The Constitutional Convention• Everyone knew there was a problem with the

Articles of Confederation, so all of the 13 states came together to vote on how the U.S. government could be improved.

• George Washington was quickly voted for President of the Convention, by the 55 delegates representing 12 states.

the VA and NJ plan, Roger Sherman included the following in his compromise:– Two-house Congress• One house based on state population : House of Rep.• The second house having 2 representatives from

each state : Senate

– Three-Fifths Compromise – a 500 enslaved people would count for 300 votes, or three-fifths of a person

– By 1808, slaves cannot be imported into the U.S.
