Dear Mr. Leutza:

Ordering Paragraph (“O.P.”) 12 of Decision 98-12-069 requires that within 30days of the technical workshop, Pacific must conduct any necessary technical trials ofswitching Options B and C, including the 2PIC element of Option C, and provide theresults of the trials with the Director of the Telecommunications Division no later than 30days after conclusion of the technical trials.

After the conclusion of the technical workshops in February 1999, AdministrativeLaw Judge (“ALJ”) Jacqueline A. Reed issued a ruling (“Ruling”) dated March 2, 1999.In the Ruling, she acknowledged that the parties at the workshop had discussed a test planfor the trial of 2PIC customized routing for Lucent switches. She noted that the plan was“satisfactory to all parties” and that the plan had been modified to include changessuggested by the parties. Ruling, p. 4. The Ruling adopted the test plan and required thatit be conducted within the timeframe of O.P. 12.1 Pacific completed the trial as definedin the test plan within the timeframe required by O.P. 12 and provided the results to youon April 13, 1999.

The Ruling also required Pacific to develop a test plan similar to the Lucent planfor the Nortel switch. Pacific complied with the Ruling and worked with interestedparties to finalize the Nortel test plan. Pacific has kept you apprised of thesedevelopments in the monthly reports sent to you. In addition, AT&T requested andPacific agreed to add new test calls for FNPA 555-1212 routing for both the Lucent andNortel switches. These are described in test plan addendums. By agreeing to test these

calls, Pacific made clear to AT&T that it did not concede FNPA 555-1212 calls should berouted to the PIC2 provider. This issue is pending before ALJ Reed.

Pacific has attached the following documentation regarding the Nortel 2PIC testand the FNPA 555-1212 tests: Attachment 1 is the test plans for the 2PIC customizedrouting trial for Nortel switches and the test plan addendums for testing FNPA 555-1212in the Lucent and Nortel switches; Attachment 2 is a summary of all the test results;2 andAttachment 3 is the completed test scripts. Pacific will make the switch outputs, whichare proprietary, available upon request and subject to the appropriate nondisclosureagreements and/or General Order 66-C.

1. Background & OverviewDuring the August 1998 CPUC Workshop on Local Switching, the CPUC staff,with representatives from Pacific Bell and various CLECs, drafted a set ofquestions for Nortel and Lucent regarding the capabilities for custom routingprovided by the PIC2 technology. Both switch suppliers responded to the CPUC.The assessment provided by the suppliers was reviewed during the CPUCTechnical Workshop on Local Switching held February 10-11, 1999.

2. Purpose and Scope of Test PlanThe purpose of this test plan is to document a set of test scripts based on anassessment of PIC2 technology capabilities for custom routing provided byNortel, the supplier of the DMS100 switch. The test plans will be executed asdefined in Section 8 of this document. Test results will be analyzed to identifyany gaps between desired results and actual results, including completeness andaccuracy of the Automatic Message Accounting (AMA) records created3.

The scope of this test plan will include the following custom routingconfigurations:• IntraLATA Toll NPA NXX Custom Routing via dedicated CLEC direct end

office to end office trunk group (no overflow to shared network)• IntraLATA Toll NPA NXX Custom Routing via dedicated CLEC end office to

end office trunk group (with overflow to Pacific Bell shared end office totandem trunk group)

Since the purpose of this test plan is the technical trial of 2PIC technologycustom routing configuration scenarios, the following items are considered out-of-scope:• any testing of line port or loop provisioning• arrangements to provide dedicated trunk group traffic data• custom routing ordering/service request processes• any maintenance processes

3 AT&T and MCIW disagree that the creation of an AMA record satisfactory to Pacific Bell is arequirement for finding of technical feasibility.

3. Test Configuration 3.1 Software Feature Requirements

Routing intraLATA Toll calls using IntraLATA Presubscription (ILP) PIC2technology requires that the:• appropriate switch software release be loaded• ILP software is activated• ILP pre-conditioning work be completed

3.2 Hardware RequirementsThere are no new hardware elements required to implement or test thisfunctionality.

3.3 AMA RequirementsRefer to Table A for the Automatic Message Accounting (AMA) recordingrequirements1.

3.4 Test-Bed Network DescriptionA new end office to end office direct, intraLATA toll trunk group will beestablished for this testing. This trunk group will contain one trunk, will be usedto represent a “CLEC” dedicated trunk group, and will be designed as 2-way withSS7 signaling.

In addition, one new end office to access tandem intraLATA toll trunk group willbe established for this test plan. This trunk group will contain one trunk, will alsobe used to represent a “CLEC” dedicated trunk group, and will be designed as 1-way with SS7 signaling.

Depending on the test scenario, these dedicated trunk groups will, or will not, beset up to overflow onto the Pacific Bell shared network.

Refer to Attachment 1 for a diagram depicting the test network; Attachment 2provides test network configuration information.

4. Translation RequirementsA unique intraLATA toll Carrier Identification Code (CIC), in conjunction with newCarrier Definition table(s) and pretranslator subtable(s), must be used tocomplete this technical trial. This CIC must be unique and different from anydeployed inter- or intraLATA CICs. This unique CIC is required in order tocustom route a CLEC end user’s intraLATA toll calls on an NPA NXX basis, whilecontinuing to route intraLATA traffic, from an end user who has not chosen theCLEC as their local carrier, over the Interexchange Carrier’s (IEC) Feature GroupD (FGD) access routes.

NOTE: If a separate, unique CIC is not used for the test (i.e. an IEC’s existinginterLATA CIC routing instructions are changed for this test), then all of the liveend users in the originating switch that casually dial 101XXXX plus an NPA NXXin the terminating test switch using the IEC’s existing interLATA CIC, will be

routed to the new test trunk group for call completion. Calls made using thisconfiguration will encounter blockage, which will affect existing end users as wellas the calls made by the tester(s).

All other translations required in support of this test plan will be established ineach of the impacted test-bed switches prior to the execution of the test. Todocument the translations used, DMS100 translation verify outputs (travers) willbe requested as each test call is executed.

1. Background & OverviewThis addendum supplements the CPUC Workshop Technical Trial Test Plan for theDMS100 switch. The additional test information included in this document was added atthe request of AT&T and MCI.

2. Purpose and Scope of Test PlanThis addendum is issued to include test scripts that will ensure a (1+) FNPA 555-1212non-interLATA call can be routed in a post-2PIC environment to:

• The PIC’ed IXC’s directory assistance platform using 2PIC technology.• Pacific Bell’s directory assistance platform using Line Class Code (LCC) technology where

Pacific Bell is the selected intraLATA toll carrier.

The test plan will be executed as defined in Section 7 of this document. Test results willbe analyzed to identify any gaps between desired results and actual results.

The scope of this test plan will include the following routing configurations:• FNPA 555-1212 call routing via existing IXC dedicated access trunk group using

Feature Group D (FGD) signaling• FNPA 555-1212 call routing via existing Pacific Bell shared network using TR317

signaling 3. Test Configuration3.1 Software Feature Requirements

2PIC technology will be used to route the FNPA 555-1212 call to the PIC’ed IXCintraLATA toll service provider.

LCC technology will be used to route the FNPA 555-1212 call to the Pacific Bell directoryassistance platform when Pacific Bell is the selected Toll carrier.

3.2 Hardware RequirementsThere are no new hardware elements required to implement or test this functionality.

3.3 AMA RequirementsThere are no additional AMA requirements associated with this test call.

3.4 Test-Bed Network DescriptionThe existing AT&T access trunk group built between ALMDCA11DS0 and AT&T’s IXCpoint of presence (POP) at OKLDCA03AMD72 will be used to complete the first FNPA555 test call. This trunk group is designed as 2-way and uses SS7 FGD signaling.

The existing Pacific Bell shared trunk group built between ALMDCA11DS0 andOKLDCA0349T will be used to complete the second FNPA 555 test call. This trunkgroup is designed as 2-way and uses SS7 TR317 signaling.

4. Translation RequirementsAll translations required in support of this test plan will be established in ALMDCA11DS0prior to the execution of the test. To document the translations used, a DMS100translation verify output ( traver) will be requested as the test call is executed.

Routing of the FNPA 555-1212 calls to the intraLATA toll service provider as requestedby AT&T and MCI will require changing the FNPA 555 class of call to intraLATA toll forthese tests.

6. Test ScheduleThe FNPA 555 test scripts will be executed upon completion of the 2PIC technologytesting documented in the “IntraLATA Toll NPA NXX Custom Routing Using 2PICTechnology” test plan.

1. Background & OverviewThis addendum supplements the CPUC Workshop Technical Trial Test Plan for the5ESS switch. The additional test information included in this document was added atthe request of AT&T and MCI.

2. Purpose and Scope of Test PlanThis addendum is issued to include test scripts that will ensure a (1+) FNPA 555-1212non-interLATA call can be routed in a post-2PIC environment to:

• The PIC’ed IXC’s directory assistance platform using 2PIC technology• Pacific Bell’s directory assistance platform using Line Class Code (LCC) technology where

Pacific Bell is the selected intraLATA toll carrier.

The test plan will be executed as defined in Section 7 of this document. Test results willbe analyzed to identify any gaps between desired results and actual results.

The scope of this test plan will include the following routing configurations:• FNPA 555-1212 call routing via existing IXC dedicated access trunk group using

Feature Group D (FGD) signaling• FNPA 555-1212 call routing via existing Pacific Bell shared network using TR317

signaling 3. Test Configuration3.1 Software Feature Requirements

2PIC technology will be used to route the FNPA 555-1212 call to the PIC’ed IXCintraLATA toll service provider.

LCC technology will be used to route the FNPA 555-1212 call to the Pacific Bell directoryassistance platform when Pacific Bell is the selected Toll carrier.

3.2 Hardware RequirementsThere are no new hardware elements required to implement or test this functionality.

3.3 AMA RequirementsThere are no additional AMA requirements associated with this test call.

3.4 Test-Bed Network DescriptionThe existing AT&T access trunk group built between DAVLCA13DS0 and AT&T’s IXCpoint of presence (POP) at OKLDCA03AMD will be used to complete the first FNPA 555test call. This trunk group is designed as 2-way and uses SS7 FGD signaling.

The existing Pacific Bell shared trunk group built between DAVLCA13DS0 andOKLDCA0349T will be used to complete the second FNPA 555 test call. This trunkgroup is designed as 2-way and uses SS7 TR317 signaling.

4. Translation RequirementsAll translations required in support of this test plan will be established in DAVLCA13DS0prior to the execution of the test. To document the test results used, switch outputs willbe requested as the test call is executed.

Routing of the FNPA 555-1212 calls to the intraLATA toll service provider as requestedby AT&T and MCI will require changing the FNPA 555 class of call to intraLATA toll forthese tests.

7. Test ScheduleThe FNPA 555 test scripts will be executed as a coordinated effort with the DMS1002PIC technology testing documented in the “IntraLATA Toll NPA NXX Custom RoutingUsing 2PIC Technology” test plan and the DMS100 Test Plan addendum.

8. Test Plan Execution LogisticsTesting will be completed using test lines located at Pacific Bell Test facilities located at2600 Camino Ramon, San Ramon, CA.
