Editor’s CommentWE said it in this column exactly two years ago, but we willsay it again.

"If ever there was a story to bringthe planning system into disrepute,surely it is the continuing saga of theRisley LandMll site."

Then, we were complaining that tipoperators Biffa, after losing an appealagainst the refusal of planningconsent, were still able to carry ontipping on the grounds it neededmore time to complete restoration ofthe site.

Now we Mnd ourselves reporting,elsewhere in this issue, that thecompany is doing almost exactly thesame thing again.

No appeal yet, of course, becausetheir application has yet to go beforethe borough's planning committee.But it seems likely they will be grantedpermission for another 18 monthswhen it does so next month.

The problem is that we cannothave a landMll site left unMnished and,

possibly, unsafe, so as long as theoperator can say he has not yetcompleted restoration he is likely toget his own way.

Two years ago our criticism wasdirectly mainly at the company forwhat seemed a cynical manipulationof planning regulations.

Now we are more inclined tocomplain about the borough plannerswho, surely, if they had beenmonitoring the site properly, couldhave seen what was coming anddone something about it.

And, by the way, when another 18months of misery has passed by forlocal residents, the operator still wantsanother year to Mnish site restoration.

MARY Dearden, guest speaker atCroft WI, gave an interesting talkextolling the many virtues of thehumble lavender plant.

Grown 2500 year ago, the plantwas held in esteem by the ancientGreeks and the Egyptians and a phialof lavender oil was found in the tombof Tutankhamen. Lavender was alsoa favourite of the Romans who usedthe plant as an antiseptic, perfume,bath oil and Roman ladies even hungdried lavender near their beds toincite passion in their men folk!

Today it is still in demand, beingused in aromatherapy, scentedcandles, alternative medicine,cooking, etc.

The monthly competition was foran unusual perfume bottle and thiswas won by Nicky Adams. ElaineGrundy was presented with a trophyfor her success with the Bowls Group.The proceeds from the evenings rafNewere being donated to St. Rocco'sHospice.

A NEW area of woodland, the size of @ve football pitches andplanted by a Culcheth couple will provide excellent habitats forwildlife.

The trees planted by Tony andRebecca Unsworth at Ratcliffe HouseFarm will also eventually provide asource of renewable wood fuel for thefarmhouse.

The Unsworths received supportfrom the Mersey Forest to help maketheir woodland a reality.

Mersey Forest experts advised onthe choice of tree species and helpedthe couple secure a ForestryCommission grant.

Warrington North MP Helen Jonesalso took an interest in the project.

She said: "This is another exampleof how Warrington beneMts frombeing part of The Mersey Forest, and

is great long-term thinking from theowners to provide a fuel for theirfarmhouse in the future."

Rebecca Unsworth said: "Thewoodland will be harvested using atechnique known as coppicing every10 to 12 years to provide a continualsupply of wood for the Mre.

"It's great to be able to plan ahead,and the support we've received tomake it happen has been excellent."

NEWCHURCH Strollers have revealed the name of their landmark 10thannual pantomime.

The show, to be staged at Newchurch Parish Hall on January 27, 28 and 29will be "Once Upon a Time" - a traditional panto by Paul Barron and SarahDyson.

The group indicated to Culcheth Life, back in September, that they wereplanning something special for their 10th panto.

But producer David Ramsdale kept the name under wraps. Even the cast didn'tknow what they would be appearing in!

The 10th production will be somewhat different to most pantos in that it beginswhere most of them end - with a wedding.

Over the years, more than 90 people have appeared in the Strollers'pantomimes and more than 3,500 have been to see them.

MOLLY the Donkey took time off from providing therapy forchildren with special needs to visit residents at the High PeakNursing Home, in Main Lane, Kenyon in the run-up toChristmas.

Molly was from the ElisabethSvendsen Trust in Manchester, acharity which provides a home fordonkeys which it uses to providetherapy - and fun - for special needs

and disabled children.It also sends its friendly donkeys out

to visit the elderly in nursing homes,day centres, etc across the NorthWest.

AS part of its Ruby Anniversarycelebrations a Culcheth schoolinvited parents, teachers andfriends to join a Festive Bake Off.

This year Twiss GreenCommunity School is celebrating its40th anniversary and has already

held a series of celebration events.The baking challenge was held

during the Christmas Fair.McDees, of Lodge Drive,

sponsored the event and staff wereon hand to "taste" the Mnal threeentries in each category.

CULCHETH will have a Chinese restaurant again, with the opening of ChinaRose on Common Lane.

Well-known locally, host Mathew Tse and his team of chefs have more than25 years experience of preparing authentic Chinese cuisine.

Mathew said: "We know local people appreciate good quality, fresh foodand we believe we can provide it.

"We will be offering diners an alternative as we will be the only Chineserestaurant in the heart of Culcheth.

"Our aim is to provide a comfortable, relaxed atmosphere for family dining,special occasions, corporate events and social gatherings."

COUNCILLOR Keith Bland,one of Culcheth's longest-serving councillors, travelledto London and received hisMBE personally from TheQueen.

Accompanied by his wife, Sue -also a long-standing councillor - hewas presented with the award at aBuckingham Palace ceremony.

AwardCoun Bland received the award for

services to the community in theBirthday Honours in June.

He has been a member ofCulcheth and Glazebury ParishCouncil for many years and iscurrently Deputy Leader of WarringtonBorough Council.

He previously served on CheshireCounty Council and is also a memberof many other organisations in andaround the Warrington area.

His wife said: "Keith received hisaward personally from The Queenand she was able to say a few wordsto him.

"It was a wonderful experience forboth of us."

Buffs' donation to pre-school

Clean up for Christmas

THE Withington Lodge of the Royal Antediluvian Orders ofBuffaloes - ‘The Buffs’ - has presented Newchurch Pre-Schoolwith a cheque for £200 towards the cost of a new computer.

Active in Culcheth since 1928, theLodge raises money to help localcharities and organisations and in thepast, when it had more members, hasmade donations to manyorganisations such as St Rocco'sHospice, the North West AirAmbulance, Green Lane SpecialSchool and others.

Buffs spokesman Dennis Daviessaid: "We like to do as much as wecan to support local organisations.Unfortunately we are now only a

small Lodge, with six brethren, sofunds are more limited."

Mary Taylor, who runs the pre-school with Ella Walker, said:"Newchurch Pre-school is verygrateful to the Buffs for their kindsupport over the last four years. Thechildren in our care have beneMtedenormously from the equipment thatwe have been able to purchase".

LOCAL oven cleaner Paul Clark is urging families to clean up this Christmasahead of the infamous mother-in-law inspection.

As the big day approaches the Mre will be roaring and the decorations willbe glistening. But for many the oven will still forlornly be covered in the summer’sbarbequing excess, even though it plays just as important a role in thecelebrations as the tree.

Christmas LightsThe Parish Council are pleased to once again provide theChristmas Lights around the Village Green and aChristmas Tree on the Parish Garden at Glazebury. Fury as waste companyseeks tip extension

AN application by waste disposal company Biffa to extend thelife of the Risley Land@ll site by a further 18 months hasangered people in Culcheth, Risley and Birchwood.

It is likely to go before boroughcouncil planning chiefs early in theNew Year and ofMcers are currentlypreparing a report for councillors toconsider.

But in the meantime, tipping iscontinuing on the Silver Lane site -despite the fact that planning consentran out in October.

Culcheth and Glazebury ParishCouncil, Birchwood Town Council andWarrington North MP Helen Jones havejoined the chorus of protests.

If, as seems likely, Biffa's applicationis successful, it will mean tipping will notend until April 2012, with a further 12months activity to restore the site

Two years ago, the companyangered residents when it successfullyapplied for a two year extension to theiroperations. Many people predicted thatthat Biffa would seek further extensions.

Helen Jones said: "I expressed myconcern at that time that Biffa would

seek further extensions in the future andthis is exactly what is happening.

"The borough council failed tomonitor and regulate operations at thesite in order to ensure the end of wastedisposal operations by October 2008.It seems to have failed to do so again."

She said the council should nowensure the site was landscaped andclosed next year in line with the lastextension.

"People have a right to know howlong this cycle will go on for - anothertwo years, another Mve years, another10 years? The tactic of securingextension after extension is simply notacceptable."

Culcheth and Glazebury ParishCouncil has expressed its dismay overBiffa's new application and called forclose monitoring of progress on the siteto ensure the work is completed ontime.

Coun Roger Rankin, (pictured left)chairman of Culcheth's planningcommittee said: "The problem is that weobviously can't have the tip leftunMnished and unsafe so the operatorskeep getting away with theseapplications for extensions. But we havenow had more than enough."

People living near the tip havecomplained for years about smells,dust, vermin, noise and Nies, as well asheavy lorries pounding the roads in thearea.

Game, set and match for residents

Pupils' poppy wreath

IT'S game, set and match for nearby residents in the long-running planning battle over Aoodlighting on the tennis courtsat Culcheth Sports Club.

Borough planners have refusedpermission for the lights at theCharnock Road club after carryingout a site inspection.

It is the second time they havethrown out the proposals. A similarapplication was rejected last year.

Planning ofMcers hadrecommended the scheme, to erect10 eight metre high Noodlightsaround the courts, be approved.

They argued that there would be

negligible impact on nearby houses,nor increase in noise or disturbance.

But 20 householders lodgedobjections and the scheme was alsoopposed by Culcheth and GlazeburyParish Council.

Objectors claimed light spillagewould effect their homes and gardensand there would also be a noisenuisance caused by players.

They also alleged a lack ofconsultation.

YOUNGSTERS at Croft Primary School worked together to make a poppywreath to mark Remembrance Day.

Year 5 and 6 pupils made the wreath for the Remembrance Service at ChristChurch, Croft.

THE recent wild =ower and bulb planting which has taken place in Culchethis extremely encouraging.

However, I wonder why nothing is ever done to improve the appearance ofthe small, muddy area opposite the lay-by and bus stop on the main road. I haveasked the council repeatedly to give this small patch a "face lift" only to be toldit is of "low priority."

Why? It is on the main road coming into the village and has been an eyesorefor some years now. Even a few evergreen shrubs would make a difference.

‘GRUMPY Old Woman’ Ruth Moore Williams gave a hilariousview of the changing world at the monthly meeting of CulchethWI, touching on issues as varied as fashion, television, lightbulbs and underwear.

She accompanied herselfenergetically on the piano with her ownsongs in the style of Victoria Wood.
