    TO CLERGY AND WARDENS IN CHARGE OF CONGREGATIONS: Grace to you and Peace. This is your canonical notice that the 112th Annual Council of the Diocese of West Texas will meet in McAllen, Texas on February 18-20, 2016. I encourage you to store and save this document and its attachments until you have completed certification and registration of your delegates! Certification and registration are two different processes. In order to certify your delegates you must complete the Certificate of Election of Delegates to Diocesan Council. This form is attached. You may also complete it on-line at http://council-dwtx.org/sign-up/certification/. Once completed, you will need to print it, sign it, and send copies to each of the following:

    1 copy to the Bishop: Bishop Jones Center, P.O. Box 6885 San Antonio, TX 78209 1 copy to the Diocesan Secretary: The Rev. David G. Read, 11 St. Lukes Lane, San Antonio, TX

    78209. 1 copy to the Council Registration Chair: St. Albans Episcopal Church, 1417 E. Austin Ave.,

    Harlingen, TX 78550-8855.

    Please refer to the attached spreadsheet, Diocesan Council Lay Delegates for 2016 to determine the number of delegates you may certify. (Please do not list clergy as delegates.) Certificates are due no later than February 1, 2016. We would love to have them earlier than the deadline!

    In order to register your delegates, alternates, clergy, and visitors, visit http://council-dwtx.org/. There you will also find information regarding hotels, council activities, and more.

    The canon governing allocation of delegates is Canon 1, Section 1(b) adopted by the 101st Council as follows:

    Lay. Delegates and alternates shall be men and women communicants of the congregation which they represent, in good standing, sixteen years of age or older. Each congregation, in union with the Council, shall be entitled to one delegate for every 50 persons, or portion thereof, reported for Average Sunday Attendance in the Annual Parochial Report, except that every parish and mission shall be entitled to at least two delegates and two alternates, and each parish shall be entitled to one additional delegate and alternate.

    This certificate shall be completed in triplicate and signed by the clergy or lay person in charge of the congregation. Not less than 15 days before Council a copy thereof shall be sent to each of the following: the Secretary of the Diocese, the Bishop, and the Rector of the parish in which the Council will meet. No clergy shall be entitled to vote unless the parochial report required by him/her has been received by the Bishop. CANON 1 Sections 7 and 1(a).
