    Top ten tips for staying fall-free this winterSnow season has arrived, along with icy conditions that can lead to an unexpected slip or trip.

    Falls are the most common cause of injury among Brit-ish Columbia seniors and are the main reason why older adults lose their independence. Each year, one in three seniors over the age of 65 experience at least one fall and nearly 40 per cent of fall-related hospitalizations involve a hip fracture which greatly impacts the health and well-being of the senior as well as the B.C. heal th-care system.

    Winter conditions, such as snow and ice, are known to increase the likelihood of experiencing a fall. Last year, 319 B.C. se-niors aged 65 and over experienced fall-related hospitalizations due to ice and snow. Accord-ing to Canadian Institute of Health Information data, over 70 per cent oc-curred between January and March. This informa-

    tion is often referred to as the tip of the iceberg, as many more fall inju-ries are treated in clinics, emergency departments and doctors offices.

    Falls usually happen due to factors that can be pre-vented. Identifying fall risk and taking the ap-propriate action to prevent falls can help seniors to stay independent and in-crease their overall health and well-being.

    Top ten tips to help se-niors stay fall-free this winter:

    1. Check your traction wearing appropriate shoes and boots for slip-pery sidewalks and stairs can help to avoid a fall. Research has shown that wearing an anti-slip shoe device can reduce the risk of a fall in icy conditions.

    2. Slow down tis the season for many exciting

    events Falls often occur when youre in a rush.

    3. Stay connected letting people know your plans and taking a cellphone with you when you leave the house are great ways to keep in touch with friends and family this holiday season.

    4. Vitamin D and calcium research has shown that Vitamin D and calcium play an important role for muscular strength and bone health. During the winter months, it is es-pecially important to eat foods high in Vitamin D and calcium and/or take supplements to get the rec-ommended daily intake.

    5. Stay active strong muscles and bones are im-portant in preventing falls and getting around safely. If winter conditions make it unsafe to exercise out-doors, stay active with an indoor routine that in-cludes strengthening and balance exercises.

    6. Bring in the salt keep your salt and shovel in-

    doors to avoid slipping while on your way to the garage or storage shed to get it.

    7. Shovel the walkway keep your steps and pathways clear. Check your railings and ensure they are sturdy, as they may save you from an unexpected slip or trip.

    8. Ask for help tis the season to lend a helping hand. Most people are happy to help an older person navigate across a slippery sidewalk or park-ing lot.

    9. Have a plan if you experienced a fall, what would you do? Being pre-pared in the event of a fall can assist in getting help as quickly as possible, and may even save your life.

    Tragedy Averted In Candle FireAt 2:19 AM on Thursday, December 15, 2011, the Abbotsford Fire Rescue Service (AFRS) responded to a report of an actived fire sprinkler system in a commercial building on Cedar Park Place.

    Fire crews arrived to find minor fire and smoke damage which the sprinkler sys-tem had effectively controlled, prevent-ing the fire from spreading throughout the commercial plaza.

    The first fire crews on scene were sur-prised to find that a storage room in the basement had been converted into a makeshift sleeping quarters. The oc-cupant of that room had left a burning candle unattended which ignited some clothing. Heat from the resulting fire

    activated the sprinkler system and fire alarm. Abbotsford Fire Rescue Service officials later confirmed that the build-ing had not been approved for any type of residential occupancy.

    While this incident did not cause major damage, it does illustrate the need for care when using candles especially during the holiday season. It also shows the effectiveness of properly functioning fire protection systems such as sprin-klers and monitored fire alarms.

    As a result of this incident, the AFRS has now attended 24 fires to date in Decem-ber, most of which were preventable.

    Damage estimates from this incident have not yet been received.

    Abbotsford Airport Launches YXX Rewards Program

    The Abbotsford Inter-national Airport is pleased to announce the launch of YXX Re-wards, a new rewards pro-gram for airport travelers, announced Dave Holmberg, chair of the Abbotsford Air-port Authority.

    Four kiosks have been in-stalled in the airport, two in the guest check in area for program registration, and two in the departures airside lounge for both registration and entry into the sweepstakes.

    of charge, and guests can register online at www.yxxloyalty.ca or at any of the Abbotsford Airport Terminal kiosks. Rewards keytags are available for pick up after registration at the Abbotsford Airport administration office.

    To be entered into the week-ly sweepstakes, guests can either scan their rewards card at the departures kiosk stations, or they can simply login using their username and password.

    Doctor, do I need to take any vitamins or supplements?

    Last month I told you of some of the benefits of vitamin D, and so of course my answer is yes, you should at least be taking vitamin D. I hear this question about taking vitamins quite often in my office, and the answer does require some thought. The first thing that I ask is well, do you eat enough fruits and vegetables?

    Many people including some doctors believe that taking vitamins and other supplements are not necessary and that we should get all our nutrients from whole foods, and this, of course, would be the best way in a perfect world.

    The scientists now tell us that we need to eat 8-10 portions of fruits and vegetables each day. A European study into diet and health surveyed 300,000 people in 8 countries. It found that those who ate 8 or more portions of fresh fruit each day had a 22 percent lower chance of dying from heart disease, and heart disease is the leading cause of death. So are you really eating at least 8 portions of fruits and vegetables?

    Unfortunately, there is often a problem with the fruits and vegetables that we buy from the grocery stores nowadays. Actually there are several problems. Firstly, studies have shown that the amounts of nutrients in these fresh fruits can be significantly less than the amounts that were found in the same fruits and vegetables 30 years ago. Often the ground used to grow these foods has been used repeatedly and so does not contain all the nutrients that the plants should have. This is also made worse by the pesticides and herbicides used to grow these crops since these leech out to nutrients in fruits and veg-etables further. The pesticides and her-bicides are also absorbed into some of these foods and these have been found to be detrimental to our health. When fresh fruits are picked and eaten in the same day they contained their highest amounts of nutrients. Unfortunately, much of our food has to travel across the country or even from another coun-try before he gets to our mouths, and during that time nutrients are degraded within the fresh food. Often fresh food is irradiated or x-rayed when it comes across the border and is too reduces the nutrients. And then there is cooking which again destroys the nutrients in vegetables.

    The next question is often which vitamins should I buy? Often you

    will end up going to the local store and purchasing a multivitamin. Your doctor or might even recommend, for example, that you buy separate vita-mins like for example vitamin E. Unfortunately, unless that doctor has been looking at the latest research and is familiar with supplements this might not be the best advice. For example, he may not know that there are actu-ally 8 different types of vitamin E, and the one that is usually sold in stores is called alpha-tocopherol. This has actu-ally been found to be harmful to your health. Another example is that many people are now taking fish oils due to the recent research on all their health benefits. I have seen many patients have been taking Omega 3-6-9 believing that they are doing something good for their heart or their blood vessels. Current research has shown that Omega 6 fish oils are actually more likely to cause inflammation in your body and so this type of fish oil is actually bad for your health. Fish oils can also contain other toxins such as heavy metals, and so unless the fish oil has been manufac-tured by a company with high quality standards that remove these toxins, that particular supplement would be a poor choice. Often the choice of purchasing a supplement can be based on the old saying you get what you pay for in terms of quality, and so you have to weigh your pocketbook against your health in most cases. Invest in your health first because without your health you may not be worth the amount of money that you have in your bank. If your health care provider has an interest in supplements he or she should be able to guide you.

    Government of Canada Supports Girls in Surrey, BC

We are proud to partner with the YWCA on this promising new project, which will empower girls preparing to move from elementary to high school to take charge of their lives, contribute to their communities and realize their full potential.This innovative new project, which aims to reduce violence against girls and turn vulnerability into empower-ment, will have a lasting impact on participants, their families and the Surrey community, said Ms. Young.

    The YWCA Metro Vancouver is re-ceiving $259,550 from the Womens Program of Status of Women Canada for its Leadership Program for Girls in Surrey. The project will develop leadership skills among Grade 7 girls who are preparing to enter high school in a challenging urban environment where gender-based violence poses a significant risk to their safety and abil-ity to succeed. With the support of local grassroots organizations and communi-ty leaders, and with the engagement of parents, the YWCA Metro Vancouver seeks to empower and reduce violence in the lives of these young girls.For over 100 years, the YWCA Metro Vancouver has worked to foster eco-nomic independence, wellness and equal opportunities for local women and girls. One of the citys largest non-profit organizations, the YWCA Metro Vancouver works to create a healthy community by providing programs and services to over 50,000 people each year. We are pleased to have the support of the Government of Canada for this project in Surrey, which is inspired

    by the success and the best practices of two other programs underway in Vancouver, said Janet Austin, Chief Executive Officer, YWCA Metro Van-couver. The new project for Grade 7 girls will use a unique intergenerational and intercultural learning model that includes mentorship, youth volunteers, education on issues affecting girls and awareness training.     I would like to congratulate the Sikh community for the official opening of the Sikh Heritage Museum at the Gur Sikh Gurdwara which took place last Saturday. My father and several of my close friends enjoyed the celebrations. I look forward to re-visiting the landmark temple where I played as a child.

    A year ago I was interviewed on CBC Radio, The Early Edition with host Rick Cluff concerning being denied access to a Christmas party because I was South Asian. During the program, he asked me whether or not I believed that Facebook was a contributing factor towards the cultural divide in the Lower Mainland. I didnt see this as being the case, however, I do see this as an avenue in which cultural polarization can be addressed. I decided to do some quick research through some of my friends Facebook lists to see what kind of cross cultural friendships are being developed through a click of a button. I discovered that most cultures actually stick within themselves (especially youth) and some of my friends who are over the age of 30 seemed to show some improvements in how they reached out on social media.

    If we plan on bridging the cultural divide in the future, we must realize that social media is one platform that has never been explored.

    On another note, Facebook can be very self absorbing at times. People become caught up talking about themselves rather than focusing on others. For example, in most of my personal postings, I found that it is the same dozen or so people who leave a comment or give me a thumbs up. Its kind of discouraging when I have over a 1000 Facebook friends/acquaintances that have the potential of reaching out and choose not to. I have made every effort throughout the years on Facebook to reach out to almost every contact at least once in the year.

    Jassi Hera, a grade 12 student from Rick Hansen Secondary School shared these comments: I personally think everyone should get along with each other. We only live once, why not get to know some new people and even learn about their culture. Facebook is one of the best ways to actu-ally meet new people.

    I have some sad news to share, the tree that was planted on May 18th to celebrate the Cycling4Diversity ride to Victoria which was vandalized in August did not make it. I would like to thank the District of Mission for doing their best to save the tree. Another tree is scheduled to be planted in the spring as a replacement.

    Since the completion of the ride, the mo-mentum hasnt stopped. We have some exciting announcements to be made in the New Year. Sarina Di Martino Derk-sen, the Executive Coordinator is plan-ning on revealing the schedule, a new logo, as well as other events scheduled to take place. One of the many highlights of this trip was when the winner of the Cycling4Diversity bike offered to sell the bike. Di Martino Derksen stepped up and advised me that this would be a wonder-ful opportunity to help out the winner as well as keep the bike for the rides to come. Di Martino Derksen personally purchased the bike and will be loaning the bike each year to the team.

    SFU scientists help tackle forest pests with

    genomicsSimon Fraser University Beedie School of Business professor Jeremy Hall is leading the so-cial science research component in a new project dedicated to significantly reducing forest pests in Canada, and ultimately globally.

    Hall leads one of several research teams involved in Genomics-Based Forest Health Diagnostics and Moni-toring, a new $4.2 million project funded by Genome British Columbia and Genome Canada. Stelvia Matos, an adjunct professor, and Vernon

    Bachor, a sessional lecturer, in SFUs Beedie School of Business are on Halls team.

    The project will use genomics to de-velop a DNA-based diagnostic test to detect and monitor pests that do $2 billion worth of damage to Canadas forests annually.

    Government and forest industry sci-entists and policy makers have been pushing for better ways of diagnos-ing forest pests for years because the conventional method of visual inspec-tion cant catch many microscopic pathogens.

    Hall, an expert on radical technology development and sustainable devel-opment innovation, and his team will examine current public policies and societal issues around the use genom-ics in forestry management. The SFU team will also recommend commer-cial opportunities for outcomes of the research.

    In addition to overcoming techno-logical hurdles, successful innovation also includes understanding the often complex interactions among commer-cial, organizational and social issues, says Hall. Understanding such issues is especially useful at early phases, when there are greater options in how the technology can be developed.

    Our role is to provide scientists with early knowledge about the way tech-nology can be developed to make it more commercially attractive to users. We also help technology developers

    realize benefits from their investment and avoid detrimental social impacts and/or controversies that could hinder its diffusion.

    Richard Hamelin, senior research scientist at Natural Resources Canada, will lead the development of DNA-based diagnostic testing that is ex-pected to generate annual economic benefits in the tens of millions of dol-lars. The testing will aim to stop po-tentially detrimental pathogens from spreading through forests and assist the forest and nursery industries with plant and product certification.

    Ensuring health-care spending can be sustained in B.C.

    Medical Ser-vices Plan premiums are one way the Province of British Columbia helps provide increased investments in health-care services to meet growing demand. Revenue from these pre-miums currently funds about 11 per cent of total health-care costs in B.C.After seven years of un-changed fees for provin-cial health-care coverage, government announced in the September 2009 Bud-get Update that MSP pre-miums would rise by six per cent in January 2010, 2011 and 2012 to support rising health-care spend-ing. Any future changes would be announced in future budgets.Maximum monthly pre-mium rates effective Jan. 1, 2012 will increase by $3.50 per month to $64.00 for single persons, by $7.00 per month to $116.00 for two-person families and by $7.00 per month to $128.00 for families of three or more persons.There are built-in protec-tions for lower-income British Columbians to help ensure the MSP pro-gram is fair. As of Sept. 25, 2011, there were 959,131 B.C. residents subsidized by the MSP premium as-sistance programs. More than 800,000 individuals and families pay no MSP premiums at all, and the rest receive partial sub-sidies. MSP Premium Assistance was enhanced in January 2010. The en-hancement was designed to ensure 2012 MSP rates for those receiving pre-mium assistance remain lower than they were in 2009. As a result of this enhancement, approxi-mately 180,000 British Columbians saw their premium costs reduced or eliminated.

    BC invests over $13M in new skills training programs

    From software systems devel-opment and auto refinishing, to underground mining, shell-fish aquaculture and a host of other programs, the B.C. government is investing over $13 million in new employment skills training in regions throughout British Columbia.As part of Canada Starts Here: The B.C. Jobs Plan, over 50 skills train-ing programs are being delivered by 20 post-secondary institutions throughout the province under the governments Employment Skills Ac-cess Initiative (ESA). This project is funded within governments existing fiscal plan.

    Through ESA, eligible British Colum-bians are provided with tuition-free, group-based training at public, post-secondary institutions to prepare them for entry or re-entry into the labour force. ESA skills training programs are primarily focused on preparing participants for entry-level employ-ment in industries, sectors or occupa-tions that are currently experiencing or are projected to experience labour or skills shortages.

    Training programs are expected to be at least three weeks in duration, to a maximum of 12 months, with an emphasis on programs that pro-vide participants with provincially or industry-recognized credentials. For occupations with established provincial standards for training and certification, training programs must follow and meet those standards. Participants in programs must be unem-ployed individuals who have not estab-lished an Employment Insurance claim in the past three years, or five years in the case of maternity/parental leave.The Employment Skills Access Ini-tiative is funded through the Canada-British Columbia Labour Market Agreement (LMA).Over the next decade, British Co-lumbia is projected to have over one million job openings. A new wave of economic growth stimulated by the BC Jobs Plan will further increase the number of jobs.     The first Parent and Grandparent Su-per Visa has already been issued, Jason Kenney, Minister of Citizen-ship, Immigration and Multiculturalism announced today.

    We pledged to process the Parent and Grandparent Super Visa in less than eight weeks, the Minister noted. Weve is-sued the first of the Super Visas in just two weeks and we remain committed to reuniting families through the Super Visa in a timely manner.

    The Parent and Grandparent Super Visa was launched as an option for parents and grandparents of Canadian citizens and permanent residents looking to visit their families in Canada for an extended period of time. The process for getting a Super Visa is simple and straightforward. Super Visa seekers use the same applica-tion form as applicants for the standard six-month visitor visa. Applicants for the Super Visa must also submit proof that the host child or grandchild meets a minimum income, demonstrate that they have purchased comprehensive Canadian medical insurance and undergo the Im-migration Medical Examination.

    The first Super Visa was issued at the Canadian mission in Manila on December

    David MacKinnon Chongqing, China, has a population of 30 million almost as big as Canadas - and is the biggest mega city on the planet. New factories are springing up daily. Entrepreneurship is evident everywhere.Bangalore, India, is huge also and populated by world leaders in IT, aero-space and industrial re-search. Its business lead-ers are writing many of the rules of a new indus-trial revolution.The extraordinary per-formances of these cit-ies and others like them have lifted hundreds of millions of people out of poverty. The global impact of this is startling. China and India are on track to be the first and third largest economies in the world in less than a generation.Both countries still have huge problems. Corrup-

    tion, environmental deg-radation, political stresses and governance failures are all obvious. However, their track records sug-gest that the big story for India and China is how far they have come and how far they could go.These changes are very positive in many respects. There are new possibili-ties for partnership, new markets and new oppor-tunities arising from the Indian and Chinese com-munities in Canada. As well, more comfort and economic security for 40% of humanity should appeal to us all.There is, however, the problem of how we com-pete with these giants.While we are partly pro-tected from competitive forces by the resource wealth of Western Can-ada, we are exposed be-cause of economic weak-ness in Central Canada and the longstanding lack

    of competitiveness in At-lantic Canada.The determinant of how well we do in competing with businesses in Banga-lore and Chongqing will be our productivity and here there is cause for serious concern. Our productivity performance is poor.For thirty years, policy makers have said that businesses need to do more research, innovate more and manage change better if we are to turn this situation around.The fact that these prog-nostications have been made for many years and that governments and businesses have acted on them with little result should cause us to look deeper.When we look deeper, we will almost certainly find that outdated public policies and institutions are a large part of the problem and that to com-

    pete against places like Chongqing and Banga-lore; we need to reinvent important public policies and institutions.What needs reinvention?We need to reinvent healthcare because it is destroying the capacity of governments to fund the infrastructure necessary for better productivity.This reinvention could in-clude physician payment systems based on clinical treatment guidelines, en-hanced scope for health professionals other than physicians, elimination of the public delivery clause in the Canada Health Act and a debate on end of life care.We need to reinvent the intergovernmental trans-fer system. It encourages careless finance, discour-ages labour mobility and has damaged competi-tiveness in recipient ju-

    risdictions and Canada as a whole.This could be done by shifting GST revenue to provinces in return for an end to transfers, adopting Australias fairer method of calculating equalization and publishing bench-marks on program compa-rability by province.We need to reinvent gov-ernments so that they be-come entrepreneurial and nimble. Canadian govern-ments have become very centralized, the opposite of what needs to happen.Governments could be made more entrepre-neurial by putting the operations of govern-ments under boards that operate within a central-ized policy framework but which are guided by citizens with appropriate qualifications.

    Governments should also build the broadest pos-sible network of public-

    private partnerships so that the knowledge of the private sector can be brought to bear on public problems.We should reinvent some aspects of our education and employment support systems.We often have jobs that go unfilled because peo-ple with the requisite skills are not available.To correct this, we ur-gently need to modernize EI, update our antiquated apprenticeship programs and renew our commu-nity college systems.The important point is that India and China have reinvented themselves and economic leadership has shifted to them. We must do some of the same if we are to effectively partner and compete with them.

    Getting things done for Canadians: Harper Government delivering on

    rep-by-pop commitmentThe Harper Government today wel-comed the passage of the Fair Repre-sentation Act through the House of Com-mons. This legislation, now before the Senate, will move every single Canadian towards representation by population.The status-quo results in British Co-lumbians becoming more and more underrepresented in the House of Com-mons simply because they live a in high-growth province, said Minister of State for Democratic Reform Tim Uppal. If nothing is done, this problem will become much worse. Clearly, this is not fair ev-ery Canadians vote, to the greatest extent possible, should carry equal weight.The Fair Representation Act updates the formula allocating House of Commons seats to provinces to better account for population growth and trends. Under the legislation: Ontario will receive an additional

    15 seats British Columbia will receive an ad-

    ditional 6 seats Alberta will receive an additional 6

    seats

    The legislation also fulfils a platform commitment to prevent Quebec from becoming underrepresented relative to its population, since the purpose of the bill is to move every single province towards representation by population. To this end, Quebec will receive three new seats which will be proportionate to its share of the population.Our province has been underrepresented in Ottawa for too long, said Minister of Canadian Heritage and Official Languages James Moore. Thanks to this legislation, British Columbias percentage of seats in the House of Commons will more closely reflect its share of Canadas population. This is good news for British Columbi-ans.The Fair Representation Act also includes amendments to the Electoral Boundar-ies Readjustment Act that streamline the boundary readjustment process. The boundary readjustment process begins February 8th, 2012 and, if the Fair Repre-sentation Act is enacted before this date, is projected to be complete within two years and five months.

    The Ministry of Agriculture is inviting British Columbians to contribute to the development of two bylaw standards related to the creation of on-farm energy. One bylaw standard will cover anaerobic digestion on farms in the Agricultural Land Re-serve (ALR) and the other will cover combined heat and power co-generation in greenhouses in the ALR. Both systems present farmers possibilities to improve operating efficiency.

    Anaerobic digestion systems use a combination of manure and organic materials to pro-duce renewable energy in the form of methane gas. This methane gas can be upgraded to natural-gas quality or converted to electricity. A discussion paper and survey propose: Minimum farm size on using a system.
