Specific components, systems and subsystems for rail infrastructure and rolling stock must meet national and international regulations for safety and interoperability. An independent assessment is required to establish whether the systems meet the set requirements. In the event of a positive outcome, a certificate or declaration will be issued. These regulations apply to suppliers, railway undertakings and infrastructure managers who purchase or deploy these products. DEKRA Rail is autho- rized to carry out assessments for all subsystems and, in the event of a positive outcome, to issue declarations and certificates. e certification procedure involves assessing a system or service using an assessment framework. For heavy rail, these are the European legislation and regulations (TSIs, CSM-REA), plus any applicable national regulations. e assessment frameworks are regularly amended in line with new insights and whenever new technologies come on stream. Since this forms part of our everyday work, DEKRA Rail has a complete overview of these assessment frameworks and related developments. In this way we are able to support our clients with the best possible assessment process. DEKRA Rail has experienced certification experts working in the Netherlands, Germany, Sweden, Poland and Italy. As a Type A Inspection Body (in compliance with ISO/IEC 17020), DEKRA Rail is accredited by the Dutch Accreditation Council and recognized by the Dutch National Safety Authority (ILT) as a Notified Body (NoBo) and Assessment Body (AsBo). As a NoBo, we perform assessments based on the European tech- nical specifications for interoperability (TSIs). As an Assessment Body, we perform safety assessments in line with the Common Safety Method (CSM). In the Netherlands, DEKRA Rail is also a Designated Body (DeBo). is is a body which assesses assets as part of a national legal framework, for example, for track-train integration. As a testing organization, DEKRA Rail has a wealth of experience in organizing and performing test runs together with railway under- takings and then evaluating the results. Other assessment frameworks may apply in the case of trams and

metros. DEKRA Rail can be of service in these areas too.

If no legal framework is in place, but safety assessments are desi-

rable (e.g. an assessment of the Safety Case), DEKRA Rail can be

called in as an Independent Safety Assessor. We are accredited by

the Dutch Accreditation Council to carry out such assessments in

line with EN 50126, EN 50128 and EN 50129.

Many railway undertakings require their suppliers to have an IRIS

certi#cate. is is a quality standard for the rail industry which is

based on ISO 9001. IRIS was drawn up by UNIFE, the European

rail industry association. If, as a manufacturer of systems or com-

ponents, you wish to have your quality system independently as-

sessed, simply call on DEKRA.

Tests are o$en necessary for certi#cation. DEKRA Rail is an expe-

rienced testing organization with its own laboratories for product

tests. We are also authorized to organize and conduct test runs.

ERTMS/ETCS safety assessment

A supplier implements new so$ware and hardware versions

for the ERTMS/ETCS on-board units of its locomotives. Prior

to commissioning, this update will be TSI-certi#ed by DEKRA

Rail which will carry out a safety assessment. DEKRA Rail is

authorized to do this and has built up considerable experience in

performing assessments. In order to correctly assess how the new

hardware and so$ware functions in combination with the rolling

stock, and to demonstrate its safety, test runs must be performed

and dra$ documents evaluated.

NoBo and AsBo for the redevelopment of a railway station

DEKRA Rail is the Noti#ed Body and Assessment Body for the

complete redevelopment of one of the largest railway stations in

the Netherlands. As part of its remit, DEKRA Rail is responsible

for assessing whether the systems meet the TSIs and whether they

satisfy all the applicable safety requirements.
