Until the Governor makes his final decision on Hydrofrack- ing, the KLA has to be positioned to work collaboratively with other groups that share our view on this issue. The KLA needs to work with the Keuka Watershed Improvement Cooperative and the Keuka Lake Outlet Compact to assure that they share the same concerns for the health and welfare of Keuka Lake as do the members of the KLA. The Watershed Sign project needs to be finished but that requires overcoming opposition in the Yates County Leg- islature. New updates to the NYS Navigation Laws will go into effect in May 2014 that will increase the need for operator training to a larger seg- ment of the boating public. We must assure that we are effectively com- municating these changes to our membership, as boater safety is of paramount importance to the KLA. We must be diligent in analyzing our water quality data to assure that Keuka Lake maintains its AA rating and we will publish a 2014 Directory by midyear. Lastly, membership is the key to a healthy KLA organization. We need to get more Keuka Lake area residents to become members. Please spread the word to neigh- bors, friends and local businesses. A KLA Membership is a great holi- day gift that will continue to give for generations to come. Again, I appreciate the support of our membership and with your assistance, the Keuka Lake Associa- tion should have a great 2014.

MEMBERSHIP & WATERSHED SIGN REPORT - Mike Gow

The KLA Board of Directors wants to thank you again for your continued support! If you are aware of any homes that have changed ownership recently, we would appreciate your letting the KLA know of the addresses and the people involved. Please contact us by e-mail or phone and we will fol-low up. This will allow us to update our files and possibly secure new members. Thank you! As a result of your membership, we have been able to address issues concerning Keuka Lake, its continued health and your safety, including: The monitoring of water quality (utilizing a newly purchased water testing probe)I Involvement in the redesign of the lake level monitoring system The distribution of boating and fishing regulations Continued efforts to prevent hydrofracking within the Keuka Watershed (plus a 4000 foot buffer) Continued efforts concerning invasive species in Keuka Boating and recreation safety on the lake A redesigned web-site at keukalakeassociation.org

Please take the time to rediscover this tremendous source of information!! Continued public education For example, regarding public education, the KLA worked with N.Y. state and county officials to install a total of 13 highway signs, (generally) along the perimeter of the Keuka Lake Watershed, notifying motorists that they are entering the watershed area. It is hoped that as a result of these signs, the general public will be a bit more aware that they are now within the Keuka Watershed and that they should not only enjoy the area,

but also help to protect the watershed. At left is a map of the Keuka Watershed with arrows pointing to the approximate locations of the signs that have been erected. It should be noted that NY State and Steuben County officials insisted that the signs be erected as close to the watershed boundary as feasible.

We hope you have a wonderful and safe winter and we look forward to seeing you next spring.

And please remember to take time to LISTEN TO THE LAKE!!

Hydrofracking & well disposal committee report -- Jim BarreJim Barre

KLA Continues to Monitor Hydrofracking Activities

The Hydrofracking and Well Disposal Committee (H&WD) reiterated its position to Governor Cuomo that the Keuka Lake Watershed and a 4000 foot buffer must be exempted from High Volume Horizontal Fracturing for Natural Gas (HVHF) regardless of what decision is taken by the DEC for the rest of the State. The Finger Lakes Regional Watershed Alli-ance (FLRWA) maintains a similar position for the Finger Lakes Watersheds. The City of Rochester supports the FLRWA position for the Hemlock and Canadice lakes watershed as these two Finger Lakes are the sources of water for the City of Rochester. The H&WD Committee is having discussions on what actions would be appropriate and should be taken if the NYS-DEC permits HVHF in the Keuka Lake Watershed. The H&WD Committee will be meeting more frequently to decide what specific legal and scientifically based actions are appropriate and what other organizations should the KLA consider col-laboration. The Seneca Lake Pure Water Association (SLWPA) has taken legal action against the New York State Department of Health (DOH) to obtain the information that the NYS-DOH has received from outside sources on the health effects relat-ed to HVHF. SLWPA will share this DOH information with the KLA. The H&WD Committee will continue to monitor, respond and communicate HVHF activities and decisions over the winter months.

NOMINATING COMMITTEE Dennis Carlson

Knowing that time always passes more quickly than you might expect, I want to take this opportunity to solicit those that have interest in becoming a member of the KLA Board of Directors. In July of 2014, we will have four Board Members that will leaving because of Term Limits (Board Members may service three two year terms). These openings will occur for the Towns of Jerusalem, Milo, Pulteney and Wayne. Should you reside in anyone of these com-munities (or in any of the six communities surrounding Keuka) and wish to be consid-ered for a Board position we would like very much to hear from you. To express your interest please contact the KLA Office by phone or email to let us know. In is only through strong volunteer support that the KLA can continue to provide the support and focus that leads to Preserving and Protecting Keuka Lake for Future Gen-erations.

Water Quality Committee - Dennis Carlson

As we complete the 2013 Season in the Keuka Water-shed, it is my pleasure to say that Keuka is in excellent health with the last water sampling done in October. The

new probe being used by Dr. Tim Sellers and crew at Keuka College is proving to be a great tool and will continue to sim-plify the water testing process. For 2014, we will include ran-dom site coliform testing (which has not been done in the last few years) to reestablish a baseline. The water testing period for 2014 will begin in April and will be conducted each month through October. At the last Water Quality Committee Meeting in October, Jim Balyzak of Yates County Soil and Water communicated that the Asian Water Chestnut pulls resulted in 20 to 30% less plants this year versus last. This was great news. Nicole Landers, of the Yates County Cornell Cooperative Ex-tension, has made great progress regarding Invasive Species communication and will continue these efforts in 2014. This focus will be on the continued education of all persons within and users of the Keuka Watershed. We want to thank all of you as well as Steuben County, Yates County and the Community Governments within the Water-shed for support of all these efforts. With all of us working in the same direction and against the same objectives will ensure the long term protection of Keuka Lake.

As we approach mid-November, the fall lake level drawdown is well underway and we are right in the middle of the curve. Considering that YTD, we are 4.55 inches of rainfall below normal (as measured at the Weath-er Service instruments at the Penn Yan Airport); the Keuka Lake Outlet Compact (KLOC) did a very good job in maintaining the lake level this past summer. The gradual decline in lake level from late July to early Octo-ber was strictly the result of lack of precipitation. During October, Sheriff Spike of Yates County issued a navigation warning for the Penn Yan Outlet. While the lake level at the time of the warning was well within the normal range, there has been an accumulation of gravel and other debris in the area where Kimball Creek empties into the outlet. The KLOC has begun ap-plying to the DEC for permits to dig this area out. Hopefully, this will be accomplished by the springtime. Since October, we have experienced intermittent problems with the lake level gauge on the KLA web site. The biggest issue had to do with the page that displays the lake level ―timing out‖ as it tried to upload the graphics to member’s computers. The result was the ―dreaded orange screen‖. For some users this has been an issue for quite some time. We have undertaken a rewrite of the computer code to make it more efficient and as of November 6, we believe that we have resolved a significant amount of the problem. The other problem that we encountered had to do with the data logger recognizing the change to daylight savings time. We believe that this has also been resolved. We’d like to thank those of you who responded the electronic email survey regarding a potential to delay the fall drawdown in future years. This issue was raised by one KLOC members and some preliminary coordina-tion with the DEC indicated a need for public input. We believe that our survey satisfied this requirement. The survey results clearly indicated that KLA members would like to see some amount delay to the begin-ning of the required fall drawdown. The KLOC will take this topic up at their November meeting. If they agree to proceed, then a formal request needs to be sent to the DEC who will staff the idea with the various federal, state and local agencies that such a change might affect. You may not be aware of it, but there is equipment mounted on the old Keuka Maid dock in Hammondsport which measures the lake level plus rainfall. This is owned and maintained by the Schuyler, Chemung, and Steuben Counties Floodwater Service (FWS), and their readings are displayed on their web site (http://www.highwater.tzo.com). In addition, the National Weather Service (NOAA) also utilizes this information, displaying the Keuka Lake level on their web site (http://water.weather.gov/ahps2/hydrograph.php?wfo=bgm&gage=kkln6). Wayne Hand, Chair of the KLA Lake Level Committee, did a detailed comparison of the Hammondsport and Penn Yan lake level readings for the first half of October, and found that the lake level readings in Ham-mondsport were consistently 0.6 – 0.7 feet higher. Since the late 90’s, there have been various attempts at trying to eliminate or understand the difference in lake level readings. In an attempt to better understand this difference, Wayne began dialog with the FWS individual responsible for maintaining the Hammondsport equipment, which then led to a request for clarification from the DEC, then the National Weather Service (NOAA). Per the experts at NOAA, the water levels of the major Finger Lakes each have a very slight ―South to North slope‖, where the Southern end could have a lake level 0.5 – 0.7 feet higher than the Northern discharge end. This has been proven with detailed studies conducted by NOAA hydrologists on Cayuga and Seneca Lakes. Therefore, it is likely that the current lake level readings shown for Hammondsport are correct as shown on the FWS and NOAA web sites. In other words, the Keuka lake level readings shown on our web site are correct for Penn Yan but other parts of the lake may be slightly higher, with the high point being in Hammondsport (which is likely 0.5 – 0.7 ft. higher). Finally, we have some scientific facts to help clarify this topic of disagreement for the past several years.

The KLA welcomes the following new & returning members:

These new members came to us from three local realtors. Our thanks to Chip Murphy (Nothnagle), Marcia Rees (Century 21) and Dennis Carlson (Realty USA).

Bubblers: Protectors or pests!! As we being preparing for the cold winds and temperatures of the winter, it’s time to think about the settings for in lake bubblers. Please be a good neighbor and keep the impact of your bubbler within your water rights line. An overly aggressive bubbler not only wastes ener-gy but can disrupt ice fishing, ice boat-ing, skating on neighboring properties as well as interfering with waterfowl migra-tion. Enemies await – Aquatic invasive species that we should be on the lookout for in Keuka Lake. Nicole Landers, CCE Yates County, KLA Water Quality Advisor

There are a number of aquatic invasive species that are ―knocking on our door‖

and the earlier a newly introduced invader is detected the better. Rapid response following early detection may aid in preventing the species from getting estab-lished and spreading. Bloody red shrimp has not yet been detected in Keuka Lake, but was detected in Seneca Lake in 2011. The impact of this newly intro-duced species is still under investigation. These crea-tures are nocturnal, so scanning the shallow shoreline with a flashlight after dark could lead to early detec-tion (Finger Lakes Institute website). Round goby is a fish species that has plagued the Great Lakes since the 1990s. It competes for food sources of native fish and feeds on their eggs and fry, leading to population decline. In 2012, round goby was found in the Seneca River, just north of Cayuga Lake (where it is currently established), and was video recorded by David Brown (http://www.youtube.com/watch?v=KyDr9SqaiyU) in the Cayuga-Seneca canal, connecting to Seneca Lake. European frogbit, a floating plant that forms dense mats, has yet to be found in Keuka Lake, but is established in the Montezuma Wildlife Refuge. Hand pulling efforts have been completed to reduce the im-pact of native flora and fauna. Similar to frogbit, water chestnut forms dense mats. It was found in the West River in the Canandaigua watershed for the first time this year and a population in the Penn Yan marsh-lands has been under the management of the SWCD since 2010. Hydrilla has been found in a number of locations in the Cayuga Lake watershed and in the North Tonawanda area of the Erie Canal. Since this plant can easily establish itself from fragments carried from lake to lake on boat props and trailers, rapid de-tection of a new infestation is paramount. By learning what these species look like, and ob-serving the species in and around Keuka Lake, indi-viduals can help be the first to detect an invader. To see pictures of the aquatic invasive plants and ani-mals listed here visit the NYS DEC website: http://www.dec.ny.gov/animals/50272.html/. If you suspect that you have found one of these species in Keuka Lake, you may contact Yates County Cornell Cooper-ative Extension office at 315-536-5123. If you suspect that you’ve found hydrilla, please send a picture to the Stop Hydrilla Taskforce: http://ccetompkins.org/environment/invasive-species/hydrilla-suspects. With all of that said, the first line of defense is prevention. Keuka Lake is already the current

residence to at least nine invasive species including four animals (fishhook water flea, spiny water flea, zebra mussels and quagga mussels) and five plants (Eurasian watermilfoil, curly leaf pondweed, water stargrass, brittle naiad, and stonewort). National dialogue around the importance of inva-sive species is progressing and a document was re-leased in November, 2013 by the National Environ-mental Coalition on Invasive Species titled ―Tackling the Challenge of Invasive Species‖ (http://www.necis.net/wp-content/uploads/2013/11/NECIS-Tackling-the-Challenge-of-Invasives.pdf). Major envi-ronmental organizations and professional societies have joined forces to create recommendations for a national response including 1) risk assessments of imported species, 2) national clarification of authori-ties and responsibilities, 3) updating the Lacey Act to improve regulations, 4) enhance funding streams, 5) equip resource agencies with necessary funds to pre-vent, detect, eradicate and manage invasive species, 6) improve evaluation methods of prevention schemes, and 7) support research and outreach pro-grams. Over the last several months the Yates County Legislature, the KLA, and Steuben County, along with a number of other lake associations in the Finger Lakes, wrote resolutions that were sent to Albany. They urged the state lawmakers to take a compre-hensive and proactive approach to preventing aquatic invasive species from being transported and intro-duced into our Finger Lakes. The New York Invasive Species Council drafted an Aquatic Invasive Species Bill in 2010 addressing this very issue, yet it has yet to receive sponsorship. This has served as a model for a number of local invasive species laws including Schuyler and Warren counties. A step in the right di-rection, however, is the recent release of a proposed regulation that would make it unlawful to knowingly possess a predefined invasive species (either land-based or aquatic) with the intent to sell, import, pur-chase, transport or introduce. There will be a public hearing held on Wednesday December 11, 2013 at 2:00 PM at the State Fairgrounds, Martha Eddy Room, 581 State Fair Blvd, Syracuse, NY 13209. Public comments are being taken through December 23, 2013. The description of the proposed regulation and a complete list of public hearing dates and loca-tions can be found at http://www.dec.ny.gov/regulations/2359.html.

PFD REMINDER: Please keep in mind the new law that went into effect four years ago:

SAFETY EQUIPMENT REMINDER: Now that you have winterized your boat and put it away, you might want to review your inventory of safety equipment to see if anything should be replaced for the upcoming 2014 season (time to get those items onto your Christmas lists now while they are fresh in your mind). Also think about any other new safety equipment that you might have seen this summer that you should have for next summer - marine radio, depth finder, new spot lights, etc. FALL / WINTER BOATING AND NAVIGATING: If you continue boating activities this fall, please keep in mind a number of safety concerns: WATER TEMPERATURE - Make sure you are properly dressed and outfitted as the lake temperatures begin to drop rapidly (please see the water tempera-ture graph on the KLA website). It has historically dropped from the 40's down into the 30's from November through March. LAKE LEVELS - As you navigate any waters this winter season, make sure you are on the lookout for shallow areas or uncovered obstacles due to the lower lake levels. Shallow water marker buoys may not be present if they have been taken out by NYS Parks for the winter months (which then get reset in the Spring). LESS ASSISTANCE OUT THERE - This time of year, since there are fewer people around, cries for help or distress may go unanswered for some time. Prepare yourself for anything to happen and assume it will be awhile before help can get to you. NEW LEGISLATION SIGNED INTO LAW – September 27, 2013. The new law (A3471 / S1639) takes effect May 1, 2014 and requires anyone born on or after May 1, 1996 to hold a Boater Safety Course Certificate in order to operate any "mechanically propelled vessel". This now goes beyond just personal watercraft. BOATER SAFETY COURSES: There may not be many safety courses held locally during the win-ter months, but please plan on attending one in the spring if you cannot find one this winter. We will have in the spring newsletter a listing of the Local Sheriff agencies phone numbers that you can contact for a listing of spring dates they may be holding the safety courses. FLYING SKY LANTERNS: We read a recent article from USA Today (D&C) 11/05/13) that men-tioned that ―In August, the US fire marshals association adopted a resolution urging states to ban the sale and use of sky lanterns.‖ Stay tuned to see if these do indeed become illegal in New York State. HAVE A GREAT WINTER!

Subject: Navigation law amendment effective 11-01-09 Navigation Law § 40 currently requires certain vessels to maintain personal flotation devices, and also man-dates that they be worn in certain circumstances. It does not, however, require passengers of pleasure ves-sels, over the age of eleven, to wear a PFD when the vessel is underway. A 6784, now signed by the Governor, states that “No owner or operator of a pleasure vessel less than twenty-one feet, including rowboats, canoes, and kayaks shall permit its operation, between November first and May first, unless each person on board such vessel is wearing a securely fastened United States Coast Guard approved wearable per-sonal flotation device of an appropriate size when such vessel is underway.”

Caring for Keuka Lake’s Feral Cats - Ellen Shaw Maceko The Patron Saint of Animals St. Francis of Assisi (1182- 1226) wrote, “Not to hurt our humble brethren is our first duty to them, but to stop there is not enough. We have a higher mission- to be of service to them whenever they require it. We cannot exclude any of God’s creatures from the shelter of compassion and pity.” In this regard, my higher mission has been to take the feral cat situa-tion in Hammondsport and the portion of Keuka Lake that falls within Urbana to heart. Formed in 2009, the Hammondsport Feral Cat Project has trapped, neutered and spayed at least 100 feral cats and kittens, with most of the kittens placed in homes. The process of trapping and neutering or spaying feral cats is called TNR (Trap, Neuter, Release). Simply put feral cats are humane-ly trapped, vetted, sterilized and then released back to the location where they were trapped. There are opponents who say these feral cats should be killed because they are not meant to be in the wild. But do we really want to kill cats and kittens? Opponents will say feral cats are responsible for killing of millions of birds and small mammals. The Hammondsport Feral Cat Rescue has ob-served few carcasses or feathers around our feral cat colonies because our colonies are not forced to fend for themselves. We are committed to providing them with food and shelter. In the village of Hammondsport there are three established colonies. All of the cats in these colonies are now sterile. Most of them are very wild but they always know where to go when it is dinner time and to find shelter. For me it started in July 2009 at Champlin Beach on the south end of Keuka Lake. I was shocked to see dozens of starving, dirty cats and kittens in the tangled brush and muddy wetland behind where the Keuka Maid was moored. For Candace Hosier it started earlier that year with the alley cats behind her shop in the village of Hammondsport. After Champlin Beach we started on a small colony on Shethar Street and a large colony on Liberty Street. In all instances we rolled up our sleeves and got to work. The Champlin Beach location is now cat free. I spent two years feeding three females named Tiger Tail, Clara and Mae. One day, after weeks of brutal cold temperatures and unrelenting wind, I took these three girls home with me. Even with the shelters we had built for them, that beach in winter was just too brutal. I also had been told these cats were not safe- someone wanted to do them harm. Currently our work continues on the East Lake Road, near the Glenwood Club and will begin soon on the West Lake Road, close to the village limits. How do you take care of dozens of wild cats? How do you catch them? What do you do with them after you catch them? What if they bite or scratch? It is easy to understand why people feel overwhelmed when it comes to dealing with feral cats. It’s easier to ignore them right? But it’s cruel to do so. In this brief article I can only touch on the main points but there is so much more to the process of TNR so please reach out to us for help. We started by contacting Bath Veterinary Hospital in Bath, NY. They were the only veterinary clinic in our neck of the woods willing to work with a feral cat group. For a greatly reduced fee, they spay or neuter the cats and kittens. They also notch one ear (slice the ear tip off) while under anesthesia so they can be readily identified as TNR cats. They are also given a rabies shot. You must return the cat to the place you found it; if you feel the place you found the cat is too dangerous- like near a home where people harass or threaten the cats, then you may need to give some serious thought about establishing a feral colony in a safer location and there is definite method for doing so. Please do not ever take a cat and turn them out in an unfamiliar place; not only would this be a cruel thing to do they probably would not survive. If this situation arises and you need help, call the Hammondsport Feral Cat Rescue, we can give you advice.

Clara (left) and Tiger Tail the day after they were brought to my office. You can see their dirty faces. They loved their kitty beds

right from the start. Tiger Tail likes a good cuddle now and then but Clara does not want to be touched.

Cookie, a Liberty Street Colony feral, after her spay on 8/24/2010. You can see her tipped ear. Three years later, Cookie is a happy healthy feral cat. Cont. on page 24

DOCK PLATES & NUMBERS

Both are available through the KLA Office. See order form on page 25 or stop in a the KLA Office, 142 Main St. Penn Yan. We can offer you a new dock plate or help you update the one you

already have. Also, we now have a larger plate that can accommodate your street name!

Feral Cats - cont. from pg. 23

Ask your local veterinarian to step up and help combat the feral cat problem in your community, guilt them into it if necessary. I truly believe veterinarians have a moral obligation to aid feral cats and to help curb the feral cat problem in our area. But, as I wrote earlier, we’ve only been successful getting one veterinarian hospital to help us. Buy traps. Amazon.com has several choices. Check out local feed stores or Tractor Supply Company stores. Don’t go on the cheap- you need good high quality traps to make this work. I like Have a Heart traps. Enlist volunteers to help with the day to day care of the feral colony. Get caught up on your own shots- have an updated tetanus shot before you begin a trapping program. If you are bitten or scratched call your doctor immediately. Do not even attempt to aid a cat that appears to be more than just frightened or wild. Please note none of our cats have ever been infected with rabies but cat bites with almost 100% certainty will become infected. I’ve been bitten once by a cat who already had been vaccinated but my wound quickly became infected and anti-biotics cleared it right up. Be prepared for heartbreak and for the joy that comes from taking care of feral cats and kittens. The heartbreak comes when a cat you’ve grown attached to just disappears or is found dead in the road. The joy comes when you see spayed females basking in the sun without the worry or stress of being pregnant or in heat. The joy comes when quite unexpectedly a previously wild cat all of a sudden rubs against your leg as if to say thank you. Check out professional associations such as Alley Cat Allies at www.alleycat.org . This site has a tremendous amount of useful infor-mation. Contact Hammondsport Feral Cat Project members Candace Hosier at 607.569.3502 or see her in person at her shop Lake Country Patchwork on Shethar Street in Hammondsport. She will gladly show you the feral cat shelters and feeding stations we have in the alley. I can be contacted at 607.329.2859 or at my office Shaw Insurance Agency 607.569.2700. We’d be happy to help anyone in-terested get started and to show you the colonies we have established. Sadly, all over the Keuka Lake area there are feral cats hiding in the brush, and giving birth in ditches and drainage pipes. Many peo-ple with homes along the lake tell me they routinely see feral cats. Most of people say they feed the cats out of sympathy but sadly they do not go the extra mile and get these cats spayed or neutered. Keuka Lake is a slice of paradise, but not for the homeless cats we share this space with. Without our help they are doomed to live short lives and to suffer from cold, disease and hunger.

2013 ESTHER N. WAHLIG KEUKA LAKE WATERSHED SCHOLARSHIP The goal of this scholarship, sponsored by the Keuka Lake Association, is to assist a graduating senior high school student who is planning to enroll in a four year program (may include a two year college with plans to transfer to a four year institution) and who is planning on pursuing a career in general environmental sciences or limnology or water quali-ty/watershed management. Eligible applicants include senior students graduating from high schools in the Keuka Lake Watershed, including Haverling Central School, Dundee Central School, Penn Yan Academy, Prattsburgh Central School, Hammondsport Central School or senior students whose parents are Keuka Lake Association members. The one-time $1000 scholarship will be awarded in one installment upon satisfactory completion of the first semes-ter and submission of a transcript sent to the Keuka Lake Association office for review by the committee. The selection committee is composed of five members appointed by the Keuka Lake Association and will meet in April of the student’s graduating year. The committee must receive application forms by April fifteenth of the graduating year. By June first the committee will send the selected recipient a letter and forward a copy to the guidance department of the appropriate school. Students should submit an application for the scholarship to the Keuka Lake Association by mail to P. O. Box 35, Penn Yan, NY 14527. The application must include a letter of recommendation from one of the applicant’s teachers and a 250 to 300 word essay describing the student’s interest in his or her selected field of study and how the student plans to apply that knowledge either in a future career or for enriching his/her appreciation in the environmental sciences or water quality/watershed management. An application is available on our website and it will be included in our March newsletter. In 2013, the KLA awarded two scholarships: one to Ryan Eckel from Hammondsport and one to Emma Lannon from Gainesville, FL, daughter of KLA members.
