DLMS Migration Plans

1. DFAS will request an Interim Authority to Operate Waiver - Approximately 54 DFAS Accounting systems will be impacted.

In addition, there are Disbursing and Foreign Military Sales systems that will need to be assessed. Most are legacy and have minimal manning and funding

2. Will require the use of a translator for transactions received in the expanded X-12/XML formats

- Explore the use of the Defense Automated Addressing System Center (DAASC) translator or DoD Electronic Business Exchange (DEBX)

2. Continued

- Use of a translator will minimize legacy system and architecture changes 3. Some systems used within the Finance & Accounting domain are not owned by DFAS. We will advise our clients that modification is necessary but we don’t control the process

- For example, Enterprise Resource Planning (ERP) that supports several service software packages

4. As DFAS is both a buyer and seller in the MILS process it is affected by: -- incoming requisitions (MILSTRIP), -- interfund bills (MILSBILLS), -- contract information (MILSCAP), -- and in the transportation arena (MILSTAMP)

5. Recommendations to ensure new systems are developed with the new requirements

- For example: DEAMS (Defense Enterprise Acctg and Mgmt System), Navy ERP, and Army GFEBS (General Fund Enterprise Business System)

6. Modification of core systems will need to be made. These modifications will be costly (to modify NIMMS, NAVAIR Integrated Material System, the feeder system to DIFMS is $1.5M).

Systems affected are: - GAFS-R (General Acctg & Finance System- Reengineered) - DIFMS (Defense Industrial Financial Mgmt System) - STARS (Standard Accounting & Reporting System) - STANFINS (Standard Finance System)

7. DFAS will partner with clients to assess the changes needed to logistics and feeder systems - DFAS relies on many service and client owned systems to provide essential financial and accounting data to DFAS entitlement, payable, and receivable systems

8. Prioritizing of system changes. Already supporting other funded initiatives that require system changes and funding

- DPAS (Defense Property Accountability System)

9. MILS migration initiative is unfunded and due to other funded and

scheduled initiatives the timeline for implementation will need to be negotiated. This initiative has major scheduling and funding ramifications

10. Once the prioritizing, manning and funding issues are resolved then a final plan of action for the DLMS Migration can begin
