanmar Investment Commission (MIC), and President’s National Economic and Social Advisory Council (NESAC).   Previously, he served as the Director­General at the Ministry of Health, and a Senior Advisor at UNICEF.  Dr Aung Tun Thet has a Bachelor of Commerce degree from Yangon University, a Master of Science in Operations Research from University of Warwick, and Ph.D in Management Sciences from the University of Manchester. He is also a post­doctoral fellow at the University of Marburg.

 My name is Shwe Yi Aung, and I am currently a senior at Yangon International School. It is my greatest honor to serve you as your Deputy Secretary General of YMUN 2016. I have been involved in Yangon Model United Nations for four years, having the opportunity to be in various positions as a delegate, Chair member, and finally on this Secretariat team. Through this YMUN 2016 conference, I hope you will meet new friends who will change your life, build new ideas and skills that will prove to be stepping stones for your future, receive opportunities that you have yet to imagine, and become a global citizen. I really look forward to this 2016 YMUN conference  and wish all of the delegates and student  officers an unforgettable and a memorable

Greetings, My name is Yebin Hong and I am honored to serve as a Deputy Secretary General for the 7th annual session of Yangon Model United Nations. In the last month of my freshman year, I was given a piece of paper that would take me closer to my dream job: the course selection application form for my sophomore year. We were able to choose one extra class aside from our required courses and without hesitation, I rapidly ticked the box beside "Model United Nations". And from that moment, my adventures in the world of MUN began. I participated in my first MUN conference, joined our school's MUN Leadership Group, served as chair of ECOSOC for YMUN VI, attended international   

conferences, prepared new MUN delegates during the afterschool MUN club, and even received an award at the Yale­NUS AP MUN conference.Throughout my experiences, I received many gifts: I earned knowledge on international affairs, history, economics, and many other academic fields. I was able to conquer my fear of public speaking and I made new friends with similar passions.The list could go on and on. I hope that all of you will recognize the value of participating in this conference and will engage in the debates with utmost effort. Let's make this year's conference the most memorable in YMUN history!

 RULES OF PROCEDURE 

  Roll Call Roll call must be taken every time delegates collectively return to committee. This includes the start of the debate, after lunch, and all breaks in between. All absent delegates must be noted down on the attendance sheets as absent. Tardy delegates must send a note to the chair explaining why the delegate was tardy. The delegate should be marked as Tardy on the attendance sheet. Chairs will turn in the attendance sheet to SG or DSGs at the end of the each day.   Note passing Make sure that notes go through the admin staff. Inappropriate notes will be submitted to the chair and be dealt with accordingly. If delegates continue to pass inappropriate notes they will be reported to DSGs, SG, or teacher advisors.   Debate Time Chairs should set open debate time after the main submitter has read out his/her operative clause(s).   Points Delegates may not interrupt a speech with points except for Point of Personal Privilege (inaudibility, medical attention).   Motions When a motion is moved, the chair will recite the motion back to the house to make sure all delegates are aware. Motions will not be in order if there is an objection or if there are no seconds. Only the following motions will be allowed: Motion to move to the previous question Motion to adjourn debate ­Delegates need to make this motion to adjourn debate so remind them when such a motion is in need Motion to divide the House Motion to extend debate time Motion to extend POI Request for follow up A chair’s discretion will determine whether to approve a motion. Inappropriate motions such as “motion to overthrow chair” or “motions to leave early for lunch” will not be entertained.   Yielding The floor may only be yielded to another delegate to the first degree. The floor may be yielded to another delegate only if the receiver does not object.     Amendments A delegate will submit an amendment to the chair and wait for a note with chair’s approval. 

Once the amendment is approved, the delegate will raise his/her placard, and state “the delegate has submitted an amendment” Chairs will read the amendment out loud and set time for and against the amendment accordingly. Friendly amendments will not be entertained. Amendments to the second degree will not be entertained. But it is the discretion of the chair to determine if such an amendment is necessary. Chair will send a note back to the delegate if an amendment is not approved. Abstentions are not allowed during voting procedure for amendment.   Voting Admin staff will secure the doors and suspend note passing during voting procedures. Abstentions are allowed when voting on operative clauses or resolutions. If the House is evenly split, chairs may divide the house at the request of a delegate. Operative clauses and resolutions need simple majority to pass. If the house is evenly split even after the house is divided, the clause/resolution will not pass.   Related Rules Delegates may not use any electronic devices during the conference except when lobbying. Devices will be confiscated if problems persist. Dress appropriately. Extreme amendments involving but not limited to racism and sexism will not be approved.   Special Rules for Historical Committee In the Historical Committee, delegates will have the opportunity to revisit past sittings of the United Nations in which they will discuss and possibly reshape, reinvent or fundamentally alter history. The intent of this committee is not to act out previous sessions with decisions that have already been determined in retrospect, but to foster debate in which the conditions of the debate are recreated with possibly a different outcome. Due to the historical nature of this committee delegates will not be able to use resources, examples and information beyond July 28, 1914, while the debate is in session. The debate will be carried out in the clause­by­clause format. Since many crises will be administered to promote engaging debate, we urge the delegates to spend ample amounts of time for preparation and research.   Special Rules for Security Council   Each country is allowed one vote. The vote maybe be in favor, against, or abstentions.  There will be no abstentions while voting for amendments. A resolution or an amendment needs two­thirds of the votes in order to pass. Only the P5 Nations (USA, UK, China, France, Russia) have the right to veto. If a P5 country vetoes, the resolution cannot pass.  Delegates of the P5 countries are asked to keep in mind that vetoing do not occur very frequently. The abuse of the veto power poses a threat onto the functioning of the debate 

and the committee. Unless their nation’s policy is strongly offended, delegates are recommended to abstain if they disagree with a resolution. Motion to suspend meeting for a P5 caucus When a P5 country vetoes an amendment or a resolution, the council may move into a P5 caucus when the motion is made and seconded by all the P5 countries.  During this motion, the general debate will pause while the P5 nations and the chairs engage in an informal debate to prevent the veto or find a solution.    

PLAGIARISM  

Every document or any other work under your name, including speeches, policy papers, resolutions, and chair reports should be original. Any work that has been copied or taken from another person, web sources or previous UN resolutions will be considered as plagiarized.  Plagiarism is a serious offense at YMUN. If a delegate/chair is caught plagiarizing, the respective advisor and school will be notified.   

DRESS CODE  

Delegates are expected to look professional and dress appropriately during all days of the conference. Male delegates should wear a suit with dress shoes. Formal jackets are essential, as male delegates cannot approach the podium without a jacket. Ties are highly suggested to be worn as well. Informal clothing such as but not limited to sneakers, jeans, and t­shirts are not allowed. Female delegates are not required, but are encouraged to wear a jacket as well. Any skirt or dress should not be shorter than your fingertips down. Sleeveless clothing will not be allowed unless a jacket is worn as well. High heels should be avoided, but medium/low heels are fine. Please remember that as a delegation, you should look professional and diplomatic especially during debates. Delegates with inappropriate clothing will be given a warning or be sent back.
